If Windows reports that kbdur.dll is missing, was not found, or could not be loaded, repair the Ukrainian keyboard-layout feature and Windows component store instead of downloading a replacement DLL.
The error can appear while starting a program or game because that software, directly or indirectly, is causing Windows to load an input layout. It does not mean that kbdur.dll is a game file, Visual C++ runtime, DirectX component, or ordinary third-party application dependency.
What kbdur.dll does
kbdur.dll is supplied by Microsoft as part of the Microsoft Windows Operating System. It provides the standard Ukrainian keyboard layout, identified by layout ID 00000422.
Windows loads keyboard-layout DLLs when the corresponding input layout is installed and used. The file normally belongs in the Windows system directory rather than an application’s installation folder. On a typical installation this means the Windows system path represented by %windir%, commonly the system component directory such as %windir%System32.

Do not judge authenticity by a universal file size or version. Those details vary between Windows releases and builds. On 64-bit Windows, the correct component also depends on the operating-system architecture and Windows build.

An unexpected copy outside the Windows system location should be treated cautiously and scanned. A missing copy inside Windows does not, by itself, prove malware.
Why the error appears
Common possibilities include:
- A Windows component was deleted or corrupted.
- Ukrainian remains configured as a keyboard layout, but its component is unavailable.
- A Windows Update or language-feature installation was interrupted.
- Antivirus software quarantined the file.
- A cleanup operation removed or damaged Windows components.
- A manually copied DLL came from the wrong Windows build or architecture.
- A stale keyboard-layout entry remains in one Windows user profile.
- The program showing the message is requesting a configured Ukrainian layout.
These are possibilities, not proof of a particular cause. Record the exact message before changing anything. Common loader messages include:

The wording can indicate a missing file, corruption, an architecture mismatch, or a bad configuration entry, but the message alone cannot distinguish them.
First checks before repairing Windows
1. Confirm which file Windows names
Check whether the message names kbdur.dll or kbdur1.dll.
kbdur1.dll is not an alternate filename for the standard layout. It is the separate Ukrainian (Enhanced) keyboard layout. Use the matching repair steps for the file named in the error.
2. Check whether the file exists
- Press Windows key + E.
- Click the address bar.
- Enter
%windir%System32. - Press Enter.
- Search for
kbdur.dll.
If it is present, do not replace it automatically. A present file can still be damaged, mismatched, quarantined in another location, or referenced by stale input-layout configuration.
If you use 64-bit Windows, do not assume that a DLL found in another system directory is interchangeable. Never copy a file between System32, application folders, or another computer as a first repair.

3. Note whether every user is affected
Sign out and test another existing Windows account if one is available. If the error affects only one profile, the likely problem is the user’s language or keyboard configuration rather than a missing system file for the entire computer.
Do not create registry entries or delete keyboard-layout keys at this stage. First remove and add the layout through Windows Settings.

Fix 1: Remove and re-add the Ukrainian keyboard
This is the safest first repair when the error is connected with Ukrainian input or appears only for one user.
Remove the existing layout
On Windows 11:
- Open Start > Settings.
- Select Time & language.
- Open Language & region.
- Find the language that contains the Ukrainian keyboard.
- Select the language’s … menu and choose Language options.
- Under Keyboards, select the Ukrainian layout.
- Choose Remove.
If the only keyboard under that language cannot be removed, add another keyboard first. Windows may require at least one keyboard layout to remain.

