To get a Guardian Seikret Feather in Monster Hunter Wilds, hunt and carve Guardian Seikrets in Low Rank in the Ruins of Wyveria. Game8 and GameTW report a 70% chance from a carve. You can also earn one through the optional quest Spread Those Wings or trade with Ren. High Rank Guardian Seikrets give the separate Guardian Seikret Feather+, not the base feather.
Where to find Guardian Seikrets
Guardian Seikrets appear in the Ruins of Wyveria. Game8 lists areas 2, 4, 6, 8, and 9 as locations. Open the Detailed Map and use Filter View to locate them. If none are visible, breaking Guardian Seikret cocoons can cause them to appear, according to Game8.
For the base feather, make sure your hunt or quest is Low Rank. A High Rank hunt gives the plus version instead.

How to avoid getting Feather+
Guardian Seikret Feather and Guardian Seikret Feather+ are distinct materials tied to different ranks. Low Rank Guardian Seikrets provide the base feather; High Rank Guardian Seikrets provide Feather+. If the item you receive has a plus sign, switch to a Low Rank hunt or quest. The variant distinction is also listed by Game8 and GameTW.
