cc3250.dll Won’t Start: Find the Borland App and Repair It

“cc3250.dll was not found.” “This application failed to start because cc3250.dll was not found.” You may also see “The program can’t start because cc3250.dll is missing from your computer,” “The file cc3250.dll is missing or corrupted,” or a message saying that Windows could not load the DLL.

The safest fix is to identify the application named in the error and repair or reinstall that application from its original installer. cc3250.dll is not a Windows component and is not supplied by the Microsoft Visual C++ Redistributable, .NET, DirectX, or a Windows driver package.

What cc3250.dll is

cc3250.dll is a 32-bit Borland C++ runtime library. Its file description is commonly shown as Borland C++ Single-thread RTL (WIN ST), and it is associated with applications built using Borland C++Builder 5.0, which was published under the Inprise Corporation name.

The DLL normally belongs to the legacy program that installed it. It is not supposed to be treated as a general Windows system file.

A program may request cc3250.dll when:

  • Its installation is incomplete or damaged
  • Antivirus software quarantined the runtime
  • The program was copied from another computer without its dependencies
  • A backup restored the executable but not every DLL
  • A reinstall omitted an old runtime component
  • The wrong Borland runtime was supplied
  • Another dependency is missing, even though the loader mentions cc3250.dll

The filename identifies the runtime family, but it does not identify one specific modern application. Several unrelated legacy programs may have been compiled with the same Borland toolchain.

What the error does not mean

It is not part of Windows

Do not expect Windows Update, System32 repair, or a standard Windows installation to restore this file. A missing third-party application DLL normally has to be restored by repairing the program that needs it.

It is not the Microsoft Visual C++ runtime

Installing Microsoft Visual C++ Redistributable packages does not provide cc3250.dll. Do not install several runtime packages at random because the error contains the word “C++.”

It is not a 64-bit Windows system DLL

cc3250.dll is a 32-bit runtime used by a 32-bit application. A 32-bit application on 64-bit Windows still needs the correct 32-bit DLL. Replacing it with a 64-bit file will not solve the problem.

The related cc3250mt.dll filename refers to a different multithreaded runtime. It is not an interchangeable replacement for cc3250.dll.

First: identify the program that needs the DLL

Before copying anything, find the parent application.

Read the error window carefully

Many errors name the executable or application immediately above the missing-file message. Write down that program name. If the error appears after launching a shortcut, right-click the shortcut, select Properties, and inspect the Target field.

Do not assume the program is the application you intended to open. A desktop shortcut may launch an updater, helper, launcher, or an older executable in a different folder.

Check the shortcut location

  1. Right-click the shortcut that produces the error.
  2. Select Properties.
  3. On the Shortcut tab, note the path in Target and Start in.
  4. Open the folder shown in Start in, if it exists.
  5. Look for the application’s installer, launcher, or uninstall entry.

If the shortcut points to a removed drive, old backup folder, or network location, the program may have been moved rather than damaged.

Use Installed apps or Programs and Features

On Windows 11:

  1. Open Settings.
  2. Select Apps.
  3. Select Installed apps.
  4. Search for the program named by the error.
  5. Select the three-dot menu beside it.
  6. Look for Modify, Repair, or Uninstall.

On Windows 10:

  1. Open Settings.
  2. Select Apps.
  3. Select Apps & features.
  4. Select the affected program.
  5. Choose Modify, Repair, or Uninstall, if available.

You can also open the older repair interface:

  1. Press Windows + R.
  2. Type appwiz.cpl.
  3. Press Enter.
  4. Select the affected program.
  5. Choose Repair or Change, if offered.

If you cannot identify the program, search the computer for the executable named in the error rather than searching only for cc3250.dll. The executable is the useful starting point.

Fix 1: repair the affected application

Repair is the preferred first step because it restores the application’s own files and preserves its configuration when the installer supports that operation.

  1. Close the error message.
  2. Close the affected application and any launcher associated with it.
  3. Open Settings > Apps > Installed apps on Windows 11, or Settings > Apps > Apps & features on Windows 10.
  4. Select the program.
  5. Choose Advanced options, Modify, or Repair, depending on what the installer provides.
  6. Complete the repair wizard.
  7. Restart Windows.
  8. Launch the program from its normal shortcut.

If the repair succeeds, the application should start without the missing-DLL message. Check the program’s installation folder afterward and confirm that the runtime was restored beside the executable or in the location used by the original installer.

Some launchers use different labels:

  • Verify
  • Verify files
  • Verify integrity of files
  • Scan and repair
  • Change
  • Modify
  • Restore

Use that option before manually replacing a file.

