Xbox XP is a separate new division announced to develop experiences around Xbox franchises beyond games. Microsoft’s announcements do not establish an organizational link between the model and XP.
What Microsoft Decision-1 does
Decision-1 is designed for software that needs to classify, route, prioritize, evaluate, or otherwise choose among bounded options. An application supplies text or JSON describing the state and asks typed questions; the model returns a selected option or numerical scores or probabilities. It is not intended to explain its reasoning or write a chat response. Microsoft executive Achint Srivastava describes the purpose as delivering “structured outputs that software can immediately act on.” Microsoft’s announcement and the Microsoft Learn deployment guide outline the approach.

Question types
- Yes/no (
noul): choose between two outcomes. - Fixed choice (
choice): select from options supplied by the application. - Ordered scale (
score): assign a position or score on a defined scale.
A generative model can still be part of the same workflow: Decision-1 can route or gate a request, after which a separate model generates prose if needed.
Availability and model basis
Microsoft says Decision-1 is available through Microsoft Foundry and OpenRouter. Microsoft Learn lists model version 1 and Foundry deployment types DataZoneStandard in selected regions and GlobalStandard. Check current regional availability and measure latency for the workload before deploying. Microsoft says the current model is post-trained from Qwen3.5-9B for single-pass decision scoring; its stated intention to base future iterations on Microsoft AI and OpenAI models is a plan, not a description of version 1.

How Decision-1 differs from chat
| Question | Decision-1 | Conversational generative model |
|---|---|---|
| Task shape | Choose, classify, score, or route among bounded options defined by the application. | Generate open-ended language in response to a prompt. |
| Output | A selected option or typed scores/probabilities for software to consume. | Prose, which may need interpretation or validation before software acts on it. |
| Best fit | Workflow control and other decisions where the choices and criteria can be specified. | Explanations, dialogue, summaries, and other tasks requiring generated language. |
This is a difference in role, not a claim that one model is universally better. Evaluate the actual task using representative examples, including the cost of incorrect decisions, latency, calibration, robustness, safety, and whether a human or abstention path is needed.
What Microsoft reports about performance
The following are Microsoft’s own reported measurements and examples, not independent evaluations. They describe the company’s tests and should not be treated as guarantees for another application.

- Microsoft says it evaluated nearly 150,000 benchmark questions across 36 benchmarks and that Decision-1 achieved the highest accuracy in its comparison. The company also says its benchmark page was updated to add Jev results for accuracy and calibration.
- Microsoft reports Decision-1 was 35 times faster than GPT-6 Sol in its measurement, also describing the result as approximate P50 latency. The announcement does not make that figure a universal workload guarantee.
- Across eight input perturbations, Microsoft reports a 1.3% average decision-flip rate. It says it observed no flips when option descriptions were paraphrased or when option order was reversed or shuffled in its test.
- Microsoft says it made 5,250 requests across 11 safety benchmarks covering harmful content, jailbreak attempts, and prompt injection.
These figures are useful context for what Microsoft tested, but not a substitute for measuring accuracy and behavior on your own data and decision criteria. The company’s account is in its Decision-1 announcement.
What Xbox Research used it for
Microsoft says Xbox Research used Decision-1 to assign researcher-defined themes to more than 10,000 open-ended feedback items and reviews drawn from survey, Steam, and Twitter/X material about games, launches, and streams. Microsoft reports quality competitive with GPT-6 Sol, more than 14 times faster, and 200 times less expensive for this use case. These are company-reported results from an internal example, not an independent audit or a promise of equivalent savings elsewhere.

This example illustrates a suitable decision task: label each item with a theme chosen by researchers. It does not show that Decision-1 writes replies to players, and it does not establish a connection between the model and Xbox XP.
Limitations and safeguards to consider
Microsoft Learn cautions that scores can reflect biases in the base model and training data; wording and option order can affect scores; calibration is strongest on familiar task types; and the model may rely on outdated knowledge. It also does not provide written explanations for its choices. For safety filtering, Microsoft warns that the model can miss subtle harmful content or flag benign content.

Before putting a decision into a workflow
- Test against representative, labeled examples from the actual task rather than relying on vendor benchmarks alone.
- Choose thresholds based on the consequences of false positives and false negatives; a score is not a guarantee that the decision is correct.
- Provide an abstention or escalation path when the model’s result is uncertain or the case is outside the intended task.
- Use meaningful human review for consequential decisions about people.
- Check safety and fairness behavior for the application’s context, especially when using the model to filter content.
These cautions and validation recommendations are in the Microsoft Learn guide.
