Windows may report that “The code execution cannot proceed because libmlt++-3.dll was not found” or that “libmlt++-3.dll is missing from your computer.” A damaged copy of libmlt++-3.dll can also produce “The procedure entry point … could not be located in the dynamic link library”, “The application was unable to start correctly”, or a crash that names the DLL as the faulting module.

The 60-second answer

libmlt++-3.dll is a third-party library from the MLT multimedia framework. It is most strongly associated with older Windows builds of Shotcut, although another application compiled against an older MLT release may also use it.

This is not a Windows system file. Do not download an isolated copy, place it in C:WindowsSystem32 or C:WindowsSysWOW64, or run regsvr32 against it.

The safest likely fix is:

  1. Close the affected application.
  2. Try its built-in Repair option if available.
  3. Otherwise uninstall it from Windows.
  4. Restart the PC.
  5. Download the matching installer or portable package from the application developer’s official site.
  6. Install or extract it into a new, ordinary application folder.
  7. Test the fresh installation before restoring plugins or custom settings.

Shotcut’s Windows packages are designed to include their application dependencies. Reinstalling the complete program is therefore more appropriate than replacing one DLL.

What libmlt++-3.dll does

MLT is an open-source multimedia framework used by video editors, media players, transcoders, and broadcasting software. Shotcut uses MLT for core media-processing functions.

The filename is associated with an older MLT C++ wrapper generation. Later MLT 7 builds use names such as mlt++-7 and libmlt++-7. That means a current reinstall may not contain libmlt++-3.dll at all. If the old filename appears, identify the exact program and version before copying anything.

Historical Shotcut Windows packages placed libmlt++-3.dll beside other MLT libraries in the Shotcut installation directory. It normally belongs beside the application executable or in the application’s bundled library directory, not in a Windows system folder.

The supplied file details may show a 64-bit file, version 0.0.0.0, and a size around 0.63 MB. Treat those values as identification clues only. DLL version fields can be unset, and package records can describe different historical builds.

Likely causes

Cause What it usually means Best response
Incomplete installation The file or another bundled dependency was never installed Repair or reinstall the application
Interrupted update Old and new MLT files are mixed Uninstall, restart, and install cleanly
Antivirus action Security software quarantined or removed the DLL Check Protection History, then reinstall
Wrong architecture 32-bit and 64-bit files do not match Install the correct application build
Dependency failure The named DLL exists, but a library it needs does not load Restore the complete package
Damaged Windows components Several unrelated applications also fail Run Windows repair commands
Old portable copy A shortcut launches an outdated folder Locate the actual executable and version

The problem may have started after an application update, interrupted installation, antivirus detection, cleanup utility, moving the program folder, or restoring an old portable copy.

Fix 1: Repair or reinstall the affected application

This is the primary fix for Shotcut and other MLT-based applications.

Try Repair first

  1. Press Windows + I to open Settings.
  2. Select Apps.
  3. Select Installed apps.
  4. Find Shotcut or the application named in the error.
  5. Select the three-dot menu beside it.
  6. Choose Advanced options, if available.
  7. Select Repair.

On some desktop programs, repair is available through:

  1. Press Windows + R.
  2. Type appwiz.cpl and press Enter.
  3. Select the affected program.
  4. Choose Repair or Change, if the installer provides it.
  5. Follow the installer prompts.

Launch the program after the repair. If it opens without the error, test the function that previously failed. If the error remains, continue with a clean reinstall.

Perform a clean reinstall

  1. Close the application and any related background process.
  2. Back up project files, presets, custom profiles, and other personal data.
  3. Open Settings > Apps > Installed apps.
  4. Select the affected application.
  5. Choose Uninstall and complete the wizard.
  6. Restart Windows.
  7. Download the correct Windows installer or portable package from the application developer’s official download page.
  8. Install it into a new folder, or extract the portable archive into a new folder.
  9. Do not combine files from the old folder with the fresh installation.
  10. Start the new copy before restoring plugins, settings, or portable data.

