msnmtllc.dll Missing: Identify Its Parent App on Windows 11

msnmtllc.dll is a legacy Microsoft MSN application DLL, not a normal Windows runtime file. If Windows says msnmtllc.dll is missing, the safest fix is to identify the old MSN program requesting it and repair or reinstall that program rather than downloading a replacement DLL.

What msnmtllc.dll is

Historical Windows file inventories identify msnmtllc.dll as a 32-bit Microsoft file with the internal description msnmetal. It was associated with the Microsoft(R) MSN(R) Communications System and was historically found under an MSN application directory similar to:

As an Amazon Associate I earn from qualifying purchases.

C:Program FilesMSNMSNCoreFilesMSNMTLLC.DLL

That location matters. It indicates that msnmtllc.dll belongs to an old application installation, not to the protected Windows component store. It should not normally be copied into C:WindowsSystem32 or C:WindowsSysWOW64.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Historical inventories also identify a version such as 6.00.0009.1102, but that should not be treated as a universal version. MSN software shipped in multiple releases, and the exact file supplied with a particular installation can vary.

msnmtllc.dll versus msnmetal.dll

The names are easy to confuse:

  • msnmtllc.dll is the filename reported in this error.
  • Its internal description may say msnmetal.
  • msnmetal.dll is a separate filename, even though it has a similar internal description and was also associated with old MSN software.

Do not replace one with the other. If the message names msnmetal.dll, troubleshoot that exact file instead. A similarly named DLL is not automatically compatible.

There is no verified current Microsoft redistributable package specifically for msnmtllc.dll. MSN Messenger and related services are obsolete, with Microsoft’s Messenger connectivity eventually migrated to Skype. Modern Windows may run neither the original client nor its discontinued online service reliably.

Identify the program that needs the file

The filename alone cannot identify the exact MSN release or executable. Start by recording the complete error and the application that appears immediately before it.

Look for wording such as:

The program can't start because msnmtllc.dll is missing from your computer.

or:

Error loading msnmtllc.dll
The specified module could not be found.

Then check these locations:

  1. Open Settings.
  2. Select Apps.
  3. Open Installed apps.
  4. Search for MSN, Messenger, or other old Microsoft communication software.
  5. Select the program and note its publisher, installation location, and available options.

On older Windows installations:

  1. Press Windows key + R.
  2. Type appwiz.cpl.
  3. Press Enter.
  4. Review Programs and Features for MSN or Messenger entries.

Also inspect the program path shown by the shortcut:

  1. Right-click the shortcut that produces the error.
  2. Select Properties.
  3. Check the Target field and Start in folder.
  4. Note the executable name and parent directory.

If the error appears immediately after signing in, the program may no longer be installed while its startup entry remains. Check:

  • Settings > Apps > Startup
  • Task Manager > Startup apps
  • Task Scheduler
  • The Startup folder opened with shell:startup

An old startup shortcut or scheduled task can continue launching an MSN executable after the main application has been removed.

Fix 1: Repair the installed MSN application

Repair is the best first step when the parent application is still present. It restores the complete application package, including supporting files and registry settings, instead of guessing which DLL is missing.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

From Windows Settings

  1. Open Settings.
  2. Select Apps.
  3. Select Installed apps.
  4. Find the MSN-related application.
  5. Select the three-dot menu beside it.
  6. Choose Advanced options, if available.
  7. Select Repair.
  8. Restart Windows and launch the original program again.

Some desktop programs do not provide an Advanced options page. In that case, select the program in Installed apps and choose Modify, Change, or Repair, if the installer offers one.

From Control Panel

  1. Press Windows key + R.
  2. Enter appwiz.cpl.
  3. Press Enter.
  4. Select the MSN-related program.
  5. Choose Change or Repair.
  6. Follow the installer prompts.
  7. Restart the computer.

Microsoft documents these repair paths in Repair apps and programs in Windows.

If repair completes but the same error returns, the installation may be missing more than one file. Continue with a complete reinstall rather than copying individual DLLs.

Fix 2: Reinstall the complete application

A full reinstall is the most likely definitive fix for a damaged or incomplete MSN installation.

Microsoft Windows 11 (USB)
  • Less chaos, more calm. The refreshed design of Windows 11 enables you to do what you want effortlessly.
  • Biometric logins. Encrypted authentication. And, of course, advanced antivirus defenses. Everything you need, plus more, to protect you against the latest cyberthreats.
  • Make the most of your screen space with snap layouts, desktops, and seamless redocking.
  • Widgets makes staying up-to-date with the content you love and the news you care about, simple.
  • Stay in touch with friends and family with Microsoft Teams, which can be seamlessly integrated into your taskbar. (1)

Before removing anything, check whether the program stores local contacts, messages, configuration files, or other data that you still need. Do not assume an obsolete application will preserve its data during removal.

