msoeuro.dll is a Microsoft Office component named Microsoft Office Euro Converter. If Windows reports that msoeuro.dll is missing, was not found, or could not be loaded, repair the Office installation that supplied it instead of downloading a replacement DLL into System32.
The file is associated with Office’s euro-conversion spreadsheet functionality. It appeared in Office 2003-era software and is also listed in Microsoft update records for MSI-based Office 2010 and Office 2013 installations. It is not a standard Windows system file.

Before you repair anything
Write down the exact error and the program that displays it. Reported variants include:
Free tools Windows power users keep installed
One-click scans. No signup required.
- “This application failed to start because msoeuro.dll was not found.”
- “The program can’t start because msoeuro.dll is missing from your computer.”
- “The file msoeuro.dll is missing or corrupted.”
- “Error loading msoeuro.dll. The specified module could not be found.”
- “msoeuro.dll could not be loaded.”
- “Cannot register msoeuro.dll.”
These are common reported variants, not necessarily the exact wording used by every Windows installation.
#1 Best Overall

Also note when the problem began. The timing often identifies the repair path:
- After uninstalling or repairing Office
- After an Office update or failed installation
- After antivirus quarantine
- After disk cleanup
- After removing Office 2003 or Office Web Components
- When launching an old Office add-in or document utility
- At Windows startup, without opening Office
- When starting an unrelated program or game
Do not assume the program named in the message is the owner of the DLL. A startup task, add-in, or obsolete utility may be making the request.
Fix 1: Repair the installed Office product
Time needed: About 10 to 30 minutes, plus a restart.
This is the safest and most likely fix when Word, Excel, an Office add-in, or an old Office-dependent utility reports the error.
Microsoft 365 or Click-to-Run Office
- Save your work and close every Office application.
- Open Settings.
- Select Apps.
- Select Installed apps on Windows 11. On Windows 10, select Apps & features.
- Find Microsoft 365, Microsoft Office, or the relevant Office product.
- Select the three-dot menu beside it.
- Choose Modify.
- Select Online Repair.
- Select Repair and confirm the prompts.
- Restart Windows when the repair finishes.
- Launch the program that originally showed the
msoeuro.dllerror.
Online Repair replaces damaged Office files and reconstructs the installation rather than simply checking whether one DLL exists. It may take longer than Quick Repair and can require an internet connection.
If Online Repair is available, use it before attempting manual file replacement.
MSI-based Office
Older volume-license and perpetual Office installations may use Windows Installer rather than Click-to-Run.
- Close Office applications.
- Open Control Panel.
- Select Programs.
- Select Programs and Features.
- Select the Office entry.
- Select Change.
- Choose Repair in the Microsoft Office setup dialog.
- Follow the prompts.
- Restart Windows.
- Test the affected application again.
If the Change dialog has no repair option, or the repair fails, uninstall and reinstall the exact Office product from its legitimate installation media, organization portal, or Microsoft account.
Check whether repair worked
Repair succeeded if:
- The original application opens without the DLL message.
- The error does not return after restarting Windows.
- Office applications open normally from the Start menu.
- The failing add-in or document utility launches without requesting
msoeuro.dll.
If the same message returns immediately, continue with the installation and quarantine checks below. Do not copy a DLL from another computer yet.
Fix 2: Identify the Office generation and architecture
Time needed: About 10 minutes.
The correct file depends on the Office release and installation architecture. A 32-bit Office installation and a 64-bit Office installation can contain different files. A DLL from Office 2013 is not a safe substitute for a file from Office 2003.
Find the installed Office version
Open an Office application if possible:
- Start Word or Excel.
- Select File.
- Select Account.
- Look under Product Information.
- Select About Word or About Excel.
The dialog normally identifies the product and whether it is 32-bit or 64-bit.
If Office will not open:
- Open Control Panel.
- Select Programs and Features.
- Look for entries beginning with Microsoft Office, Microsoft 365, Office Web Components, or a related Office installation.
- Record the product name.
Microsoft’s Office 2003 lifecycle documentation lists Office 2003 and Office 2003 Web Components as Office editions. Microsoft also lists msoeuro.dll in Office 2010 and Office 2013 security-update file records, so do not treat the filename as proof that Office 2003 is installed.
Check Windows architecture separately
- Open Settings.
