libsqlite3.dll is a third-party SQLite library, not a Windows system file. When Windows says libsqlite3.dll is missing, not found, or could not be loaded, repair the application that needs it rather than downloading a random replacement.
SQLite is a small database engine used by PHP, developer tools, MSYS2 or MinGW environments, web-server packages, games, and ordinary desktop applications. The correct copy may be private to one program, so there is no universal libsqlite3.dll that is safe to copy into every Windows installation.

First, identify the program reporting the error
Read the title bar and the complete error message. The affected program may be named in the window, shortcut, launcher, Event Viewer entry, or command you were running.
Common situations include:
- PHP, Apache, IIS, PHP-FPM, or an XAMPP-style development package
- A developer tool, compiler, terminal environment, or MSYS2/MinGW application
- A game or desktop application with a private SQLite runtime
- A program that was moved, cleaned, upgraded, or partially reinstalled
Also note what changed immediately before the failure:
#1 Best Overall
- 1.1 GHz (boost up to 2.4GHz) Intel Celeron N5030 Quad-Core
- A PHP or application upgrade
- Reinstalling or moving the program
- Antivirus quarantine
- Cleanup software deleting files
- Changing the system or service
PATH - Replacing a 32-bit program with a 64-bit build, or the reverse
Do not begin by searching for the DLL on the internet. The owning application determines the required architecture, exports, build options, and dependencies.
Fix 1: Repair or reinstall the program that reported the error
Time needed: 10–30 minutes
This is the safest and most likely fix because the application installer knows which copy of libsqlite3.dll belongs with its executable.
- Close the affected program.
- Open Settings with Windows key + I.
- Select Apps, then Installed apps.
- Find the program named in the error.
- Select the three-dot menu beside it.
- Choose Advanced options, if available.
- Select Repair and wait for Windows to finish.
- Start the program again.
If there is no Repair option, use the application’s own installer or updater. Download the installer from the developer’s official site, run it, and choose Repair, Modify, or a normal reinstall when offered.
If you uninstall first, preserve application data or configuration when the installer provides that choice. After reinstalling, restart Windows before testing.
Check the application folder
Before reinstalling, you can check whether the program has its own runtime directory:
- Right-click the application shortcut.
- Select Properties.
- On the Shortcut tab, select Open File Location.
- Look in that folder and its documented runtime subfolders for
libsqlite3.dll.
A copy beside the application executable is often intentional. Do not replace it with a file copied from another program. If the file is present but the error remains, the problem may be an incompatible architecture or a dependency of the DLL.
What success looks like: the program starts normally, or its SQLite-related feature works without the missing-DLL message.

Fix 2: Repair PHP, Apache, or a PHP development package
Time needed: 10–25 minutes
PHP for Windows is a particularly common source of this filename. PHP 7.4 and later require libsqlite3.dll separately for the php_sqlite3.dll and php_pdo_sqlite.dll extensions. The PHP directory must be available through the Windows PATH.
Use the official PHP for Windows package that matches your installation. Match all relevant choices:

- ARM64 with an ARM64 installation
- Thread Safe or Non-Thread Safe as required by the web-server setup
- The correct PHP release and compiler build
Extract the package to a new, clearly named folder if necessary. Confirm that the PHP directory contains the PHP files and the matching libsqlite3.dll supplied with that package.

For command-line PHP:
- Press Windows key, search for environment variables, and select Edit the system environment variables.
- Select Environment Variables.
- Under System variables, select
Path. - Select Edit, then New.
- Add the folder containing
php.exeandlibsqlite3.dll. - Select OK on every dialog.
- Close and reopen Command Prompt.
For Apache, IIS, or PHP-FPM running as a service, a user-level PATH may not be enough. Add the PHP directory to the System Path, then restart the relevant service. A service may use a different account and environment from your interactive Windows account.
If PHP loads but SQLite still fails, check the PHP configuration:
- Open the
php.iniused by the actual process. - Confirm that the SQLite extensions are enabled, typically with entries for
sqlite3andpdo_sqlite. - Remove a leading semicolon from the applicable extension line if the extension is disabled.
- Confirm that the extension directory points to the correct PHP installation.
- Restart Apache, IIS, PHP-FPM, or the terminal.
A PHP failure may appear as PDOException: could not find driver rather than a direct missing-DLL message. That can still indicate that the SQLite extension or its native dependency is unavailable.
Test the command-line installation with:
php -m
Look for sqlite3 and PDO in the output. If the command reports that libsqlite3.dll is missing, PHP is still finding the wrong folder, the file is absent, or the build is incompatible.
What success looks like: php -m lists SQLite support and the web application can open its SQLite database.
Do not rename sqlite3.dll to libsqlite3.dll. Native Windows SQLite builds, MinGW environments, MSYS2 packages, and PHP packages can use different filenames and build expectations.
Fix 3: Restore a file quarantined by antivirus
Time needed: 5–15 minutes
Security software may quarantine a legitimate application file after an update or an unusual change.
- Open Windows Security from the Start menu.
- Select Virus & threat protection.
- Select Protection history.
- Review entries created when the application stopped working.
- Identify the original file path and the application that owned it.
- Restore the file only if the application came from a trusted official source.
- Repair or reinstall that application afterward.
Do not broadly disable antivirus protection. Do not restore a file from an unknown folder merely because its name matches libsqlite3.dll. If the file was found in a temporary directory, an email attachment, or an unexpected download folder, run a security scan and reinstall the legitimate application instead.

