A customer told Tom’s Hardware that Micro Center’s Tustin, California store required photo ID and a signed declaration before approving a purchase of a PowerSpec AI90 workstation containing an NVIDIA GeForce RTX 5090 Founders Edition. The form reportedly collected purchaser and intended-use details and barred the buyer from causing the product to leave the United States. What happened at Micro Center’s Tustin store
Tom’s Hardware reported that a customer was asked to provide photo identification and complete an “Advanced Computing Product Purchaser Declaration” while buying a PowerSpec AI90 prebuilt workstation containing an RTX 5090 Founders Edition. The report centers on the workstation purchase, not a confirmed policy for standalone RTX 5090 cards.
The customer’s Reddit post described picking up the PowerSpec AI90 and used the title “Form for 5090’s.” That post is an individual account; Tom’s Hardware also reproduced the declaration. Tom’s Hardware’s report provides the account and form details.
What information the declaration reportedly requested
As reproduced in the report, the declaration sought the purchaser’s legal name, address, government-issued photo ID, phone number and email address. It also asked for the actual end user if different from the purchaser, the installation location, and the intended end use.

The form’s warning, as quoted in the report, says: “Micro Center will not sell this product to a purchaser who intends to export, reexport, resell, transfer, or otherwise cause it to leave the United States, regardless of destination.” It also displays “NO EXPORT – NO EXCEPTIONS.” Those are statements on the reproduced form, not a quoted comment from a named Micro Center spokesperson.
What the report does—and does not—establish
- Established: One customer reported being asked for the declaration and photo ID at the Tustin store during the PowerSpec AI90 purchase.
- Not established: Whether the same process applies at other Micro Center locations, to every RTX 5090 purchase, or to standalone cards.
- Not explained: Micro Center’s reason for requiring the form in this transaction.