If repair reports that the source files cannot be found, locate the original installer, installation disc, deployment share, or software package supplied by the application’s publisher. Do not use a random DLL download as a substitute for the missing installer source.

Fix 2: reinstall the complete legacy program

If repair is unavailable or fails, reinstall the entire application. This is more reliable than downloading cc3250.dll by itself because the application may need additional Borland libraries, configuration files, registry entries, or companion modules.

Before uninstalling, preserve any needed data:

  • Application documents
  • Templates
  • License information
  • Custom settings
  • Exported profiles
  • Original installation media

Then:

  1. Open Settings > Apps > Installed apps or Apps & features.
  2. Select the affected application.
  3. Choose Uninstall.
  4. Restart Windows if the uninstaller requests it.
  5. Run the original installer as an administrator.
  6. Right-click the installer and select Run as administrator.
  7. Install the program to its intended folder.
  8. Restart Windows.
  9. Start the application normally.

If the program is distributed by an employer, check the organization’s software share or contact the administrator who maintains the package. If it is an abandoned application, preserve the installer and license information before changing the working copy.

A C++Builder 5 application does not necessarily include the full C++Builder development environment. The affected program may simply have been compiled with that toolchain and packaged with the runtime it needs. Installing a development product or a different generation of Borland tools is not a guaranteed replacement.

Fix 3: check Windows Security quarantine

Old runtimes bundled with legacy software can be quarantined after a security scan, particularly when the application itself is old or was obtained from an untrusted location.

To inspect quarantine:

  1. Open Windows Security from the Start menu.
  2. Select Virus & threat protection.
  3. Select Protection history.
  4. Review recent detections.
  5. Open any detection associated with the affected program or its installation folder.
  6. Confirm the file path and detection details.

Only restore or allow the file if all of the following are true:

  • You recognize the parent application
  • The file came from the original publisher or trusted organizational media
  • The installation folder is expected
  • You are confident the detection is a false positive
  • The application is still required

Microsoft warns that restoring a genuine threat can expose the device. If the DLL came from a random download page, do not whitelist it. Remove that copy and reinstall the parent program from trusted media instead.

After restoring a verified file, launch the application again. If Windows Security immediately quarantines it again, stop retrying the launch and investigate the detection or obtain a clean installation package.

Fix 4: confirm the runtime is in the correct location

For a normal desktop application, the runtime is commonly installed beside the executable that imports it. It may also be placed in an application-specific directory used by the original program.

Do not copy the file into C:WindowsSystem32 merely because Windows is 64-bit. Do not copy it into C:WindowsSysWOW64 as a general repair step either. System directories are not a safe substitute for the application’s installation directory, and placing one program’s runtime there can create conflicts with other software.

If a known-good installation exists:

  1. Open the affected program’s installation folder.
  2. Locate the main executable.
  3. Check whether cc3250.dll is beside it.
  4. Compare the folder contents with the known-good installation.
  5. Restore the complete application package if several files are absent.

A DLL that exists on disk can still fail to load. It may be corrupted, incompatible with the executable, or dependent on another missing module.

Fix 5: check for a different or missing dependency

A Windows loader message naming cc3250.dll does not prove that this is the only damaged file. The runtime may load successfully and then fail because another Borland DLL, Windows component, or application module is missing.

If reinstalling does not help:

  1. Confirm that the application executable and its runtime are from the same installation.
  2. Check the application’s own log folder.
  3. Review Event Viewer:
  4. Press Windows + R.
  5. Type eventvwr.msc.
  6. Press Enter.
  7. Open Windows Logs > Application.
  8. Look for an error at the time of the failed launch.
  9. Use a reputable dependency-analysis utility available through your organization to inspect the executable.
  10. Look for missing modules, architecture mismatches, or a failed dependent DLL.

Do not overwrite a working runtime with a newer-looking file from another Borland or C++Builder release. Multiple runtime generations can coexist, and an apparently similar filename may not satisfy the application.

Fix 6: run the program with compatibility settings

An old application can fail on a current version of Windows for reasons beyond the missing runtime. Compatibility settings will not create cc3250.dll, but they can help after the correct application files are restored.

  1. Right-click the application executable or shortcut.
  2. Select Properties.
  3. Open the Compatibility tab.
  4. Select Run this program in compatibility mode for.
  5. Choose an older Windows version only if the application’s documentation or previous deployment requires it.
  6. Select Run this program as an administrator only if the application genuinely requires elevated access.
  7. Select Apply, then OK.
  8. Test the application.

If the program starts only when run as administrator, that usually indicates a permissions or legacy storage problem. It does not prove that the DLL was installed correctly. Avoid granting permanent administrator access unless it is necessary.

