Meta’s Quest OS became Horizon OS—but its ASUS and Lenovo headset plans are now paused

Meta’s 2024 plan to expand Quest software to ASUS and Lenovo was real—but it was a selective partner strategy, not open-source software, and the third-party headset program was paused in December 2025.

Meta did not release Quest OS as open-source software. On April 22, 2024, it renamed the platform Meta Horizon OS and announced plans to make it available to selected hardware partners, including ASUS and Lenovo. That initiative later stalled: Meta said on December 17, 2025, that it had paused its third-party headset program to focus on first-party hardware and software. No confirmed ASUS or Lenovo consumer headset launch followed.

The announcement remains important as a record of Meta’s attempt to turn Quest’s software into a broader mixed-reality platform—but it should not be described as an active, Android-style ecosystem of competing Horizon OS headsets.

What Meta announced in 2024

Meta’s announcement combined three changes:

  • The software powering Quest would be renamed Meta Horizon OS.
  • Meta would allow selected third-party hardware companies to build compatible mixed-reality headsets.
  • Developers would gain a potential route to reach multiple types of Horizon OS hardware through a shared platform.

Meta presented the plan as an “open mixed reality ecosystem,” with ambitions somewhat analogous to the roles Windows and Android play across multiple manufacturers. That was a strategic comparison, not evidence that Horizon OS offered the same degree of openness, licensing access or manufacturer choice.

The original announcement is documented by Meta.

Was Horizon OS open-source?

No. The announcement did not say that Meta released the operating system’s source code, offered public downloads or gave any manufacturer the right to modify and ship it freely.

What Meta announced was a partner-based expansion to selected third-party hardware makers. The public announcement did not disclose licensing fees, detailed technical restrictions, universal manufacturer access, open bootloaders or permission for partners to replace Meta’s store and social services.

Meta would still control the platform roadmap, software services, store policies and developer distribution relationship. “Open” described a broader hardware strategy, not complete platform independence.

What ASUS, Lenovo and Xbox were supposed to do

ASUS ROG

ASUS’s Republic of Gamers division was positioned to develop a gaming-focused headset. The appeal was clear: ASUS could potentially differentiate through performance, displays, cooling, ergonomics, controls or premium gaming features while relying on Meta’s software foundation.

However, the 2024 announcement contained no confirmed consumer product specifications or retail timetable. Later references to a planned device should not be treated as evidence that an ASUS Horizon OS headset reached stores.

Lenovo

Lenovo’s proposed devices were aimed at a wider set of uses, including productivity, education and entertainment. Meta also pointed to Lenovo’s earlier experience co-designing the Oculus Rift S.

That relationship did not automatically make every Lenovo mixed-reality product a Horizon OS device. Lenovo has continued to work with Meta on Quest-related business and managed solutions, but those arrangements are different from launching a Lenovo-designed consumer headset running Horizon OS. Lenovo’s partnership background is described in its company announcement.

Microsoft and Xbox

Xbox was a different kind of partner. Meta and Microsoft had already worked together to bring Xbox Cloud Gaming beta to Quest. The 2024 plan also called for an Xbox-inspired limited-edition Meta Quest.

The resulting product was a Meta Quest 3S Xbox Edition, reported as a 2025 release. It was Xbox-branded Meta hardware with related software and accessory positioning—not a headset independently built by Xbox. Calling it an “Xbox headset” therefore overstates Microsoft’s hardware role.

What manufacturers and developers would have gained

Meta’s proposed partner ecosystem offered access to more than the operating system itself. Depending on the hardware, partners could use:

  • The Horizon OS software foundation.
  • Meta’s social layer and Horizon profiles.
  • The Meta Horizon companion app.
  • The Meta Horizon Store.
  • Existing Quest developer tools and software ecosystem.
  • Mixed-reality functions such as passthrough, hand tracking, eye tracking, face tracking and body tracking where the headset included the necessary sensors.

Those features would not necessarily have been identical across devices. A manufacturer would still need to provide compatible cameras, displays, processors, tracking systems and controllers. A shared operating system could simplify software development, but it could not make different hardware behave identically.

Meta also discussed reducing the separation between the Quest Store and App Lab to improve app discovery. That would be a change to distribution and discoverability, not proof of an unrestricted app marketplace.

Why the plan mattered

Meta had built the strongest consumer-oriented standalone VR ecosystem around Quest, but it also controlled the main hardware line running that software. A successful third-party strategy could have separated the Horizon OS platform from a single headset family.

That might have produced:

  • More headset designs and price points.
  • Gaming-focused hardware from ASUS.
  • Productivity, education or enterprise devices from Lenovo.
  • Different displays, comfort systems, controllers and accessories.
  • A larger potential audience for developers.

