The .resources.dll ending is important. This is normally a localized resource DLL containing language-specific text used by the module, rather than the main firewall implementation. That is why the file is normally located inside a language folder such as:
C:WindowsSystem32WindowsPowerShellv1.0ModulesNetSecurityen
Some installations use en-US or another language folder instead of en.

The names are counterintuitive: System32 generally contains 64-bit system components, while SysWOW64 contains 32-bit components on 64-bit Windows.
Check whether the file and module exist
Open PowerShell and run:
Get-Module -ListAvailable NetSecurity
Get-Command Get-NetFirewallRule
To check the usual English resource path:
Test-Path "$env:windirSystem32WindowsPowerShellv1.0ModulesNetSecurityenMicrosoft.Windows.Firewall.Commands.Resources.dll"
If your Windows installation uses another language, inspect the folders below:
C:WindowsSystem32WindowsPowerShellv1.0ModulesNetSecurity
Do not conclude that the module is broken merely because the en folder is absent. Your installation may use en-US or another locale.
You can also search the module directory without copying anything:
Get-ChildItem "$env:windirSystem32WindowsPowerShellv1.0ModulesNetSecurity" `
-Filter "Microsoft.Windows.Firewall.Commands.Resources.dll" `

If the file exists but PowerShell still reports that the module cannot be loaded, the problem may be a missing dependency, damaged module path, access restriction, or corrupted Windows component rather than this file alone.

Why the error appears
This error commonly follows one of these events:
- A failed or incomplete Windows Update
- Corruption in the Windows component store
- System cleanup that removed protected files
- Malware removal
- Antivirus quarantine
- Disk errors
- A damaged PowerShell module installation
- A broken user profile or permissions problem
The error may appear when PowerShell imports NetSecurity, or when you run commands such as:
Get-NetFirewallRule
Get-NetFirewallProfile
New-NetFirewallRule
A missing resource file does not necessarily stop every firewall operation. The effect depends on the Windows build, language, command, module component, and any dependency being loaded.

A partially installed update is one of the most practical causes of missing protected system files.
- Open Start and select Settings.
- Select Windows Update.
- Select Check for updates.
- Install every available update.
- Restart Windows, even if it does not immediately require a restart.
- Test the module again:
Import-Module NetSecurity
Get-NetFirewallProfile
If the error remains, continue with DISM and SFC rather than downloading the DLL manually.
On supported Windows 11 installations, Microsoft also provides a repair reinstall:
- Open Settings.
- Select System.
- Select Recovery.
- Find Fix problems using Windows Update.
- Select Reinstall now.
- Follow the prompts and keep your files, apps, and settings when offered.

This is the main repair for a missing or damaged NetSecurity component.
- Open Start.
- Type
Command Prompt. - Right-click Command Prompt.
- Select Run as administrator.
- Approve the User Account Control prompt.
- Run:
DISM.exe /Online /Cleanup-Image /RestoreHealth
Wait for it to finish. Then run:
sfc /scannow
Allow the scan to reach 100 percent. Restart Windows afterward and test:
Import-Module NetSecurity
Get-NetFirewallRule | Select-Object -First 5
If SFC reports that it found corrupt files and successfully repaired them, the issue may be resolved. If DISM reports that the restore operation completed successfully but the DLL error remains, run SFC again after restarting.

Fix 3: Check Windows Security quarantine
Microsoft Defender or another antivirus product may have removed or quarantined a damaged-looking system file.
- Open Start.
- Type Windows Security and open it.
- Select Virus & threat protection.
- Select Protection history.
- Review recent detections involving Windows system files or PowerShell.
- Open a detection to view its path, name, and action.
Only restore a file if you can confirm that it came from the Windows system directory and has a valid Microsoft signature. Do not restore an unknown replacement downloaded from the internet.
Microsoft warns that restoring a file can cause Defender to detect it again unless it is explicitly allowed, and allowing an unsafe file can expose the computer. Read Microsoft’s Protection History guidance.

- Open Windows Security.
- Select Virus & threat protection.
- Select Scan options.
- Choose Full scan.
- Select Scan now.
If files repeatedly disappear, investigate malware and disk health instead of repeatedly replacing the DLL.
Fix 4: Check the file signature and permissions
If the file exists, verify that Windows recognizes its signature:

Get-AuthenticodeSignature $path
A properly installed Windows component should show a valid Microsoft signature. The exact result can vary if the path uses a different language folder, so adjust $path if necessary.

- Open PowerShell as administrator.
- Run the import command.
- Sign in with another administrator account if available.
- Run the same test there.
If the module works in another profile, the original profile may have a permissions or environment problem. If it fails for every user, system repair is more likely.
Fix 5: Do not use regsvr32 for this file
regsvr32 is not a general DLL repair command. It is used for DLLs that provide registration entry points such as DllRegisterServer, commonly for certain COM components.
microsoft.windows.firewall.commands.resources.dll is a PowerShell module resource file, not an established self-registering COM server. Running this is generally irrelevant:
regsvr32 microsoft.windows.firewall.commands.resources.dll
It may produce an error without repairing the module. Microsoft documents the command’s purpose in its regsvr32 reference.
Fix 6: Repair or restore Windows when DISM cannot recover it
If DISM and SFC report unrepairable corruption, use the least destructive recovery option available.
Use System Restore
System Restore is appropriate when the problem began after an update, cleanup, driver installation, or other recent system change.
- Press Windows key + R.
- Type:
rstrui.exe
- Press Enter.
- Select a restore point dated before the error began.
- Select Next, then Finish.
- Allow Windows to restart.
System Restore does not normally remove personal documents, but it can remove recently installed applications, drivers, and updates. Microsoft explains the process in its System Restore guide.
Perform an in-place Windows reinstall
For persistent component corruption, use official Windows installation media and choose the option to Keep personal files and apps. This reinstalls Windows system components without performing a clean wipe when the setup environment offers that choice.

Should you reinstall Visual C++, DirectX, or .NET
Normally, no. This filename is associated with Windows PowerShell’s NetSecurity firewall module, not with a Visual C++ redistributable, DirectX installation, .NET runtime package, game, or ordinary desktop application.
Reinstalling those packages will not normally restore a missing Windows module resource file. Repair Windows itself instead.

Should you download the DLL manually
No. There is no verified official Microsoft standalone download package for this DLL.
Random DLL archives can provide the wrong Windows build, language, architecture, or a modified file. Copying one into System32, SysWOW64, a game folder, or the PowerShell module directory can create a second problem without repairing the component store.
Use Windows Update, DISM, SFC, Defender’s official quarantine workflow, System Restore, or official Windows installation media.

Is this a Windows 10 or Windows 11 file?
It can be present on supported Windows installations that include the Windows PowerShell NetSecurity module. The exact file version and language path vary by Windows build and installation language.
