The Patriots are not simply a secret committee issuing orders from a hidden room: they are an information-control system that filters what society stores, sees and treats as true. Raiden’s entire mission is the S3 Plan, a controlled experiment designed to reproduce the pressures of the Shadow Moses incident and test whether a soldier and a desired result can be manufactured. The Colonel and Rose transmissions are part of that managed environment, while Solidus’s rebellion provides the crisis the Patriots need.
When GW is compromised, Raiden rejects the identity imposed on him, Snake argues for choosing what to pass on, and the post-credits codec reveals that all twelve named Patriots have been dead for roughly a century. The ending’s answer to centralized information control is not to find a better controller. It is to take responsibility for memory, interpretation and cultural inheritance.

What Arsenal Gear and GW really are
The apparent cleanup project at the Big Shell conceals Arsenal Gear. Arsenal is presented first as a military weapon, but President Johnson explains that its more important function is managing information. It houses GW, the Patriots’ AI core, and connects to military and communications systems. The facility therefore gives the Patriots a way to influence the environment in which people make decisions, not merely a way to destroy a target.

Johnson describes the Patriots’ fear as an excess of digital information. If every report, rumor, recording and opinion remains available without selection, people can draw conclusions the Patriots cannot control. Arsenal is intended to solve that problem by controlling the flow of data and shaping an official version of “truth.” In the game’s terms, it is a new form of control rather than only a larger weapon.

GW’s specific job
Emma Emmerich’s explanation makes GW’s role more precise. GW decides what data is stored and what is deleted. It does not reach into every person’s mind and issue supernatural commands. The wider effect comes from institutions and individuals receiving an edited record, trusting the systems that supplied it, and treating the surviving version as normal.
The script gives GW a fictional parallel-processing figure of 980 trillion hammets for its optic neural AI. That number is dialogue inside the game, not a real-world computer benchmark. Its narrative purpose is to communicate scale: GW is designed to process and sort an enormous stream of information.
Why the distinction matters
GW is the technical selector, but society is the mechanism that makes selection powerful. A deleted report cannot be debated; a filtered archive changes what journalists can verify, what officials can cite and what citizens remember. The Patriots’ model of censorship is therefore systemic. It works when people and organizations continue performing their ordinary roles with an incomplete or altered record.

Who the Patriots are—and why the answer changes
For most of the game, “the Patriots” sounds like the name of a living ruling committee. Characters invoke them as an organization capable of controlling governments, armies and communications. That interpretation is incomplete. The Patriots began as named people and a political structure, but their authority has been converted into procedures, data and automated systems that can continue after the original members are gone.
The post-credits codec supplies the crucial twist. Snake and Otacon confirm that the disc contains information about twelve Patriots, yet all twelve are already dead. They have been dead for approximately one hundred years. The revelation does not erase the Patriots’ power; it shows that the visible committee is historical residue, a decoy or a record used by a continuing system.

Are the Patriots literally alive?
No living group of twelve founders is shown directing the events in real time. The ending deliberately leaves the current operators—or whether there are conventional operators at all—uncertain. What persists is the architecture they created: authority signals, control procedures, databases and AIs capable of executing the same policy.
This is why the dead-Patriot reveal is more than a final mystery. It changes the question from “Which person is giving the order?” to “What system keeps producing the order?” A system can outlast its authors when its rules and records are embedded in infrastructure.
What the S3 Plan was testing
The S3 Plan is the Patriots’ controlled exercise using Raiden. Its purpose is to reproduce the structure and pressure of the Shadow Moses incident and determine whether a soldier, his behavior and a desired outcome can be produced through a managed scenario.
How the experiment is constructed
- Build a familiar crisis. The Big Shell setting and hostage situation echo the earlier incident closely enough to trigger recognizable expectations.
- Put a controllable subject inside it. Raiden is selected as the soldier whose reactions will be observed and shaped.
- Control the information supply. Orders, briefings, codec calls and apparent intelligence reports define what Raiden believes is happening.
- Use incentives and pressure. Personal threats, military authority and the promise of rescue keep him acting inside the scenario.
- Measure the result. The Patriots test whether the desired conduct can emerge without relying on the same individual or exact historical circumstances as Shadow Moses.
Solidus is not a willing Patriot test subject. He is pursuing his own rebellion against the Patriots, but his operation supplies the crisis and location the Patriots exploit. His political goal and their experiment overlap temporarily without becoming the same plan.
What “S3” does not mean
The plan is not simply a training simulation, and it is not proof that every event is a hallucination. Raiden is physically present, people are injured or killed, and the conflict has real consequences. The manipulation lies in the selection and presentation of the situation: the Patriots arrange conditions so that behavior can be studied and steered.

