Extremely low 1% lows are not automatically proof that the Ryzen 7 5800X is too slow for an RTX 4070. If a benchmark occasionally falls to about 6 FPS—especially at 1080p, 1440p, and 2160p—and the desktop, audio, or video also briefly freezes, investigate system-wide frame-time interruptions before buying a faster CPU.
The most useful suspects are BIOS and AGESA firmware, AMD fTPM behavior, unstable memory, GPU or chipset drivers, background utilities, PCIe problems, and NVMe storage faults. A normal CPU bottleneck can reduce performance, but it usually does not freeze the entire desktop.

What a 1% low of 6 FPS actually means
Average FPS measures overall throughput. The 1% low examines the slowest one percent of rendered frames, so a short but severe stall can produce a very poor result even when most of the session feels fast. A 6-FPS 1% low does not necessarily mean the game continuously ran at 6 FPS.
Measure frame time as well as FPS. A frame rendered in 16.7 ms is approximately 60 FPS; a frame that takes 167 ms is approximately 6 FPS. That long frame is the stutter the player feels. Use repeated runs through the same scene and record the frame-time graph, average FPS, 1% low, and 0.1% low. A single hitch can distort a short benchmark.

Is the 5800X the bottleneck?
The Ryzen 7 5800X is not inherently an implausible pairing for an RTX 4070, particularly at 1440p. It can be the limit in some CPU-heavy games, high-refresh scenarios, or simulation workloads, but the CPU model alone cannot identify the cause.
Watch what happens at the exact moment of the hitch:
- GPU near 95–100% with stable clocks and consistent frame times: the game is probably GPU-limited.
- GPU utilization drops while one or more CPU threads are busy: a CPU-side or game-engine limit is more likely.
- CPU and GPU activity both pause while Windows, audio, or video freezes: suspect a system interruption, driver reset, firmware problem, storage stall, hardware error, or background process.
Compare the same scene at different resolutions. If lowering resolution substantially raises FPS, a GPU limit may be involved. If the same severe hitch appears at 1080p and 4K, that is less consistent with a conventional GPU bottleneck, although resolution scaling alone is not proof.

Also record per-core CPU usage, CPU effective clocks, GPU clock and power, VRAM and system-memory usage, SSD temperature and activity, and any WHEA hardware-error events. Total CPU utilization can look ordinary while one game thread is saturated.
First check: BIOS, AGESA, and fTPM
AMD documented an intermittent Ryzen fTPM stutter issue in which extended transactions through motherboard SPI flash memory could temporarily pause system responsiveness. AMD’s preferred remedy was a motherboard BIOS containing an updated AGESA implementation, identified in its guidance as AGESA 1.2.0.7 or newer. See AMD’s fTPM advisory.
- Identify the exact motherboard model and revision, then record the current BIOS version.
- Check the manufacturer’s support page and change log for AGESA and stability updates.
- Download firmware only from the motherboard manufacturer.
- After flashing, load BIOS defaults and retest before restoring tuning.
- Re-enable only necessary settings, such as XMP or DOCP.
Do not treat “latest BIOS” as proof that the motherboard is healthy or that fTPM is the cause. The exact board revision and firmware version matter.
Disabling fTPM can be a diagnostic comparison, not an automatic permanent fix. Before changing TPM settings, check whether Windows uses BitLocker or another TPM-backed encryption system, save recovery keys, and understand the security consequences. AMD lists a discrete TPM as an alternative workaround, but changing TPM devices can affect encrypted data and system access.

Establish a controlled BIOS baseline
Randomly changing PBO, Curve Optimizer, memory subtimings, voltage, and power plans makes the fault harder to identify.
- Load optimized BIOS defaults.
- Temporarily disable PBO, Curve Optimizer, manual voltage, and manual memory tuning.
- Test at standard memory settings without XMP or DOCP.
- Run the same game scene at least three times.
- Reintroduce one setting at a time, testing after each change.
DDR4-3600 CL16 is a common Ryzen 5000 configuration, but it is not guaranteed stable on every CPU, memory kit, DIMM layout, and BIOS. AMD’s platform documentation provides compatibility context, not a guarantee that every overclocked memory profile will work on every system.
AMD’s Ryzen Master reference guide also indicates that Game Mode is not generally intended to provide a benefit on Ryzen 7 processors. It should not be treated as a universal 5800X stutter fix.

