localspl.dll Missing: Restore Windows Printing Without Risk

localspl.dll errors usually appear as “The program can’t start because localspl.dll is missing from your computer” or “localspl.dll was not found.” The file is a genuine Microsoft Windows component used by the Print Spooler, so the safest repair is to restore Windows components and troubleshoot the printing subsystem rather than download a replacement DLL.

Which fix applies to you

Use the description that best matches what you see:

  • Windows reports that localspl.dll is missing, corrupt, or not designed to run on Windows: install pending updates, then run DISM and SFC.
  • The Print Spooler stops when you print or add a printer: repair Windows first, then investigate the printer driver, print monitor, or print processor.
  • Event Viewer reports error 0x7e, even though localspl.dll exists: check for a missing dependency, damaged driver package, or broken spooler configuration.
  • The problem began after installing a printer, driver, cleanup utility, or security product: undo or reinstall that component.
  • Microsoft Defender quarantined the file: inspect Protection history before restoring anything.
  • The error appeared after a Windows update: install the latest updates and use Windows recovery options if the timing clearly points to an update.
  • SFC and DISM cannot repair Windows: use a matching installation source, System Restore, or a Windows repair installation.
  • You are considering regsvr32: do not use it as a routine fix. localspl.dll is not a typical self-registering COM or ActiveX library.

What localspl.dll does

The internal description commonly associated with the file is Local Spooler DLL. It ships as part of Microsoft Windows, and Microsoft identifies it as the local print provider used by the Windows Print Spooler.

The local provider handles print jobs sent to printers managed by the local computer. “Local” does not necessarily mean the printer is physically attached by USB. A network printer can still be managed through the computer’s local print system. Microsoft describes the provider’s role in its Introduction to Print Providers.

localspl.dll is also involved in Windows print processing. Microsoft lists the associated print processor as supporting EMF, RAW, and TEXT input and RAW output in its Introduction to Print Processors.

This is not a Visual C++ runtime, DirectX component, .NET library, game file, or general-purpose application DLL. Windows services it through Windows components and updates. There is no official standalone localspl.dll redistributable package.

Where Windows keeps it

On 64-bit Windows, the native system copy is normally in:

%windir%System32

Windows also uses:

%windir%SysWOW64

for 32-bit system files on a 64-bit installation. The names can be confusing: System32 normally contains the native 64-bit system files, while SysWOW64 contains 32-bit files.

The exact file version, build, and size vary by Windows release, architecture, and servicing updates. Microsoft documents the difference between native and redirected system locations in File System Redirector.

Do not treat the existence of a file in one folder as proof that the printing system is healthy. A dependency, driver, registry entry, permission, or spooler component may still be damaged.

Recognize the error correctly

Windows may display different wording depending on whether the loader, Print Spooler, or Event Viewer detected the problem:

The program can't start because localspl.dll is missing from your computer.
Try reinstalling the program to fix this problem.

localspl.dll was not found.

Error loading localspl.dll.
The specified module could not be found.

localspl.dll is either not designed to run on Windows
or it contains an error.

The print spooler failed to load print provider localspl.dll.

The print spooler failed to load a plug-in module localspl.dll, error code 0x7e.

The system failed to initialize the local print provider: Error 0x7e.

Error 0x7e means that the specified module could not be found. In a spooler event, that may refer to a dependency required by the named component, not necessarily to localspl.dll itself. This is why copying a file into System32 often fails to solve the actual problem.

Fix 1: Install Windows updates and restart

Windows Update is the least invasive way to restore a serviced system component.

  1. Press Windows + I to open Settings.
  2. Select Windows Update.
  3. On Windows 11, select Check for updates. On Windows 10, select Check for updates in the Windows Update page.
  4. Install all available quality, cumulative, and security updates.
  5. Restart the computer, even if Windows does not immediately require it.
  6. Try to start the Print Spooler or print a test page.

If the error began immediately after an update, do not assume the update is defective. First install any newer cumulative update offered for your system. If the failure continues and the update is documented as the cause for your exact Windows build, use the supported recovery or rollback option instead of replacing system binaries.

Fix 2: Repair Windows with DISM and SFC

Use this procedure when the file is missing, corrupted, rejected as incompatible, or suspected to be damaged. Microsoft recommends running DISM before SFC because DISM repairs the Windows component store that SFC may need as a source.

Open an elevated Command Prompt

  1. Open Start.
  2. Type Command Prompt.
  3. Right-click Command Prompt.
  4. Select Run as administrator.
  5. Choose Yes if User Account Control asks for permission.

Run these commands in order:

DISM.exe /Online /Cleanup-Image /RestoreHealth

Wait for DISM to finish. It may remain at one percentage for a while. Do not close the window merely because progress appears unchanged.

Then run:

sfc /scannow

SFC scans protected Windows system files and replaces damaged files when a suitable repair copy is available. When it reaches 100 percent, restart Windows and test printing again.

