The safest fix is to repair Windows with Windows Update, DISM, and SFC, then remove and re-add the affected keyboard layout if the problem began after changing language settings.
What this file actually does
kbdughr.dll supplies the legacy Uyghur keyboard layout to Windows input services. Microsoft identifies that layout with keyboard identifier 00000480; the newer Uyghur layout uses a different identifier, 00010480. You can verify those identifiers in Microsoft’s Windows keyboard identifier documentation.
This is not:
- A Visual C++ Redistributable file
- A DirectX component
- A .NET assembly
- A COM server that normally needs registration
- A DLL owned by a particular game or application
On 64-bit Windows, Windows normally keeps the native copy in:
C:WindowsSystem32KBDUGHR.DLL
A 32-bit copy may also be present here for 32-bit processes:

C:WindowsSysWOW64KBDUGHR.DLL
On 32-bit Windows, the relevant copy is normally under System32. Paths vary by Windows release, architecture, servicing state, and installed language features, so do not treat a missing file in one directory as permission to copy a random replacement into another.
The related KBDUGHR1.DLL file represents the newer Uyghur keyboard layout. It is not interchangeable with KBDUGHR.DLL.
Causes and symptoms

The wording varies by Windows version and the process that attempted to load the file. Possible messages include “kbdughr.dll is missing,” “The code execution cannot proceed,” “The specified module could not be found,” or “Failed to load KBDUGHR.DLL.”
A missing keyboard-layout DLL may not stop ordinary applications from launching. The error appears when the affected input component or another process specifically tries to load it.
Fix 1: Install Windows updates, then repair system files
This is the best starting point because Windows can restore protected files from its own servicing and component sources instead of introducing a DLL from an unrelated build.
Step 1: Install pending updates
- Open Start → Settings.
- Select Windows Update.
- Choose Check for updates.
- Select Download & install for available updates.
- Restart Windows, even if it does not explicitly require a restart.
After rebooting, reproduce the error. If it remains, continue with DISM and SFC.
Step 2: Run DISM
- Open Start.
- Type
Command Prompt. - Right-click Command Prompt and select Run as administrator.
- Approve the User Account Control prompt.
- Run:
DISM.exe /Online /Cleanup-image /Restorehealth
Wait for the command to finish. DISM repairs the Windows component store that supplies protected system files. It may appear to pause for a while, so do not close the window merely because the percentage stops moving.
Step 3: Run System File Checker
In the same elevated Command Prompt, run:
sfc /scannow
Wait until verification reaches 100 percent, then restart the computer.

Success means SFC reports that it found and repaired corrupted files, or that it found no integrity violations. Test the keyboard layout or application that produced the error after restarting.
If DISM fails, note the exact error, restart, install all remaining Windows updates, and run the DISM command again. If SFC still cannot repair the file, see the recovery options below.

Fix 2: Remove and re-add the Uyghur keyboard
Use this fix when the error started immediately after adding Uyghur input, changing language settings, or installing a language feature.
- Open Start → Settings.
- Select Time & language.
- Select Language & region.
- Find the language entry that contains the affected keyboard.
- Select the three dots next to it and choose Language options.
- Under Keyboards, select the relevant Uyghur keyboard.
- Choose Remove.
- Restart Windows.
- Return to Settings → Time & language → Language & region.
- Open Language options again.
- Choose Add a keyboard.
- Select the required Uyghur layout.
If the keyboard does not appear in the list, the related language feature may not be installed correctly. Run Windows Update, then repeat the DISM and SFC steps before trying again.
The repair worked if the keyboard appears under Keyboards, can be selected from the taskbar input switcher, and no longer triggers the DLL message.
Fix 3: Check Windows Security quarantine
Antivirus software can quarantine a legitimate system file after a mistaken detection. It can also identify a tampered file, so do not restore it automatically.
- Open Start.
- Search for Windows Security and open it.
- Select Virus & threat protection.
- Select Protection history.
- Look for an entry involving
KBDUGHR.DLL. - Expand the entry and review its path, detection name, and action.
- If the file is clearly the Windows system file and the detection is a false positive, use the available Restore or Allow action.
- Restart Windows and run
sfc /scannow.
If the detection is unclear, leave the file quarantined and repair Windows through Windows Update, DISM, and SFC instead. Run a full scan before restoring a file that may have been modified by malware. Microsoft’s Protection History guidance explains the available actions and their risks.

