“The program can’t start because maxlink3.dll is missing from your computer.” If maxlink3.dll was not found or could not be loaded, the failure usually belongs to an old PaperPort installation rather than Windows itself.
Which fix applies to you
Use this order:
- PaperPort 9 fails during startup: Repair or reinstall PaperPort, then apply PaperPort 9 Service Pack 3.
- PaperPort was recently moved, updated, or restored: Reinstall it from the original licensed installer so its files and dependencies are placed correctly.
- The file exists beside PaperPort but still will not load: Check compatibility settings and look for a missing dependency.
- Windows Security recently detected the file: Review Protection history and restore it only after confirming it came from your PaperPort installation.
- The error also names
MSVCP*.dll,MSVCR*.dll, orMFC*.dll: Install the Microsoft Visual C++ Redistributable architecture required by the application. - Several unrelated Windows programs fail: Repair Windows components with DISM and SFC.
- The problem began after a scanner or driver change: Update or reinstall the scanner software and driver, but do not assume the driver is the source of
maxlink3.dll.
Do not begin by downloading a loose copy of the DLL or copying it into System32.

What maxlink3.dll belongs to
maxlink3.dll is an application DLL associated with legacy ScanSoft and Visioneer PaperPort installations, particularly PaperPort versions from the older 8–10 era. It is not a normal Windows component and should not normally be stored in C:WindowsSystem32 or C:WindowsSysWOW64.

The correct location depends on how PaperPort was installed. On 64-bit Windows, an older 32-bit PaperPort installation may instead be under C:Program Files (x86). The important point is that maxlink3.dll belongs beside the PaperPort files that load it, not in a system directory.

Windows reports “specified module could not be found” when the named DLL is absent or when a dependency required by that DLL is absent. Therefore, seeing maxlink3.dll in the PaperPort folder does not prove that the file itself is healthy.
Fix 1: Repair PaperPort and apply its service pack
For PaperPort 9, the best-supported fix is to repair the product and install Service Pack 3. The service pack specifically addressed Maxlink3.dll and C++ Runtime errors during launch.
If PaperPort opens:
- Start PaperPort.
- Select Help.
- Choose ScanSoft on the Web.
- Select Get Latest Update.
- Start the PaperPort service-pack installation.
- If Windows asks for the program CD, select Browse.
- Browse to the original PaperPort installation media or installer package.
- Select
PaperPort 9.0.msi. - Continue the update.
- Restart Windows and test PaperPort again.
If PaperPort cannot open, use the original licensed media or the vendor’s product download route to repair or reinstall it first. An old installer may request its original CD or installation package during repair. Do not substitute a DLL downloaded from a file-indexing site.

Before reinstalling, close PaperPort-related processes in Task Manager if they remain open. Look for processes including:
paprport.exepplinks.exeppscanmg.exepptd40nt.exeppwebcap.exessindexer.exe
Right-click the taskbar, open Task Manager, select a matching process, and choose End task. Then run the PaperPort repair or installer again.
How to tell whether this worked
PaperPort should reach its normal main window without the missing-DLL dialog. If the same message returns immediately after a clean reinstall, the likely causes are a blocked or quarantined file, compatibility trouble, or a missing dependency rather than a need for another copy of maxlink3.dll.
Fix 2: Remove incorrect compatibility mode
Nuance’s documented PaperPort 9 troubleshooting path included an incorrect compatibility setting, especially in the older Windows XP launch scenario. Compatibility mode can also create unpredictable behavior when an old application is migrated to Windows 10 or Windows 11.

- Open File Explorer.
- Browse to the PaperPort installation folder.
- Locate the PaperPort executable. In older installations it may be named
PaprPort.exe. - Right-click the executable and choose Properties.
- Open the Compatibility tab.
- Clear Run this program in compatibility mode for.
- Select Apply, then OK.
- Start PaperPort normally.
If PaperPort was configured for a different compatibility version by an installer or troubleshooting utility, remove that setting before testing again. Do not enable several compatibility modes at once.
If the error disappears, leave compatibility mode disabled unless the application’s own current support instructions require it.
Fix 3: Reinstall from trusted PaperPort media
A missing file can result from an incomplete installation, disk cleanup, failed update, migration from another computer, or partial removal by security software.
Use this repair path:
- Open Settings.
- Select Apps, then Installed apps.
- Find PaperPort.
- Open its menu and choose Uninstall, if a repair option is not available.
- Restart Windows after removal.
- Reinstall PaperPort from the original licensed installer, installation disc, or the vendor’s authorized download process.
- Apply the latest update available for that PaperPort release.
- Restart Windows and launch PaperPort.
If the installer offers Repair, use it before uninstalling. A repair can restore missing application files while preserving configuration and scanned-document locations.

