microsoft.dism.powershell.dll: Fix Windows and WinPE Load Errors

You may see messages such as:

The 'Mount-WindowsImage' command was found in the module 'Dism', but the module could not be loaded.
Could not load file or assembly ... Microsoft.Dism.PowerShell.dll or one of its dependencies.
The program can't start because Microsoft.Dism.PowerShell.dll is missing from your computer.

The microsoft.dism.powershell.dll file is the binary component of Microsoft’s Windows PowerShell Dism module. That module provides cmdlets for mounting, servicing, configuring, and updating Windows images.

The 60-second answer

Do not download this DLL from a random file website, copy it into System32, or register it with regsvr32. On installed Windows, open an elevated Command Prompt and run:

DISM.exe /Online /Cleanup-Image /RestoreHealth
sfc /scannow

Restart Windows and try the PowerShell command again.

If the error occurs only in WinPE, PXE boot, recovery media, or an imaging script, repair the WinPE image instead. Reinstall the matching Windows ADK and WinPE add-on, add the WinPE-DismCmdlets package and its dependencies, then rebuild the boot media.

What microsoft.dism.powershell.dll actually is

This is a Microsoft Windows servicing component, not a normal application or game dependency. It belongs to the Windows PowerShell Dism module, which is used by commands such as:

  • Mount-WindowsImage
  • Dismount-WindowsImage
  • Get-WindowsImage
  • Add-WindowsPackage
  • Remove-WindowsPackage

It is not:

  • A Visual C++ Redistributable file
  • A DirectX runtime file
  • A hardware driver
  • A game DLL
  • A general-purpose third-party application dependency

Microsoft documents the DISM module and its image-servicing cmdlets in the DISM PowerShell module reference.

On a typical Windows installation, check this directory:

C:WindowsSystem32WindowsPowerShellv1.0ModulesDism

The DLL may also be inside a WinPE image at the corresponding path beginning with:

The file being present does not prove that the module can load. A missing dependency, incompatible architecture, blocked file, damaged component store, or incorrect module path can produce the same visible error.

First identify the affected environment

Installed Windows

If PowerShell fails on your normal Windows desktop or server, the likely causes are component-store corruption, damaged protected files, an incomplete update, or a module-discovery problem.

WinPE, PXE, or deployment media

If the failure appears only after booting from PXE, USB, recovery media, or a deployment image, the installed copy of Windows may be healthy. The problem is more likely an incomplete WinPE image, missing optional components, or an ADK mismatch.

A deployment application

Some deployment products bundle their own WinPE files or servicing utilities. If the error appears only inside that product, first determine whether it uses the system module or a private copy. Repair or reinstall the product only after checking the underlying Windows or WinPE image.

Fix 1: Repair Windows components and protected files

This is the safest first repair for an installed Windows system.

Run DISM

  1. Open Start.
  2. Type Command Prompt.
  3. Right-click Command Prompt and select Run as administrator.
  4. Run:
DISM.exe /Online /Cleanup-Image /RestoreHealth
  1. Wait for the operation to finish.
  2. Restart Windows.

The command repairs the running Windows component store. It may obtain replacement files through Windows Update.

Run System File Checker

After DISM completes, open an elevated Command Prompt again and run:

sfc /scannow

Wait until verification reaches 100 percent, then restart the computer.

A successful repair may report that corrupt files were repaired. If SFC reports that it found integrity violations but could not repair everything, run DISM again, restart, and repeat SFC once.

Microsoft documents this repair order in its Windows image repair guidance and Windows Update corruption guidance.

If DISM cannot find repair files, use a repair source that closely matches the installed Windows version:

DISM.exe /Online /Cleanup-Image /RestoreHealth /Source:\serverc$windows /LimitAccess

The source must match the affected operating system closely. Do not use an arbitrary Windows folder from another release or architecture.

Repeating SFC and DISM while manually hunting through system folders can make it difficult to tell what changed. Outbyte PC Repair provides a free scan that shows detected problems, while repairs are performed by the full version; it is optional, and Microsoft’s commands remain the appropriate baseline.

Check whether Windows can discover the module

Open Windows PowerShell, preferably as administrator, and run:

Get-Module -ListAvailable Dism

You can also request verbose import information:

Import-Module Dism -Verbose

Interpret the result:

  • No module is listed: PowerShell cannot find the expected module directory.
  • The module is found but import fails: a dependency, policy, architecture, or component problem may exist.
  • The module imports successfully: retry the original DISM cmdlet and investigate the calling script or application if it still fails.

Windows PowerShell searches module locations through PSModulePath. A custom environment variable, damaged user profile, or policy restriction can prevent discovery even when the DLL exists. Microsoft explains module search and import behavior in its PowerShell module importing documentation.

Fix 2: Install pending updates and restart

A servicing operation can remain broken until Windows completes a pending update.

  1. Open Settings.
  2. Select Windows Update.
  3. Select Check for updates.
  4. Install all available updates.
  5. Restart, including when Windows does not immediately require a restart.
  6. Run the DISM and SFC commands again.
  7. Test the Dism module.

Do not copy a DLL from another machine as a substitute for completing the update. Windows servicing files must match the operating system build and component-store rules.

Fix 3: Rebuild WinPE or PXE media

Use this path when the error occurs only in WinPE, PXE deployment, recovery media, or an imaging workflow.

Microsoft identifies WinPE-DismCmdlets as the optional component containing the DISM PowerShell module. That package depends on other WinPE components, including:

  • WinPE-WMI
  • WinPE-NetFX
  • WinPE-Scripting
  • WinPE-PowerShell

The correct repair is to fix the source image, not to copy Microsoft.Dism.PowerShell.dll into the boot image.

