Start with this diagnostic checklist
Before changing Windows files, record:
- Which program, installer, or management client reports
mdmregistration.dll - Whether the error appears at startup, during installation, or when enrolling the device
- Whether Windows is 32-bit or 64-bit
- Whether the file exists in the Windows system directories
- Whether Windows Security recently quarantined it
- Whether the problem began after an update, cleanup utility, antivirus action, or system-image change
mdmregistration.dll is a genuine Microsoft Windows component, and the mdmregistration.dll error usually calls for Windows servicing rather than a random DLL download. It implements Windows MDM and device-registration functions, so repair Windows first, then repair the specific program that reports the failure.
What mdmregistration.dll does
Microsoft documents MDMRegistration.dll as the library behind the Windows MDM registration API. Its functions include discovering a management service, registering a device with management, and checking whether a device is registered.

MDM means mobile device management. Microsoft Entra device registration, Intune enrollment, workplace management, and Configuration Manager can use related Windows registration and management components. That does not mean you must be using Intune or managing a work computer for an ordinary installer to load the DLL. A setup program, device utility, or management-aware application may check Windows registration capabilities even when you never intentionally enrolled the device.

The normal locations on 64-bit Windows are:
C:WindowsSystem32mdmregistration.dllfor the native 64-bit copyC:WindowsSysWOW64mdmregistration.dllfor the 32-bit copy used by 32-bit applications
Despite its name, SysWOW64 is normally the 32-bit system directory on 64-bit Windows. Windows uses its WOW64 file-system redirector to provide the appropriate copy to a 32-bit process.
What “module could not be found” really means
These messages do not all prove that mdmregistration.dll itself is missing:
- “The program can’t start because mdmregistration.dll is missing from your computer.”
- “The code execution cannot proceed because mdmregistration.dll was not found.”
- “The specified module could not be found.”
- “mdmregistration.dll is either not designed to run on Windows or it contains an error.”
- “Failed to load mdmregistration.dll. Error 0x8007007e.”
“The specified module could not be found” can refer to a dependency that Windows tried to load underneath the named DLL. An incorrect 32-bit or 64-bit match can produce a similar failure. A DLL copied from another Windows build may also be incompatible even if its filename looks correct.

Fix 1: Install Windows updates and restart
This is the fastest supported repair when a Windows component is missing or damaged.
- Open Start > Settings.
- Select Windows Update. On Windows 10, open Update & Security > Windows Update.
- Select Check for updates.
- Install all available quality, security, and servicing updates.
- Restart Windows, even if the update screen does not require an immediate restart.
- Run the same program again.
If the error disappears, the component was probably restored or its dependencies were repaired. If Windows Update reports an error, remains stuck, or the DLL is still missing, continue with DISM and SFC.
Fix 2: Repair Windows with DISM and SFC
Run these commands from an elevated Command Prompt. DISM repairs the Windows component store first, giving SFC a usable source for replacing protected system files.
Recommended Free Tools
- Open Start and type
Command Prompt. - Right-click Command Prompt and select Run as administrator.
- Approve the User Account Control prompt.
- Run:
DISM.exe /Online /Cleanup-Image /RestoreHealth
- Wait for DISM to finish. Do not close the window if the progress percentage pauses.
- Then run:
sfc /scannow
- Restart the computer after SFC completes.
- Test the program again.
A successful result may say that Windows Resource Protection found corrupt files and repaired them, or that it found no integrity violations. If DISM reports that the source files could not be found, install pending updates and repeat the process. If SFC reports that it could not repair some files, restart and run SFC once more. Persistent corruption calls for the repair-reinstall options below.

Fix 3: Check the file, architecture, and signature
Do not replace a system DLL until you know whether the correct copy is already present.
Check the Windows directories
- Press Windows key + E.
- Enter
%windir%System32in the address bar. - Look for
mdmregistration.dll. - On 64-bit Windows, also check
%windir%SysWOW64. - Right-click the file, select Properties, and open Details and Digital Signatures.
A legitimate system copy should be in a Windows system directory and should identify Microsoft as the signer. An unsigned copy, a copy in Downloads, a temporary folder, or a random program directory deserves investigation rather than blind replacement.

- Open Settings > System > About.
- Find System type.
- Note whether the system is 64-bit or 32-bit.
A 32-bit application can need the copy provided through SysWOW64 on a 64-bit installation. A 64-bit application needs the native copy in System32. Also check the application’s architecture if the error occurs only in one installer or utility. Do not copy a DLL between System32 and SysWOW64, and do not copy one from another computer.
Check the Windows build
Open Settings > System > About and review Windows specifications, or press Windows key + R, enter winver, and select OK. Different Windows builds legitimately use different file versions and sizes, so an older version table or the highest version found online is not a repair target.

Fix 4: Repair the program that reports the error
If Windows passes SFC and the file is correctly located and signed, the failing application may be damaged, incomplete, or using the wrong architecture.
- Open Settings > Apps > Installed apps. On Windows 10, open Settings > Apps > Apps & features.
- Find the program named in the error.
- Select the three-dot menu, then choose Advanced options if available.
- Select Repair and test the program.
- If Repair is unavailable or ineffective, select Reset only if you understand that it may remove the program’s local settings.
- If necessary, uninstall the application.
- Restart Windows.
- Download the installer from the application developer or organization that supplied it.
- Install the current version and test again.
For an installer that fails before installation completes, first repair Windows, then obtain a fresh installer from its official vendor source. Run it with Run as administrator only when the vendor’s installation instructions require elevation.