Fix 4: Check antivirus quarantine
Windows Security may quarantine an application DLL after a detection or a change in reputation. Restoration is safe only when you can verify that the file came from your original PaperPort installation.
- Open Windows Security.
- Select Virus & threat protection.
- Choose Protection history.
- Review recent detections.
- Expand an entry associated with PaperPort or
maxlink3.dll. - Confirm the original path and detection details.
- If the file clearly came from your trusted PaperPort installation, follow Windows Security’s restore option.
- Run a full scan.
- Repair or reinstall PaperPort if the file is not restored or the detection remains unresolved.
Do not restore a file simply because its name matches. A file in a temporary download folder, an email attachment, or an unknown application directory should not be treated as the genuine PaperPort component.

Fix 5: Install a Microsoft runtime only when the error names it
maxlink3.dll itself is not proof that a Visual C++ Redistributable is missing. Install a Microsoft runtime only when the dialog or diagnostic information also identifies a Microsoft dependency such as:

Use Microsoft’s official Visual C++ Redistributable downloads. Choose the architecture required by PaperPort, not merely the architecture of Windows.
An older PaperPort installation is commonly a 32-bit application. On 64-bit Windows, that generally means the x86 redistributable is relevant. Installing only the x64 package may leave a 32-bit application unable to load its runtime. Do not remove older redistributables indiscriminately, because legacy applications may depend on different versions.
Restart Windows after installation and test PaperPort. If the dialog still names maxlink3.dll but no Microsoft runtime, return to the PaperPort repair and service-pack steps.
Fix 6: Update the scanner software and driver
PaperPort often works with scanner software and device drivers, but a scanner driver is not the same thing as maxlink3.dll. Update the driver when the failure began after connecting a scanner, replacing hardware, or reinstalling scanner software.
- Right-click Start and open Device Manager.
- Expand Imaging devices, Cameras, or Printers, depending on the scanner.
- Right-click the scanner and choose Update driver.
- Select the automatic search option, or install the driver supplied by the scanner manufacturer.
- If the device is malfunctioning, right-click it, choose Uninstall device, restart Windows, and install the correct driver package.
- Reopen PaperPort and test a scan.
Avoid removing a working scanner driver merely because PaperPort reports maxlink3.dll. Reinstall PaperPort itself when the DLL error appears before scanning begins.
Manually checking scanner models, driver packages, and 32-bit compatibility can take repeated trial and error. Fix 7: Repair Windows components only for broader corruption

If PaperPort worked until a driver, update, cleanup, or software installation, System Restore may reverse the change.
- Open Start and search for Create a restore point.
- Open the result.
- Select System Restore.
- Choose a restore point from before the failure.
- Review the affected programs and drivers.
- Start the restore and allow Windows to restart.
Microsoft explains the process in its System Restore guidance. System Restore does not normally remove personal documents, but it can change installed programs, drivers, and system settings.
Why regsvr32 usually does not apply
Do not routinely run:
regsvr32 maxlink3.dll
regsvr32 is for DLLs that provide registration functions such as DllRegisterServer. There is no verified evidence that maxlink3.dll is a COM or ActiveX component requiring registration. A successful registration message would not repair a missing dependency, damaged PaperPort installation, or incorrect application path.

Do not copy the file into System32
Copying maxlink3.dll into System32 or SysWOW64 can create version conflicts and still leave PaperPort unable to load its related files. It can also make later troubleshooting harder by hiding which application originally required the DLL.
The safe sources are:
- The original PaperPort installer or licensed installation media
- An authorized PaperPort product download
- A verified backup of the same PaperPort installation
- A confirmed antivirus quarantine entry from that installation
Random DLL download pages can provide malware, the wrong release, the wrong architecture, or a file that does not match PaperPort’s dependencies. They often leave the original installation problem unresolved.

Record these details before contacting support or attempting another reinstall:
- The full error text
- PaperPort’s version
- Windows 10 or Windows 11 build
- The PaperPort installation path
- Whether
maxlink3.dllexists beside the PaperPort executable - Whether Windows Security quarantined anything
- Whether the failure began after an update, migration, cleanup, or driver change
- Any additional DLL named by the dialog
Current support for PaperPort 9 and its old components on Windows 10 or Windows 11 is not guaranteed by the legacy documentation.
