“microsoft.bitlocker.structures.dll is missing” — which fix applies?

microsoft.bitlocker.structures.dll is a genuine Microsoft Windows component used by the built-in Windows PowerShell BitLocker module. If Windows reports that microsoft.bitlocker.structures.dll is missing, cannot be loaded, or could not be found, the problem is usually a damaged, missing, quarantined, or incorrectly located BitLocker module file.

Use this decision list before changing anything:

  • The file is absent from the BitLocker module folder: repair Windows with DISM and SFC.
  • The file appeared after an update failed or Windows restarted unexpectedly: complete Windows Update, then run DISM and SFC.
  • Windows Security quarantined the file: inspect Protection history and restore it only after verifying its location and Microsoft signature.
  • The file exists, but Import-Module BitLocker fails: check PowerShell architecture and module paths.
  • Only one Windows user account has the problem: test another administrator profile.
  • A game or unrelated application reports the filename: repair that application rather than copying the DLL into its folder.

Do not begin by downloading the DLL from a random file site or running regsvr32. Those approaches commonly create a version or architecture mismatch and do not repair the Windows component that loads the file.

What Microsoft.BitLocker.Structures.dll does

The file is a nested binary assembly inside Windows PowerShell’s BitLocker module. That module provides commands for administering BitLocker, including:

  • Get-BitLockerVolume
  • Enable-BitLocker
  • Suspend-BitLocker
  • Unlock-BitLocker

On a typical 64-bit Windows installation, look here:

C:WindowsSystem32WindowsPowerShellv1.0ModulesBitLocker

A 32-bit Windows PowerShell process may use the corresponding WOW64 location:

C:WindowsSysWOW64WindowsPowerShellv1.0ModulesBitLocker

The exact file version, size, hash, and architecture vary with the Windows release and servicing level. Do not compare your file with an arbitrary online listing and assume a mismatch proves it is unsafe.

Check the file and module before repairing Windows

Open Windows PowerShell and run:

Test-Path "$env:WINDIRSystem32WindowsPowerShellv1.0ModulesBitLockerMicrosoft.BitLocker.Structures.dll"
Get-Module -ListAvailable BitLocker
Import-Module BitLocker -Verbose

If the first command returns True, the file exists in the standard 64-bit module directory. If it returns False, that does not rule out an architecture or module-path issue.

The verbose import output shows which files PowerShell attempts to load. A healthy import should complete without a missing-file or assembly-load error. Then run:

Get-BitLockerVolume

If the command displays your BitLocker volumes, the module is loading correctly.

For a broader architecture check, run:

$PSVersionTable
$env:PSModulePath -split ';'
Get-Command powershell.exe,pwsh.exe -ErrorAction SilentlyContinue

Windows PowerShell 5.1 and PowerShell 7 are separate shells. PowerShell 7 can use Windows PowerShell modules through compatibility features, but that does not mean both shells search identical locations. Also avoid copying a file between System32 and SysWOW64; Windows uses those directories for different architectures.

Fix 1: Repair Windows component files with DISM and SFC

This is the safest first repair when the DLL is missing or corrupted.

1. Open an elevated Command Prompt

  1. Press the Windows key.
  2. Type Command Prompt.
  3. Select Run as administrator.
  4. Approve the User Account Control prompt.

2. Repair the Windows component store

Run:

DISM.exe /Online /Cleanup-Image /RestoreHealth

DISM checks the Windows component store and repairs corruption that can prevent protected system files from being restored. Leave the window open until the command finishes.

3. Scan protected Windows files

After DISM completes, run:

sfc /scannow

SFC checks protected Windows files and replaces damaged copies when a valid repair source is available. The useful results are:

  • Windows Resource Protection did not find any integrity violations: no protected-file corruption was detected.
  • Windows Resource Protection found corrupt files and successfully repaired them: restart and test BitLocker.
  • Windows Resource Protection found corrupt files but was unable to fix some: run Windows Update and repeat the repair sequence.

4. Restart and test

Restart Windows, open Windows PowerShell, and run:

Import-Module BitLocker -Verbose
Get-BitLockerVolume

If the module imports and the cmdlet returns volume information, the repair worked.

Repeating SFC and DISM without knowing what changed can be tedious, especially when Windows has several damaged components. Fix 2: Finish Windows Update and restart

A failed or incomplete servicing operation can leave the BitLocker module partially updated.

  1. Open Settings.
  2. Select Windows Update.
  3. Choose Check for updates.
  4. Install every available update.
  5. Restart when Windows requests it.
  6. Return to Settings > Windows Update and check again.
  7. Repeat the DISM and SFC commands from the previous section.
  8. Test the module with:
Import-Module BitLocker
Get-BitLockerVolume

If the error began immediately after a particular update, open Settings > Windows Update > Update history and review recently installed updates. Windows recovery options may allow you to uninstall a problematic update or use System Restore, depending on your edition and configuration. Use those options carefully on a PC with BitLocker-protected storage, and keep your BitLocker recovery key available.

For older supported systems, Microsoft’s Windows Management Framework 5.1 download page is the appropriate official package. It is not a standalone download for this DLL.

Fix 3: Check Windows Security quarantine

Antivirus software can quarantine a legitimate system file after a false detection or a damaged-file event.

  1. Open Windows Security.
  2. Select Virus & threat protection.
  3. Choose Protection history.
  4. Review recent quarantined items.
  5. Expand an item only if its path points to the Windows PowerShell BitLocker module directory.
  6. Check the file’s properties and its Digital Signatures tab before restoring it.

