That distinction matters when comparing designs: a useful comparison needs to match the same faction or character type across the older and newer games. Otherwise, a difference in the image could come from comparing unlike characters rather than a redesign.
Why do the goons look different now?
No design rationale for the goons is established in the official announcements cited here. LEGO says the game draws on Batman history and TT Games’ LEGO humor, but that broad description does not explain a particular character update. Any claim about the developers’ reasons would need direct supporting material.
