Frost is included in Mortal Kombat 11 Ultimate, but she is not necessarily available on the character-select screen when you first start. To make Frost playable, finish Part 1, Chapter 4 of Story Mode, “Fire & Ice,” while playing as either Scorpion or Sub-Zero. WB Games Support says Frost is then added to character selection in the other modes.
That means you do not need to buy a separate Frost character pack. “Included” describes the edition’s roster; “unlocked” describes the story progress required before you can select her.

Is Frost part of MK11 Ultimate?
Frost is a playable Mortal Kombat 11 fighter and is part of the roster in Mortal Kombat 11 Ultimate. The official Xbox and PlayStation product listings describe Ultimate as a complete 37-character edition. Those listings identify Rain, Mileena and Rambo as the new additions highlighted for the edition, while Frost is one of the fighters from the main MK11 roster.
The two facts answer slightly different questions:
- Is Frost included in the edition? Yes. She is part of the game’s available fighter roster, not a character you must purchase separately.
- Can you select Frost immediately? Not always. Her story unlock must be completed first.
You can verify the edition description on the official Xbox listing and the official PlayStation Store listing. Both describe Ultimate as a 37-character release. WB Games also names Frost among the fighters in its Mortal Kombat 11 launch announcement.

How to unlock Frost in MK11 Ultimate
The unlock is tied to Story Mode rather than a store purchase. Follow this sequence:
- Open Mortal Kombat 11 Ultimate and enter Story Mode.
- Choose Part 1 of the story.
- Play through the chapters until you reach Chapter 4, “Fire & Ice.”
- When the chapter gives you the relevant character choice, play as Scorpion or Sub-Zero. Either character satisfies the requirement.
- Complete the chapter. You do not need to buy a Frost add-on or use a special in-game currency.
- Leave Story Mode and open a mode with a character-select screen. Frost should now appear as an available fighter.
WB Games’ support article states the requirement directly: “You can unlock Frost by completing Chapter 4 ‘Fire & Ice’ in Part 1 of the Mortal Kombat 11 Story Mode.” Its instructions also explain that she is added to character selection in other modes after completion. Read the official Frost unlock instructions if you want the publisher’s wording while you play.
Why Frost can look like paid DLC even when she is included
Ultimate combines a large amount of MK11 content, so the first character screen can be misleading. A locked portrait does not automatically mean that the fighter is missing from your edition. Frost’s lock is a progression gate: the game expects you to encounter her in the story before opening her for use elsewhere.

This is different from buying a character pack. The unlock condition is satisfied by completing the specified story chapter, and the support documentation does not require a code, separate download or additional Frost transaction. If you purchased Ultimate and Frost is still shown as locked, check your Story Mode progress before looking for a store listing.
What the “complete 37-character roster” description means
The Xbox and PlayStation listings use “complete 37-character roster” to describe the Ultimate edition. In the same product descriptions, Rain, Mileena and Rambo are called out as additions. Frost is not presented as a separate Ultimate purchase because she is an MK11 fighter covered by the game’s roster and unlock system.

The roster wording is useful for confirming the edition, but it does not mean every portrait is selectable from the first minute of a new save. Frost’s story requirement remains in effect. Think of the 37-character statement as the content entitlement and the Chapter 4 requirement as the gameplay unlock.

Which platforms does this answer cover?
The inclusion and roster description are documented on the Xbox and PlayStation storefronts. The Xbox page is for the Xbox edition; the PlayStation page covers the PS4 and PS5 product listing. Both describe Ultimate as a 37-character edition, and the WB Games support article supplies the same Frost unlock condition independently of those storefront descriptions.
If you play on another platform, the practical check is the same: confirm that the title in your library is Mortal Kombat 11 Ultimate, then use the in-game Story Mode requirement. Do not assume that a standard MK11 listing, a trial, or a different bundle has identical entitlements simply because its title also contains “Mortal Kombat 11.”
What to check if Frost is still locked
Most apparent problems come from confusing the chapter requirement with the edition name. Work through these checks in order:
- Confirm the chapter: The required location is Part 1, Chapter 4, “Fire & Ice.” Completing a different chapter does not satisfy the named requirement.
- Confirm the playable character: During that chapter, use Scorpion or Sub-Zero. The publisher lists those two choices specifically.
- Finish the chapter: Reaching the chapter or quitting partway through is not the same as completing it. Play through the chapter’s end.
- Return to a different mode: The support instruction says Frost is added to character selection in other modes after completion. Check a mode with a normal fighter-select screen rather than judging from the story chapter itself.
- Check the edition name: Your library or disc label should identify Mortal Kombat 11 Ultimate. If it identifies a different edition, compare its included content with the platform listing before expecting Ultimate’s roster.
- Restart the game if the portrait has not refreshed: Close and relaunch the game, then check character selection again. This is a local refresh step, not an additional unlock requirement.
There is no evidence in the official unlock instructions that buying Frost separately fixes a lock caused by incomplete Story Mode progress. The documented remedy is to complete the specified chapter.

Does the story choice affect anything else?
For Frost’s unlock, Scorpion and Sub-Zero are equivalent choices: either one meets the condition stated by WB Games Support. You do not need to select both, and the support instructions do not identify a different reward for choosing one over the other.
The important action is completing Part 1, Chapter 4, “Fire & Ice,” not merely starting it. Once the chapter is complete, Frost should be available from character selection outside Story Mode, subject to the normal rules of the mode you open.

No separate Frost add-on is identified in the official unlock instructions. The Ultimate edition is presented as an all-content collection in WB Games’ Mortal Kombat 11: Aftermath announcement, while Frost’s own availability is governed by the Part 1 Chapter 4 story condition.
In practical terms, owning Ultimate gives you the edition that includes the roster; playing the required story chapter changes Frost from locked to selectable. Those are connected parts of the same experience, not two purchases.

You completed Story Mode but cannot remember which chapter
Verify that your progress includes Part 1, Chapter 4, specifically. The unlock is tied to that chapter, so completing later story material does not by itself prove that the required chapter was completed on your current save.
You used a different fighter in “Fire & Ice”
Replay the chapter and use Scorpion or Sub-Zero. Those are the two characters named in the official requirement.
You are deciding whether to buy a Frost pack
Do not buy one solely to obtain Frost in Ultimate. The documented path is story completion, and Frost is included in the edition’s roster description.

Mortal Kombat 11 Ultimate includes Frost. She may begin locked, but completing Part 1, Chapter 4, “Fire & Ice,” as Scorpion or Sub-Zero unlocks her for character selection in the other modes.
