Start with this diagnostic checklist
Before replacing anything, write down:
- Which program reports the error
- Whether it appears at sign-in, while switching languages, during typing, or only when one application starts
- Whether Windows is 32-bit or 64-bit
- Whether the problem began after an update, cleanup utility, antivirus alert, language change, or application installation

They do not prove that the file itself is absent.
kbdmon.dll is the Microsoft Windows Mongolian Keyboard Layout component. Windows loads keyboard-layout DLLs through its keyboard and input subsystem when a layout is activated, rather than treating this file as a general-purpose application runtime. Microsoft describes this keyboard-layout mechanism in its keyboard-layout documentation.
That distinction matters. Do not start by installing Visual C++, DirectX, .NET, or a random DLL package. Those are not normal fixes for kbdmon.dll.
What kbdmon.dll does and where it belongs
kbdmon.dll ships with Microsoft Windows and exports the keyboard-layout entry point Windows uses for the Mongolian layout. It is not a game file, graphics driver, Visual C++ runtime, DirectX component, or .NET assembly.

A genuine copy should normally be in a Windows system directory:
- On 64-bit Windows, the native system copy is normally under
%windir%System32 - 32-bit compatibility files are normally redirected through
%windir%SysWOW64
The exact files present depend on the Windows edition, architecture, servicing level, and installed language components. Microsoft explains this separation in its documentation for the Windows file-system redirector.
Do not judge authenticity from the filename alone. A file named kbdmon.dll beside a game or inside a temporary download folder is not automatically genuine. Check its location and digital signature. In File Explorer, right-click the file, choose Properties, open Digital Signatures, and inspect the signer. An unexpected path, missing signature, or signature that Windows cannot validate is a reason not to restore or run that file.
Fix 1: Install Windows updates and restart
This is the quickest safe repair when the component is missing because of an incomplete update or damaged Windows package.

- Open Start > Settings.
- In Windows 11, select Windows Update. In Windows 10, select Update & Security > Windows Update.
- Select Check for updates.
- Install all available Windows updates.
- Restart the computer, even if Windows does not immediately insist on a restart.
- Reopen the program or repeat the keyboard action that produced the error.
Microsoft’s current procedure is documented in Install Windows updates.
If Windows Update fails, repeatedly rolls back, or reports that files cannot be installed, do not download kbdmon.dll from a third-party file site. Continue with the component repair steps below.
Fix 2: Repair Windows with DISM and SFC
For a genuinely missing or corrupted Windows component, this is the most important repair sequence. Run DISM first, then SFC. DISM repairs the Windows component store, which SFC may need as its source for replacing protected system files.
Run DISM
- Open Start.
- Type
Command Prompt. - Right-click Command Prompt and select Run as administrator.
- Approve the User Account Control prompt.
- Enter this command exactly:
DISM.exe /Online /Cleanup-Image /RestoreHealth
- Press Enter.
- Wait for the operation to finish. Do not close the window because the percentage may pause for a while.
- Look for a completion message indicating that the operation completed successfully.
Then run System File Checker in the same administrator window:

sfc /scannow
Wait until verification reaches 100 percent. Restart Windows afterward and test the affected program or keyboard layout.
Microsoft’s System File Checker guidance specifically places DISM before SFC.
If SFC says it found corrupt files and repaired them, restart and test again. If it says it found corrupt files but could not repair some of them, run DISM again, restart, and repeat sfc /scannow. If DISM reports that source files cannot be found, use a matching Windows repair source as described in Microsoft’s Windows image repair documentation. Do not substitute a downloaded DLL.
Manually hunting through Windows folders and repeating SFC and DISM without knowing what changed can be time-consuming. What the result tells you
- DISM and SFC repair files: restart and test the program again.
- SFC reports no integrity violations: the file may not be missing, or the failure may involve a dependency, language configuration, application install, or security quarantine.
- The error remains system-wide: continue with the language-layout and security checks.
- The error remains in one program only: skip to the application repair section.
Fix 3: Reinstall the Mongolian keyboard or language feature
If the error appears while changing keyboard layouts, signing in, typing, or adding the Mongolian keyboard, repair the language configuration instead of copying a DLL.
Windows 11
- Open Start > Settings.
- Select Time & language.
- Select Language & region.
- Find the relevant language under Preferred languages.
- Select the three-dot menu beside it.
- Choose Language options.
- Under Keyboards, remove the affected Mongolian keyboard if it is listed.
- Restart Windows.
- Return to Settings > Time & language > Language & region.
- Select Add a language, search for the required language, and install it, or open the language’s Language options and select Add a keyboard.
- Add the Mongolian layout and test it from the input-language indicator on the taskbar.
Windows 10
- Open Start > Settings.
- Select Time & Language.
- Select Language.
- Choose the relevant language under Preferred languages.
- Select Options.
- Under Keyboards, remove the affected keyboard.
- Restart Windows.
- Return to the same page and select Add a preferred language, or use Add a keyboard under the language options.
- Add the required Mongolian layout and test it.
Microsoft’s instructions for these settings are in Manage language and keyboard input-layout settings.
After adding the layout, Windows may download language files through Windows Update. If the language installation fails, return to Windows Update, install pending updates, and try again. A partially removed language feature can explain why a keyboard-specific error appears even when general Windows programs work normally.
You can also review Settings > System > Optional features in Windows 11, or Settings > Apps > Optional features in Windows 10, for language-related components. Do not remove random Windows features to force the error away. If the language pack or keyboard cannot be installed, repair Windows servicing with DISM rather than obtaining individual DLL files.

