sccvw.dll Not Found: Trace the App and Restore Its Viewer

Start with this diagnostic checklist

Before changing Windows files, write down:

  • Which program shows the error? It may be a document viewer, conversion tool, enterprise application, plug-in, or launcher.
  • When does it happen? Record whether it appears during Windows startup, when opening the program, while previewing a document, or during conversion.
  • What full path appears in the error? A path under C:Program Files, C:Program Files (x86), or an application-specific folder usually identifies the owner.
  • Is the affected program 32-bit or 64-bit?
  • Does the message say the file is missing, or does it say “Bad Image,” 0xc000007b, 0xc000012f, or Error 126?

The safest repair is usually to restore the application that installed sccvw.dll, not to copy a replacement into a Windows folder.

What is sccvw.dll?

sccvw.dll is the SCC View Window module from Outside In Viewer Technology, historically associated with Inso Corporation and now distributed as Oracle Outside In technology. It is a third-party application DLL, not a normal Windows component.

Outside In is embedded into other software to display, print, search, preview, or convert documents. The viewer uses a group of companion DLLs and format filters. Applications load the viewer programmatically, and the module provides viewer functions and the SCCVIEWER window class.

That explains why Windows may show an error mentioning sccvw.dll even though you never installed a program named “Outside In.” The parent application bundled the viewer as part of its own installation.

The file is not inherently malicious, but its name alone does not prove that a particular copy is genuine. Check its location, digital signature when available, antivirus history, and the application that owns the folder.

Where should sccvw.dll be located?

It should normally remain in the same application directory as the other Outside In files. It should not be copied to:

  • C:WindowsSystem32
  • C:WindowsSysWOW64
  • A global PATH folder
  • Another unrelated program’s directory

On 64-bit Windows, System32 normally contains 64-bit system files and SysWOW64 normally contains 32-bit system files. Those names are confusing, but neither folder is the correct general home for sccvw.dll.

Different applications can also bundle different Outside In releases. There is no universal file size, version, or hash that applies to every copy.

Fix 1: Identify and repair the parent application

This is the first and most important fix. A missing sccvw.dll usually means that the application’s bundled viewer files were deleted, quarantined, damaged, or separated from the rest of the installation.

Find the application from the error path

If the error dialog includes a path, read the folders from left to right. For example, a path under:

  • C:Program FilesVendorNameApplicationName
  • C:Program Files (x86)VendorNameApplicationName
  • C:ProgramDataVendorName
  • A service, conversion, or plug-in folder

usually identifies the parent product.

If the dialog does not show a path:

  1. Press Ctrl+Shift+Esc to open Task Manager.
  2. Select the Details tab.
  3. Look for the program that fails to start, if it remains visible.
  4. Right-click it and choose Open file location.
  5. Record the folder and the executable name.

You can also search installed programs:

  1. Press Windows+I.
  2. Select Apps.
  3. Select Installed apps.
  4. Search for the application name shown in the error, or for recently updated document, fax, viewer, conversion, or enterprise software.
  5. Select the application and note its publisher.

If the error appears only when previewing or converting a document, the parent application may be a background service rather than the program you use directly. Check the error path and Event Viewer:

  1. Right-click Start and select Event Viewer.
  2. Open Windows Logs.
  3. Select Application.
  4. Choose Filter Current Log on the right.
  5. Filter for Error and inspect entries created at the time of the failure.
  6. Look for the application name, executable path, faulting module, or service account.

Use the application’s own repair option

Many applications include their own repair function or launcher validation.

Try these locations:

  • Open the application’s Start menu folder and look for Repair, Maintenance, or Configuration.
  • Open its launcher and look for Verify files, Scan files, Repair installation, or Check for updates.
  • In Windows, open Settings > Apps > Installed apps.
  • Select the application’s three-dot menu.
  • Choose Advanced options if it is available.
  • Select Repair.
  • Start the application again.

A successful repair should restore the complete application folder and allow the program to open without the sccvw.dll message. It may not remove the error if a required runtime is also missing, so continue to the next steps if the message changes or remains.

