That unexpected concentration of traffic created localized congestion.

Congestion at the protection and routing layer produced packet loss and high latency. Applications depending on those network paths then appeared to be down: requests could time out, sign-in services could fail to respond, and established connections could become unreliable. A DDoS attack was therefore the trigger for the mitigation activity, while the misrouting and resulting congestion were the direct causes of the widespread connectivity symptoms.

This distinction also explains why the outage crossed product categories. Outlook is a communications and productivity service, Xbox is a gaming platform, and Minecraft is a game, but all can depend on common Microsoft networking, identity, and platform infrastructure.