Fix 4: Check whether Windows Security quarantined the file
Security software can remove or quarantine a system file after a detection, including a mistaken detection. Check the record before attempting restoration.

- Type Windows Security and open it.
- Select Virus & threat protection.
- Select Protection history.
- Review recent events for
kbdmon.dllor a related Windows component. - Open the event and read the detected path, threat name, and action.
- Restore the item only if the event clearly identifies a genuine Windows file and you have confirmed it is a false positive.
Microsoft notes that Protection History retains events for only a limited period. Its controls and retention details are covered in Protection History in Windows Security.
Do not restore an unidentified file just because its name is kbdmon.dll. If the quarantined item came from an application folder, has no valid Microsoft signature, or was detected as malware, leave it quarantined and run a full scan. Then use DISM and SFC to restore the Windows component from trusted servicing sources.
Fix 5: Repair the application that reports the error
If only one program displays the message while Windows keyboard switching works normally, the application may be damaged or may be triggering Windows input initialization incorrectly. It does not necessarily own kbdmon.dll.
Try Windows app repair
- Open Start > Settings.
- In Windows 11, select Apps > Installed apps. In Windows 10, select Apps > Apps & features.
- Find the affected application.
- Select its menu or entry.
- Choose Advanced options if available.
- Select Repair.
- Launch the program again.
If there is no Repair option, uninstall and reinstall the application from its official installer or Microsoft Store listing. If the program has a launcher with a Verify, Repair, or Scan files command, use that before reinstalling. For an old game or installer, compatibility problems or a damaged package may be involved.
Do not place a replacement kbdmon.dll beside the executable. That can make Windows load an incompatible or malicious copy and can conceal the actual application problem. Microsoft’s general application-repair guidance is available under Fix problems that block programs from being installed or removed.
If the application alone fails after Windows repair and reinstalling, contact that application’s publisher with the exact loader message and Windows version. There is no reliable evidence that one particular game or application is the normal owner of kbdmon.dll.
Fix 6: Check architecture and the file path
A 32-bit and 64-bit DLL are not interchangeable. Windows uses separate system locations so compatible applications receive the appropriate architecture.

- Open Start > Settings.
- Select System > About.
- Look at System type.
- Note whether Windows is 64-bit or 32-bit.
To inspect the normal system directories:
- Press Windows key + R.
- Enter
%windir%System32. - Press Enter and search for
kbdmon.dll. - On 64-bit Windows, also inspect
%windir%SysWOW64if a 32-bit application is involved.
Do not copy the file between these folders. Do not select a replacement based on file size, a historical version number, or a “latest DLL” label. Public file records show that versions vary across Windows releases, and those records are not a substitute for Microsoft’s package manifest.

If the file exists in the expected directory but Windows still reports “The specified module could not be found,” the missing item may be a dependency rather than kbdmon.dll itself. That is another reason a downloaded replacement often fails.
Fix 7: Do not use regsvr32 for this file
Do not run:
regsvr32 kbdmon.dll
regsvr32 is used for DLLs that provide registration functions such as DllRegisterServer. A keyboard-layout DLL is loaded through Windows keyboard-layout configuration and its layout descriptor, not normally registered as a COM component.
Running regsvr32 may produce an error about an entry point, create confusion about the real fault, or encourage you to copy the file into the wrong folder. Microsoft documents the command’s intended scope in its regsvr32 reference, while the keyboard-layout loading model is described in Microsoft’s keyboard-layout samples.

