You may see “mfcongestioncontroller.dll is missing,” “mfcongestioncontroller.dll was not found,” or “The code execution cannot proceed because mfcongestioncontroller.dll was not found.” A bad image, incompatible binary, missing dependency, or damaged Windows Media Center installation can also produce “mfcongestioncontroller.dll could not be loaded.”
The 60-second answer
MFCongestionController.dll is a genuine Microsoft component of the legacy Windows Media Center eHome subsystem. It normally belongs at:
%WINDIR%ehomeMFCongestionController.dll
It is not the Microsoft Foundation Class runtime, a DirectX file, a .NET component, or a normal game DLL. Do not download it from a random DLL website or copy it into System32.
If the error occurs on Windows Vista, Windows 7, or a Windows 8/8.1 installation that still includes Media Center:

- Open an elevated Command Prompt.
- Run DISM and then SFC.
- Disable and re-enable Windows Media Center in Windows Features.
- Restart and test Media Center again.
If the error appears on Windows 10 or Windows 11, do not try to add the file manually. Media Center is not a supported component of those systems. Find the old startup item, scheduled task, or application still requesting the DLL and repair or remove that requester.
What mfcongestioncontroller.dll belongs to
The file is associated with Windows Media Center’s eHome subsystem and a COM/DCOM component named MFCongestionController. Public registry evidence maps the COM class to the ehome directory, supporting the normal path shown above. A historical file listing also records a copy of the file, but that listing is not a complete Microsoft version catalogue. Do not use an old file size or version as a universal verification rule.
The MFC prefix is misleading. Microsoft’s MFC runtime uses names such as mfc140.dll and mfc140u.dll; MFCongestionController.dll is not one of those redistributable runtime files. Installing Visual C++ Redistributables will not normally restore it.
Windows Media Center was included with relevant editions of Windows Vista and Windows 7. It was available as an optional paid feature for applicable Windows 8 and Windows 8.1 editions. It is not a normal Windows 10 or Windows 11 feature.
What the error actually means
Windows loads a DLL only when another executable requests it. The message does not prove that the file simply vanished. The loader may be reporting one of several conditions:
- The file is missing from the expected
ehomedirectory. - Windows Media Center is disabled or incompletely installed.
- The file is damaged.
- A legacy program is requesting the DLL on an operating system that no longer contains Media Center.
- The file is the wrong architecture or Windows build.
- A required dependency is missing.
- Antivirus software quarantined the original file.
- Malware replaced the file or created a false startup reference.
- A recent update, cleanup operation, driver change, or software installation damaged the component.
The exact dialog and the program shown in its title bar matter. A startup error with no visible Media Center window often points to an obsolete startup entry rather than a missing modern Windows file.

Fix 1: Repair Windows component files
Use this first on a supported legacy Windows installation.
- Open Start.
- Type
Command Prompt. - Right-click Command Prompt and select Run as administrator.
- Select Yes if User Account Control asks for permission.
- Run:
DISM.exe /Online /Cleanup-Image /RestoreHealth
- Wait for DISM to finish. Do not close the window if progress appears to pause.
- Run:
sfc /scannow
- Restart Windows.
Microsoft recommends running DISM before SFC because DISM can repair the component source that SFC uses. If SFC reports that it repaired corrupted files, restart and test Windows Media Center. If it reports that it could not repair some files, run the commands again only if the system is still completing repairs; otherwise continue with the feature repair below.

On Windows 7, the available DISM repair behavior may differ from newer Windows versions. If SFC cannot restore the file, use installation media matching the installed Windows edition and architecture, or perform a Windows repair installation.
Fix 2: Disable and re-enable Windows Media Center
This applies to Windows 7 and other legacy installations where Media Center is available.
- Open Control Panel.
- Select Programs and Features.
- Select Turn Windows features on or off.
- Expand Media Features.
- Clear Windows Media Center.
- Select OK and restart Windows.
- Return to Turn Windows features on or off.
- Expand Media Features again.
- Select Windows Media Center.
- Select OK and restart a second time.
Check whether the ehome directory and the Media Center executable are restored. If the feature is not listed, the installed Windows edition may not include it, the feature source may be damaged, or the system may be Windows 10 or Windows 11.

Fix 3: Check antivirus quarantine
Security software can remove or quarantine a legitimate system component, although restoring a detected file can also reactivate malware.
- Open Windows Security.
- Select Virus & threat protection.
- Select Protection history.
- Look for an entry involving
MFCongestionController.dll. - Read the detected path and detection details.
- Do not restore the file if it was found outside the expected Windows
ehomedirectory or if the location looks temporary or unrelated. - Prefer repairing Windows with DISM, SFC, and Windows Features.
- If Microsoft Defender clearly identifies the genuine file in
%WINDIR%ehomeas a false positive, follow the available restore and allow-device options only after confirming the path.
Run Scan options → Full scan if the file was replaced, appears in an unusual directory, or returns after repair. Use Microsoft Defender Offline scan when malware may be preventing normal Windows repairs.
Fix 4: Handle Windows 10 and Windows 11 correctly
Windows 10 and Windows 11 do not officially contain Windows Media Center as a supported feature. If a modern system reports this filename during startup, the likely problem is an old program or reference left behind after an upgrade.