Reinstall from the official installer

If no repair option exists:

  1. Close the affected application.
  2. Back up any application data that the vendor says is stored locally.
  3. Open Settings > Apps > Installed apps.
  4. Select the affected program.
  5. Choose Uninstall.
  6. Restart Windows.
  7. Download or retrieve the installer from the application developer or your organization’s approved software source.
  8. Install the same application again.
  9. Restart Windows and test it.

Do not download only sccvw.dll. Outside In normally requires matching companion DLLs and filters in the same directory. A lone replacement can simply produce the next missing-dependency error or introduce a version mismatch.

If the program is managed by an employer, contact the software administrator instead of removing it. Enterprise applications may use a deployment system, service account, or server-side installation that a normal reinstall will not repair.

Fix 2: Check whether antivirus removed the file

If the program worked recently and sccvw.dll disappeared suddenly, inspect your security software before reinstalling.

Check Windows Security quarantine

  1. Open Start and search for Windows Security.
  2. Open it and select Virus & threat protection.
  3. Select Protection history.
  4. Review entries created around the time the error began.
  5. Open any detection that names sccvw.dll or the parent application.

Do not restore the file solely because its name matches the error. Restore it only when:

  • It is inside the known application installation folder.
  • The application was installed from an official or approved source.
  • The publisher and file details are consistent with the program.
  • Your security administrator or the application vendor confirms that it is expected.

After a legitimate quarantine event, repair or reinstall the parent application rather than relying on the restored single file. Then run a full security scan:

  1. Open Windows Security.
  2. Select Virus & threat protection.
  3. Select Scan options.
  4. Choose Full scan.
  5. Select Scan now.

If antivirus repeatedly removes the file, do not keep restoring it blindly. Submit the file or detection to the application vendor or your security administrator for review.

Fix 3: Install or repair the correct Visual C++ Redistributable

The file may exist and still fail to load because one of its dependencies is missing. Outside In documentation identifies the Microsoft Visual C++ Redistributable as a prerequisite and references msvcr140.dll.

The runtime architecture must match the application:

  • A 32-bit application needs the x86 runtime, even on 64-bit Windows.
  • A 64-bit application needs the x64 runtime.
  • On a 64-bit computer running both types of software, installing both x86 and x64 packages is often appropriate.

Determine the application architecture

If the application is running:

  1. Press Ctrl+Shift+Esc.
  2. Select Details.
  3. Right-click the column headings.
  4. Choose Select columns.
  5. Enable Platform if available.
  6. Check whether the process is 32-bit or 64-bit.

You can also inspect the installation path. Program Files (x86) commonly indicates a 32-bit application, while Program Files commonly contains 64-bit applications, although vendors do not always follow that convention.

Check installed Visual C++ packages

  1. Press Windows+I.
  2. Select Apps.
  3. Select Installed apps.
  4. Search for Microsoft Visual C++ Redistributable.
  5. Look for entries labeled x86 and x64.
  6. Select the relevant package’s three-dot menu.
  7. Choose Modify.
  8. Select Repair.
  9. Restart Windows.

If the required architecture is absent, use Microsoft’s latest supported Visual C++ Redistributable downloads. Microsoft’s official installers are also available for x86, x64, and ARM64.

Install the package that matches the affected application, not merely the architecture of Windows. An x64 runtime does not satisfy a 32-bit program.

Some older applications require an older Visual C++ generation. Do not remove existing 2015, 2013, 2012, 2010, or 2008 redistributables just because a newer package is installed. Multiple generations can coexist.

Test the application after repairing or installing the runtime. If the error changes from “missing sccvw.dll” to another missing DLL, that confirms the application is progressing further but still has an incomplete installation or another dependency problem.

Fix 4: Confirm that the file and application architectures match

A 32-bit sccvw.dll cannot replace a 64-bit copy, and a 64-bit copy cannot be loaded by a 32-bit application. Architecture mismatches commonly produce:

  • “The application was unable to start correctly” with 0xc000007b
  • “The file is either not designed to run on Windows”
  • Bad Image messages
  • Error status 0xc000012f
  • Error 126 when the application cannot load the viewer

The safest correction is to repair or reinstall the complete parent application. Do not mix files from different Outside In packages, and do not copy a DLL from another computer.

