The Wall Street Journal’s May 17, 2024 report was substantially correct: Microsoft planned to put the next premium Call of Duty game on Xbox Game Pass at launch. The game was later confirmed as Call of Duty: Black Ops 6. Xbox officially announced day-one Game Pass access on May 28, 2024, and the game launched on October 25, 2024.
What the WSJ reported
The report said Microsoft had decided to add the upcoming annual Call of Duty release to Game Pass on its launch day. That was significant because the series had traditionally been sold as a premium annual release, and Microsoft was reportedly weighing whether subscription access could reduce full-price sales.

At the time, however, the report did not answer every practical question. It did not establish which Game Pass tiers would qualify, whether Microsoft would create a more expensive tier or charge an extra fee, whether PC Game Pass would be included, or whether the move would affect the game’s availability on PlayStation. Contemporary reporting from The Verge attributed the plan to the WSJ and highlighted those unresolved details.

Microsoft confirmed the game’s identity during its June 2024 Xbox Showcase: Call of Duty: Black Ops 6, developed by Treyarch and Raven Software. Set largely in the early 1990s, it included a campaign, multiplayer, and round-based Zombies.

It launched on October 25, 2024, for Xbox Series X|S, Xbox One, PlayStation 5, PlayStation 4, Windows PC, Steam, and Battle.net. The full platform list matters: Black Ops 6 was not an Xbox exclusive. The Game Pass announcement changed how Xbox and PC players could access the game; it did not remove the PlayStation versions. Xbox’s Showcase recap and its launch guide confirmed the release details.
What Microsoft officially confirmed
On May 28, 2024, Xbox announced that Game Pass members would be able to play Black Ops 6 on day one. Later Xbox material identified the plans available for the 2024 launch as:
Rank #2
- The Best Shooter Experience on Console in 2017 - Daily Star
- An Explosive Return to its Roots - The Telegraph
- Call of Duty returns to its roots with Call of Duty: WWII a breath-taking experience that redefines World War II for a gaming generation
- Experience three different game modes: Campaign, multiplayer and co-operative
- Experience Call of Duty combat, the bonds of camaraderie and the unforgiving nature of war against a global power throwing the world into tyranny
- Game Pass Ultimate
- PC Game Pass
- Game Pass Console
That meant access through an eligible paid subscription, not a free copy in the ordinary sense. It also did not mean ownership. Subscription access depends on maintaining the relevant plan and on the title remaining available under that plan’s terms. Xbox describes Game Pass as a changing library whose benefits and availability vary by plan; plan names and rules can change, so current subscribers should check the current Xbox Game Pass page rather than assume the 2024 structure still applies.
Console, PC, and cloud access were different
Console players needed a 2024 plan that included day-one console releases. PC players needed PC Game Pass or Ultimate. A Game Pass subscription also did not automatically grant a Steam or Battle.net license: those are separate distribution platforms.

- Team up with your friends with 10 of the iconic multiplayer maps from the online multiplayer mode that redefined Call of Duty introducing killstreaks, XP, Prestige and more in customizable, classic multiplayer modes.
Black Ops 6 became available through Xbox Cloud Gaming for Game Pass Ultimate members on October 25, 2024. Cloud play required Ultimate, supported hardware, a suitable network connection, and availability in the user’s region. Xbox also brought Modern Warfare III and Warzone to cloud gaming at that time. Xbox’s cloud announcement listed supported access through compatible mobile devices, select televisions, Fire TV devices, and Meta Quest devices, subject to regional and hardware support.
Game Pass did not replace buying Call of Duty
Players could still purchase Black Ops 6 outright through the relevant Microsoft, PlayStation, Steam, or Battle.net storefront. The two routes solved different problems:
Rank #4
- BONUS 2X OFFER — Purchase Call of Duty: Modern Warfare 4 at Amazon and receive 5 hours of Double XP.**
- PRE-ORDER BONUS — Pre-order and unlock the Hunter Killer Operator Skin and the Gilded Pearl Camo Pack.*

| Access route | What it means | Usually better for |
|---|---|---|
| Game Pass | Play while subscribed and while the game is included in the applicable plan | Existing subscribers, short-term players, and people who also want the wider catalog |
| Outright purchase | Keep access independently of Game Pass, subject to platform licensing | Long-term players, subscription-averse users, and PlayStation, Steam, or Battle.net players |
Game Pass access to the base game did not automatically include every premium edition, cosmetic bundle, expansion, battle pass, or other add-on. Readers should compare the exact edition and current terms before buying.
Do not confuse Black Ops 6 with Warzone
Warzone is a separate free-to-play Call of Duty experience. Players did not need to buy Black Ops 6 or subscribe to Game Pass to play Warzone’s basic free-to-play offering. Game Pass could provide additional benefits, but those benefits were separate from access to the premium game’s campaign, multiplayer, and Zombies modes.

Why the decision mattered to Microsoft
Putting Call of Duty on Game Pass at launch challenged the franchise’s established business model. Microsoft had to balance several possible effects:
- Subscription value: A day-one Call of Duty release made Game Pass more compelling to Xbox and PC players who might otherwise buy the annual game.
- Sales substitution: Some players who would have paid full price could instead subscribe for a short period. That could reduce direct game sales even if engagement increased.
- Ecosystem activity: A large launch audience could drive use of Xbox console multiplayer, PC gaming, cloud streaming, and in-game purchases.
- Measurement complexity: Unit sales alone would not show the full commercial result once subscription access became a major distribution route.
Those are strategic incentives and risks, not proof that the move ultimately succeeded or failed. Subscriber growth, sales cannibalization, engagement, and profitability require company disclosures rather than assumptions based on the announcement alone.
Should you subscribe or buy?
For someone who already had an eligible Game Pass plan and wanted to try Black Ops 6, the subscription route reduced the need to buy the game separately. It was especially useful for players who also wanted other Game Pass titles, played on both Xbox and PC, or preferred to test the campaign and multiplayer before committing.
Recommended Free Tools
Buying outright was more attractive for someone expecting to play for years, wanting a particular premium edition, avoiding recurring payments, or playing primarily on PlayStation. It also avoided dependence on catalog availability and plan changes. A reader considering a new subscription should compare the current plan cost with the current purchase price, taking regional pricing, taxes, promotions, and add-ons into account.
As of August 18, 2026, this is a resolved 2024 business-news story, not an unconfirmed rumor. The key sequence was: May 17, WSJ report; May 28, Xbox confirmation; June 9, Black Ops 6 reveal and Game Pass details; October 25, launch and Ultimate cloud availability.
