“The program can’t start because MsCtfMonitor.dll is missing from your computer”
msctfmonitor.dll is a genuine Microsoft Windows system component associated with the Text Services Framework. If Windows says msctfmonitor.dll was not found, could not be loaded, or contains an error, repair Windows first rather than downloading a replacement DLL.
Which fix applies to you
Use this checklist to choose the shortest safe path:
- The error affects Windows Search, Start, typing, sign-in, language switching, or several programs: install Windows updates, then run DISM and SFC.
- The problem started after an interrupted update or failed Windows installation: run DISM and SFC, then use Windows recovery if the repair fails.
- Only one application or game is affected: repair or reinstall that application after checking Windows.
- Your antivirus recently quarantined the file: inspect Protection history before restoring anything.
- The file exists outside the Windows directory: treat it as suspicious and scan the system.
- The error says the file is “not designed to run on Windows”: suspect corruption, tampering, a mismatched architecture, or a damaged dependency.
- The problem appears during setup or OOBE: use Windows recovery or installation media, not ordinary application reinstall steps.
Do not begin by copying msctfmonitor.dll from another computer or downloading it from a DLL website.
What msctfmonitor.dll does
The file is associated with the Windows Text Services Framework, which supports text services, language input, and communication between applications and text providers. Microsoft documents the main TSF API through Msctf.dll; msctfmonitor.dll is the related monitor and COM component used by the framework. It is different from:
msctf.dll: the primary documented Text Services Framework API DLL.ctfmon.exe: a Windows process involved in text services and input functionality.MsCtfMonitor: a scheduled task associated with the TextServicesFramework task folder.
A missing scheduled task can cause typing, Search, Start, or language-input problems, but it is not the same as a missing DLL. In Task Scheduler, the task is normally under:
Task Scheduler Library > Microsoft > Windows > TextServicesFramework > MsCtfMonitor
The normal 64-bit Windows locations are:
%WINDIR%System32msctfmonitor.dll%WINDIR%SysWOW64msctfmonitor.dllfor the 32-bit counterpart
On 64-bit Windows, System32 contains native 64-bit system files while SysWOW64 contains 32-bit system files. The names are confusing, but the folders are not interchangeable. On 32-bit Windows, SysWOW64 normally does not exist. Microsoft explains this behavior in its File System Redirector documentation.
The exact file version, size, and hash depend on the Windows build. Do not treat metadata from one Windows installation as universal.

Fix 1: Install Windows updates and restart
Because this is a Windows component, start with servicing Windows.
- Open Start > Settings.
- Select Windows Update.
- On Windows 11, select Check for updates. On Windows 10, select Check for updates under Update & Security > Windows Update.
- Install all available updates.
- Restart the computer, even if Windows does not insist on a restart.
- Test the program and Windows features that previously failed.
If Windows Update reports an error, restart once more and check again. If the file is still missing, continue with DISM and SFC.
Fix 2: Repair Windows with DISM, then SFC
DISM repairs the Windows component store. SFC then uses that repaired source to replace missing or corrupted protected files. Run them in this order.

- Open Start.
- Type
Command Prompt. - Right-click Command Prompt and select Run as administrator.
- Select Yes if User Account Control appears.
- Run this command:
DISM.exe /Online /Cleanup-Image /RestoreHealth
- Wait for DISM to finish. Do not close the window while it is working.
- Then run:
sfc /scannow
- Wait until verification reaches 100 percent.
- Restart Windows and test the affected program.
A successful SFC result says that Windows Resource Protection did not find integrity violations, or that it found corrupt files and successfully repaired them. If SFC repaired files, restart before testing.
If SFC says it could not repair some files:
- Restart the computer.
- Run the DISM command again.
- Run
sfc /scannowa second time. - If it still fails, review the CBS log or proceed to Windows recovery.
Running these commands repeatedly without knowing what changed can waste time. Fix 3: Repair or reinstall the affected application
A program may show the error even though the damaged component belongs to Windows. First determine whether Windows itself is affected.
Test these features:
- Open Windows Search and type a few words.
- Open Start and type in the search field.
- Switch between installed keyboard layouts.
- Open a text editor and type.
- Sign out and sign back in if the problem affects the sign-in screen.
If those features work and only one program fails, repair that program.

- Open Start > Settings > Apps > Installed apps.
- Find the affected application.
- Select the three dots beside it.
- Select Advanced options.
- Choose Repair.
- Test the application.
- If Repair does not help, choose Reset, if available.
Reset can remove application data, so use it only after checking whether the program stores important local settings.
Traditional desktop applications
- Open Start > Settings > Apps > Installed apps.
- Select the application.
- Choose Modify, Change, or Repair, depending on what the installer provides.
- Complete the repair wizard.
- Restart Windows and test again.
If the application has its own launcher, use its Verify files, Repair, or equivalent function. If repair fails, uninstall the application, restart, then reinstall it from the developer’s official installer or store listing.
Do not place a generic msctfmonitor.dll beside the application. If the application vendor supplies a component with that name, it must match the application’s exact build and architecture. For a Windows copy, Windows servicing is the safer source.

