Choose for the part of the workflow you need, then verify the actual encoder, service, network and player support. A protocol name alone cannot tell you the stream’s end-to-end delay or picture quality.
First separate ingest from viewer playback
A live stream usually travels through more than one system and may use different protocols on different legs:
- Contribution or ingest: the broadcaster’s encoder sends media to a streaming service. RTMP/RTMPS and SRT are common options in this role.
- Processing and packaging: a service may transcode, package or distribute the incoming media. Its supported inputs and outputs are service-specific.
- Viewer delivery: a player receives the stream. HLS and MPEG-DASH are HTTP-based delivery approaches; WebRTC can carry media between compatible interactive endpoints.
For example, Google Cloud’s Live Stream API documents RTMP and SRT ingest and HLS and DASH outputs, while Amazon IVS documents RTMP, RTMPS and SRT ingest. Those are examples of those services’ capabilities, not universal compatibility guarantees.

Which protocol has the lowest latency?
There is no reliable universal ranking or single protocol-wide delay number. Glass-to-glass latency—the time from a real-world event in front of the camera to its appearance on a viewer’s screen—includes encoding, transport, service processing, buffering and playback. A low-latency protocol can still produce a delayed viewing experience if another stage adds buffer or processing time.

WebRTC is the natural starting point when participants need to talk or react to one another in real time. For one-to-many viewing, a service may offer LL-HLS or low-latency DASH to reduce delay while retaining HTTP delivery characteristics. RTMP is a common ingest choice, and YouTube’s documentation says its HLS and DASH ingest options typically have greater latency than RTMP. None of these comparisons supplies a guaranteed end-to-end delay for a different service, player or network.
What changes the measured delay
- Encoding: encoder processing and keyframe interval affect how quickly frames can be sent and used downstream.
- Packaging: segment or partial-segment duration and playlist update behavior affect when new media becomes available.
- Playback: player buffer policy trades responsiveness against the risk of stalls.
- Delivery path: CDN, cache or relay topology, network round-trip time, packet loss and congestion all matter.
- Service configuration: the platform may impose its own processing steps, player requirements or latency modes.
Apple’s LL-HLS authoring guidance recommends a one-second part target duration and says the part target must account for client round-trip time. That is implementation guidance for LL-HLS, not a promise of one-second glass-to-glass delivery. Amazon IVS also documents that its lowest-latency playback requires its own player; its guidance notes that shorter keyframe intervals can reduce some latency while affecting adaptive-bitrate switching and buffering.
Measure the workflow you intend to use
Test with the actual encoder, streaming service, player, network and settings—not a protocol label in isolation. Use a visible clock or other synchronized event at the camera and viewer, and record the difference over repeated runs. Track rebuffering and delivered quality alongside delay; a configuration that is faster but repeatedly stalls may be a worse experience for your viewers. The reviewed official and standards sources do not provide an apples-to-apples latency benchmark spanning all the protocols here.

Does a protocol determine picture quality?
No. Picture quality depends on the codec, bitrate, resolution, frame rate, encoder settings, source motion, available bandwidth and the player’s adaptation decisions, as well as delivery behavior. HLS, DASH, RTMP, SRT and WebRTC do not each create a fixed or inherently superior picture independent of those choices.
YouTube’s documentation says HEVC and VP9 can compress more efficiently than H.264 in its supported ingest use cases, allowing higher quality at a given bitrate or similar quality at a lower bitrate. Treat that as a YouTube-specific statement about supported ingest use cases, not a guarantee for every encoder, service or viewer device.
As one explicitly service-specific reference point, Google Cloud’s Live Stream API recommended output bitrate ladder lists 9,000 Kbps for H.264 High Profile at 1920×1080 and 50/60 fps. Google Cloud’s page was updated on 2026-09-24 UTC. This is that service’s recommendation, not a universal broadcast standard or a promise of a particular perceived quality. There is no controlled cross-protocol picture-quality score in the sources reviewed.

