Square Enix’s official character feature describes Rachel as Locke’s “former lover” and says Locke and Celes “develop a fondness for each other” over their journey. Rachel is the clearest explicit romantic relationship in the official descriptions. Square Enix says Locke’s regret at being unable to protect his former lover from the Empire drives him to help Terra. Locke and Celes: affection that develops
Square Enix says Locke and former Gestahlian general Celes grow fond of each other during their journey, while raising the question of whether Locke’s past will let him open up to her. Cyan’s family and loss

Edgar’s comic flirtation
Square Enix characterizes Edgar as having a reputation as a shameless womanizer. That trait provides comic energy, but it is not, by itself, evidence of a substantial mutual romance. Square Enix’s character profiles
How much does the game spell out its romances?
The official descriptions are clearest about Locke and Rachel, whom they explicitly identify as former lovers. For Locke and Celes, they describe growing fondness rather than a formal declaration. The relationships therefore differ in both timing and emphasis: one is a past romance shaping Locke’s regret, while the other develops alongside the party’s journey.