Understand the result

  • “Windows Resource Protection did not find any integrity violations”: SFC did not find corrupted protected files. Continue with driver and spooler checks if printing still fails.
  • “Windows Resource Protection found corrupt files and successfully repaired them”: restart and test the affected printer or application.
  • “Windows Resource Protection found corrupt files but was unable to fix some of them”: run DISM again, restart, and run SFC once more. If the result does not change, continue to the advanced recovery section.
  • DISM reports that source files could not be found: use a matching Windows installation source and the documented /Source and /LimitAccess options rather than downloading localspl.dll from an unofficial site.

Fix 3: Check whether the Print Spooler is running

A spooler failure can mention localspl.dll even when the file itself is present.

  1. Press Windows + R.
  2. Type:

text
services.msc

  1. Press Enter.
  2. Find Print Spooler in the list.
  3. Double-click it.
  4. Set Startup type to Automatic.
  5. Select Start if the service is stopped. If it is running, select Stop, wait briefly, and select Start.
  6. Select Apply, then OK.
  7. Print a Windows test page.

To test whether a queue is the trigger, open Settings, select Bluetooth & devices > Printers & scanners on Windows 11, or Devices > Printers & scanners on Windows 10. Select the affected printer and inspect its queue. Cancel stuck jobs and try again.

Reset the print queue

Resetting the queue deletes pending print jobs, so save any work before proceeding.

  1. Open Services with services.msc.
  2. Right-click Print Spooler and select Stop.
  3. Press Windows + R.
  4. Enter:

%WINDIR%System32spoolPRINTERS

  1. Approve the administrator prompt if shown.
  2. Delete the files inside that folder, but do not delete the PRINTERS folder itself.
  3. Return to Services.
  4. Right-click Print Spooler and select Start.
  5. Confirm that Startup type is Automatic.
  6. Restart Windows and test the printer.

If the service stops again as soon as a particular printer is used, the queue is probably not the only problem. Continue with the driver steps.

Fix 4: Update or reinstall the printer driver

A damaged or incompatible printer driver, print monitor, or print processor can cause the Print Spooler to crash while Windows reports localspl.dll. That event name does not prove that Microsoft’s file is the cause.

Identify the affected printer

  1. Open Settings.
  2. Select Bluetooth & devices > Printers & scanners on Windows 11, or Devices > Printers & scanners on Windows 10.
  3. Select the printer that triggers the failure.
  4. Select Remove and confirm.
  5. Restart Windows.
  6. Add the printer again using Add device.

For a USB printer, disconnect it before restarting and reconnect it only when Windows or the printer manufacturer’s instructions request it. For a network printer, confirm that its address and connection are still valid.

Check the driver in Device Manager

  1. Right-click Start.
  2. Select Device Manager.
  3. Expand Printers and Print queues.
  4. Right-click the affected printer or related device.
  5. Select Update driver.
  6. Choose Search automatically for drivers.
  7. Restart Windows if a driver is installed.

If the automatic search finds nothing, obtain the driver through Windows Update or the printer manufacturer’s official support channel. Avoid driver packages from generic download pages.

When several driver versions are installed, removing the printer alone may leave a broken package behind. Open Control Panel, search for Devices and Printers, select Print server properties from the toolbar, open the Drivers tab, select the obsolete driver, and choose Remove. Select the option to remove the driver and its package when Windows offers it. Only remove a package you have identified as belonging to the affected printer.

If manually identifying the correct driver and checking which of several installed packages is stale is the difficult part, Outbyte Driver Updater can scan and show driver problems; its free scan identifies issues, while driver installation is handled by the full version. It is optional, and the printer manufacturer’s driver or Windows Update remains the normal source.

Test with a basic printer

If possible, add a built-in or generic printer driver temporarily. If the spooler remains stable with that driver but crashes with the original package, the third-party driver, monitor, or processor is the stronger suspect.

The practical fix is to keep the faulty printer removed, install a current compatible package, and test one printer at a time. If every printer fails, return to DISM, SFC, spooler configuration, and Event Viewer rather than repeatedly reinstalling individual printers.

Fix 5: Check Event Viewer for the real failing component

Event Viewer can distinguish a missing Windows file from a driver or dependency failure.

  1. Press Windows + R.
  2. Type:

text
eventvwr.msc

  1. Press Enter.
  2. Expand Windows Logs.
  3. Select System.
  4. Select Filter Current Log in the right-hand pane.
  5. Filter for Error and Warning entries around the time the spooler stopped.
  6. Look for PrintService, Service Control Manager, or spooler-related events.
  7. Open the event and record its Event ID, faulting module, exception code, and the printer or driver named in the description.

Also inspect Applications and Services Logs > Microsoft > Windows > PrintService when that log is available. Record the complete event text before changing drivers or deleting queues.

Pay particular attention to whether:

  • localspl.dll is actually absent
  • the event reports 0x7e
  • a separate DLL or driver is named
  • only one printer triggers the error
  • the spooler fails at startup even when no print job is submitted

This information prevents treating every localspl.dll message as a missing-file problem.