For an old project that requires an older Shotcut release, use the developer’s official release archive and match the application version to the project’s requirements. Do not obtain libmlt++-3.dll separately.

A successful repair means the application starts and no longer reports the missing, loading, or entry-point error. If a fresh installation still fails, note whether the DLL exists in the new application folder. Its absence may be normal if the current application uses a newer MLT library name.

Fix 2: Check Windows Security quarantine

If the program worked and the DLL disappeared suddenly, Windows Security or another antivirus product may have quarantined it.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. Open the Start menu.
  2. Type Windows Security and open it.
  3. Select Virus & threat protection.
  4. Select Protection history.
  5. Review recent detections.
  6. Open any detection related to the affected application.
  7. Check the original file path and detection name.

Do not restore a quarantined file automatically. If the application came from an official, trusted source, the safer response is usually to reinstall it from that source. This replaces the complete package and allows the installer to be scanned again.

If you restore anything, do so only after verifying the application’s source and understanding the detection. Do not broadly disable antivirus protection to force the program to start.

Fix 3: Check for mixed versions and wrong architecture

An update can leave old and new files together, especially if the application folder was manually moved or modified. An old shortcut may also launch a portable copy rather than the newly installed program.

To check the shortcut:

  1. Right-click the shortcut.
  2. Select Properties.
  3. Read the path in Target.
  4. Select Open File Location.
  5. Check whether that folder is the installation you intended to use.

Do not replace libmlt++-3.dll with libmlt++-7.dll. The names identify different MLT generations, and a similarly named DLL may fail with an entry-point error or an incompatibility message.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Architecture must also match. A 32-bit application needs 32-bit dependencies, while a 64-bit application needs 64-bit dependencies. Do not use a DLL from another release merely because its filename looks similar. Reinstall the exact application build instead.

If you use a portable version, extract it completely into a new folder. Running an executable while files are still inside a ZIP archive can prevent dependencies from loading correctly.

Fix 4: Check whether a dependency is the real problem

Windows can name the top-level library even when another DLL that it requires is missing or incompatible. This is why copying only the named file often does not solve the error.

Restore the entire application package by reinstalling it. Avoid copying individual MLT files between installations. The application directory should contain the matching libraries supplied with that particular build.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

If the error specifically names a Microsoft runtime, install the appropriate Visual C++ Redistributable from Microsoft’s official download page. This is a secondary step, not a replacement for reinstalling Shotcut. A Visual C++ package will not recreate the application’s missing MLT files.

Fix 5: Do not use regsvr32 or System32 copying

regsvr32 is for DLLs that expose a registration entry point, generally COM or ActiveX components. libmlt++-3.dll is a runtime library loaded by the multimedia application, not normally a self-registering component.

Running a command such as:

regsvr32 libmlt++-3.dll

commonly results in an error stating that the module was loaded but the DllRegisterServer entry point was not found. That does not repair the application.

Do not copy the file into:

C:WindowsSystem32
C:WindowsSysWOW64

Those folders are not general-purpose storage for application DLLs. System-folder copying can create version conflicts, cause another program to load the wrong library, and make later troubleshooting harder.

Random DLL download sites are also unsafe. The file may have the wrong architecture, belong to a different MLT generation, be incomplete, modified, or bundled with malware. The safe source is the complete installer or portable package from the application’s developer.

Fix 6: Repair Windows components when other apps are affected

DISM and System File Checker repair protected Windows components. They generally will not restore a third-party Shotcut library, so use them when several unrelated programs show corruption, Windows itself behaves abnormally, or the problem followed broader system damage.

  1. Open Start.
  2. Type Command Prompt.
  3. Right-click it.
  4. Select Run as administrator.
  5. Run:
DISM /Online /Cleanup-Image /RestoreHealth
  1. Wait for it to finish.
  2. Then run:
sfc /scannow
  1. Restart Windows.
  2. Test the application again.