Fix 8: Investigate a recent update, driver, or system change
A driver is not the normal owner of kbdmon.dll, but a recent system change can expose a Windows input problem. First check Settings > Windows Update > Update history and note whether the failure began immediately after an update or rollback.
If a keyboard or input device itself stopped working:
- Right-click Start.
- Select Device Manager.
- Expand Keyboards and Human Interface Devices.
- Right-click the affected device.
- Select Properties > Driver.
- Review the driver date and provider.
- Use Roll Back Driver only if the button is available and the problem began after that driver change.
- Otherwise select Update Driver > Search automatically for drivers.
- Restart Windows and test again.
Do not use Device Manager to hunt for a kbdmon.dll replacement. If the error concerns only a keyboard layout, return to the language settings rather than changing unrelated hardware drivers.
Guessing which of dozens of drivers is stale can waste time. Outbyte Driver Updater can scan and identify driver versions, while installing updates through its full version is optional; use it only for a genuine device-driver problem, not as a substitute for repairing kbdmon.dll.
Fix 9: Use System Restore if the failure is recent
System Restore can reverse system files, registry settings, drivers, and installed programs while preserving personal files. It is useful when kbdmon.dll errors began after a cleanup tool, update, language change, or other system modification.
- Press Windows key + R.
- Enter:
rstrui.exe
- Press Enter.
- Select Next.
- Choose a restore point dated before the error began.
- Select Scan for affected programs if available.
- Review the applications and drivers that will be removed or changed.
- Select Next > Finish and allow Windows to restart.
Use a restore point only after reviewing the changes. If no suitable point exists, proceed with Windows servicing repair rather than trying to restore an arbitrary DLL. Microsoft’s System Restore guidance explains the process and limitations.

If none of these fixes works
Persistent errors after DISM, SFC, language reinstallation, and application repair point to a deeper servicing or storage problem.
Work through these checks:
- Run a full scan in Windows Security.
- Check Protection history for repeated quarantine events.
- Test the same action from another Windows user profile.
- Review the CBS repair log at
%windir%LogsCBSCBS.logfor SFC-related failures. - Check available disk space and investigate disk-health warnings.
- Try System Restore if a suitable restore point exists.
- Consider an in-place Windows repair using matching official installation media while preserving personal files and applications.
If DISM repeatedly cannot locate repair files, use a repair source that matches the installed Windows edition and architecture. An unrelated ISO or downloaded DLL is not a valid substitute.
Frequently asked questions
Is kbdmon.dll safe?
A genuine Microsoft copy in the expected Windows directory should be treated as a Windows component. Filename and location alone do not prove authenticity. Check the digital signature and scan unexpected copies.
Does every Windows user need it?
No. It is relevant when Windows or an installed language configuration uses the Mongolian keyboard layout. Many systems will not need the component actively.
Why does a game mention a keyboard-layout DLL?
An application can trigger Windows input initialization during startup, sign-in, text entry, or language switching. That does not prove the game owns the file. Repair the application if only that program fails, and repair Windows if the problem is system-wide.
Should I download kbdmon.dll separately?
No. Use Windows Update, DISM, SFC, language-feature installation, System Restore, or an official Windows repair source. Random DLL download sites can provide malware, the wrong version, or the wrong architecture, and the copied file may not solve a missing dependency or damaged application.
Should I copy it into System32 or the game folder?
No. Windows servicing should restore the correct copy to the correct system location. Copying files can create architecture mismatches, version conflicts, and security problems.
Does regsvr32 fix kbdmon.dll?
Normally no. This is a keyboard-layout DLL, not a generic COM registration target. Use the keyboard and language settings, DISM, and SFC instead.
What if the message says “The specified module could not be found”?
That wording can indicate a missing dependency rather than a missing kbdmon.dll. If the file is present, repair Windows and the affected application instead of replacing the visible filename blindly.
What if antivirus removed it?
Review Windows Security > Virus & threat protection > Protection history. Restore only a clearly identified genuine file confirmed to be a false positive. Otherwise leave it quarantined and repair Windows through DISM and SFC.
What is the correct first fix?
Install pending Windows updates, restart, and run DISM followed by SFC. If the failure is specifically tied to the Mongolian keyboard or language settings, reinstall that layout through Windows Settings as well.