  1. Open Settings > Apps > Installed apps.
  2. Select the MSN or Messenger entry.
  3. Choose Uninstall.
  4. Restart Windows.
  5. Remove only leftover folders that clearly belong to that application.
  6. Check Task Manager > Startup apps and Task Scheduler for stale launch entries.
  7. Reinstall using the original Microsoft installation media or a verified organizational backup.
  8. Restart again.
  9. Test the executable that originally produced the error.

For older desktop software, use the original installer that matches the application. The replacement must be a complete, trusted package and should match the program’s architecture. A random msnmtllc.dll copied from another release can create a version mismatch or simply move the error to the next missing dependency.

If the original installer is unavailable and the software is no longer needed, removing the orphaned startup item is safer than rebuilding the old application around an unverified DLL.

Fix 3: Check antivirus quarantine

Security software may have quarantined a legacy DLL because old applications are unusual, unsigned, or located in an unexpected directory. Do not immediately disable antivirus protection or restore the file without checking its context.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. Open Windows Security.
  2. Select Virus & threat protection.
  3. Choose Protection history.
  4. Look for an entry involving msnmtllc.dll or the parent MSN executable.
  5. Confirm the original file path.
  6. Check whether the file belonged to the MSN installation you identified.
  7. Scan the application folder and installer.
  8. Restore the file only if the parent application and source are trusted.
  9. Add an exclusion only if you understand the security risk and still need the software.

If a third-party security product quarantined the file, open that product’s quarantine view instead. Verify the original path and the file’s signature where available.

If the DLL was removed from an old or unknown application directory, reinstall the complete program from verified media instead of restoring the isolated file. A missing DLL may be a symptom of broader tampering or corruption.

Fix 4: Check whether the file is present but a dependency is missing

The message “The specified module could not be found” does not always mean that msnmtllc.dll itself is absent. Windows can show that message when the named DLL exists but one of its dependencies cannot load.

Check the expected application directory:

  1. Open File Explorer.
  2. Browse to the MSN program folder.
  3. Search for msnmtllc.dll.
  4. Right-click it and select Properties.
  5. Review the Details tab and the file location.
  6. Compare the location with the executable’s folder.

If the file exists, do not copy another version over it. Instead:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Repair or reinstall the parent program.
  • Check whether other files in the same application directory are missing.
  • Confirm that the program is 32-bit and is using its matching 32-bit libraries.
  • Scan the file and its folder for corruption or tampering.
  • Test the application from its original shortcut rather than launching the DLL directly.

A 32-bit legacy application can require a 32-bit DLL even when it runs on 64-bit Windows. Windows directory redirection makes manual placement in System32 or SysWOW64 especially error-prone.

Fix 5: Remove an obsolete startup reference

If you no longer use MSN software, the correct repair is usually to stop Windows from launching it.

Check Startup apps

  1. Right-click the taskbar.
  2. Select Task Manager.
  3. Open Startup apps.
  4. Look for MSN, Messenger, or an entry pointing to an old MSN folder.
  5. Select it.
  6. Choose Disable.

Check the Startup folder

  1. Press Windows key + R.
  2. Enter:
shell:startup
  1. Press Enter.
  2. Delete only the shortcut that clearly points to the obsolete MSN program.

You can also check the all-users Startup folder:

shell:common startup

Check scheduled tasks

  1. Press the Windows key.
  2. Type Task Scheduler.
  3. Open Task Scheduler.
  4. Review Task Scheduler Library.
  5. Look for tasks that launch an old MSN executable.
  6. Confirm the path before disabling or deleting anything.

If the program was intentionally uninstalled, remove the stale reference rather than restoring msnmtllc.dll just to satisfy it.

Fix 6: Run Windows component repair tools only when appropriate

msnmtllc.dll is not normally a protected Windows component, so SFC and DISM will not usually recreate it. They are useful when Windows itself is damaged, when several built-in components are failing, or when the error began after broader system corruption.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Open Command Prompt as administrator:

  1. Press the Windows key.
  2. Type cmd.
  3. Right-click Command Prompt.
  4. Select Run as administrator.
  5. Approve the User Account Control prompt.
  6. Run DISM first:
DISM.exe /Online /Cleanup-Image /RestoreHealth

Wait for it to finish. Then run:

sfc /scannow

Restart Windows after both commands complete.

Microsoft recommends running DISM before SFC. The official procedure is described in Using System File Checker in Windows.

Running these commands successfully means Windows repaired or verified protected system components. It does not prove that the old MSN application has been repaired. If msnmtllc.dll remains missing afterward, return to the parent application’s repair or reinstall process.

If you repeatedly hunt through Windows components and cannot tell which repair changed the system, Outbyte PC Repair can scan for reported Windows problems and show what it finds; its repair actions require the full version, and reinstalling the old MSN application remains the definitive fix for this file.

Fix 7: Update Windows and check legacy compatibility

Install current Windows updates before spending time on an obsolete application.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. Open Settings.
  2. Select Windows Update.
  3. Choose Check for updates.
  4. Install available updates.
  5. Restart Windows.
  6. Test the application again.

