kbdlisub.dll is a genuine Microsoft Windows component for the Lisu (Basic) keyboard layout, not a game DLL or Visual C++ runtime. If Windows says kbdlisub.dll is missing, not found, or could not be loaded, repair Windows and its language-layout installation rather than downloading a replacement file.
Microsoft identifies this layout with keyboard identifier 00070C00. Windows loads the DLL through its keyboard-input system, so an error may appear during startup or while opening an otherwise unrelated application that triggers Windows input services.

Microsoft documents the Lisu (Basic) keyboard layout and the related keyboard identifier in its Windows language-pack documentation.
Common messages include:
- “The program can’t start because kbdlisub.dll is missing from your computer.”
- “The code execution cannot proceed because kbdlisub.dll was not found.”
- “There was a problem starting kbdlisub.dll. The specified module could not be found.”
- “Error loading kbdlisub.dll. The specified module could not be found.”
- “kbdlisub.dll is either not designed to run on Windows or it contains an error.”
The wording does not prove that the application itself owns the file. A damaged language installation, Windows update, antivirus quarantine event, or protected-system-file problem can cause the message.

First, confirm whether the file is missing
Open Start, type Command Prompt, right-click it, choose Run as administrator, and run:
dir "%windir%System32kbdlisub.dll"
dir "%windir%SysWOW64kbdlisub.dll"
If a file is present, Command Prompt displays its path and metadata. If it reports that the file cannot be found, continue with the repairs below.
On 64-bit Windows, System32 normally contains native 64-bit system files, while SysWOW64 generally contains 32-bit files. The names are historical and do not mean that System32 is the 32-bit folder. Do not copy a file between these directories manually.
The file does not have to exist in both locations on every Windows installation. Its presence depends on Windows architecture, installed language components, and the current build.

A servicing operation or incomplete update can leave a protected keyboard-layout component unavailable.
- Open Start > Settings.
- Select Windows Update.
- Click Check for updates.
- Install every available update.
- Restart the computer, even if Windows does not immediately require it.
- Try the program or Windows action that produced the error again.
Microsoft’s Windows Update installation guidance covers this process.
If the error returns after updating, continue with DISM and SFC. Do not assume that a successful update repaired every damaged component.

Fix 2: Repair Windows with DISM and SFC
This is the most important repair when the file is missing, corrupted, or rejected as invalid. Microsoft recommends running DISM before System File Checker because DISM repairs the Windows component source that SFC uses.

- Type Command Prompt.
- Right-click Command Prompt and select Run as administrator.
- Run:
DISM.exe /Online /Cleanup-Image /RestoreHealth
- Wait for DISM to finish. Do not close the window if progress appears to pause.
- Then run:
sfc /scannow
- Wait until verification reaches 100 percent.
- Restart Windows and test again.
Possible SFC results include:
- Windows Resource Protection did not find any integrity violations: SFC found no protected-file corruption.
- Windows Resource Protection found corrupt files and successfully repaired them: restart and test the original operation.
- Windows Resource Protection found corrupt files but was unable to fix some of them: run DISM again, restart, and run SFC again. If it still fails, use Microsoft’s DISM and SFC repair procedure, including its log and alternate-source guidance.
You can also use Outbyte PC Repair when repeatedly hunting through Windows repairs makes it difficult to see what changed; its free scan identifies reported problems, while repair features are handled by the full version. It is optional, and DISM and SFC remain the appropriate Microsoft repair path for a protected Windows DLL.
Fix 3: Reinstall the affected keyboard or language
An incomplete language installation can leave Windows referencing a keyboard-layout component that is not correctly installed.
- Open Start > Settings.
- Select Time & language.
- Choose Language & region.
- Under Preferred languages, identify the language associated with the affected keyboard.
- Open its More options menu and choose Language options.
- Under Keyboards, remove the affected keyboard layout if Windows allows it.
- Return to Language & region.
- Remove the affected language if it is not needed, then restart Windows.
- Select Add a language and install the language again.
- Open its language options and confirm that the required keyboard layout is installed.
- Restart once more and test the original error.
Use Microsoft’s keyboard-layout and language settings instructions if the labels differ between Windows 10 and Windows 11.
If Settings refuses to remove or reinstall the language, run DISM and SFC again after restarting. A damaged component store can prevent language features from being repaired normally.
Fix 4: Check Microsoft Defender quarantine
Defender or another security product may have quarantined a genuine system file, or it may have detected an unauthorized file using the same name.
- Open Start > Settings.
- Select Privacy & security > Windows Security on Windows 11, or Update & Security > Windows Security on Windows 10.
- Open Virus & threat protection.
- Select Protection history.
- Review recent detections and expand any event mentioning
kbdlisub.dll. - Check the file path, detection details, and whether the file is identified as a Microsoft Windows component.
- Restore or allow it only when the path, Microsoft signature, and detection context confirm a false positive.
- If those details do not match, leave it quarantined and repair Windows with DISM and SFC.
- Run a Full scan. If malware remains a concern, use Microsoft Defender Offline scan.
A matching filename is not proof that a file is genuine. A malicious file can use a Microsoft-like name.
Fix 5: Use System Restore after a recent system change
Use System Restore if the error began after an update, cleanup utility, driver tool, failed repair, or other system change and a suitable restore point exists.