Fix 5: Check antivirus quarantine
Windows Security may have quarantined a genuine file, or it may have removed a malicious copy that happened to use the same name.
- Open Start > Windows Security.
- Select Virus & threat protection.
- Select Protection history.
- Review recent detections for
mdmregistration.dll. - Expand a detection to inspect its path, publisher, and action.
- If the item is a genuine Microsoft-signed copy in a Windows system directory and the detection is clearly a false positive, follow Windows Security’s Restore option.
- If the file is unsigned or came from an unexpected directory, do not restore it.
- Run a full Microsoft Defender scan, then repair Windows with DISM and SFC.
Restoring an actual threat can make the system less safe. When in doubt, leave the detection quarantined and restore the component through Windows servicing.
Fix 6: Use recovery tools after an update or image change
If the problem started immediately after Windows Update, a cleanup tool, failed installer, or system-image modification, use recovery instead of copying files manually.

Reinstall the current Windows version on Windows 11
Windows 11 includes a repair reinstall that preserves apps, files, and settings:
- Open Start > Settings > System > Recovery.
- Find Fix problems using Windows Update.
- Select Reinstall now.
- Follow the prompts and keep the computer connected to power.
- Restart and test the affected program.
If the option is unavailable, continue with System Restore or use Microsoft’s supported Windows recovery and installation options.
Uninstall a recent update
Use this when the failure began right after a specific update:
- Open Settings > Windows Update > Update history.
- Select Uninstall updates.
- Choose the recent update associated with the problem.
- Select Uninstall, then restart.
If Windows cannot boot normally, open Windows Recovery Environment and choose Troubleshoot > Advanced options > Uninstall Updates.
Use System Restore
System Restore can roll back system files, drivers, registry settings, and installed programs without removing personal files.
- Press Windows key + R.
- Enter
rstrui.exe. - Select OK.
- Choose a restore point dated before the error began.
- Confirm the affected changes and complete the restore.
From Windows Recovery Environment, choose Troubleshoot > Advanced options > System Restore.

Fix 7: Update drivers only when the failure is hardware-related
A driver is not the normal source of mdmregistration.dll, but a device-management utility or installer can fail after a damaged driver installation.
- Right-click Start and select Device Manager.
- Expand the device category related to the failing program.
- Right-click the device and select Properties.
- Open the Driver tab and review the provider and date.
- Select Update Driver > Search automatically for drivers.
- Restart Windows and test the program.
- If the issue began after a driver update, return to the same tab and select Roll Back Driver when available.
If you are spending time checking many hardware drivers manually, Outbyte Driver Updater provides a free scan that identifies what it finds; driver installation is handled by the full version, and it is optional when the affected program itself needs repair.
Do not download or register the DLL manually
Avoid DLL archive sites and unsolicited “DLL fixer” installers. A downloaded copy can contain malware, use the wrong Windows build, have the wrong architecture, or conceal the dependency that actually caused the error. Microsoft does not provide a verified consumer package named an “MDM Registration DLL Redistributable.”
MDMRegistration.lib is an SDK import library for developers, not a repair package for Windows users.
Do not run:
regsvr32 mdmregistration.dll
regsvr32 is intended for DLLs that provide the COM-style DllRegisterServer entry point. Microsoft’s MDM API documentation does not identify mdmregistration.dll as a self-registering COM component, so registering it normally does not repair this problem.
When the issue is really MDM enrollment
If Windows applications work and only enrollment, Configuration Manager, Intune-related tooling, or a workplace setup process fails, the DLL may be loading correctly. The actual problem may be an enrollment policy, device-registration state, certificate, network connection, tenant configuration, or management server response.
Check with workplace IT when the computer is:
- Domain-joined
- Microsoft Entra joined or registered
- Intune-managed
- Configuration Manager-managed
- Controlled by school or employer MDM policy
IT can review enrollment logs, policy settings, certificates, and the relevant MDM error code. Repairing Windows will not fix a policy that blocks enrollment or a management service that has not been configured.
FAQ
Is mdmregistration.dll safe?
A correctly located, Microsoft-signed copy in the Windows system directory is a Windows component. An unsigned copy beside an unfamiliar executable or in a user-download directory should be scanned and investigated.
Is it part of Windows or an application?
It is part of Windows. An application or installer may call its MDM registration API, but that does not make the application the owner of the DLL.
Which Windows versions contain it?
Microsoft documents the API for Windows 8.1 and later. Exact file versions depend on the Windows build and installed servicing updates.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Fix the driver behind crashes, sound loss and screen glitches3Clear out junk files and repair common Windows errorsShould I reinstall Visual C++, DirectX, or .NET?
Usually not. Those packages are not the normal source of mdmregistration.dll. Repair Windows first, then repair the application that reports the error.
What if SFC finds no problems?
Check the caller’s architecture, dependencies, installation files, event logs, and the DLL’s signature and location. A “module not found” message can identify a missing dependency rather than the named file.
What if the file exists but the error remains?
Do not copy another version over it. Check whether the failing process is 32-bit or 64-bit, repair or reinstall the affected program, and use Windows recovery if the failure began after an update or system-image change.