If the application is still installed but fails on Windows 10 or Windows 11:

  1. Right-click its executable or shortcut.
  2. Select Properties.
  3. Open the Compatibility tab.
  4. Select Run compatibility troubleshooter.
  5. Follow the recommendations.
  6. Test the program.
  7. Return to the Compatibility tab and apply a setting only if it improves behavior.

Compatibility mode cannot restore discontinued MSN services or repair missing files. It can sometimes help an old 32-bit executable start, but it is not a substitute for reinstalling the complete application.

Fix 8: Update drivers only if the failure is broader

A missing application DLL is not normally a graphics or chipset driver problem. Do not install drivers as the first response to this specific error. Driver troubleshooting is relevant only if the MSN program failure occurs alongside wider crashes, display problems, audio failures, or device errors.

To check drivers using Windows:

  1. Right-click Start.
  2. Select Device Manager.
  3. Expand categories such as Display adapters, Network adapters, and Sound, video and game controllers.
  4. Right-click the affected device.
  5. Select Update driver.
  6. Choose Search automatically for drivers.
  7. Restart Windows if a driver is installed.

For a clean reinstall:

  1. Open Device Manager.
  2. Right-click the affected device.
  3. Select Uninstall device.
  4. Restart Windows.
  5. Install the driver from the hardware manufacturer or Windows Update.

Do not use Device Manager to search for msnmtllc.dll; it cannot install application files.

If checking several hardware vendors manually leaves you guessing which driver is stale, Outbyte Driver Updater can scan and identify reported driver updates; the free scan shows findings, while driver installation through the full version is optional and unrelated to the definitive MSN application reinstall.

What not to do

Do not download a standalone DLL from a random site

Unverified DLL repositories cannot establish that a file came from Microsoft, matches your MSN release, uses the correct 32-bit architecture, or is free from tampering. The file may also require other missing dependencies, so copying it can leave the original problem unresolved.

Safe sources are:

  • The original Microsoft installation media.
  • A verified backup of the same application installation.
  • A trusted organizational software archive.
  • Windows Update for genuine Windows components.

There is no verified current Microsoft download specifically intended to replace msnmtllc.dll.

Do not copy it into System32 or SysWOW64

Those folders are not general-purpose storage for application DLLs. A 32-bit application normally expects its private libraries in its own installation directory or in a location defined by the application. Placing an arbitrary file in a Windows folder can create path conflicts and architecture mismatches.

Do not use regsvr32 as a generic repair command

regsvr32 registers DLLs that expose the appropriate COM registration entry points. It does not download missing files, repair dependencies, or make an ordinary private application library valid.

Running:

regsvr32 msnmtllc.dll

will commonly produce a DllRegisterServer error if the file is not a self-registering component. Microsoft explains the utility’s purpose and syntax in its regsvr32 documentation. For this file, repair the parent application instead.

Do not substitute msnmetal.dll

The similar internal description does not make the two filenames interchangeable. Verify the exact name in the error and use the matching application package.

When to use Windows recovery

If the error began after restoring an old disk image, a failed upgrade, or major file damage, consider restoring the complete application from a known-good backup. If multiple programs are failing, inspect Windows recovery options rather than replacing DLLs one at a time.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Microsoft’s Recovery options in Windows explains System Restore, reset, and other recovery paths. Create or verify a backup before using a recovery option that can remove applications or change system files.

FAQ

Is msnmtllc.dll a Windows system file?

Usually no. Historical evidence places it with the old MSN application environment rather than current Windows component storage.

Which program installed it?

The filename is associated with the Microsoft MSN Communications System, but it does not identify the exact release. Use the executable path, Installed apps, Programs and Features, and startup entries to identify the requesting program.

Can Windows 11 or Windows 10 run the old MSN application?

They may not run the client or its discontinued services reliably. Compatibility mode can help with some launch issues, but it cannot restore obsolete online infrastructure.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Why does Windows say the file is missing when it is visible?

A dependency may be missing, the file may be corrupted, or the 32-bit application may be loading an incompatible environment. Repair the complete application rather than replacing the visible file.

Will SFC restore msnmtllc.dll?

Normally no. SFC and DISM repair protected Windows components, not usually private files belonging to old MSN software.

What if antivirus deleted the file?

Review quarantine, verify the original application path and file identity, and restore only when the application is trusted. Reinstalling from verified media is safer than restoring an isolated file of unknown provenance.

Should I keep the file if I no longer use MSN?

No. Uninstall the obsolete MSN software and remove its stale startup shortcut or scheduled task. Do not preserve a broken legacy startup entry by downloading the DLL.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The practical repair path is therefore straightforward: identify the executable, repair or reinstall its complete MSN application package, check quarantine and stale startup entries, and use SFC or DISM only for evidence of wider Windows corruption.