- Open Task Manager with
Ctrl+Shift+Esc. - Select Startup apps.
- Disable an entry clearly associated with old Media Center software or an unknown legacy application.
- Restart and check whether the message disappears.
- If it does, uninstall or repair that application through Settings → Apps → Installed apps.
Also inspect Task Scheduler:
- Open Start and search for
Task Scheduler. - Open Task Scheduler Library.
- Review tasks that run at logon or startup.
- Check the Actions tab for commands pointing to old Media Center software.
- Disable the task temporarily, restart, and test.
Do not place the DLL in C:WindowsSystem32, C:WindowsSysWOW64, or an application directory. That does not add Media Center to Windows 10 or Windows 11 and may cause a version or security conflict.
Fix 5: Check the file path, signature, and architecture
If a copy exists, inspect it before trusting it.
- Open File Explorer.
- Enter
%WINDIR%ehomein the address bar. - Look for
MFCongestionController.dll. - Right-click it, select Properties, and review the Digital Signatures tab if present.
- Check the General and Details tabs for a sensible Windows location and metadata.
A file outside %WINDIR%ehome, especially in a temporary folder, user profile, download directory, or unrelated application folder, requires further investigation. A matching filename is not proof that the file is genuine.
Do not substitute a 32-bit DLL for a 64-bit Windows component, or use a file taken from Vista, Windows 7, or Windows 8.1 interchangeably. Windows servicing tracks the component by build, architecture, and package metadata. Repair the installed operating system instead of matching the filename manually.

Fix 6: Do not use regsvr32 as the first repair
Although registry evidence associates this component with COM/DCOM, that does not establish that manual registration is supported or that the DLL exports a usable DllRegisterServer entry point.

Running commands such as these can produce another error without repairing the underlying component:
regsvr32 MFCongestionController.dll
regsvr32 C:WindowsehomeMFCongestionController.dll
Use DISM, SFC, and Windows Features instead. If a registration problem remains after component repair, it should be handled by repairing the Windows feature or performing an operating-system repair, not by repeatedly registering a system DLL.
Fix 7: Update drivers only when the evidence points there
A display, tuner, audio, or chipset driver change can coincide with Media Center failures, but a driver update does not normally install MFCongestionController.dll.

- Right-click the affected device and select Update driver.
- Select Search automatically for drivers.
- Restart Windows and test again.
If the problem began immediately after a driver update, open the device’s Properties, select the Driver tab, and use Roll Back Driver when available. Obtain replacement drivers from the computer or device manufacturer rather than copying DLLs between machines.

Outbyte Driver Updater can show which of many installed drivers is stale instead of making you check them one by one, but its free scan identifies the issue and the full version performs the driver installation. Updating a driver remains secondary unless Device Manager or the timing of the failure points to hardware software.
Fix 8: Use System Restore or repair media
Use System Restore when Media Center worked before a recent update, driver installation, cleanup, or application change.
- Open Start and search for
Create a restore point. - Open it and select System Restore.
- Choose a restore point from before the error began.
- Select Next, review the affected programs, and select Finish.
- Restart and test.
System Restore changes system files, registry settings, and installed programs without removing personal documents. If no suitable restore point exists, use installation media matching the Windows edition and architecture, or perform an in-place repair installation. Back up important files first.
Why downloading or copying the DLL is unsafe
Random DLL download sites pages may provide malware, an altered file, the wrong Windows architecture, or a version from a different Windows build. Even a clean file may fail because the component registration, dependencies, or servicing metadata are still damaged.
There is no verified official Microsoft standalone download for MFCongestionController.dll. The safe sources are the Windows component store, Windows Features, matching Microsoft installation media, System Restore, or a repair installation. Do not install Visual C++ Redistributables, DirectX, .NET, or the Media Feature Pack expecting them to restore this file. The Media Feature Pack addresses other Windows N media components and is not an established fix for this Media Center DLL.
FAQ
Is this a game DLL?
There is no credible association with a particular game. Its known identity is a legacy Windows Media Center component. If a game requests it, check whether the game or an old companion program is launching a stale Media Center dependency.
Should I copy it from another PC?
No. A file from another computer may have a different Windows build, architecture, dependency set, or signature. Use Windows repair sources matching the affected installation.

What if the file exists but still will not load?
The problem may be corruption, a missing dependency, wrong architecture, invalid registration, or a damaged caller. Run DISM and SFC, verify the path and signature, and identify the executable shown in the error. Do not assume that a present file is a valid file.
What if the error appears only during startup?
Inspect Startup apps and Task Scheduler for an obsolete Media Center reference. On Windows 10 or Windows 11, removing or repairing that requester is usually more appropriate than restoring a legacy system DLL.
When should I stop troubleshooting?
If component repair, feature reinstallation, System Restore, and matching repair media fail, the legacy installation may be too damaged to rebuild reliably. Back up personal data and consider an in-place repair or migration to a supported media application.
