If Windows shows “msitss.dll is missing,” the failed program is usually an old Microsoft Encarta or reference application. The msitss.dll error is normally fixed by repairing or reinstalling the parent application, not by downloading a replacement DLL.

The file exists in the old Microsoft Shared folder, but the application still fails
Register the existing file with the correctregsvr32tool. Registration only helps when the file is present and the program expects it to be registered. -
Your antivirus recently quarantined the file
Review the quarantine record. Restore it only if it belongs to the original application installation and can be verified. Otherwise reinstall from trusted media. -

msitss.dll is the Microsoft® InfoTech Storage System Library, part of Microsoft’s older Information Retrieval and InfoTech components. It was shipped with legacy Microsoft reference software, especially Encarta products.
The applications associated with this file include:
- Encarta Encyclopedia 2001
- Encarta Africana 3rd Edition
- Encarta Interactive World Atlas 2001
- Encarta World English Dictionary 2001
- Encarta Reference Suite 2001

That folder may also contain related Information Retrieval files such as:
itircl53.dll
nlir3en.dll
nls300en.dll
The exact files depend on the product and installation media.
Do not confuse it with itss.dll
Windows has a similarly named file, itss.dll. That is the HTML Help InfoTech protocol component used by the Windows HTML Help system. Microsoft documentation and security bulletins refer to that Windows component as itss.dll, not msitss.dll.

The two files are not interchangeable. Copying itss.dll and renaming it to msitss.dll will not recreate the missing Encarta component.
Fix 1: Repair or reinstall Encarta from its original media
This is the definitive repair when the error belongs to Encarta or another Microsoft reference title.
If the program is still listed in Windows
- Press Windows and type Control Panel.
- Open Control Panel.
- Select Programs.
- Select Programs and Features.
- Find Microsoft Encarta, Encarta Reference Suite, or the affected reference title.
- Select it and look for Change, Repair, or Uninstall/Change.
- Choose Repair if the option is available.
- Follow the installer prompts.
- Restart Windows.
- Start the Encarta application again and test search, help, and Pinpointer.
If the installer asks for a disc, use the original disc or a legitimate backup of your own installation media. Do not point the installer at a random DLL file.

If Repair is unavailable
- Close the affected application.
- Open Control Panel > Programs > Programs and Features.
- Select the Encarta or reference product.
- Choose Uninstall.
- Restart Windows when prompted.
- Insert the original installation disc.
- If Setup does not start, press Windows + E, open the disc drive, and run the installer provided by the disc.
- Install the same product and language components as before.
- Restart Windows.
- Test the application before installing unofficial patches or replacement files.
A reinstall should restore msitss.dll and its related Information Retrieval files to the application’s expected location. It also restores installer registrations that a manually copied file will not provide.
If you no longer have the media
Do not download a standalone DLL from a file-download site. Microsoft has not verified a current standalone redistributable specifically named msitss.dll. Search your own legitimate discs, backups, or original product media instead.
If you cannot obtain trustworthy media, the practical solution may be to run the old application inside a supported legacy environment rather than weaken Windows security by using an unknown DLL.

Fix 2: Check whether the file is present
Before attempting registration, confirm that the file exists in the historical application folder.
- Press Windows + E.
- Select the address bar.
- Enter:
C:Program FilesCommon FilesMicrosoft SharedInformation Retrieval
- Press Enter.
- Look for
msitss.dll.
If the folder does not exist, or the file is absent, registration cannot fix the problem. Return to the repair or reinstall procedure.
A file found in an arbitrary download folder, a temporary directory, or a game directory should not automatically be trusted. The file’s location, digital signature where available, and relationship to the installed parent application all matter.
Public file indexes sometimes report a version, bitness, or file size for msitss.dll, but those records are not a current Microsoft release manifest. Do not use a third-party listing as proof that an unrelated replacement is correct.
Fix 3: Register the existing DLL when Encarta requires it
The archived Encarta procedure explicitly registers Msitss.dll. This is appropriate only when:
- the file is already present;
- it came from the original application installation;
- the application is known to require COM registration; and
- you use the registration tool matching the DLL’s architecture.
Register it on 32-bit Windows
- Press Windows.
- Type Command Prompt.
- Right-click Command Prompt.
- Select Run as administrator.
- Run:
"%SystemRoot%System32regsvr32.exe" "C:Program FilesCommon FilesMicrosoft SharedInformation Retrievalmsitss.dll"
- Select Yes if User Account Control asks for permission.
- Restart Windows.
- Test the Encarta application.
Register it on 64-bit Windows
Legacy Encarta components are historically 32-bit. On 64-bit Windows, use the 32-bit registration tool when the DLL is 32-bit:

The names are counterintuitive:
System32regsvr32.exeis the 64-bit registration tool on 64-bit Windows.SysWOW64regsvr32.exeis the 32-bit registration tool.
A successful registration normally produces a Windows message stating that registration succeeded. Reopen the application and test the feature that originally failed.
What registration errors mean
If Windows reports “DllRegisterServer was not found,” the file may not expose the registration entry point, or registration may not apply to that particular copy.
If Windows reports an architecture error, use the matching regsvr32.exe for the DLL. If the file is missing, fix the installation first.
Microsoft’s regsvr32 documentation explains that the command calls a DLL’s registration entry point. It is not a universal repair command, and it cannot make an incorrect or damaged DLL safe.
Do not register a downloaded replacement.
Fix 4: Check antivirus quarantine and protection history
Security software can quarantine an old DLL because legacy files may look unusual or match an outdated detection pattern. A historical antivirus discussion recorded a false-positive report involving msitss.dll, but that does not mean every detection is harmless.
Check the security product that reported the file:
- Open Windows Security from the Start menu.
- Select Virus & threat protection.
- Select Protection history.
- Find the event involving
msitss.dll. - Expand the event and review its path and action.
- Confirm that the path belongs to the Encarta Information Retrieval folder.
- Check the file’s publisher or digital signature if Windows provides one.
- Scan the original installation media and the complete application folder.
- Restore the file only if you have verified its origin.
- Reinstall from original media instead if the detection remains uncertain.
Do not repeatedly disable antivirus protection just to make an old application start. If the file is quarantined again, treat the complete installation as suspect and investigate the detection with the security vendor.
Fix 5: Repair Windows components with DISM and SFC
Use this path when Windows itself is behaving abnormally, updates fail, or several unrelated programs report damaged system files. These commands do not normally restore a private Encarta DLL.