Microsoft recommends running DISM before SFC. If either command reports that it could not repair everything, install pending Windows updates, restart, and repeat the checks. If only Shotcut fails while Windows and other applications work normally, return to the clean application reinstall rather than repeatedly running SFC.

If manually hunting through Windows repair commands and trying to determine what changed is taking longer than the application reinstall, Outbyte PC Repair can scan for system issues and show what it finds; its repair functions require the full version. Reinstalling the MLT-based application remains the definitive fix when its bundled DLL is missing.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Fix 7: Update drivers only for related symptoms

A driver update is not the normal solution for a missing libmlt++-3.dll. Consider it only when the application also crashes during video playback or editing, graphics output is unstable, or Device Manager reports a driver problem.

  1. Right-click the Start button.
  2. Select Device Manager.
  3. Expand Display adapters.
  4. Right-click the graphics device.
  5. Select Update driver.
  6. Choose Search automatically for drivers.
  7. Restart Windows if a driver is installed.

Also check Sound, video and game controllers if the failure involves audio or media devices. Prefer drivers from the PC or graphics-device manufacturer when Windows cannot find an appropriate update.

Finding the correct driver manually can mean checking hardware identifiers, manufacturer pages, and several driver branches. Outbyte Driver Updater can scan and identify stale drivers; driver installation through the full version is optional and is not required for every libmlt++-3.dll case.

Fix 8: Use System Restore for a recent change

System Restore is reasonable when the failure began immediately after an update, cleanup operation, driver installation, or other system change and a suitable restore point exists.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. Press Windows + R.
  2. Type rstrui.exe and press Enter.
  3. Select Next.
  4. Choose a restore point from before the problem began.
  5. Select Scan for affected programs if available.
  6. Confirm the restore point.
  7. Select Finish.

System Restore rolls back system files, settings, drivers, and installed programs. It does not normally remove personal files, but back up important work first. If the DLL was removed because the application installation was incomplete, reinstalling the application is still usually necessary afterward.

If the error persists

Collect these details before contacting the application’s support team:

  • Application name and exact version
  • Windows 10 or Windows 11 version
  • Whether the application is 32-bit or 64-bit
  • Exact error wording
  • Full installation path
  • Whether libmlt++-3.dll exists in that folder
  • Whether the problem began after an update, reinstall, antivirus action, or folder move
  • Whether another MLT-based application is affected
  • Whether a clean install into a new folder changes the error

A crash that names libmlt++-3.dll does not prove that the DLL itself is defective. It may be the module where an invalid operation surfaced. If the program starts but crashes during editing, record the action that triggers it and test without third-party plugins or restored custom settings.

Also check whether a modified system PATH or a DLL placed in a system directory is interfering with the application. Removing unrelated DLL copies and reinstalling the program into a clean folder is safer than manually changing individual libraries.

FAQ

Is libmlt++-3.dll part of Windows?

No. It is a third-party MLT library associated primarily with older Windows distributions of Shotcut and potentially other software built against MLT 6.

Where should the file be located?

Normally beside the application executable or inside the application’s bundled lib directory. It should not normally be in System32 or SysWOW64.

Can I download only this DLL?

Do not download an isolated copy from an unverified DLL website. Use the complete official application installer or portable archive.

Should I install Visual C++ Redistributable?

Only if the error identifies a missing Microsoft runtime dependency or the application documentation specifically requires it. It does not replace the missing MLT package.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Why does the current reinstall not contain this filename?

The current program may use a newer MLT generation, such as the MLT 7 naming scheme. Confirm that an old shortcut or portable folder is not launching a different installation.

Does regsvr32 fix this error?

No. This runtime library is not normally a self-registering COM DLL, so registration is not an appropriate repair.

When should I run DISM and SFC?

Run them when multiple applications show Windows-component problems or the system has broader corruption. They are not guaranteed to restore a third-party MLT library.