Fix 4: Check antivirus quarantine
Security software can quarantine a legitimate Windows file, but malware can also use a legitimate filename. The filename alone does not prove that a quarantined file is safe.
In Windows Security:
- Open Start > Settings > Privacy & security > Windows Security.
- Select Virus & threat protection.
- Select Protection history.
- Open the detection related to
msctfmonitor.dll. - Check the reported path, detection name, and action.
- Do not restore the file automatically.
A file under the expected Windows directory with a valid Microsoft digital signature is different from a same-named file in a program folder, temporary directory, download folder, or user profile. If the path is unexpected, leave the file quarantined and run a full scan.
If malware is suspected:
- Select Scan options in Windows Security.
- Run Full scan.
- If the system may be compromised, run Microsoft Defender Offline scan.
- After the scan, repair Windows with DISM and SFC.

Fix 5: Check the file location and architecture
Use File Explorer to inspect the expected locations:
- Press Windows key + E.
- Enter
%WINDIR%System32in the address bar. - Search for
msctfmonitor.dll. - On 64-bit Windows, also check
%WINDIR%SysWOW64.
Do not replace one copy with the other. A 32-bit file in SysWOW64 is not a repair for a missing 64-bit file in System32, and the reverse is also true.
To check Windows architecture:
- Open Start > Settings > System > About.
- Find System type.
- Note whether Windows is 64-bit or 32-bit.
The best repair for a wrong-version or wrong-architecture file is DISM, SFC, Windows Update, or Windows recovery. Exact versions vary by Windows build, so a file copied from another computer may be incompatible even if both systems appear similar.
Fix 6: Do not use regsvr32 as a generic repair
regsvr32 registers DLLs that expose COM registration entry points such as DllRegisterServer. Some builds of msctfmonitor.dll expose registration functions, but that does not make registration the normal fix for a missing or corrupted Windows file.

Do not run this blindly:
regsvr32 msctfmonitor.dll
It will not restore a missing file, repair a damaged component store, or correct a wrong architecture. Use it only when a specific COM-registration error has been diagnosed and you have a verified, matching Windows copy. Microsoft documents the command in its regsvr32 reference.
Fix 7: Use Windows recovery when repair fails
If DISM and SFC cannot restore the component, choose recovery based on when the problem began.

Reinstall the current Windows version through Windows Update
On supported Windows 11 installations:
- Open Start > Settings > System > Recovery.
- Find Fix problems using Windows Update.
- Select Reinstall now.
- Follow the instructions.
- Keep the computer connected to power and online until the process finishes.
This option is designed to reinstall the current Windows version while preserving apps, files, and settings.
Use System Restore
If the error began after a driver, update, cleanup utility, or system modification:
- Open Start.
- Type
Create a restore point. - Open the result.
- Select System Restore.
- Choose a restore point from before the failure.
- Complete the wizard and restart.
System Restore does not remove personal documents, but it can remove recently installed programs, drivers, and updates.
Use recovery or installation media
If the error appears during Windows setup, OOBE, or recovery, ordinary application repair is irrelevant. Use Windows recovery options, Startup Repair, System Restore, or matching installation media. Microsoft’s Windows recovery options explains which option preserves files and which options reinstall Windows.

Driver-related input problems
A driver issue can produce typing or input failures without being the direct cause of a missing DLL.
- Right-click Start and select Device Manager.
- Expand Keyboards, Human Interface Devices, and Display adapters.
- Right-click a device showing a warning icon.
- Select Update driver.
- Choose Search automatically for drivers.
- Restart Windows.
For a keyboard or input device that stopped working after an update, open its Properties > Driver tab and use Roll Back Driver if available. Obtain drivers from Windows Update or the hardware manufacturer, not from random driver repositories.
Hunting through Device Manager for stale drivers can be slow when several devices are involved. Avoid these common mistakes:
- Downloading
msctfmonitor.dllfrom a file-sharing or DLL download sites site. - Copying a DLL from another Windows computer.
- Placing a random DLL in
System32,SysWOW64, or an application folder. - Installing Visual C++ Redistributables, DirectX, or .NET without evidence that the affected application requires them.
- Running
regsvr32as a first-line repair. - Restoring an antivirus-quarantined file solely because its name looks familiar.
- Reinstalling an application when Windows Search, Start, and typing are also failing.
Random downloads can contain malware, use the wrong Windows build, have the wrong architecture, or fail to repair the underlying component. There is no verified standalone Microsoft redistributable for msctfmonitor.dll; restore it through Windows servicing and recovery.

Is msctfmonitor.dll legitimate?
Yes. It is a Microsoft Windows system DLL associated with the Text Services Framework. A legitimate copy should be evaluated by its location, digital signature, and Windows build, not by its filename alone.
Is it installed by Visual C++, DirectX, or .NET?
There is no evidence that those redistributables normally install this Windows component. Repair Windows first.
Why does a game or application report the error?

Record the Windows version and build, system architecture, exact error text, full file path, related Event Viewer entry, whether Windows features also fail, and whether the file has a valid Microsoft digital signature.