- Press Windows.
- Type Command Prompt.
- Right-click Command Prompt.
- Select Run as administrator.
- Run:
DISM.exe /Online /Cleanup-Image /RestoreHealth
- Wait for the operation to finish.
- Restart Windows if DISM requests it.
DISM repairs the Windows component store. Microsoft documents the process in its Windows image repair guidance.
Run System File Checker
After DISM completes:
- Open Command Prompt as administrator again.
- Run:
sfc /scannow
- Wait until verification reaches 100 percent.
- Restart Windows.
- Try the affected application again.
SFC checks protected Windows files, as described in Microsoft’s System File Checker documentation.
If SFC reports that it repaired files, test Windows and then Encarta. If both commands complete without resolving an Encarta-only error, stop repeating them and repair the parent application instead.

Fix 6: Install pending Windows updates and restart
An old application may fail after a servicing problem, although Windows Update is not a substitute for the original Encarta installer.
- Press Windows + I.
- Select Windows Update.
- Select Check for updates.
- Install available updates.
- Restart when prompted.
- Return to Windows Update and check again.
- Test the affected program.
If Windows Update itself reports errors, run DISM and SFC as described above. Microsoft’s repair guidance can help with Windows servicing problems, but it will not supply a verified standalone msitss.dll.
Fix 7: Check drivers only when the failure is broader
A graphics or audio driver is not established as the source of msitss.dll. Driver work is relevant only if Encarta and other older multimedia applications began failing after a display, sound, or hardware change.

Check Device Manager
- Right-click the Start button.
- Select Device Manager.
- Expand Display adapters, Sound, video and game controllers, and any category showing a warning icon.
- Right-click the affected device.
- Select Properties.
- Open the Driver tab and note the provider and status.
- Select Update Driver.
- Choose Search automatically for drivers.
- Restart Windows if a driver is installed.
- Test the application.
If the problem started immediately after a driver update, open the device’s Properties > Driver tab and select Roll Back Driver when available. Otherwise download the driver only from the computer or hardware manufacturer.

Copying this file into either of these folders is generally wrong:
C:WindowsSystem32
C:WindowsSysWOW64
Those folders are for Windows system components and architecture-specific files. Encarta historically expected msitss.dll under the Microsoft Shared Information Retrieval directory. Placing a private application DLL in a system folder can cause version conflicts, make later diagnosis harder, and expose Windows to a tampered file.
Do not copy the file into an arbitrary game folder either. Use the parent application’s installer so the file, related libraries, registry entries, and supporting resources are restored together.

Do not install unrelated runtimes
Modern Visual C++ packages, DirectX packages, and .NET redistributables are not evidenced as the source of this particular legacy Microsoft DLL. Installing them may be appropriate for another application, but it is not a verified repair for msitss.dll.
Likewise, enabling random Windows Features is unlikely to restore an Encarta Information Retrieval file. Only enable a feature when the application’s documentation specifically requires it.
Confirm the calling program
If the error does not identify Encarta, find which program is requesting the DLL before changing files.
- Note the exact application shown in the error window or taskbar.
- Open Task Manager with Ctrl + Shift + Esc.
- Select Details.
- Look for the program that remains open or appears when the error occurs.
- Right-click it and select Open file location.
- Record the program’s name and installation folder.
- Repair or reinstall that parent program from its official installer or original media.
If only one old application requests msitss.dll, that application owns the repair. Windows repair commands are unlikely to restore its private files.

A 64-bit version of Windows does not mean every application or DLL must be 64-bit. Encarta-era software commonly used 32-bit components.
Use the copy supplied with the parent program. If registration is needed on 64-bit Windows, try the 32-bit SysWOW64regsvr32.exe command shown earlier. Do not replace a 32-bit legacy DLL with a 64-bit file merely because Windows is 64-bit.
Current Windows behavior and compatibility with Encarta cannot be assumed from old Windows XP-era instructions. Even after the DLL is restored, the application may need compatibility settings or a supported legacy environment.
Prevention and safe recovery habits
- Keep the original Encarta discs and legitimate backups together with their product keys or documentation.
- Back up the entire application installation before experimenting with compatibility settings.
- Do not use registry cleaners to remove “orphaned” DLL entries.
- Do not download standalone DLLs from random file sites.
- Scan old installation media before using it.
- Keep antivirus protection enabled while testing legacy software.
- Record the exact executable named in future errors.
- Create a restore point before making system-level changes.
- Reinstall the parent application instead of replacing one file at a time.
A random DLL can contain malware, have the wrong version, use the wrong architecture, or lack the related files and registry entries the application needs. The safe sources are the original Microsoft application media, a legitimate backup, or a trustworthy supported installation environment. No verified current Microsoft download package specifically for msitss.dll is available.