Fix 4: Check architecture and missing dependencies
Time needed: 10–20 minutes
A DLL can exist and still fail to load. The application may be 32-bit while the library is 64-bit, or the library may depend on a runtime that is missing.
Check the application architecture in its official documentation or package name. On 64-bit Windows, a 32-bit application still needs 32-bit native libraries. Do not assume that installing a 64-bit replacement is correct.
For PHP, match the x86 or x64 package, Thread Safe or Non-Thread Safe build, release family, and compiler generation. PHP builds may also require the matching Microsoft Visual C++ Redistributable. Install only the architecture and runtime specified by the official PHP package.

“ The specified module could not be found” can mean that Windows cannot find a dependency of libsqlite3.dll, not necessarily the named file itself. Windows resolves DLLs through a defined search order, including the application directory and configured paths. Microsoft documents this behavior in its DLL search order documentation.
If the message says the application is not designed to run on Windows, or shows 0xc000007b, treat it as a likely invalid-image or architecture mismatch. Reinstall the matching application build instead of copying more DLLs.
Fix 5: Update or reinstall related drivers only when evidence points there
Time needed: 10–30 minutes
A graphics or hardware driver normally does not own libsqlite3.dll, so this is not a primary fix. Consider it only if the application also reports device initialization failures or Windows shows a related device problem.
- Right-click Start and select Device Manager.
- Expand the relevant category, such as Display adapters.
- Right-click the affected device and select Properties.
- Review the General tab for an error code.
- Open the Driver tab and select Update Driver.
- Prefer the hardware manufacturer’s official driver package when Windows cannot find a suitable update.
- Restart Windows and test the application.
Manually hunting through hardware pages and guessing which of dozens of drivers is stale can take longer than the DLL repair itself. Outbyte Driver Updater can scan for outdated drivers; its free scan shows what it found, while driver installation is handled by the full version, and it is not a substitute for reinstalling the application that owns libsqlite3.dll.

Fix 6: Check Windows components with DISM and SFC
Time needed: 15–30 minutes
DISM and System File Checker repair protected Windows components. They generally do not restore a third-party application’s private SQLite library, so use them as secondary checks.
- Open Start and search for Command Prompt.
- Right-click it and select Run as administrator.
- Run:
DISM.exe /Online /Cleanup-image /Restorehealth
- Wait for it to complete.
- Run:
sfc /scannow
- Restart Windows and test the application.
Microsoft explains the purpose of DISM image repair and System File Checker.
If these commands report repairs, reboot and test again. If they report no integrity violations, that does not prove the application’s libsqlite3.dll is correct. Reinstall the parent program if the error continues.

Do not copy libsqlite3.dll into C:WindowsSystem32 or C:WindowsSysWOW64. It is not a Windows component, and placing a private application library in a shared system directory can create version conflicts and DLL search-order risks. Microsoft describes these security concerns in its DLL security guidance.
Do not use regsvr32 for this file. regsvr32 is intended for DLLs that provide registration entry points such as DllRegisterServer; SQLite’s native database library is not normally a COM or ActiveX component. Registration will not repair a missing dependency.
Windows Features are also not a general SQLite repair. Enabling unrelated features such as .NET or legacy components does not install the application’s required SQLite build.
Common causes
| Cause | Correct response |
|---|---|
| Incomplete application or PHP installation | Repair or reinstall the owning program |
| Antivirus quarantine | Verify the path, restore only when trusted, then repair the program |
| Wrong x86, x64, or ARM64 build | Install matching application and library architectures |
| Missing Visual C++ dependency | Install the runtime required by the application’s official package |
Incorrect service PATH |
Add the PHP directory to the system environment and restart the service |
| File exists but still will not load | Check dependencies, architecture, and build compatibility |
| Windows component corruption | Run DISM, then SFC as secondary checks |
| Suspicious or recently modified DLL | Scan the system and reinstall from the official source |
Safe sources for replacement files
Use the official installer or package for the program that reported the error. For PHP, use the official PHP for Windows distribution. SQLite also publishes official Windows packages, but a current generic SQLite download is not automatically the correct replacement for PHP or another application.
SQLite uses different naming conventions across native Windows, MinGW, MSYS2, Cygwin, and application-local builds. In some environments, names such as sqlite3.dll or libsqlite3-0.dll may appear. Do not rename one into another unless the application vendor explicitly documents that deployment.
Random DLL download sites are risky because the file may contain malware, target the wrong architecture, export different functions, or fail to fix the missing dependency that caused the error. They also leave the owning application damaged.
FAQ
Is libsqlite3.dll part of Windows?
No. It is third-party SQLite code supplied by PHP, a development environment, or another application. It does not normally belong in System32 or SysWOW64.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Clear out junk files and repair common Windows errors3Fix the driver behind crashes, sound loss and screen glitchesIs this file always related to PHP?
No. PHP is a well-documented Windows use case, but developer tools, MSYS2 or MinGW packages, games, and desktop applications can ship their own copies.
Can I download the latest SQLite DLL?
Only use a generic SQLite package when the application’s documentation specifically calls for it. Otherwise, repair the application and restore the copy supplied with its matching package.
Why does PHP say “could not find driver”?
The SQLite PHP extension may be disabled, or its separate libsqlite3.dll dependency may not be available through the PATH used by PHP or the web-server service.
Should I register the file with regsvr32?
No. libsqlite3.dll is a database runtime library, not normally a self-registering COM DLL.
What information should I provide to the application developer?
Include the exact error text, application and version, Windows architecture, whether the program is x86, x64, or ARM64, the DLL’s location if present, and what changed before the failure.
