Quick wins for a faster PC:
Repair Windows errors before they cause bigger problemsFix Now →Scan for outdated or missing drivers - takes under a minuteDriver Scan →Clear out junk files and repair common Windows errorsFree Scan →“Meta Quest 3 app issues” can mean several different failures: the Meta Horizon mobile app cannot pair with the headset, the Quest Store will not download content, casting fails, notifications stop arriving, or PC VR will not connect. These are separate systems, so the fastest fix is to identify which connection is failing before resetting anything.
Use this order: identify the symptom, update the phone app and headset, check Bluetooth, permissions and local-network access, restart the devices, remove stale pairings, test another network, reinstall the relevant app, and only then consider recovery tools or a factory reset.

Quick diagnosis
| Symptom | Most likely area |
|---|---|
| Phone cannot find Quest 3 during setup | Bluetooth, permissions, Wi-Fi, outdated software or stale pairing |
| Pairing code is accepted but setup loops | Local-network access, account session, network isolation or old pairing data |
| “Headset found” remains on screen | App cache, Bluetooth discovery, permissions or network mismatch |
| Quest appears in the app but will not connect | Wi-Fi, headset sleep state, account sync or a temporary software fault |
| Store content or downloads fail | Internet, storage, account licensing, compatibility or Store services |
| Casting fails | Local-network visibility, permissions or the receiver device |
| Notifications do not arrive | Phone notification or background-activity settings |
| Air Link or wired Link fails | Meta Horizon Link desktop app, PC firewall, network topology or USB hardware |
| Controllers will not pair | Batteries, controller firmware, pairing state or accessories |
| Headset stays on a logo or shows a black screen | Headset software or hardware, rather than the phone app |
The phone application is currently branded Meta Horizon, although older Meta documentation and support discussions may call it Meta Quest or Oculus. The Android listing identifies Meta Horizon as published by Meta Platforms, Inc.; app labels and availability can vary by platform, country and future release. See the current Android listing.
Before troubleshooting: protect your data
- Do not factory-reset the headset as a first step.
- Confirm that you know the email address and password for the Meta account used by the headset.
- If the headset still works, sync cloud data and copy important recordings before making destructive changes.
- Purchases are generally associated with the account, but do not assume that every local save, sideloaded file or unsynchronized recording will return after a reset.
- Remove third-party covers, battery attachments, controller grips or other unsupported accessories while diagnosing pairing. Meta community support identifies unsupported accessories as a possible communication problem. Meta community pairing guidance.
- Write down the exact error message and note whether the problem affects one function or everything.
First, identify which Meta app you need
There are three commonly confused pieces of software:
#1 Best Overall
- CARDBOARD MONKENAUT — Get our best Gorilla Tag bundle yet with this Amazon exclusive deal. Purchase Meta Quest 3 to get exclusive items, including the Gorilla Space Program Suit and Helmet, plus 2,000 SHINY ROCKS.
- NEARLY 30% LEAP IN RESOLUTION — Experience every thrill in breathtaking detail with sharp graphics and stunning 4K+ Infinite Display.
- NO WIRES, MORE FUN — Break free from cords. Game, play and explore in immersive worlds — untethered and without limits.
- 2X GRAPHICAL PROCESSING POWER — Enjoy lightning-fast load times and next-gen graphics for smooth gaming powered by the Snapdragon XR2 Gen 2 processor.
- EXPERIENCE VIRTUAL REALITY — Blend virtual objects with your physical space and experience two worlds at once in your VR headset.
- Meta Horizon mobile app: the Android or iPhone/iPad companion used for setup, account management, device settings, remote installs, casting and notifications.
- Meta Horizon Link desktop app: the Windows software used for wired Link and wireless Air Link.
- Quest software and the Store: applications and services running inside the headset.
A working headset can coexist with a broken mobile-app session. Conversely, a headset firmware or hardware fault can prevent setup even when the phone app is functioning normally. Meta’s setup video describes the mobile app’s role in setting up and managing a Quest device: Meta’s official Quest mobile-app video.
1. Update every relevant device and app
Before changing permissions or deleting pairings, install available updates for:
- The Meta Horizon mobile app.
- Quest 3 system software.
- The affected game or app.
- Meta Horizon Link, if you use PC VR.
- Your phone’s operating system and, where relevant, Windows and graphics drivers.
Meta pairing guidance specifically recommends current mobile-app and headset software. Read the pairing checklist.
Expected result: the correct headset appears in Meta Horizon, the pairing code advances setup, or the Store proceeds with the download. If the headset cannot update normally, use Meta’s current recovery or software-update instructions rather than downloading unofficial firmware. The available Help Center route is Meta Help; its exact menus and recovery URLs can change.
2. Fix a Meta Horizon app that cannot find Quest 3
Check Bluetooth and proximity
- Turn on Bluetooth on the phone.
- Make sure Bluetooth is enabled in the headset’s settings where that control is available.
- Keep the phone close to the Quest 3.
- Temporarily turn off nearby Bluetooth devices that may complicate discovery.
- Start pairing from inside Meta Horizon rather than relying only on the phone’s ordinary Bluetooth menu.
Meta community support has specifically pointed to Bluetooth, including Bluetooth enabled inside the headset, as part of pairing diagnosis. That is useful guidance for setup, not proof that Bluetooth is the transport for every Quest feature.
Check phone permissions
Permission names vary by operating-system version, but Meta Horizon may need equivalent access to the following:

Android
- Nearby devices or Bluetooth.
- Precise location, when requested by Android or the app.
- Nearby-device or local-network access if shown.
- Notifications.
- Background activity, if communication stops when the app is not open.
iPhone and iPad
- Bluetooth.
- Local Network.
- Notifications.
- Background App Refresh, where relevant.
- Cellular data if you are not connected to Wi-Fi.
On either platform, open the phone’s app settings, select Meta Horizon and re-enable the equivalent permissions. Meta community guidance specifically calls out precise location and nearby devices. Meta’s community pairing advice.
Put both devices on the same local network
Connect the phone and headset to the same home Wi-Fi network and, during initial setup, use the same frequency or band where possible. Turn off cellular data temporarily if the phone keeps switching away from Wi-Fi.
“Same Wi-Fi” does not always mean “able to communicate.” Guest networks, client isolation, mesh-network segmentation, VPNs, enterprise profiles, separate VLANs and router band-steering can prevent local discovery even when both devices display the same network name. Avoid guest Wi-Fi while pairing.
Isolation test: restart the router, then temporarily connect both devices to a personal phone hotspot. If pairing works there, the headset and app are less likely to be the problem; investigate the home router’s isolation, VPN or firewall settings. A hotspot is a diagnostic test, not necessarily a suitable permanent connection for VR downloads, multiplayer or Air Link.
Remove an old Bluetooth record
- Open the phone’s Bluetooth settings.
- Forget or remove an old Quest entry if one exists.
- Restart the phone and headset.
- Retry pairing from Meta Horizon.
This is a practical recovery step rather than a guaranteed official procedure, and it is most useful when the phone was previously paired with another Quest or an earlier setup was interrupted.