If the application was recently moved to a new folder, check for duplicate copies:

  1. Open File Explorer.
  2. Search the application’s installation directory for sccvw.dll.
  3. If several copies exist, do not delete them immediately.
  4. Compare their folders with the application’s executable and launcher.
  5. Use the vendor’s repair or reinstall process to restore the intended copy.

Windows searches directories in a defined order, so an unintended copy in the application folder, current working folder, or another search location can cause a version conflict. Microsoft documents this behavior in its guide to DLL search order.

Fix 5: Verify application permissions and user-specific failures

A file can be present but inaccessible because of permissions, a damaged user profile, or a blocked temporary directory.

First, test the program with administrator rights:

  1. Open Start.
  2. Search for the application.
  3. Right-click it.
  4. Select Run as administrator.
  5. Approve the User Account Control prompt.

If that works, the permanent issue may involve permissions rather than a missing DLL. Do not permanently run every application as administrator without checking with its vendor.

If only one Windows account is affected, test another account:

  1. Open Settings > Accounts > Other users.
  2. Select Add account.
  3. Create or use an approved test account.
  4. Sign in to that account.
  5. Start the application.

If it works there, inspect permissions on the application directory and the user’s temporary and application-data folders. If the application uses a service, also check that the service account can read the installation directory and write to its required temporary location.

Fix 6: Use Windows repair tools only for broader corruption

sccvw.dll is a third-party application file, so System File Checker will not normally restore it. Use DISM and SFC when several unrelated applications fail, Windows reports damaged components, system DLLs are also affected, or Windows features behave incorrectly.

Save open work, connect the computer to power, and follow Microsoft’s System File Checker and DISM instructions.

Run DISM first

  1. Open Start.
  2. Type Command Prompt.
  3. Right-click Command Prompt.
  4. Select Run as administrator.
  5. Select Yes at the User Account Control prompt.
  6. Enter:
DISM.exe /Online /Cleanup-Image /RestoreHealth
  1. Press Enter.
  2. Wait for the operation to complete.
  3. Restart Windows.

Run SFC second

Open an elevated Command Prompt again and enter:

sfc /scannow

Press Enter and wait until verification reaches 100 percent. Restart Windows and test the affected application.

If SFC reports that it repaired files, retry the program. If it reports that it found no integrity violations, the problem is probably inside the parent application rather than Windows. If either command reports that it could not complete, follow Microsoft’s repair guidance and return to the application installer.

Repeating DISM and SFC without identifying what changed is unlikely to restore a missing third-party viewer file.

Fix 7: Update the application and relevant drivers

Check the parent application for updates before trying advanced Windows changes:

  1. Open the application’s launcher or settings.
  2. Select Help, About, or Check for updates.
  3. Install updates from the application’s official source.
  4. Restart Windows.
  5. Test document preview, printing, or conversion again.

A graphics, printer, scanner, or storage driver may matter when the error appears only during viewing, printing, or conversion, although a driver update will not replace the missing Outside In bundle.

To check drivers through Windows:

  1. Right-click Start.
  2. Select Device Manager.
  3. Expand the relevant category, such as Display adapters, Printers, Imaging devices, or Storage controllers.
  4. Right-click the device.
  5. Select Update driver.
  6. Choose Search automatically for drivers.
  7. Restart Windows if a driver is installed.

Use the hardware manufacturer’s official support page when Windows does not find a driver. Do not download a driver from an unknown mirror.

Why regsvr32 usually does not help

regsvr32 is intended for DLLs that provide a registration entry point such as DllRegisterServer, commonly COM or ActiveX components. Outside In documentation describes sccvw.dll as a viewer library loaded by the application with LoadLibrary, not as a typical self-registering COM server.