Fix 7: repair Windows components with DISM and SFC

DISM and System File Checker repair Windows components. They do not normally restore an application-specific Borland runtime, so use them when Windows itself is unstable, several unrelated applications are failing, or the DLL error appeared with broader system corruption.

First save your work and open an elevated Command Prompt:

  1. Open the Start menu.
  2. Type cmd.
  3. Right-click Command Prompt.
  4. Select Run as administrator.
  5. Approve the User Account Control prompt.

Run these commands in this order:

DISM.exe /Online /Cleanup-Image /RestoreHealth
sfc /scannow

Wait for each command to finish before starting the next one. Restart Windows afterward and test the application.

A successful result means Windows found and repaired system component problems. It does not guarantee that cc3250.dll was restored. If SFC reports that it could not repair some files, run the commands again after restarting and check whether other Windows functions are affected.

Repeating SFC and DISM will not replace a missing third-party application runtime. If Windows is otherwise healthy, return to the application repair or reinstall path.

Fix 8: check Windows Features only when the application requires one

Windows Features do not provide cc3250.dll, but an especially old program may require an optional Windows component.

To inspect available features:

  1. Press Windows + R.
  2. Type optionalfeatures.
  3. Press Enter.
  4. Review the list of available components.
  5. Enable only a feature specifically required by the application’s documentation or installer.
  6. Select OK and restart if requested.

Do not enable random legacy features in the hope that one will supply the Borland runtime. Windows Features are not a replacement for the application installer.

Fix 9: check drivers only when the failure involves hardware

cc3250.dll is an application runtime, not a device driver. Device Manager will not normally repair it.

Use Device Manager only if the application also depends on a device such as a printer, scanner, display adapter, USB interface, or specialized controller and the failure began after a hardware or driver change.

  1. Right-click the Start button.
  2. Select Device Manager.
  3. Expand the relevant hardware category.
  4. Right-click the device.
  5. Select Properties.
  6. Review the General tab for an error code.
  7. Open the Driver tab to inspect the installed driver.
  8. Use Update driver only with a driver from the device manufacturer or your organization’s approved source.

Why regsvr32 is usually irrelevant

Do not routinely run:

regsvr32 cc3250.dll

regsvr32 registers DLLs that provide the COM registration entry point DllRegisterServer. Runtime libraries generally are not self-registering COM components. They are loaded by an application when that application starts.

If you run the command and receive a message that the module was loaded but the entry point DllRegisterServer was not found, that indicates the DLL is not a self-registering COM server. It does not mean that the file should be copied into another directory.

Use regsvr32 only when the application’s publisher specifically instructs you to register a particular COM or ActiveX component and provides the correct architecture-specific command.

When System Restore is justified

System Restore is reasonable when the application worked recently and the failure began immediately after a Windows update, driver installation, or software installation, provided a suitable restore point exists.

  1. Press Windows + R.
  2. Type rstrui.exe.
  3. Press Enter.
  4. Select Next.
  5. Choose a restore point from before the failure.
  6. Select Scan for affected programs if available.
  7. Review the changes.
  8. Select Finish to begin the restore.

System Restore rolls back system files, registry settings, and installed programs while normally preserving personal files. It is not a substitute for a clean application reinstall, and it may not help if the DLL was missing before the selected restore point.

Avoid loose DLL downloads

Downloading cc3250.dll from an unknown DLL site is risky because the file may contain malware, be the wrong build, have the wrong architecture, or be altered. Even a clean-looking file may not match the executable or may leave another required dependency missing.

The safe sources are:

  • The original installer for the affected application
  • The application publisher’s trusted distribution channel
  • Original installation media
  • An organization-managed software repository
  • A verified backup of the same application installation

There is no need to install Microsoft Visual C++ Redistributable, DirectX, or .NET merely because this filename appears in the error. Those packages do not supply this Borland runtime.

Is cc3250.dll a Windows 11 or Windows 10 file?

No. It is a third-party 32-bit application runtime associated with Borland C++Builder 5.0 applications.

Which program installed cc3250.dll?

The error itself may identify the program, but the filename alone does not identify one application. Check the shortcut target, installation folders, uninstall entries, and application logs.

Can I download cc3250.dll separately?

Is cc3250mt.dll a replacement?

No. cc3250mt.dll is a related multithreaded runtime and is not interchangeable with cc3250.dll.

Use them when Windows itself shows signs of corruption or multiple unrelated programs are failing. They are not the primary repair for one missing application DLL.

Restore the correct runtime first, then test compatibility settings and confirm whether the publisher documented a supported operating system. Preserve the original installer and application data before making further changes.