3. Pairing code fails or setup loops
If the code is accepted but setup returns to “headset found,” check the following in order:
Rank #3
- NEARLY 30% LEAP IN RESOLUTION — Experience every thrill in breathtaking detail with sharp graphics and stunning 4K Infinite Display.
- NO WIRES, MORE FUN — Break free from cords. Play, explore and exercise in immersive worlds — untethered and without limits.
- 2X GRAPHICAL PROCESSING POWER — Enjoy lightning-fast load times and next-gen graphics for smooth gaming powered by the Snapdragon XR2 Gen 2 processor.
- EXPERIENCE VIRTUAL REALITY — Blend virtual objects with your physical space and experience two worlds at once.
- 2+ HOURS OF BATTERY LIFE — Charge less, play longer and stay in the action with an improved battery that keeps up.
- Verify that Meta Horizon is signed into the same Meta account intended for the headset.
- Recheck Nearby Devices, Bluetooth, Precise Location or Local Network permissions.
- Disable a VPN or restrictive security profile temporarily.
- Confirm that the phone and headset are not on a guest or isolated network.
- Force-close Meta Horizon and restart both devices.
- Forget the old Bluetooth entry, if present, and retry.
- Test both devices on a hotspot.
- Sign out and back in, then reinstall Meta Horizon if the loop continues.
Do not assume that a successful code entry proves the account and network are healthy. Pairing still requires local discovery, app permissions and account synchronization.
4. The headset appears connected but Meta Horizon is stuck
When the app lists the Quest 3 but cannot load settings or device status:
- Fully close Meta Horizon and reopen it.
- Restart the phone.
- Restart the headset and wait until it has finished booting before opening the app.
- Check whether the headset itself can access the internet.
- Sign out and sign back in.
- On Android, clear Meta Horizon’s cache. On iPhone/iPad, offload or delete and reinstall the app.
- Grant permissions again after reinstalling.
Clearing app data or reinstalling can remove local app state and require another sign-in. It does not, by itself, erase the headset, but do not continue without confirming your account credentials.
5. Store content or app downloads do not work
Separate an all-Store failure from a single-app failure:
- Everything fails: investigate internet access, account authentication, storage, a pending system update or a temporary Meta service problem.
- One app fails: check that app’s compatibility, installation state, permissions and developer support.
- The phone library and headset library disagree: verify the Meta account and profile before reinstalling anything.
Other possible causes include region or age restrictions, an app being incompatible with Quest 3, a download queue waiting behind a system update, insufficient storage or unreliable DNS/network access. A missing app does not automatically mean a purchase was deleted. First confirm the account and allow the Store to finish loading.
6. Casting does not work
Casting can target the Meta Horizon mobile app or, where supported, a browser, TV or Chromecast-compatible receiver. Compatibility depends on the receiver, software build and region.
Rank #4

- 33% MORE MEMORY — Elevate your play with 8GB of RAM. Upgraded memory delivers a next-level experience fueled by sharper graphics and more responsive performance.
- Sign in to Meta Horizon.
- Put the phone, headset and receiver on the same local network.
- Enable Local Network, Bluetooth and notification permissions as applicable.
- Start casting from the headset if the app does not discover it automatically.
- Disable VPNs temporarily.
- Restart the headset, phone, receiver and router.
- Try another receiver to determine whether the fault is with the headset or the target device.
Community support has recommended opening the mobile app first and initiating casting from the headset, followed by restarting the devices and router when necessary. Treat that as practical support guidance, not a universal sequence for every configuration. Community casting discussion.

PC VR is primarily a Meta Horizon Link desktop-app problem, not a Meta Horizon mobile-app problem.
Air Link
- Confirm Meta Horizon Link is installed, updated and running on the PC.
- Connect the PC and Quest to the same local network.
- For diagnosis, connect the PC to the router by Ethernet.
- Avoid guest Wi-Fi, access-point isolation and mesh nodes that segment clients.
- Disable and re-enable Air Link if the PC is visible but cannot launch.
- Check Windows Firewall and other security software.
- Update Windows, the headset, the desktop app and GPU drivers.
- Test wired Link to separate a wireless problem from a headset or PC problem.
A historical Meta community report associated one Air Link incident with a V66 firmware fix. That was a past incident, not evidence that V66 is current or that the same cause applies today. Historical Air Link discussion.
Wired Link
- Use a USB cable capable of data transfer; a charge-only cable will not work.
- Try a reliable USB port directly on the PC.
- Check for cable damage or intermittent connections.
- Accept the Link prompt inside the headset.
- Temporarily disable Air Link while testing wired Link.
- Check the desktop app’s device status and repair option.
An expensive branded cable is not automatically required. Compatibility, dependable data transfer, length and the return policy matter more. A cable cannot fix mobile pairing, account authentication, Wi-Fi isolation or headset firmware faults.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.8. Controllers and accessories are not detected
- Replace or reseat the controller batteries.
- Restart the headset.
- Install available headset and controller updates.
- Remove third-party grips, covers and battery attachments.
- Re-pair the controllers through the official headset or app flow.
- Try hand tracking to determine whether the headset itself remains responsive.
Keep this diagnosis separate from mobile-app pairing. A controller fault does not automatically mean Meta Horizon is broken.

When to factory-reset or contact Meta
Factory reset is a last resort. Do it only after confirming the account, updating the software, checking permissions and network settings, reinstalling Meta Horizon, testing another network and recording the error. Sync cloud data and copy recordings first if the headset remains usable. Locally stored or unsynchronized data may be lost.
