“The program can’t start because KBDRU.DLL is missing from your computer.” You may also see “KBDRU.DLL cannot be located,” “KBDRU.DLL file cannot be loaded,” or a message saying that the file is corrupted. kbdru.dll is the Microsoft Windows Russian Keyboard Layout component, not a Visual C++ runtime, DirectX file, game component, or ordinary hardware driver.

• The error appears across Windows or when switching to Russian input: repair Windows with Windows Update, DISM, and SFC.
• The error began after removing or changing a language: remove and re-add the Russian keyboard layout.
• Windows Security lists the file in Protection history: verify the file before considering restoration.
• The file exists, but an application alone will not start: repair or reinstall that application.
• The file is present in an unusual folder or has no valid Microsoft signature: investigate possible tampering instead of replacing it.
• SFC and DISM cannot repair Windows: use a matching repair source, System Restore, or Windows recovery.
• You are considering regsvr32, Device Manager, or a DLL download: these are generally not the correct solution for a keyboard-layout DLL.

Start with Fix 1 unless you have clear evidence that the problem is limited to a language setting or a single application.

Fix 1: Install Windows updates, then repair system files

A missing or damaged kbdru.dll is usually a Windows component problem. Microsoft recommends running DISM before SFC because DISM repairs the Windows component store that SFC uses.

Step 1: Install pending updates

Windows 11

1. Open Start.
2. Select Settings.
3. Select Windows Update.
4. Select Check for updates.
5. Install available updates.
6. Restart the computer, even if Windows does not immediately require it.

Windows 10

1. Open Start.
2. Select Settings.
3. Open Update & Security.
4. Select Windows Update.
5. Select Check for updates.
6. Install the available updates and restart.

Test the Russian keyboard after restarting. Press Windows key + Space to switch between installed keyboard layouts. If the error remains, continue with DISM and SFC.

Step 2: Run DISM

1. Open Start.
2. Type Command Prompt.
3. Right-click Command Prompt.
4. Select Run as administrator.
5. Select Yes if User Account Control asks for permission.
6. Enter this command:

DISM.exe /Online /Cleanup-Image /RestoreHealth

1. Press Enter.
2. Wait for the operation to finish. Do not close the window while it is running.

DISM may use Windows Update to obtain repair files. A successful result reports that the restore operation completed successfully. Restart if Windows requests it.

If DISM reports that the source files could not be found, do not download a replacement kbdru.dll. Use a matching Windows installation source only if you have one that corresponds closely to your installed Windows edition and build:

DISM.exe /Online /Cleanup-Image /RestoreHealth /Source:C:RepairSourceWindows /LimitAccess

C:RepairSourceWindows is only an example path. Replace it with the path to your verified matching repair source. Do not use an arbitrary Windows folder from another computer.

Step 3: Run System File Checker

In the same elevated Command Prompt, enter:

sfc /scannow

Press Enter and wait until verification reaches 100 percent.

The result usually falls into one of these categories:

• Windows Resource Protection did not find any integrity violations: Windows did not detect damaged protected files. Continue to the keyboard-layout and application checks below.
• Windows Resource Protection found corrupt files and successfully repaired them: restart Windows, then test Russian input again.
• Windows Resource Protection found corrupt files but was unable to fix some of them: restart, run DISM again, and repeat SFC. If it still fails, move to the recovery section.
• Windows Resource Protection could not start the repair service: restart Windows and run the command again from an elevated Command Prompt.

Manually locating the damaged component and repeating DISM and SFC can be time-consuming when you do not know what changed. Fix 2: Remove and re-add the Russian keyboard

If the error began after changing language settings, the file may be intact while the keyboard-layout configuration is damaged or incomplete.

Windows 11

1. Open Start > Settings.
2. Select Time & language.
3. Select Language & region.
4. Find the language that contains the Russian keyboard.
5. Select the three dots beside it.
6. Select Language options.
7. Under Keyboards, select the Russian keyboard.
8. Select Remove.

If Remove is unavailable, add another keyboard temporarily or remove the associated language after confirming that you will not lose a layout you still need.