- Open Start > Settings.
- Select Time & Language.
- Choose Language.
- Select the relevant language.
- Click Options.
- Under Keyboards, select the Ukrainian layout and choose Remove.
Add it again
- Return to Language & region on Windows 11, or Language on Windows 10.
- If Ukrainian is absent, select Add a language and install Ukrainian.
- Open the Ukrainian language’s Language options.
- Under Keyboards, select Add a keyboard.
- Choose the required Ukrainian layout.
- Restart Windows.
A complete display-language change is not necessarily required just to obtain a keyboard layout. However, Windows may need the matching language feature installed if the layout is unavailable.
Check the result
After restarting:
- Press Windows key + Space.
- Select the Ukrainian keyboard.
- Open Notepad.
- Type a short test phrase.
- Start the program that previously displayed the error.
If the error returns immediately, continue with the Windows component repair below. Re-adding the layout refreshes configuration, but it is not a guaranteed replacement for a damaged system component.
Fix 2: Repair Windows with DISM and SFC
Use Microsoft’s repair sequence when kbdur.dll is missing, damaged, or still fails after reinstalling the layout. DISM repairs the Windows component source, and System File Checker uses that source to check and restore protected system files.
Run DISM first
- Open Start.
- Type
Command Prompt. - Right-click Command Prompt.
- Select Run as administrator.
- Approve the User Account Control prompt.
- Enter this command:
DISM.exe /Online /Cleanup-Image /RestoreHealth
- Press Enter.
- Wait until the command finishes.
Do not close the window while DISM is working. The process can pause for a while, particularly if Windows must obtain repair files through Windows Update.
Run System File Checker
After DISM finishes, enter:
sfc /scannow
Press Enter and wait for verification to reach 100 percent. Restart Windows when the scan completes.
Microsoft’s documented repair process is described in its System File Checker guidance.
Interpret the result
- Windows Resource Protection did not find any integrity violations: SFC found no damaged protected files. Continue with the layout, update, and profile checks.
- Windows Resource Protection found corrupt files and successfully repaired them: Restart and test the Ukrainian layout and the affected program.
- Windows Resource Protection found corrupt files but was unable to fix some of them: Review the CBS log referenced in the command output. Do not repeatedly run random DLL commands.
- DISM could not find source files: Install pending Windows updates and try again. If that fails, use a repair source matching the installed Windows edition and build.
A matching repair source can be specified with:
DISM.exe /Online /Cleanup-Image /RestoreHealth /Source:C:RepairSourceWindows /LimitAccess
Replace C:RepairSourceWindows only with a real path to a matching repair source. Do not use an unrelated ISO or invent a source directory. Microsoft’s DISM and SFC instructions explain the source requirements.
Repeating SFC and DISM without knowing which component changed makes troubleshooting harder. Outbyte PC Repair can provide a scan that shows what needs attention, while repairs are performed by the full version; it is optional, and Microsoft’s built-in DISM and SFC remain the authoritative Windows repair path.
Fix 3: Install pending Windows updates
An interrupted update or language-feature installation can leave Windows with incomplete component files.

- Open Start > Settings.
- Select Windows Update.
- Choose Check for updates.
- Install available updates.
- Restart when prompted.
- Return to Windows Update and check again until no required restart remains.
- Repeat the DISM and SFC sequence if the error continues.
For Windows 10, open Settings > Update & Security > Windows Update and select Check for updates.
Use Microsoft’s Windows Update troubleshooting guidance if updates fail repeatedly. An update repair may correct the component source, but it does not make a manually downloaded DLL safe.
Fix 4: Check antivirus quarantine
Security software can quarantine a genuine Windows file, although a missing file can also result from corruption or another failed operation.

- Select Virus & threat protection.
- Open Protection history.
- Look for an event involving
kbdur.dll. - Check the file path and detection details.
Restore a file only when your security product identifies it as the genuine Microsoft Windows component and the location is the expected Windows system directory. If the detection concerns an unexpected copy in a download, temporary, game, or application folder, do not restore it.
After any carefully verified restoration, restart Windows and run DISM followed by SFC. Do not permanently disable antivirus protection to force a DLL into place.
Fix 5: Check the configured keyboard and Windows profile
If the file exists and SFC reports no corruption, the problem may be limited to a stale keyboard configuration.
- Open Settings.
- Go to Time & language > Language & region on Windows 11, or Time & Language > Language on Windows 10.
- Review every installed language.
- Open each language’s keyboard options.
- Remove Ukrainian layouts that are no longer needed.
- Restart Windows.
- Add back only the required Ukrainian layout.
If another account works normally, create no replacement DLL. Test the affected account after removing and re-adding its keyboard layouts. If the profile continues to fail while other profiles work, migrate to a new Windows profile or use Windows account-repair support rather than altering system files.

Fix 6: Repair the program that displays the message
A program may show the error even though kbdur.dll is a Windows keyboard component. That does not automatically make the program’s installation defective.
First test the keyboard layout outside the program in Notepad. If Ukrainian input works there but one game or application still fails:

- Update the program through its official updater.
- Use its built-in Repair, Verify files, or equivalent option.
- If no repair option exists, uninstall and reinstall the program from its official source.
- Test again without copying
kbdur.dllinto the program folder.
If the same message appears in several Windows areas, reinstalling one game will not repair Windows. Continue with DISM and SFC.

