“The program can’t start because libcrypto-3.dll is missing from your computer. Try reinstalling the program to fix this problem.” The libcrypto-3.dll error usually means the application that bundled this OpenSSL library has an incomplete, damaged, quarantined, or mismatched installation.
Which fix applies to you
Use the situation that best matches what happened:
- The error appeared after an update or reinstall: repair or reinstall the affected application first.
- Windows Security recently detected a file: check Protection history and confirm whether the DLL was quarantined.
- The error says the file is not designed to run on Windows: suspect corruption or a 32-bit and 64-bit mismatch.
- The application directory contains
libcrypto-3.dllbut the program still fails: check forlibssl-3.dll, provider modules, and other dependencies. - Several unrelated programs fail: repair Windows components with DISM and SFC.
- Only a device-related application fails: update or reinstall the relevant driver package.
- You are considering a DLL download,
regsvr32, or copying the file to System32: do not do that. Those actions usually address the wrong problem.
What libcrypto-3.dll is
libcrypto-3.dll is a Windows dynamic-link library from the OpenSSL 3 family. It provides cryptographic functions used by applications for encryption, hashes, certificates, key handling, and secure communications.

It is commonly used beside libssl-3.dll, but the exact files and supporting modules depend on the application distributor. The OpenSSL project is the upstream project, but a Windows binary may have been built, modified, and signed by the software vendor or another distributor.

Fix 1: Repair or reinstall the application that owns the file
This is the most likely and safest fix.
Identify the affected application
- Read the title bar or message surrounding the error.
- Note the application or game that you tried to launch.
- Right-click its shortcut and select Properties.
- On the Shortcut tab, select Open File Location.
- Record the folder containing the affected executable.
- Check whether
libcrypto-3.dllis present beside that executable.
If you do not know which application is involved, open Task Manager with Ctrl + Shift + Esc, right-click the failed application process if it appears, and choose Open file location.
The executable path matters because Windows searches the application directory before using several broader locations. A DLL in another program’s folder may be the wrong build.

Repair the installation
Look for a repair option in the application’s own launcher first. For a traditional Windows application:
- Press
Windows+I. - Select Apps.
- Select Installed apps on Windows 11, or Apps & features on Windows 10.
- Find the affected application.
- Select the three-dot menu on Windows 11, or the application entry on Windows 10.
- Choose Advanced options, if available.
- Select Repair.
If there is no repair option, open the application’s launcher and look for Repair, Verify, or Verify integrity. This is especially important for games because the launcher can restore the complete game package rather than replacing one DLL.
Restart Windows after the repair and launch the application again.
Reinstall from the official source
If repair fails:
- Back up any application data or saved games.
- Uninstall the affected program from Settings > Apps > Installed apps.
- Restart Windows.
- Download the installer from the software developer’s official website or use the application’s official launcher.
- Install it to the normal location.
- Start the application before restoring custom files or modifications.
A complete reinstall restores the DLL together with its matching libssl-3.dll, provider directories, configuration files, and runtime dependencies.

Fix 2: Check Windows Security quarantine
Antivirus software may remove or quarantine a DLL after an application update, a false detection, or a damaged installer.
- Open Windows Security from the Start menu.
- Select Virus & threat protection.
- Select Protection history.
- Review recent entries for the affected application or
libcrypto-3.dll. - Open an entry to view its path and detection details.
Restore a quarantined file only when all of these are true:
- The file came from an installer you obtained from the application’s official source.
- The path belongs to the affected application.
- Windows Security identifies it as safe or the vendor confirms the detection is incorrect.
If the file is identified as malware, or its origin is unknown, do not restore it. Uninstall the application, run a full scan, and reinstall it from the official source.
After restoring a trusted file, repair or reinstall the application anyway if other files may also have been removed. Do not disable antivirus protection merely to obtain a DLL.
Fix 3: Match the application architecture
A 32-bit program requires the 32-bit OpenSSL build supplied for that program. A 64-bit program requires its 64-bit build. This remains true on 64-bit Windows.

A wrong-architecture installation can produce:
libcrypto-3.dll was not found- “The application was unable to start correctly”
- “The file is either not designed to run on Windows or it contains an error”
- “The procedure entry point could not be located”
Do not rename libcrypto-3-x64.dll to libcrypto-3.dll, and do not replace a vendor’s file with one copied from another application.
To check the application architecture, open the vendor’s documentation or installer options. You can also inspect the application’s installation folder and launcher details, but the vendor’s package is the authoritative source.

Fix 4: Restore the complete application dependency set
Open the application folder and look for:
libcrypto-3.dlllibssl-3.dll- OpenSSL provider or module directories
- Other DLLs installed beside the main executable
If only one file is missing, the installation may still be incomplete. If the DLL exists but the error continues, it may be damaged or unable to load one of its dependencies.
Use the application’s Repair, Verify, or reinstall feature to restore the entire package. This is safer than copying individual files because the vendor may require a particular build, configuration, signing chain, compiler runtime, or provider module.
A Visual C++ Redistributable package is not the default fix. Install or repair it only when the application documentation or a second error specifically identifies a missing Visual C++ runtime. Microsoft’s current packages are listed on the Visual C++ Redistributable downloads page.

