The deciding factor is not whether it is called “single-player” or whether you own a disc: it is whether the game can launch, authenticate, save progress and run its core content without publisher-operated services.
What happens when support ends?
There is no universal outcome. A publisher may retire multiplayer, leaderboards or other network features while leaving a game playable, or it may shut down access to a game that depends on its servers. The Crew and The Crew 2 illustrate those different outcomes.
The European Commission described the broader risk in its June 16, 2026 response to the Stop Destroying Videogames European Citizens’ Initiative: “the discontinuation of publisher support can make the game partially or entirely unusable.” That is a description of the issue, not a claim that every game becomes inaccessible. What Ubisoft’s The Crew examples show
The Crew: shutdown ended access
Ubisoft announced on December 14, 2023 that The Crew would be delisted and remain playable until March 31, 2024. After the server shutdown, the game would no longer be accessible on PC, Xbox 360, Xbox One, PlayStation 4, Amazon Luna or Ubisoft+. Ubisoft cited server-infrastructure and licensing constraints. The Crew 2: offline play retains core content, not everything
In patch notes dated October 20, 2025, Ubisoft described a selectable Offline Mode for The Crew 2. Core exploration, events, vehicles and customization remain available offline. Summits, Live Battle, leaderboards, ghosts, user-generated content, the Far & Beyond Shop and community features do not. Ubisoft’s patch notes
The game saves offline progression locally. Ubisoft warns that if you reconnect and generate a new save from your most recent online progression, it replaces progress made offline. Service retirement can be narrower
Ubisoft’s October 2023 decommissioning notice says that for some older games, retiring online services affects certain online functions while purchased games remain playable. It is evidence that shutdowns differ by title—not a guarantee about every Ubisoft game or any other publisher’s catalogue. Ubisoft’s service notice
How to assess a game before buying or relying on it
Check the specific game, platform and edition. A label such as “single-player,” an offline option, or a physical disc does not by itself establish that a game can still be installed and launched after support ends.

- Check launch and authentication. Find out whether the game starts without an internet connection, requires publisher-account sign-in, or contacts a server for authentication or save validation. Steam says Offline Mode can be useful without internet access, but some games cannot start in it; a platform setting cannot override a game’s own server requirement. Steam Support: Offline Mode
- Identify what runs locally. Determine whether the campaign, world simulation, events and other core play work offline, and which features require servers. Check for multiplayer, leaderboards, shops, user-generated content and time-limited events separately.
- Understand where saves live. Progress may be local, cloud-based, account-bound or split across online and offline profiles. Check whether reconnecting or syncing can overwrite a local save; The Crew 2’s documented save behavior is one example.
- Check installation and re-download needs. A disc does not guarantee that all required game data is on the disc or that the game can launch without updates, downloads or online authentication. The cited examples do not establish disc behavior for individual games, so verify the particular edition.
- Look for an explicit end-of-life plan. Check whether the publisher has announced an offline conversion, self-hosting or another preservation path. Treat an announced intention or community project as distinct from a guaranteed result.
- Account for region and terms. Platform, country, edition, account status and licence terms can affect access. The European Commission’s policy position applies to the EU context and does not settle every player’s legal situation.
What the EU position does—and does not—say
In its June 16, 2026 response to the Stop Destroying Videogames European Citizens’ Initiative, the European Commission said that an EU-wide legal act requiring publishers to keep games playable after commercial exploitation, as requested by the initiative, would not be proportionate. The response also described existing EU consumer-law safeguards concerning transparency, conformity and remedies, and said the Commission intended to explore a possible self-regulatory code with industry stakeholders. “Live-service” and “offline game” are not reliable predictions of what remains playable after support ends. A game may keep its locally running core while losing online systems, or may depend on servers so heavily that shutdown removes access altogether. The useful question is what this particular game needs to launch, save and deliver the content you care about.