Drivers and Device Manager
kbdur.dll is a keyboard-layout component, not a normal hardware driver. Device Manager therefore is not the primary place to restore it.
You can still check for a separate keyboard-device problem:
- Right-click Start.
- Select Device Manager.
- Expand Keyboards.
- Right-click the physical keyboard device.
- Choose Update driver.
- Select Search automatically for drivers.
- Restart if Windows installs an update.
Do not uninstall a keyboard device merely because kbdur.dll is missing. A hardware-driver update will not normally recreate a Windows keyboard-layout DLL.
Manually hunting through hardware entries and guessing which driver is stale can take time without addressing the layout component. Why Windows Features usually will not fix this
The Windows Features dialog is intended for optional Windows features such as platform components and system services. kbdur.dll is delivered as part of a keyboard-layout and language configuration, so enabling an unrelated feature is not a reliable repair.
To inspect Windows Features:
- Press Windows key + R.
- Enter
optionalfeatures. - Press Enter.
- Review the listed features.
- Do not enable random items to repair
kbdur.dll. - Close the dialog without changes unless you are addressing a separate, clearly identified Windows feature problem.
Use Language & region for the keyboard layout and DISM/SFC for a damaged Windows component.
What not to do
Do not download kbdur.dll from a DLL website
Random DLL repositories can provide malware, the wrong Windows build, the wrong architecture, or a file altered from the original. Copying the result into %windir%System32 or an application folder can create servicing and security problems.
The safe sources are Windows itself, Windows Update, the installed language features, Microsoft recovery media matching the installation, and Microsoft’s built-in repair tools.
Do not run regsvr32 kbdur.dll
regsvr32 is intended for DLLs that expose registration entry points such as DllRegisterServer. Keyboard-layout DLLs expose keyboard-layout functionality instead, so registering kbdur.dll is generally inappropriate.
A failed regsvr32 command can produce another error without restoring the layout. Do not switch between 32-bit and 64-bit versions of regsvr32 as a guess.

Do not copy a DLL from another computer
Even if the other computer runs Windows 10 or Windows 11, its build, edition, update state, and architecture may differ. A mismatched replacement can be rejected or cause later Windows servicing problems.
Manual replacement is an advanced recovery measure only when using a known-good file from the same Windows version and build, after SFC identifies an unrepaired component and Microsoft’s ownership and replacement guidance is followed.

Escalate when all of these are true:
- The Ukrainian layout was removed and re-added.
- Windows Update is current or has been repaired.
- DISM and SFC were run in that order.
- Antivirus quarantine was checked.
- The error affects multiple accounts or Windows components.
- SFC still reports unrepaired files, or DISM cannot repair the component store.
If the problem began after a recent software, update, or cleanup change, use System Restore if a suitable restore point exists:
- Open Start and search for Create a restore point.
- Open the result.
- Select System Restore.
- Choose a restore point from before the failure.
- Review affected programs and complete the restore.
If System Restore is unavailable or unsuccessful, use an in-place Windows repair or Windows recovery options. Back up important files first and use installation media that matches the installed Windows edition and build.
FAQ
Is kbdur.dll safe?
It is a legitimate Microsoft Windows keyboard-layout component. That does not make every file with that name safe. Verify its location, scan unexpected copies, and repair the Windows copy through Microsoft tools.
Why would I have this error if I never installed Ukrainian?
A language or keyboard layout can be added through Windows settings, a language pack, synchronization, an update, or another configuration change without being intentionally used every day. Review installed languages and keyboards under Language & region.
Does the error stop typing?
It can prevent the Ukrainian layout from loading or affect a program that requests it. It may also appear during Explorer, sign-in, or application startup. The exact effect depends on which Windows component requests the layout.
What is the difference between kbdur.dll and kbdur1.dll?
kbdur.dll is the standard Ukrainian layout with ID 00000422. kbdur1.dll is the separate Ukrainian (Enhanced) layout with ID 00020422. Repair the file named in the actual error.
What if the file exists but Windows still says it is missing?

Not usually. Re-add the keyboard layout and run the official DISM/SFC sequence first. Use System Restore when the failure follows a known recent change and normal component repair does not resolve it.
What information should I collect before asking for help?
Record the exact error text, Windows version and build, whether kbdur.dll exists in the Windows system directory, installed keyboard layouts, whether kbdur1.dll is named instead, antivirus quarantine results, and whether another Windows profile has the same problem.