- Press Windows key + R.
- Type:
rstrui.exe
- Press Enter.
- Choose Next.
- Select a restore point dated before the error began.
- Click Scan for affected programs and review the results.
- Confirm the restore point and complete the wizard.
- Allow Windows to restart.
System Restore rolls back system files, settings, registry state, and installed programs, but it normally does not remove personal files. Microsoft explains the process in its System Restore guidance.
If Windows will not boot normally, enter Windows Recovery Environment and use Troubleshoot > Advanced options > System Restore.
Fix 6: Repair-reinstall Windows
If DISM, SFC, language repair, and System Restore do not resolve the error, use Windows’ repair-reinstall option where it is available.
On supported Windows 11 systems:
- Open Start > Settings.
- Select System > Recovery.
- Find Fix problems using Windows Update.
- Click Reinstall now.
- Follow the prompts and keep the computer connected to power and the internet.
- Restart and test the keyboard layout again.
This reinstalls the current Windows version while preserving applications, files, and settings. See Microsoft’s repair-reinstall instructions.
If that option is unavailable, use Windows recovery or installation media and choose the repair option appropriate for your installation. Back up important files before any major recovery operation.
If only one application reports the error
If Windows starts normally, the keyboard works, and only one program reports kbdlisub.dll, inspect that application rather than copying a DLL into its folder.
- Repair the program from Settings > Apps > Installed apps > the program > Advanced options > Repair, if available.
- If Repair does not help, uninstall and reinstall the program using its official installer.
- Install the program’s pending updates.
- Test the program from another Windows user account.
- Check its launcher for a file-verification or repair feature.
- Review Event Viewer for the exact executable and path producing the message.
A normal third-party application should not need to ship its own copy of this Windows keyboard-layout DLL. If the error names a path outside the Windows directory, treat that path as suspicious and investigate it with Defender.

Driver checks are secondary
kbdlisub.dll is not a conventional device driver, so Device Manager is not the primary repair location. Do not replace this DLL by updating a random driver.
If the error appeared together with keyboard, input, or language-device problems:

- Expand Keyboards and Human Interface Devices.
- Right-click the affected device and select Update driver.
- Choose Search automatically for drivers.
- If the issue began immediately after a driver update, open Properties > Driver > Roll Back Driver, when available.
- Restart Windows.
You can use Outbyte Driver Updater to scan for stale device drivers when checking them manually one by one is impractical; its free scan reports findings, while driver installation is handled by the full version. It is not a substitute for DISM, SFC, or reinstalling a damaged Windows language component.
What not to do
Do not download kbdlisub.dll from a DLL library
Random DLL sites can provide malware, the wrong Windows build, or the wrong architecture. Even a clean-looking file may not match the component store, signature, servicing state, or Windows version. It often leaves the underlying repair problem untouched.
Use Windows Update, DISM, SFC, language settings, Defender, System Restore, or Windows recovery instead. There is no need for a standalone Microsoft download of this DLL.
Do not copy the file into an application folder
Copying a system DLL into a game or program directory can cause Windows to load the wrong copy and can hide the actual cause. It can also create a 32-bit and 64-bit mismatch.
Do not run regsvr32
Keyboard-layout DLLs are loaded by the Windows input subsystem and window manager. They are not ordinary self-registering COM components. Running regsvr32 kbdlisub.dll will not repair the keyboard layout and may produce a misleading registration error.
Do not clean the registry to fix this error
The layout registration belongs to Windows under:
HKLMSYSTEMCurrentControlSetControlKeyboard Layouts
Do not delete or rewrite entries manually. Repair the language installation and Windows component store through supported tools.

FAQ
Is kbdlisub.dll safe?
The genuine file is a Microsoft Windows component for the Lisu (Basic) keyboard layout. Verify its location, digital signature, and Defender status before trusting any copy found outside the Windows directories.
Is kbdlisub.dll a virus?
The filename alone cannot answer that. Malware can use the same name. Run Defender and inspect the file path and signature.

Why does a game or unrelated application request it?
Starting an application can initialize Windows input, keyboard layouts, or a damaged user-session component. The application may expose the failure without owning the DLL.
Should I expect the file in both System32 and SysWOW64?
No. A 64-bit Windows installation may contain architecture-specific copies, but every installation does not have to contain the file in both directories.
What if SFC says it cannot repair the file?
Run DISM first or again, restart, and rerun SFC. If repair sources are unavailable, follow Microsoft’s offline or alternate-source DISM instructions.
What if the error returns after every repair?
Check Defender history, the exact path in the error, recent update history, Event Viewer, language settings, and whether the error affects only one user profile. Persistent failures after successful repairs may require System Restore or a Windows repair reinstall.