For Meta, the strategic logic was to grow the number of Horizon OS users without designing and manufacturing every headset itself. A larger installed base could strengthen the app store, social platform, developer ecosystem and related services. That is a reasonable platform-strategy inference, not a financial forecast disclosed by Meta.

The plan also offered a possible alternative to more vertically integrated platforms such as Apple’s visionOS. But the comparison was aspirational. Horizon OS did not become an established multi-manufacturer ecosystem before the third-party program was paused.

What happened after the announcement?

  1. April 22, 2024: Meta announced the Horizon OS name, its third-party hardware strategy and partnerships with ASUS, Lenovo and Xbox.
  2. September 18, 2025: Meta still told Road to VR that third-party Horizon OS devices were coming, but no firm release schedule was provided.
  3. December 17, 2025: Meta confirmed that it had paused the third-party headset program while focusing on first-party hardware and software.
  4. As of the latest status covered here: no confirmed ASUS or Lenovo consumer Horizon OS headset had reached the market.

Meta’s official wording was “paused,” not permanently canceled. It also left open the possibility of revisiting third-party partnerships as the category develops. In practical terms, however, the pause means buyers should not treat the promised ASUS and Lenovo products as available alternatives.

Why did the program stall?

The public record does not establish one definitive cause. Meta’s stated reason was a refocus on first-party hardware and software.

Other explanations are possible but should remain qualified: the standalone VR market may have been difficult, third-party partners may have faced uncertain demand, differentiated hardware may have taken longer than expected, or Meta’s hardware priorities may have changed. There is no sufficient evidence to claim that ASUS, Lenovo or licensing costs individually caused the pause.

The episode also exposed a basic platform risk. A manufacturer can plan a product around another company’s operating system, only for the platform owner to change direction before the hardware launches.

What the pause means for buyers and developers

For buyers

Do not buy an ordinary ASUS or Lenovo XR product on the assumption that it runs Horizon OS. There was no confirmed ASUS or Lenovo consumer headset to purchase through the announced program.

Existing Meta hardware remains the practical route into the Horizon OS ecosystem. Meta launched the Quest 3S in the United States at $299.99 in September 2024 and the Quest 3 at $499.99 in September 2023. Those are launch prices; current pricing is market-sensitive and should be checked on the Quest 3S and Quest 3 product pages.

  • Quest 3S: the lower-cost entry point for casual gaming, families and first-time VR buyers.
  • Quest 3: the better fit for buyers who prioritize sharper pancake optics and more capable mixed reality.

Neither choice provides the hardware variety that the ASUS and Lenovo initiative promised, but both offer access to Meta’s established Quest software ecosystem.

For developers

A multi-manufacturer Horizon OS market could have expanded the audience for Quest-compatible applications. It also would have introduced new testing requirements: different displays, tracking systems, controllers, sensor combinations and performance levels.

With the third-party program paused, developers should not assume that a near-term wave of ASUS and Lenovo devices will create a large new audience. Horizon OS development remains relevant for Meta’s own hardware, but the expected hardware expansion is no longer a dependable planning assumption.

What to consider instead

Readers who were waiting for a non-Meta headset have several alternatives, although none is a direct Horizon OS replacement:

  • Meta Quest 3S: choose it for the lowest-cost entry into Meta’s standalone VR ecosystem.
  • Meta Quest 3: choose it for better optical clarity and stronger all-purpose mixed-reality capability.
  • PlayStation VR2: choose it if you already own a PS5 and want console-based VR. It is tied to PlayStation hardware and does not run Horizon OS. See PlayStation’s product page.
  • Apple Vision Pro: choose it for premium spatial computing, large virtual displays and Apple ecosystem integration—not for value-oriented VR gaming. It runs visionOS, not Horizon OS. See Apple’s product page.
  • PC VR and SteamVR hardware: choose it for high-end graphics and PC flexibility. These products are alternatives in the buying decision, not equivalent operating-system platforms. See SteamVR, HTC Vive or Pimax.

The accurate takeaway

Meta briefly tried to turn Quest’s software into a broader hardware platform. The April 2024 announcement renamed Quest OS as Horizon OS and promised selected partners—including ASUS and Lenovo—a way to build differentiated headsets around Meta’s software, store and social services.

But the plan did not mature into a functioning multi-manufacturer consumer ecosystem. ASUS and Lenovo headsets were not confirmed to have launched before Meta paused the program in December 2025. The Xbox collaboration did produce a branded Meta Quest variant, but it was not an independently built Xbox headset.

So the headline is historically accurate only with that qualification: Meta opened Horizon OS to selected partners in 2024, then paused the third-party headset expansion. Horizon OS remains associated with Meta’s own Quest hardware, while the promised alternative hardware ecosystem remains unrealized.
