kbddiv1.dll is a genuine Microsoft Windows keyboard-layout component, not a game runtime or graphics driver. It provides the Divehi Phonetic Keyboard Layout, identified by keyboard ID 00000465, and Windows loads it when that input layout is installed or selected.

If Windows says kbddiv1.dll is missing, was not found, could not be loaded, or is not designed to run on Windows, repair Windows rather than downloading a replacement DLL. What kbddiv1.dll is

Keyboard-layout DLLs contain translation tables that convert key presses into characters. The Windows window manager loads them as input-layout modules. That makes kbddiv1.dll different from a hardware driver, Visual C++ runtime, DirectX component, or .NET assembly.

Most people do not need to interact with this file directly. It is normally relevant only when the Divehi or Dhivehi phonetic keyboard layout is installed or selected. A program may still report the file when the broader Windows component store or system image is damaged, even if the user never intentionally added that keyboard.

The file normally belongs under %windir%System32. Do not assume that every Windows installation has an identical copy, file size, version, or architecture. Those details depend on the Windows build and servicing state.

First, identify the type of failure

These messages point to the same general repair path:

• kbddiv1.dll is missing
• kbddiv1.dll was not found
• kbddiv1.dll could not be loaded
• The code execution cannot proceed because kbddiv1.dll was not found
• kbddiv1.dll is either not designed to run on Windows or it contains an error
• An application reports that it failed to load a keyboard layout

Before changing anything, note when the error began. Common triggers include a Windows update, a language or keyboard change, a cleanup utility, antivirus quarantine, disk corruption, a failed upgrade, malware, or damage to the Windows component store.

If the error appears only in one application, keep that distinction in mind. The application may be packaging or requesting a keyboard layout incorrectly, while Windows itself remains healthy.

Fix 1: Install Windows updates and restart

A pending update can contain a corrected system component or repair an incomplete servicing operation.

1. Open Start.
2. Select Settings.
3. In Windows 11, select Windows Update.
4. In Windows 10, select Update & Security, then Windows Update.
5. Select Check for updates.
6. Install all available updates.
7. Restart the computer, even if Windows does not immediately require it.
8. Reopen the affected program and test the keyboard or application.

If Windows reports that updates are pending, restart before moving to the repair commands. A restart completes servicing operations that cannot finish while system files are in use.

If the error remains, continue with DISM and SFC. Do not start by copying a DLL from another computer.

Fix 2: Repair Windows with DISM, then SFC

This is the most important fix for a missing or damaged kbddiv1.dll.

DISM repairs the Windows component store that supplies protected system files. SFC then scans protected files and replaces damaged or missing copies from that repaired source. Run DISM first, because SFC may not be able to repair the file if its source is damaged.

Run DISM

1. Open Start.
2. Type Command Prompt.

Run System File Checker

When DISM finishes, run:

sfc /scannow

Press Enter and leave the window open until verification reaches 100 percent.

SFC can report several outcomes:

• Windows Resource Protection did not find any integrity violations: Windows did not find damaged protected files. If the application still fails, continue with the language-layout and application-specific checks below.
• Windows Resource Protection found corrupt files and successfully repaired them: Restart Windows and test again.
• Windows Resource Protection found corrupt files but was unable to fix some of them: Restart, install pending updates, and run DISM followed by SFC again. If the problem persists, use the recovery options later in this guide.
• A servicing error from DISM: Confirm that Command Prompt was opened as administrator, reconnect to the internet, install pending updates, restart, and retry.

After a successful repair, check whether the original program starts and whether the relevant keyboard layout works. If the error returns immediately, the underlying issue may involve recurring disk corruption, malware, a damaged user profile, or an application-specific installation.

Running these commands manually is useful, but it can be difficult to track which component changed when Windows has several damaged files. It is optional, and Windows DISM and SFC remain the primary Microsoft repair path.

Fix 3: Reinstall the Divehi keyboard layout

If the file is intact but the keyboard feature is missing or incomplete, remove and add the relevant keyboard layout again.

Windows 11

1. Open Start > Settings.
2. Select Time & language.
3. Select Language & region.
4. Find the language associated with the keyboard.
5. Select the … menu beside it.
6. Select Language options.
7. Under Keyboards, locate the Divehi Phonetic keyboard.
8. If it is present, remove it.
9. Select Add a keyboard.
10. Add the Divehi Phonetic layout again.
11. Restart Windows and test it.

If the relevant language is not listed, select Add a language, install the matching language feature, and then return to Language options to add the keyboard.

Windows 10

1. Open Start > Settings.
2. Select Time & Language.
3. Select Language.
4. Select the relevant language.
5. Select Options.
6. Under Keyboards, remove the Divehi Phonetic layout if it is listed.
7. Select Add a keyboard.
8. Add the layout again.
9. Restart and test the input method.

If the language or keyboard cannot be installed, run Windows Update first. A damaged component store can prevent language features from being added, in which case DISM and SFC should come before repeating this step.

Reinstalling the layout helps when the feature was removed during a language change or partially installed. It does not repair a broadly corrupted Windows image by itself.

Fix 4: Check the file’s location and Microsoft signature

Do not treat every file named kbddiv1.dll as genuine. Malware can use the same filename in an unrelated folder.

Check the location

1. Press Windows key + R.
2. Enter:

%windir%System32

1. Press Enter.
2. Search for kbddiv1.dll.
3. Right-click the file and select Properties.
4. Open the Details tab.
5. Confirm that its description identifies the Divehi Phonetic Keyboard Layout and that the product is associated with Microsoft Windows.

The expected Windows location is normally %windir%System32. Do not copy a file into System32 simply because an error message names it. A file in a user profile, a temporary folder, a game directory, or a random download directory deserves additional suspicion.