A genuine file should be in the expected Windows module directory and identify Microsoft as its signer. Do not restore a file solely because its filename looks familiar. Microsoft warns that allowing a real malware detection can expose the device. If malware is possible, run a full or offline security scan first.

After restoring a verified file, restart Windows and test:

Import-Module BitLocker -Verbose
Get-BitLockerVolume

If Windows Security removes it again, do not keep restoring it. Repair Windows with DISM and SFC, and investigate the security alert.

Fix 4: Correct a PowerShell architecture or module-path problem

The DLL may exist but be invisible to the PowerShell process that is trying to load it.

First identify the shell:

$PSVersionTable.PSEdition
$PSVersionTable.OS
[Environment]::Is64BitProcess
$env:PSModulePath -split ';'

Then try the built-in Windows PowerShell executable explicitly:

  1. Press the Windows key.
  2. Type Windows PowerShell.
  3. Right-click it and select Run as administrator.
  4. Run:
Import-Module BitLocker -Verbose
Get-BitLockerVolume

If 64-bit Windows PowerShell works but a 32-bit shell does not, the issue may be limited to the WOW64 module location or its module path. Do not solve that by copying a random DLL between architecture directories. Repair the Windows installation and use the shell architecture appropriate for the BitLocker task.

Microsoft describes Import-Module as the mechanism PowerShell uses to load modules. The module manifest and search path, not COM registration, determine how this file is loaded.

Fix 5: Test another administrator profile

A user profile can contain a modified PSModulePath or a user-installed module that interferes with the built-in one.

  1. Open Settings > Accounts > Other users.
  2. Select Add account.
  3. Create a temporary local account.
  4. Change its account type to Administrator.
  5. Sign out and sign in to that account.
  6. Open elevated Windows PowerShell.
  7. Run:
Import-Module BitLocker -Verbose
Get-BitLockerVolume

If the module works in the new profile, compare the original account’s module-path settings and profile scripts. Do not delete the original profile until you have confirmed that your BitLocker recovery information and other files are available.

Fix 6: Check broader driver or device problems

A graphics, storage, or chipset driver is not the normal source of this specific module error. However, if the BitLocker failure appeared alongside disk errors, failed boots, or widespread Windows instability, update drivers from the PC or motherboard manufacturer.

  1. Right-click Start and choose Device Manager.
  2. Expand categories such as Storage controllers, System devices, and Disk drives.
  3. Right-click the affected device.
  4. Select Update driver.
  5. Choose Search automatically for drivers.
  6. Restart Windows and retest the BitLocker module.

Manually hunting through many driver versions is easy to get wrong. Outbyte Driver Updater can scan and identify stale drivers; its driver installation requires the full version, and the manufacturer’s driver remains the preferred source when available.

Why regsvr32 and DLL downloads are wrong here

Do not run:

regsvr32 Microsoft.BitLocker.Structures.dll

regsvr32 is intended for DLLs that expose the appropriate COM self-registration entry points. A PowerShell module assembly is loaded through the module manifest and PowerShell’s import process. It may respond with an error such as DllRegisterServer was not found, and even a successful registration would not repair a damaged BitLocker module.

There is no dedicated Microsoft redistributable for this filename. Reinstalling Visual C++, DirectX, or .NET is therefore not the correct first response.

Downloading a replacement DLL from an unaffiliated DLL index is risky because the file may contain malware, target the wrong Windows build, use the wrong architecture, have an invalid signature, or conflict with BitLocker.psd1 and BitLocker.psm1. Windows Update, DISM, SFC, and official Windows recovery media are the safe repair sources.

If none of the repairs work

If DISM and SFC cannot repair the component:

  1. Back up important files.
  2. Confirm that you can access your BitLocker recovery key.
  3. Try System Restore if a suitable restore point exists.
  4. Use Settings > System > Recovery to review available recovery options.
  5. Consider an in-place Windows reinstall that preserves files and applications where supported.

Do not delete or rename the BitLocker module while encrypted volumes are inaccessible. If Get-BitLockerVolume works but a third-party program reports this filename, repair or reinstall that program instead of placing the DLL in its installation folder.

FAQ

Is Microsoft.BitLocker.Structures.dll legitimate?

Yes. It is associated with Microsoft Windows and belongs to the built-in Windows PowerShell BitLocker module. Verify its location and Microsoft signature rather than trusting the filename alone.

Will reinstalling Visual C++ fix it?

Usually not. This is a Windows PowerShell BitLocker module assembly, not a Visual C++ runtime component.

Is PowerShell 7 the same as Windows PowerShell 5.1?

No. They can expose overlapping commands, but they are separate shells with different module-loading behavior. Test the built-in Windows PowerShell executable when diagnosing this Windows module.

Can I copy the DLL from another computer?

It is unsafe as a general repair. Windows builds, servicing levels, signatures, and architectures can differ. Use DISM, SFC, Windows Update, or Windows recovery instead.

Will repairing Windows erase BitLocker data?

DISM and SFC repair Windows components; they are not commands that decrypt or erase volumes. Still, keep your BitLocker recovery key available before using recovery or reinstall options.

What if the error says “The specified module could not be found”?

That message can mean the named DLL is absent, but it can also indicate that a dependency required by the DLL is missing. Repair the Windows component store and inspect the verbose module-import output rather than assuming the filename alone identifies the damaged file.