To add it again:

1. Return to Language options.
2. Select Add a keyboard.
3. Choose the Russian keyboard layout.
4. If Russian is not listed, return to Language & region.
5. Select Add a language.
6. Search for Russian and install the required language component.
7. Open its Language options and add the keyboard.

A complete display-language change is not necessarily required just to add a keyboard layout.

Windows 10

1. Open Start > Settings.
2. Select Time & Language.
3. Select Language.
4. Select the language that contains the keyboard.
5. Select Options.
6. Under Keyboards, select the Russian layout.
7. Select Remove.
8. Select Add a keyboard and add the Russian layout again.

Restart Windows and test by pressing Windows key + Space. If the layout can be selected and Russian characters appear in Notepad, the configuration is working.

Do not edit the registry first. Keyboard-layout entries are stored under:

HKEY_LOCAL_MACHINESYSTEMCurrentControlSetControlKeyboard Layouts

Registry changes can make other input layouts unusable. Use them only after creating a backup and only when a qualified technician has identified a specific stale entry.

Fix 3: Check whether Windows Security quarantined the file

Security software can remove or quarantine a file, but the filename alone does not prove that a quarantined copy is genuine.

1. Open Start.
2. Search for Windows Security.
3. Open it.
4. Select Virus & threat protection.
5. Select Protection history.
6. Look for an event involving kbdru.dll.
7. Expand the event and review the file path, threat name, and action.

The expected Windows copy normally belongs under %SystemRoot%System32. On a 64-bit installation, Windows also uses file-system redirection for 32-bit processes, so the copy involved can depend on the process architecture.

Restore a quarantined file only when all of the following are true:

• Windows Security explicitly identifies the file.
• The path is the expected Windows system location.
• The file is confirmed as a genuine Microsoft-signed system component.
• A current scan does not indicate that the file has been tampered with.

Do not restore an item merely because its name is kbdru.dll. Microsoft notes that restoring a quarantined item can cause Defender to detect it again unless it is explicitly allowed. If the event looks suspicious, leave the file quarantined, run a full Microsoft Defender scan, and continue with Windows repair.

Fix 4: Check the file location and Microsoft signature

The legitimate component is normally installed under:

%SystemRoot%System32

To open that location:

1. Press Windows key + R.
2. Enter %SystemRoot%System32.
3. Press Enter.
4. Search for kbdru.dll.

Do not assume that every computer must contain a copy in both System32 and SysWOW64. On 64-bit Windows, System32 normally contains 64-bit system files, while SysWOW64 contains 32-bit files through Windows file-system redirection. The relevant copy depends on the Windows build and the process loading it.

To inspect a file:

1. Right-click kbdru.dll.
2. Select Properties.
3. Open the Details tab.
4. Confirm that the description identifies the Russian Keyboard Layout and that Microsoft is listed as the company.
5. Open the Digital Signatures tab if it is present.
6. Review the signer details and signature status.

A file in a user-writable folder, a temporary directory, a game folder, or an unrelated application directory deserves further investigation. A valid filename is not proof of authenticity.

Do not replace the file with one copied from another Windows installation. Versions, servicing levels, architectures, and builds can differ. Exact file size, version, and hash are not universal for every Windows installation.

Fix 5: Repair the application that reports the error

Sometimes an application displays a kbdru.dll message while Windows is loading an input layout. That does not mean the application supplied the DLL or that the application needs a Visual C++ package.

First determine whether the failure is limited to one program:

1. Test Russian input in Notepad.
2. Switch layouts with Windows key + Space.
3. Open another application that accepts text.
4. Start the affected program again.

If Windows input works everywhere else, repair the affected application:

Windows 11

1. Open Start > Settings.
2. Select Apps.
3. Select Installed apps.
4. Find the affected application.
5. Select its three dots.
6. Choose Advanced options, if available.
7. Select Repair.
8. Test the application.
9. If Repair does not help, select Reset only if you understand that it may remove the application’s local data.

Windows 10

1. Open Start > Settings.
2. Select Apps.
3. Select Apps & features.
4. Select the affected application.
5. Select Advanced options, if available.
6. Select Repair or Reset.