Rebuild procedure

  1. Identify the Windows release and architecture targeted by the deployment.
  2. Download the matching Windows ADK from Microsoft’s ADK installation documentation.
  3. Install the matching Windows PE add-on.
  4. Mount the correct WinPE image.
  5. Add PowerShell support and the required dependencies.
  6. Add the WinPE-DismCmdlets package.
  7. Commit and unmount the image.
  8. Regenerate the ISO, USB media, or PXE boot files.
  9. Replace the deployed boot image.
  10. Test the same DISM cmdlet in the rebuilt environment.

Microsoft’s WinPE PowerShell procedure shows the supported package approach. The WinPE optional components reference describes the package and its dependencies.

If USB media works but PXE fails, compare the actual PXE boot image and boot configuration with the USB image. The two paths may not be using the same WIM file.

Fix 4: Correct an ADK, build, or architecture mismatch

A module can exist and still fail to load when its binaries or dependencies do not match the environment.

Check all of these:

  • Installed Windows version and build
  • WinPE image version
  • ADK version
  • Windows PE add-on version
  • Target architecture
  • PowerShell host being used

Do not mix files from Windows 7, Windows 8.1, Windows 10, Windows 11, Windows Server, or unrelated ADK releases. Do not combine 32-bit and 64-bit WinPE packages.

PowerShell 7 is also not identical to Windows PowerShell 5.1. Windows PowerShell 5.1 is included by default with Windows 10 and later and Windows Server 2016 and later. A Windows PowerShell module may require compatibility handling when loaded from PowerShell 7, and forcing an incompatible module can still fail at runtime.

Test with the intended host:

$PSVersionTable.PSVersion
Get-Module -ListAvailable Dism
Import-Module Dism -Verbose

If the module works in Windows PowerShell 5.1 but not PowerShell 7, use the supported compatibility approach for the deployment script rather than replacing the DLL.

Fix 5: Check antivirus quarantine safely

Security software may quarantine a genuine system file, but restoring a file solely because its name matches is unsafe.

  1. Open Windows Security.
  2. Select Virus & threat protection.
  3. Select Protection history.
  4. Open the relevant detection.
  5. Confirm the path and detection details.
  6. Verify that the file belongs in the expected Windows PowerShell Dism module directory.
  7. Verify its Microsoft digital signature in the file’s Properties dialog.
  8. Restore it only after confirming the detection is a false positive.
  9. Run a full security scan.
  10. Run DISM and SFC afterward.

If the file came from an unofficial download site, do not restore it as a trusted Windows component. Microsoft describes quarantine and restore actions in Protection History.

Fix 6: Use recovery when servicing remains damaged

If Windows still cannot repair itself:

Try System Restore

  1. Open Start and search for Create a restore point.
  2. Open it and select System Restore.
  3. Choose a restore point from before the error began.
  4. Review the affected programs and drivers.
  5. Confirm the restore and restart Windows.

Use this when the failure began after a recent update, driver installation, deployment-tool change, or system modification. Microsoft documents the process in System Restore.

Reinstall Windows while preserving files

On Windows 11, open:

Settings > System > Recovery > Fix problems using Windows Update > Reinstall now

This supported option reinstalls the same Windows version while preserving apps, files, and settings. If the option is unavailable or fails, use official Windows installation media for an in-place repair after backing up important data. See Microsoft’s Windows recovery options.

Do not use regsvr32 for this module

regsvr32 is intended for DLLs that expose registration entry points such as DllRegisterServer. Microsoft.Dism.PowerShell.dll is normally loaded as a PowerShell module binary, not registered as a COM component.

Running this is generally irrelevant:

regsvr32 Microsoft.Dism.PowerShell.dll

An error stating that DllRegisterServer was not found confirms that the wrong repair method was used. It does not show that Windows needs a different copy of the DLL. Microsoft’s regsvr32 documentation explains the registration requirement.

Why downloading or copying the DLL fails

An isolated DLL download can be:

  • The wrong Windows build
  • The wrong architecture
  • Missing required dependencies
  • Modified or malicious
  • Incompatible with the WinPE image
  • Unable to repair the damaged component store

Copying it into System32, an application directory, or a deployment-tool folder can also hide the real failure and create future version conflicts. Use Windows component repair for installed Windows, or rebuild the matching ADK and WinPE image for deployment media. Those are the safe official sources and repair paths.

If a recent driver or system change triggered the error

This DLL is not a driver, and updating a driver will not normally replace it. However, a recent driver or deployment-tool change can coincide with servicing failures, so review Settings > Windows Update > Update history and Device Manager before rolling back a recent change.

To inspect a device:

  1. Right-click Start.
  2. Select Device Manager.
  3. Expand the relevant device category.
  4. Right-click a recently changed device and select Properties.
  5. Check the Driver tab for the provider, date, and rollback options.
  6. Use Roll Back Driver only when the option is available and the timing clearly matches the failure.

Diagnostic checklist

Before escalating, record:

  • Windows version and build
  • Whether the failure occurs in installed Windows or WinPE
  • Whether the boot source is PXE, USB, or recovery media
  • The complete error text, including any named dependency
  • The result of Get-Module -ListAvailable Dism
  • The result of Import-Module Dism -Verbose
  • Whether the expected module directory exists
  • Whether antivirus quarantined the file
  • Which ADK and WinPE add-on created the image
  • Whether the failure began after an update or system change

That information distinguishes a missing module from a dependency failure, module-path problem, corrupted component store, and incorrectly built deployment image.