Therefore, commands such as these are generally irrelevant:

regsvr32 sccvw.dll
regsvr32 C:WindowsSystem32sccvw.dll

They may produce an error, appear to succeed without fixing the application, or encourage you to place the file in the wrong directory. Use the parent application’s repair or reinstall process instead.

Do not download sccvw.dll from random websites

Avoid DLL download sites and forum attachments. A downloaded replacement may have:

  • Malware or unwanted software
  • The wrong Outside In release
  • The wrong 32-bit or 64-bit architecture
  • Missing companion DLLs and filters
  • A different build from the one expected by the application

Use the application developer’s official installer, your organization’s approved software repository, or Microsoft’s official Visual C++ pages for the runtime. The safe repair is a complete, matching application installation.

When to use Windows Features

Windows Features is not normally the solution for sccvw.dll, because Outside In Viewer is not a standard optional Windows component.

You can still confirm that a broader Windows feature is not disabled:

  1. Press Windows+R.
  2. Type:
optionalfeatures
  1. Press Enter.
  2. Review the listed features.
  3. Do not enable random features to cure the DLL message.
  4. Select Cancel unless the application’s official documentation specifically requires a feature.

Installing unrelated Windows Features will not recreate the application’s Outside In files.

When to restore the application or Windows installation

Use application recovery when:

  • The error points to one program’s folder.
  • Only one application fails.
  • Repair and runtime checks do not help.
  • The application was recently updated, uninstalled, cleaned, or moved.
  • The program’s launcher offers file verification.

Consider System Restore when the problem began immediately after a known change and a restore point exists:

  1. Press Windows+R.
  2. Enter:
rstrui.exe
  1. Press Enter.
  2. Select a restore point created before the problem.
  3. Review the affected programs.
  4. Complete the restore and restart Windows.

Do not use System Restore as a substitute for reinstalling a damaged application if the restore point does not clearly relate to the failure.

Consider an in-place Windows repair only when multiple Windows components and unrelated applications fail. For a single program with a path-specific sccvw.dll error, repairing or reinstalling the parent application is more targeted.

FAQ

Is sccvw.dll a Windows system file?

No. It is part of Outside In Viewer Technology, a third-party viewer embedded in other applications.

Which application installed sccvw.dll?

There is no single universal parent application. Document viewers, content-management products, conversion software, plug-ins, and enterprise programs can embed Outside In. Use the error path, Event Viewer, and installed-program list to identify yours.

Is sccvw.dll malware?

The filename alone cannot establish that. A copy in the expected application folder may be legitimate, while a copy in an unrelated directory deserves investigation. Check its provenance, signature when present, and antivirus results.

Do I need Visual C++ Redistributable?

Possibly. Outside In can depend on the Microsoft Visual C++ runtime, including the runtime containing msvcr140.dll. Install the architecture required by the parent application, and keep older runtimes if an older program needs them.

Should I copy the file to System32 or SysWOW64?

No. Outside In files should remain together beside the application that loads them. Copying one DLL to a Windows directory can create conflicts and still leave its dependencies missing.

Should I run regsvr32?

Usually not. sccvw.dll is loaded as a viewer library rather than registered as a typical COM server.

Why does the file exist but still fail to load?

A dependent DLL may be missing, the Visual C++ runtime may be absent, the architecture may be wrong, antivirus may have removed a companion file, or the copy may belong to an incompatible Outside In release.

What does Error 126 mean?

It generally means the application could not load the requested module. The missing item may be sccvw.dll itself or one of its dependencies. Repair the complete application and check the correct Visual C++ runtime rather than replacing one file.

What should I do if the error appears during conversion or preview?

Identify the host application or service from the error path and Event Viewer. Check its bundled Outside In directory, service-account permissions, antivirus quarantine, and application repair options. A background conversion service may use a different installation directory from the desktop program.

What if none of these steps works?

Record the full error text, executable path, application version, Windows architecture, and recent changes. Give that information to the parent application’s vendor. Ask specifically whether its Outside In files, Visual C++ prerequisite, and conversion or preview service are installed correctly.