For a traditional desktop program, open Control Panel > Programs > Programs and Features, select the program, and choose Change or Repair when the installer provides that option. If repair fails, uninstall and reinstall the application from its official source.

Reinstalling Visual C++, DirectX, or .NET is not a file-specific fix for kbdru.dll. Reinstall the application only when the error occurs exclusively in that application.

Fix 6: Check Windows recovery options when repair fails

If DISM and SFC repeatedly fail, or corruption returns after every restart, the problem may involve disk errors, an interrupted update, malware, or broader Windows damage.

Before recovery:

1. Back up important personal files.
2. Disconnect unnecessary external storage.
3. Run a Microsoft Defender scan.
4. Review whether the problem began after an update, cleanup program, malware removal, or disk failure.

Then consider these options:

• System Restore: use a restore point from before the error began.
• Windows 11 repair through Windows Update: on supported systems, use Settings > System > Recovery > Fix problems using Windows Update. This reinstalls the current Windows version while preserving apps, files, and settings when the option is available.
• Windows recovery: use the recovery options in Settings when System Restore is unavailable or unsuccessful.
• Windows reinstallation: use this only after backing up data and confirming that less disruptive repairs cannot resolve the corruption.

If SFC reports unrepaired files, Windows records details in:

%windir%LogsCBSCBS.log

That log is useful for technical diagnosis, but copying a DLL from another computer is not a safe substitute for repairing the Windows component store.

What not to do

Do not download kbdru.dll from a DLL website

Random DLL downloads can contain malware, an invalid replacement, the wrong architecture, or a file from another Windows build. A manually copied file may also leave the damaged component store or keyboard-layout configuration untouched.

Use Windows Update, Microsoft Windows repair tools, Windows language settings, System Restore, or a matching official Windows installation source instead.

Do not run regsvr32 kbdru.dll

regsvr32 is intended for DLLs that provide registration entry points such as DllRegisterServer. Keyboard-layout DLLs use a different loading mechanism and are loaded by the Windows window manager as layout translation tables.

regsvr32 kbdru.dll

A registration error does not indicate that the Windows keyboard component is repaired or damaged.

Do not use Device Manager as the primary fix

kbdru.dll is a keyboard-layout component, not a keyboard hardware driver. Reinstalling a physical keyboard under Device Manager will not normally replace this file.

If the physical keyboard itself is not detected, use Start > Settings > Bluetooth & devices > Devices on Windows 11, or Start > Settings > Devices > Bluetooth & other devices on Windows 10. That is a separate hardware troubleshooting path.

If Windows has a broader chipset or input-device problem, update the driver through Windows Update or the hardware manufacturer. Do not expect that step to repair kbdru.dll.

Manually checking many hardware drivers can mean hunting through different versions and architectures. Outbyte Driver Updater can scan and identify outdated drivers; installation is handled by the full version, and driver repair is optional because it is not the normal remedy for a missing keyboard-layout DLL.

• Keep Windows updates installed and restart after major servicing.
• Add and remove keyboard layouts through Windows Settings rather than deleting registry entries.
• Do not use cleanup software that removes files from Windows system directories.
• Keep Microsoft Defender enabled and review Protection history after an unexpected quarantine.
• Avoid copying system DLLs between computers.
• Keep backups before using System Restore, recovery, or reinstallation.
• If the error returns after successful SFC repair, investigate disk health, security events, and recurring Windows corruption.

FAQ

Is kbdru.dll safe?

It is legitimate when it is the Microsoft Windows Russian Keyboard Layout file in the expected Windows system directory and has a valid Microsoft signature. The filename alone does not establish that an arbitrary copy is safe.

Does every Windows computer need kbdru.dll?

No. It is needed when Windows has the Russian keyboard layout or another configuration that references it. A computer that never uses Russian input may not require the same layout component.

Is kbdru.dll a keyboard driver?

No. It is a keyboard-layout DLL that supplies the standard Russian mapping. It is different from the driver used by a physical keyboard.

Should I copy it into System32?