Check the digital signature

1. In the file’s Properties window, open the Digital Signatures tab.
2. Select the signature entry if one is shown.
3. Select Details.
4. Confirm that Windows reports the signature as valid and identifies Microsoft as the signer.

If the file is absent, unsigned, or located somewhere unexpected, repair Windows with DISM and SFC instead of downloading a replacement. If antivirus quarantined it, use the Protection History instructions below.

A valid signature is useful evidence, but it is not a reason to restore a file blindly. Restore a quarantined item only when you have confirmed that it is genuinely Microsoft-signed and the detection is a false positive.

Fix 5: Check Windows Security quarantine

Security software may remove or quarantine a damaged-looking system file. Do not broadly disable antivirus protection to force an application to start.

1. Open Start.
2. Type Windows Security.
3. Open the app.
4. Select Virus & threat protection.
5. Select Protection history.
6. Review recent detections involving kbddiv1.dll.
7. Open the detection details.
8. If the item is genuinely in the Windows system directory and has a valid Microsoft signature, investigate whether the detection is a false positive.
9. If it is in an unexpected directory, leave it quarantined and run a full scan.

If you restore a verified false positive, restart Windows and run SFC again. If the file remains missing or Windows Security detects it again, do not keep restoring it. Use DISM, SFC, or a Windows recovery option instead.

For suspected malware, run a full Microsoft Defender scan. If malware has irreversibly changed Windows, recovery or reinstalling Windows from official installation media may be necessary.

Fix 6: Repair only the affected application

If Windows starts normally, the Divehi keyboard works in other applications, and only one game or program reports kbddiv1.dll, treat it as an application-specific problem.

1. Close the affected program.
2. Open its launcher or installer.

This option is appropriate when DISM and SFC cannot repair the component store or when corruption returns after repair. Read the on-screen notices carefully. Availability can depend on the Windows installation and update state.

If this option is not present, use System Restore or official Windows installation media. Back up important files before using any reset or reinstall option.

Fix 8: Use System Restore if the failure is recent

System Restore is useful when the error began immediately after an update, driver installation, cleanup tool, or other system change.

2. Enter:

rstrui.exe

1. Press Enter.
2. Select Next.
3. Choose a restore point created before the error began.
4. Select Scan for affected programs if available.
5. Confirm the restore point.
6. Select Finish.
7. Allow Windows to restart and complete the operation.

You can also enter Windows Recovery Environment and select Troubleshoot > Advanced options > System Restore.

System Restore does not replace personal documents, but it can remove recently installed applications, drivers, and updates. If there is no suitable restore point or the restore fails, return to DISM/SFC and consider a Windows repair reinstall.

What about drivers and Device Manager

kbddiv1.dll is not a hardware driver in the usual Device Manager sense. It is a keyboard-layout module loaded by Windows. Updating a keyboard, chipset, or graphics driver will not normally replace this file.

Use Device Manager only if you also have a separate hardware problem, such as a physical keyboard that is not detected:

1. Right-click Start.
2. Select Device Manager.
3. Expand Keyboards.
4. Right-click the affected hardware device.
5. Select Update driver or Uninstall device.
6. Restart Windows if you uninstall it.
7. Let Windows detect the hardware again.

Do not uninstall devices merely because kbddiv1.dll is missing. That addresses a different layer of the system.

Manually checking many devices and hunting for stale driver packages can be time-consuming when a separate hardware issue is also present. What not to do

Do not download kbddiv1.dll from a random DLL site

A standalone download can have the wrong Windows build, architecture, signature, or modification. It may also contain malware. Even a clean file may not fix the component store, registry configuration, language feature, or application installation that caused the error.

Use Windows servicing, the language features in Settings, Windows recovery, or official Windows installation media instead.

Do not copy the file from another PC

Two computers can run different Windows builds, editions, architectures, and servicing levels. A file that works on one machine may be incompatible with another. Copying it can also overwrite a valid component with an incorrect version.

Do not run regsvr32 on this file

regsvr32 is intended for DLLs that provide the registration entry points expected by that utility, commonly COM components. Keyboard-layout DLLs are loaded as layout modules and are not ordinary self-registering COM libraries.

Running:

regsvr32 kbddiv1.dll

is therefore not the standard repair. It may produce a DllRegisterServer failure and does not repair the Windows component store or install the keyboard layout.

Do not install Visual C++, DirectX, or .NET at random

Those redistributables solve different dependency problems. kbddiv1.dll belongs to Windows keyboard input, so reinstalling unrelated runtimes usually adds work without addressing the cause.

Architecture and “not designed to run” errors

A “not designed to run on Windows” message can indicate a corrupted binary, a damaged Windows image, or an architecture mismatch. It does not prove that you need a 32-bit or 64-bit download.

Do not guess based on the application. A 32-bit program can run on 64-bit Windows, and Windows manages system components according to its own build and architecture. The safe response is DISM followed by SFC, then the Windows repair options if the problem continues.

Do not promise that a separate SysWOW64 copy should exist. The correct files and locations depend on the Windows build and component installation. The normal location to inspect for this layout is %windir%System32.

If the error keeps returning

Recurring failure after a successful repair usually means the file is not the only problem. Work through these checks:

1. Install all Windows updates and restart.
2. Run DISM, then SFC again.
3. Check Windows Security Protection History.
4. Run a full or Microsoft Defender Offline scan if malware is suspected.
5. Check the health of the system drive if corruption returns.
6. Test whether the problem affects every Windows account or only one.
7. Create a temporary local user and test the application there.
8. Repair or reinstall the affected application if only that program fails.
9. Use Windows 11 repair reinstall, System Restore, or official installation media.

Back up important files before reset or clean installation steps. A reset or clean installation can remove applications and, depending on the selected option, personal data.