Fix 4: Check architecture and file integrity
A “not designed to run on Windows” message can result from a corrupted binary, a mismatched Windows build, or an architecture mismatch.
Do not copy a 32-bit DLL into the native 64-bit system location, and do not overwrite a Windows file with a copy taken from another computer. Even if the filename matches, the build, architecture, language component, or signature may not.
You can inspect the expected locations in File Explorer:

- Open
C:WindowsSystem32. - Search for
KBDUGHR.DLL. - On 64-bit Windows, also check
C:WindowsSysWOW64.
The absence of a file in one location does not prove that manual copying is needed. Use DISM and SFC to restore the copy appropriate for the installed Windows build.
Fix 5: Do not use regsvr32 for this DLL
This command is not the normal repair:
regsvr32 kbdughr.dll
regsvr32 is intended for DLLs that expose COM registration functions such as DllRegisterServer. A keyboard-layout DLL exposes keyboard-layout functionality, commonly recorded as KbdLayerDescriptor, rather than acting as a typical COM server.
Running regsvr32 may produce an entry-point error and will not repair a missing Windows component. Use Windows servicing and language settings instead. Microsoft documents the command’s purpose in its regsvr32 reference.
Fix 6: Check recent Windows changes
If the error began after an update, reset, upgrade, cleanup utility, or language installation, inspect the timing rather than installing a replacement DLL.

If the problem started after a known system change and a restore point exists:
- Press Windows key + R.
- Type:
rstrui.exe
- Press Enter.
- Select a restore point created before the error began.
- Review the affected programs.
- Select Next → Finish.
System Restore rolls back system files and settings but normally does not remove personal files. Microsoft explains the process in its System Restore documentation.
Fix 7: Update drivers only for a broader input problem
kbdughr.dll is not a normal hardware driver, and there is no evidence that a particular keyboard driver owns it. Do not start by replacing chipset, graphics, or keyboard drivers solely because this filename appears.
Use Device Manager only if the keyboard itself has broader symptoms:
- Right-click Start.
- Select Device Manager.
- Expand Keyboards.
- Right-click the affected physical keyboard.
- Select Update driver → Search automatically for drivers.
- Restart Windows if a driver is installed.
If the device has a warning icon, right-click it, choose Properties, and read the Device status message. Do not uninstall a working keyboard device as a substitute for repairing the Windows component.

If SFC reports that it found corrupted files but could not fix some of them:
- Open the elevated Command Prompt again.
- Review the CBS log at:
%windir%LogsCBSCBS.log
- Run DISM again after installing pending updates.
- If available, use a matching Windows installation source for the same edition and build.
- Restart and run
sfc /scannowagain.
If repair still fails, use Windows recovery options or an in-place repair installation that preserves personal files where supported. A clean reset should be the last resort because it removes applications and may remove personal data depending on the selected option.
Should you download kbdughr.dll manually?
No. Random DLL archives can provide malware, the wrong Windows build, the wrong architecture, or a file that does not match the system’s language features. Copying the file into System32, SysWOW64, or an application folder often hides the original problem and can create a new mismatch.

The safe sources are Windows Update, Windows’ component store through DISM, SFC, and the relevant language or keyboard feature in Settings. There is no need to install Visual C++, DirectX, or .NET solely because kbdughr.dll appears in an error.

Is kbdughr.dll legitimate?
Yes. It is the Microsoft Windows Uyghur (Legacy) Keyboard Layout component. Confirm the file path and digital signature if you are investigating a quarantine event, but repair it through Windows rather than downloading a replacement.

There is no verified evidence that it belongs to a particular game, installer, driver package, or third-party application. If a game names it while starting, the game may be exposing a Windows component failure.
What is the difference between KBDUGHR.DLL and KBDUGHR1.DLL?

Do I need the file in both System32 and SysWOW64?