HLS vs. DASH: what is the difference?
Both are HTTP-based approaches for delivering segmented media to viewers, and both can be used for adaptive playback. A streaming service can package the same live source into one or both formats; the choice does not by itself settle latency, quality or device compatibility.
- HLS: Apple describes it as designed for reliability and adaptive playback based on network conditions. Google Cloud’s Live Stream API documents HLS output using fMP4 or MPEG-2 transport stream segments.
- MPEG-DASH: Google Cloud’s Live Stream API documents DASH output using fMP4 segments. DASH support and playback behavior still depend on the service and client.
Do not assume every browser, television, mobile device, CDN or streaming service supports every codec, segment format or encryption option. Check the exact publishing and playback path you plan to use.

What LL-HLS changes
Low-Latency HLS (LL-HLS) adds mechanisms including partial media segments, playlist delta updates, blocking playlist reload, preload hints and rendition reports. These features require compatible production, server and player behavior. Apple’s guidance says clients can fall back to regular-latency HLS if the required low-latency server behavior is missing, so enabling a low-latency option at one point in the chain is not enough by itself.

Where CMAF fits
Apple describes CMAF as segmented-media packaging that HLS and MPEG-DASH can use with shared addressable media objects. Shared media objects can help with caching across formats, but do not make their manifests, codecs, encryption or player support identical. Verify each part of the delivery chain.

Not in every situation. SRT is worth considering when both endpoints support it and a contribution link needs recovery mechanisms for packet loss, jitter or changing conditions. Its project documentation describes encryption and automatic retransmission, and Google Cloud lists packet-drop recovery and forward error correction among reasons to prefer SRT over RTMP when possible.
RTMP remains a common ingest option and may be the practical choice when the encoder or destination does not support SRT. If using RTMP for ingest, consider RTMPS where the service supports it: RTMPS adds TLS protection in transit. Neither SRT nor RTMP determines the viewer’s playback format, and neither protocol guarantees a particular end-to-end latency or picture quality.

Choose by workflow and verify compatibility
- Identify the leg you are choosing. Is this an encoder sending contribution, an interactive exchange, or delivery to viewers? Do not select an ingest protocol as though it were automatically the viewer format.
- Confirm support at both ends. Check the encoder and receiving service for ingest; check the target player, device and service for playback. A standard’s existence does not mean a particular product implements it.
- Check the complete media format. Verify codec, container or segment format, captions and encryption end to end. Google Cloud’s documented Live Stream API, for example, supports H.264/AAC and lists multiple encryption modes for its outputs; those capabilities belong to that service.
- Check the player and low-latency profile. Confirm that the server and client implement the required LL-HLS or low-latency DASH behavior. Check whether a service requires its own player for a particular latency mode.
- Check network assumptions. Assess bandwidth, round-trip time, packet loss, jitter, firewall and NAT behavior, and whether the system needs relay infrastructure or retransmission.
- Set the operating target. Decide how much delay is acceptable and how you will evaluate stalls, image quality, encryption, redundancy, monitoring, scale and recovery.
- Test the whole route. Measure with the intended encoder, service, network and player, then adjust settings based on observed delay, rebuffering and quality rather than protocol reputation.
Common selection problems and how to resolve them
- The stream connects, but viewers cannot play it: ingest success does not prove viewer-format support. Verify the service’s output format, codec, encryption and target player compatibility.
- A low-latency setting does not reduce delay: check that production, server and player all support the low-latency mode. For LL-HLS, missing required server behavior can result in regular-latency fallback.
- Playback stalls when the network changes: investigate bandwidth headroom, loss, jitter and player buffering. Confirm whether the selected transport, service and client support the recovery or adaptation behavior you need.
- Viewers report different delay or quality on different devices: compare player implementations, available renditions, device codec support, network conditions and buffer policies. The delivery protocol alone does not make clients behave identically.
- An encoder offers a protocol the destination rejects: confirm the destination’s current ingest options and use a protocol supported at both ends. Service-specific support should not be inferred from another platform’s documentation.
