What Microsoft cancelled and when
On July 2, 2025, Xbox Game Studios head Matt Booty told staff that Microsoft had decided to stop development of Perfect Dark and Everwild, wind down several unannounced projects, and close The Initiative. Windows Central and Game Informer reported on the internal memo. Booty described the changes as a way to adjust priorities and focus resources amid a changing industry landscape.

Booty wrote: “We have made the decision to stop development of Perfect Dark and Everwild as well as wind down several unannounced projects across our portfolio.” The memo did not give a project-specific explanation for why the Perfect Dark reboot was stopped. Windows Central and Game Informer reported the decision and its stated rationale.
What happened to The Initiative and its partnership
Microsoft formed The Initiative in Santa Monica in 2018. The studio had not shipped a game before it closed. It was developing the reboot with Crystal Dynamics; reporting on the cancellation says the partnership ended with the project. The reviewed coverage describes development as stopped, not transferred to another studio.

Former Initiative studio head Darrell Gallagher later wrote: “After an incredible journey, my time at Xbox has come to a close with the wind-down of Perfect Dark and The Initiative.” That was his reflection on the outcome, rather than Microsoft’s original explanation. Announced and shown, but never released
Microsoft announced the reboot in 2020 and presented a gameplay showcase in 2024. Despite that public showing, the game never received a release window before cancellation. How the workforce figures should be read
The cancellation came amid broader Microsoft workforce and portfolio changes in July 2025. Xbox PR told Game Informer that fewer than 4 percent of Microsoft’s global workforce was affected. Game Informer cited a reported company workforce of 228,000 and calculated that the percentage could amount to more than 9,100 people. That figure was the publication’s estimate from the percentage and workforce figure—not a confirmed final tally, and not a count of Xbox employees affected.