Fix 6: Check antivirus quarantine

Security software can quarantine a genuine system file, or a malicious file can imitate a Windows filename. Do not restore a file merely because its name is localspl.dll.

Review Microsoft Defender history

  1. Open Windows Security from the Start menu.
  2. Select Virus & threat protection.
  3. Select Protection history.
  4. Open any detection related to localspl.dll.
  5. Review the detected path, threat name, and action.
  6. If the file is in a protected Windows system directory and you have confirmed it is a genuine Microsoft-signed system file, use the available Restore or Allow on device action only when appropriate.
  7. Run a full scan afterward.

If the file is located in an ordinary application folder, a temporary directory, or another unexpected location, leave it quarantined and repair Windows instead. A copied file with a familiar name is not automatically legitimate.

Do not permanently disable antivirus protection to make printing work. If another security product is installed, review its quarantine and blocking logs as well.

Why downloading or registering the DLL is usually wrong

Do not use DLL download sites

Downloading localspl.dll from a random DLL site creates several risks:

  • The file may contain malware or be tampered with.
  • Its Windows build may not match your installation.
  • Its architecture may be wrong.
  • It may lack the correct Microsoft signature.
  • The actual failure may involve a dependency, driver, queue, or spooler configuration.
  • Replacing one file does not repair the Windows component store.

The safe sources are Windows servicing, Windows Update, a matching Windows installation source, System Restore, or an official Windows repair installation. There is no official standalone localspl.dll download package.

Do not use regsvr32 as a repair command

regsvr32 is intended for DLLs that expose registration entry points such as DllRegisterServer. Microsoft documents its purpose in the regsvr32 command reference.

localspl.dll is a Windows print-provider component, not a typical COM or ActiveX library that a user repairs by registering it. Commands such as these are therefore not a normal fix:

regsvr32 localspl.dll
regsvr32 /u localspl.dll

They may produce an entry-point error or accomplish nothing. They do not repair a damaged component store, missing dependency, printer driver, or spooler queue.

Advanced recovery when SFC and DISM cannot repair it

Use these options only after recording the exact error and completing the built-in repairs.

Use a matching installation source

If DISM cannot find repair files, use installation media that matches the installed Windows edition, architecture, and servicing level as closely as possible. Microsoft’s SFC guidance documents using /Source and /LimitAccess when Windows Update cannot provide the required files.

Do not guess the image index or point DISM at an unrelated Windows release. An unmatched source can fail to repair the component or create further servicing problems.

Use System Restore

If a suitable restore point exists:

  1. Open Start and search for Create a restore point.
  2. Open it.
  3. Select System Restore.
  4. Choose a restore point created before the spooler problem began.
  5. Review the affected programs and drivers.
  6. Confirm the restore and let Windows restart.

System Restore does not remove personal documents, but it can change drivers, applications, and system settings installed after the selected point.

Perform a Windows recovery repair

If Windows system corruption extends beyond the print subsystem, use the supported recovery choices that preserve personal files where available. Microsoft describes these options in Recovery options in Windows.

Back up important files first. A reset or repair installation should be selected based on the available options and the importance of installed applications.

Manual replacement is an expert fallback

Manual copying is justified only after diagnosis shows that a specific file remains unrepaired. The replacement must match the Windows edition, architecture, servicing level, and Microsoft signature. A file copied from another computer is not automatically compatible, even when both computers use Windows 10 or Windows 11.

Do not copy an x86 file into the native x64 location, and do not overwrite a protected system file before creating a recovery plan. In most cases, Windows servicing or a repair installation is safer than manual replacement.

Prevention after printing is restored

  • Keep Windows fully updated.
  • Install printer drivers from Windows Update or the printer manufacturer.
  • Remove old printer packages instead of stacking unrelated versions.
  • Avoid registry cleaners and “DLL fixer” utilities that replace system files.
  • Keep Microsoft Defender or another reputable security product enabled.
  • Record the Event Viewer details before changing several things at once.
  • If only one printer causes crashes, isolate its driver rather than repeatedly repairing all of Windows.
  • Do not delete the print queue unless you are prepared to lose pending jobs.

Is localspl.dll a legitimate Windows file?

Yes. It is a Microsoft Windows print-provider and print-processing component used by the local Print Spooler.

Does every error mean that the file is missing?

No. The file may exist while a dependency, printer driver, print monitor, registry configuration, permission, or spooler installation is damaged. Error 0x7e can indicate a missing dependency.

Is localspl.dll part of Visual C++, DirectX, or .NET?

No. Reinstalling those runtimes is not a logical fix unless the error separately names a runtime DLL.

Should I copy it into System32?

Check Event Viewer to identify the process or service that loaded the component. Then inspect installed printer packages, security software detections, and stale startup tasks. Continue with DISM and SFC if Windows integrity is uncertain.

When should I seek more help?

Escalate after recording the Windows version and build, whether the file exists, the Print Spooler status, the complete Event Viewer event, and whether the failure affects every printer or only one. Those details identify whether the next step is Windows recovery, dependency repair, or printer-driver replacement.