Fix 5: Update a related driver or device package
Some utilities, connection tools, and device software include OpenSSL libraries as part of their installation. If the failure began after connecting hardware or updating a device program, update the complete driver or vendor software package.
- Right-click Start and select Device Manager.
- Expand the relevant category.
- Right-click the device and select Update driver.
- Choose Search automatically for drivers.
- Restart Windows when prompted.
- If the device software has its own installer, download the current package from the device manufacturer and reinstall it.
Do not use Device Manager to replace libcrypto-3.dll directly. The driver package or vendor application owns that file.
When several devices have outdated packages, manually identifying the correct manufacturer downloads can be time-consuming. Outbyte Driver Updater can scan for driver issues and show what needs attention; its full version performs the driver installation, but reinstalling the application that bundled libcrypto-3.dll remains the definitive fix for this error.
Fix 6: Repair Windows components with DISM and SFC
Use these commands only when multiple unrelated applications fail or Windows shows broader corruption. libcrypto-3.dll is normally an application file, so Windows component repair is less likely to be the first answer.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
- Open the Start menu.
- Type Command Prompt.
- Right-click Command Prompt and select Run as administrator.
- Select Yes at the User Account Control prompt.
- Run:
DISM.exe /Online /Cleanup-Image /RestoreHealth
Wait for it to finish. Then run:
sfc /scannow
Restart Windows after both commands complete and test the application.
A successful DISM operation repairs the Windows component store. SFC then checks protected Windows files. Neither command is a substitute for reinstalling the application’s private OpenSSL files.
If you repeatedly run these commands without knowing what changed, Outbyte PC Repair can scan for system issues and show what needs attention; the full version performs the repair, while the application vendor’s installer remains the correct source for libcrypto-3.dll.
Why regsvr32 does not fix this error
Do not run:
regsvr32 libcrypto-3.dll
regsvr32 is intended for DLLs that expose registration entry points such as DllRegisterServer, commonly used by COM or ActiveX components. libcrypto-3.dll is ordinarily a runtime library loaded by an application, not a self-registering component. Registration does not restore a missing dependency, repair a damaged binary, or match the correct architecture.

Why copying it to System32 is unsafe
Do not copy libcrypto-3.dll into C:WindowsSystem32 or C:WindowsSysWOW64.
The application may need a vendor-specific build, a matching libssl-3.dll, provider modules, or a particular directory layout. Windows also gives the application directory an important place in its DLL search order, so a global copy may be ignored or may affect another program unexpectedly. Microsoft explains this behavior in its DLL search order documentation.
Downloading a random DLL is also risky because it may contain malware, have the wrong architecture, be incompatible with the application, or fail to fix the missing dependency that caused the error. Use the application developer’s official installer or launcher instead.
Last-resort recovery options
If the error began immediately after a recent installation, update, or system change:
- Create a backup of personal files.
- Open the Start menu and search for Create a restore point.
- Select System Restore.
- Choose a restore point created before the failure.
- Follow the prompts and restart.
If only one Windows user experiences the problem, test the application from a new local user profile. A damaged per-user installation or profile path may be involved.
FAQ
Is libcrypto-3.dll part of Windows?
No. It is generally third-party OpenSSL code bundled with an application, installer, SDK, driver package, or software distributor.
Is it a Visual C++ problem?
Usually no. Visual C++ may be a separate dependency, but installing it will not recreate the application’s missing OpenSSL DLL unless a second error specifically identifies that runtime.
Can I download a standalone OpenSSL Windows package?
A standalone package is not necessarily compatible with the application that reported the error. Use the application’s official installer because it supplies the build and companion files the program expects.
Why does the error say the DLL is present but will not load?
The file may be corrupted, built for the wrong architecture, incompatible with the application, or missing a dependency. Reinstall the complete application package rather than replacing only the DLL.
What if reinstalling does nothing?
Confirm that the installer writes to the same path as the executable being launched. Then check Protection history, remove stale shortcuts, verify the launcher is not starting an older copy, and confirm that the correct 32-bit or 64-bit package was installed.
Should I run SFC first?
Only when multiple unrelated programs fail or Windows itself appears damaged. For a single application, repair or reinstall that application first.
Prevent the error from returning
- Keep the affected application updated through its official launcher.
- Do not manually delete DLLs from application folders.
- Avoid moving installed applications without using their supported relocation method.
- Let antivirus quarantine files only after reviewing the detection and source.
- Keep backups before restoring or manually replacing application directories.
- Do not mix OpenSSL DLLs from different applications.
- Keep the application’s companion files together, especially
libssl-3.dlland provider modules. - Use the vendor’s repair or verification feature after an interrupted update.
The correct result is not merely a DLL in a Windows folder. It is a complete, correctly matched installation of the program that owns libcrypto-3.dll.