A memory test that passes does not prove that XMP or DOCP is stable in every game. It may not reproduce transition loads, asset streaming, fabric behavior, or a marginal automatic voltage choice.

- Compare the game with XMP or DOCP disabled.
- If the stutter disappears, re-enable it and retest.
- If the problem returns, try DDR4-3200 or more conservative timings.
- Check Windows Event Viewer for WHEA-Logger entries.
- If necessary, test one DIMM at a time or use a known-good kit.
- Run a longer memory and CPU stability test rather than relying on a quick pass.
If disabling the memory profile consistently removes the problem, that is evidence of a memory, fabric, memory-controller, or BIOS-setting issue—not evidence that the 5800X lacks gaming performance.
Clean up the driver and software environment
Use a controlled driver process:
- Record the current GPU driver version.
- Download the current driver from the GPU manufacturer.
- Perform a clean installation; if the installation history is questionable, use a reputable display-driver cleanup procedure.
- Install the AMD chipset package from AMD, not solely Windows Update or an old motherboard support page. AMD continues to document Ryzen 5000 and X570 support in its chipset-release material.
- Reboot and test with overlays disabled.
Temporarily remove or disable RGB suites, motherboard utilities, monitoring overlays, Discord, Steam, Xbox and GeForce overlays, recording software, third-party antivirus, browser hardware acceleration, peripheral software, audio enhancements, and overclocking tools. Minimizing a program may not stop its service or polling component.
A clean boot or minimal-startup profile is useful. If the stutter disappears, re-enable services in groups until the offending software is identified. If the issue began after a driver update, compare one known-stable earlier driver, but do not assume a particular driver is universally best for every game.

Check PCIe, the graphics card, and power connections
Install the GPU in the motherboard’s primary x16 slot. Reseat the card and inspect its power connector, the CPU EPS connectors, and the motherboard connections. Check the GPU’s PCIe link width and generation with a hardware-information utility while the GPU is under load.

Look in Event Viewer for WHEA PCIe, USB, audio, or hardware-related errors. If the issue began immediately after a BIOS update, compare the manufacturer’s prior stable BIOS only if reverting is supported and safe.
A storage benchmark’s transfer-speed result is not direct evidence that the graphics card is defective. Validate the GPU link state under load and, if possible, test another GPU or system.

- SSD temperature during the hitch.
- Windows Event Viewer for disk, storahci, stornvme, and WHEA events.
- A different M.2 slot, if the board layout permits it.
- A temporary Windows installation or game test on another known-good drive.
- Whether the page file is left at Windows-managed defaults.
Asset streaming, page-file activity, an NVMe controller reset, a defective drive, or a problematic M.2 slot can create pauses that resemble CPU or GPU stutter.
Use the symptom to choose the next test

When should you upgrade the CPU?
Upgrade only after telemetry proves a repeatable CPU limit: the GPU is underutilized, one or more game threads are saturated, lowering resolution does little, and the desktop remains responsive.
A Ryzen 7 5800X3D or 5700X3D can improve performance in suitable CPU-bound games because of its larger cache design, but neither is a sensible first fix for desktop freezes, WHEA errors, storage stalls, or firmware instability. Confirm compatibility with the exact AM4 motherboard BIOS. A move to AM5 is a broader CPU, motherboard, and DDR5 purchase and is unnecessary if the existing platform has a correctable fault.
Ordered troubleshooting checklist
- Capture frame-time and hardware telemetry during the hitch.
- Repeat the same scene at multiple resolutions and in a second game.
- Check the motherboard BIOS version, revision, AGESA notes, and fTPM state.
- Test BIOS defaults with XMP/DOCP, PBO, and Curve Optimizer disabled.
- Check WHEA and storage-related Event Viewer entries.
- Clean-install the GPU driver and install AMD chipset drivers.
- Disable overlays, monitoring utilities, RGB software, and other background services.
- Check GPU seating, power, PCIe link state, SSD firmware, temperature, and M.2 slot behavior.
- Substitute a GPU, memory kit, SSD, PSU, or Windows installation where practical.
- Only then decide whether measured CPU limitations justify an AM4 X3D or AM5 upgrade.
The original symptom pattern and hardware discussion are documented in this AnandTech forum thread, but that discussion does not establish a confirmed final diagnosis. The 5800X should therefore be treated as a suspect only when the measurements point to it—not as the default explanation.
