Yes. Jak 3 can be played on PC either through OpenGOAL, a fan-made native port, or through PCSX2, which emulates the PlayStation 2 version. They are separate ways to play, and neither should be confused with the other. The texture-pack claim needs more qualification: PCSX2 supports texture replacement in general, but the sources available do not confirm a specific Jak 3 HD pack or whether one works with OpenGOAL.

OpenGOAL is a fan project that brings Jak 3 to PC as a native port rather than running the PlayStation 2 game inside an emulator. Its project page lists Jak 3 among its game source trees: OpenGOAL. OpenGOAL does not provide the game. You need game data from a legally obtained copy, and the project’s current setup instructions are the place to check the requirements and steps because the project may change. A disc-image workflow is one reported way to prepare files; it does not make a disc-reading drive necessary for every setup.

Neither route is categorically the better choice based on the available evidence. OpenGOAL is the native-port option, while PCSX2 runs the PS2 game through emulation. What PCSX2’s hardware guidance does—and does not—promise
PCSX2 publishes suggested hardware tiers, but it does not guarantee that slower hardware will deliver playable performance. Its requirements page says slower systems may work while performance and playability are not guaranteed: PCSX2 system requirements. That is general emulator guidance, not a Jak 3-specific performance benchmark. The sources do not establish a universal frame rate or a particular PC specification that guarantees a good experience with this game.

PCSX2 documents texture replacement as a general feature, so the emulator can use replacement textures where supported. That establishes a general PCSX2 capability, not the availability or compatibility of a particular Jak 3 HD texture pack. The sources reviewed do not verify a specific pack, show that it works with OpenGOAL, or establish which of the two play methods the headline’s mod claim refers to. Check the pack’s own current documentation for its target version and installation method before relying on it.