Is Colonel Campbell an AI?
The Colonel Raiden hears through the codec is not a straightforward live conversation with the human commander Raiden remembers. During the mission, the Patriots use a familiar authority figure as an interface. The Colonel’s voice, rank and manner make instructions feel legitimate even when the information is contradictory or coercive.
Rose’s communications are managed in the same broad way. The Patriots combine familiar voices with personal leverage, psychological pressure and selective facts to keep Raiden inside the scenario. That does not require every line to be generated from nothing; it means the communications he relies on are being mediated and performed by the system rather than functioning as independent guidance.
Why the familiar voice is effective
Authority cues shorten the time needed to make a subject comply. A military title, an urgent codec call and an intimate reminder of a relationship all encourage Raiden to follow the next instruction before he can evaluate the larger pattern. The Patriots are not only transmitting data; they are choosing the emotional form in which data arrives.
The game’s archived explanatory material gives the euphemism “La-li-lu-le-lo” a direct explanation: when certain characters try to say “the Patriots,” they cannot say it because they have been programmed that way. The phrase is consequently a symptom of information control inside the fiction, not a random verbal tic.
Why the AI story is really about information
It is tempting to treat GW as the main villain because the ending supplies a dramatic AI voice and a technical explanation. The deeper subject is who decides what remains available for interpretation. GW is the story’s visible instrument, while the political problem is the social dependence on filtered records.

Memes in the game’s framework
Konami’s explanatory material connects the game’s AI dialogue to Richard Dawkins’s 1976 concept of memes from The Selfish Gene. In that original usage, a meme is a cultural unit that spreads from mind to mind in a way analogous to a gene’s transmission. MGS2 translates the idea into a networked setting: cultural ideas are digitized, copied and circulated through communication systems.
That analogy explains why the ending discusses more than software. A piece of information can reproduce across people, institutions and generations. Filtering which pieces survive changes the culture that later people inherit, even if no one person understands the whole process.
Kojima’s later clarification
In a 2025 interview report, Hideo Kojima summarized the digital premise with the line, “In digital, everything remains.” He described the game as examining what happens when the internet connects everything and opinions circulate directly. He also said, “It wasn’t about AI, but interweaving digital data gaining a will of its own. That was the story.”
Those remarks do not remove AI from the plot. They clarify its position: AI is the dramatic interface through which the game makes a broader argument about networked data, persistence and emergent control.

The scene works on two levels. Within the story, Raiden is rejecting the identity assigned by the Patriots and by the roles he was trained to perform. Outside the story, the game turns the player’s input into a literal object and asks who authored it. The name was supplied by someone else, so discarding the tag becomes a declaration that Raiden must choose his own name and direction.
What Snake asks him to do
Snake does not provide a replacement identity or a final mission. He tells Raiden to decide for himself. That answer is deliberately less tidy than uncovering a hidden mastermind: freedom requires an ongoing choice about what to do with information and experience.
What the final conversation says about legacy
Raiden and Rose move from personal identity to inheritance. They discuss what can be transmitted beyond DNA: environment, ideas, culture, poetry, compassion, sorrow and joy. Snake’s closing monologue expands the list to speech, music, literature, film and the digital age.

It is that human continuity also depends on deliberate cultural transmission. People select stories, values and memories, interpret them and pass them onward. That process is vulnerable to manipulation, but it is also where responsibility and freedom remain possible.
The ending’s answer to the Patriots
The Patriots want a central system to choose which information survives so that society can be stabilized according to their definition of truth. Snake’s answer is distributed and human: preserve history through many forms, discuss it, interpret it and decide what deserves to be carried forward. The game does not promise that every memory is accurate or every opinion is wise. It argues that surrendering selection entirely to an unseen system is more dangerous than living with the difficulty of judgment.
How the ending’s major revelations fit together
| Revelation | Literal plot meaning | Thematic meaning |
|---|---|---|
| Big Shell is Arsenal Gear | The cleanup facility conceals the Patriots’ control platform. | Ordinary public infrastructure can hide a political function. |
| GW filters data | The AI stores some information and deletes other information. | Control begins with deciding what can be known. |
| S3 uses Raiden | A manufactured crisis tests whether behavior can be reproduced. | Identity and conduct can be shaped by environment and instructions. |
| Colonel and Rose are mediated | Trusted voices help maintain the experiment. | Authority is persuasive partly because of presentation and familiarity. |
| Raiden removes the dog tag | He rejects the player-entered name. | A person can refuse an imposed identity and choose a future. |
| The twelve Patriots are dead | The named committee cannot be issuing ordinary live orders. | Institutions and procedures can outlive their creators. |
What remains unresolved after the credits
The ending intentionally withholds a complete organizational chart. It does not identify a final living leader, explain every layer between GW and the outside world, or prove that the Patriots’ system has been permanently destroyed. Arsenal’s collapse interrupts the operation Raiden is caught in; it does not erase the history, data or institutions that made the operation possible.
That uncertainty is part of the conclusion rather than a missing plot step. If the Patriots were only twelve immortal conspirators, defeating them would solve the problem. By revealing that they are already dead, the game shows why defeating a few individuals cannot automatically end an information regime.