- Select System.
- Select About.
- Check System type.
This tells you whether Windows is 64-bit or 32-bit. It does not necessarily tell you whether Office is 32-bit or 64-bit, because 32-bit Office can run on 64-bit Windows.
Use the matching Office installer and update channel. Do not place an x86 file in a 64-bit Office installation, or copy a file from a different Office generation.
Fix 3: Check Windows Security quarantine
Time needed: About 5 to 15 minutes.
A security product may have quarantined an Office component. This is especially worth checking if the error appeared immediately after a scan or update.
Recommended Free Tools
- Open Windows Security from the Start menu.
- Select Virus & threat protection.
- Select Protection history.
- Review recent detections.
- Look for an item connected to Office, Office Web Components, or the path of the affected Office installation.
- Expand the detection and review its file path, publisher, and action.
Restore a quarantined file only when all of the following are true:
- The file is inside the expected Office installation directory.
- The parent Office installation is legitimate.
- The file is identified as Microsoft-signed or otherwise verified through the trusted installation.
- You are restoring the item to allow Office repair to complete.
After restoring it, run Office Repair. Do not create a broad antivirus exclusion for the Windows directory or an entire drive.
If Windows Security identifies the file as malicious, leave it quarantined and reinstall Office from a trusted source. A missing DLL message is not proof that the quarantined file was safe.
Fix 4: Reinstall the exact Office product
Time needed: About 20 minutes to several hours, depending on the installer.
Use this route when repair cannot complete, the Office installation is partially removed, or the error began after uninstalling an older Office release.
- Open Settings.
- Select Apps.
- Select Installed apps.
- Select the affected Office product.
- Select the three-dot menu.
- Select Uninstall.
- Restart Windows if requested.
- Reinstall the same Office product from its legitimate Microsoft account, organization portal, installation media, or approved deployment package.
- Match the original architecture where possible.
- Restart Windows.
- Test the application that reported the error.
If several Office generations are installed, identify which one the failing program expects before removing anything. An old add-in may require an older Office component, while a current Microsoft 365 installation may be unrelated.
For Office 2003, Microsoft lists extended support as ending on April 9, 2014. It is unsupported, so installing it should be limited to a controlled situation where an old business document or application genuinely requires it. Use legitimate installation media and avoid exposing an unsupported Office installation to unnecessary network activity.
Fix 5: Repair Windows components with DISM and SFC
Time needed: About 15 to 45 minutes, sometimes longer.
Quick wins for a faster PC:
Repair Windows errors before they cause bigger problemsFix Now →Scan for outdated or missing drivers - takes under a minuteDriver Scan →Clear out junk files and repair common Windows errorsFree Scan →msoeuro.dll is an Office file, so SFC is not the primary repair tool. Use these commands when Windows itself also shows corruption symptoms, such as broken system components, failed Windows features, or several unrelated system files reporting errors.
- Open the Start menu.
- Type Command Prompt.
- Right-click Command Prompt.
- Select Run as administrator.
- Select Yes if User Account Control appears.
- Run:
DISM.exe /Online /Cleanup-Image /RestoreHealth
- Wait for DISM to finish.
- Then run:
sfc /scannow
- Wait until verification reaches 100 percent.
- Restart Windows.
- Run Office Repair again if the DLL error remains.
Microsoft describes SFC as a tool for repairing protected Windows system files. It may report that no integrity violations were found even when an Office DLL is missing because Office files are not the same as Windows inbox files.

If DISM reports that the component store could not be repaired, record the message and return to Office repair or reinstall. Do not keep repeating SFC as a substitute for restoring the Office package.
When manually checking DISM and SFC results becomes time-consuming, Outbyte PC Repair can scan for problems and show what it identifies; repairs are performed by the full version, and it is not required for an Office-specific repair.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Clear out junk files and repair common Windows errors3Scan for outdated or missing drivers - takes under a minuteFix 6: Check the program that launches the error
Time needed: About 10 to 20 minutes.
If the message appears at startup or when launching a non-Office program, find the actual caller before changing Windows files.
Check startup entries
- Press Ctrl + Shift + Esc to open Task Manager.
- Select Startup apps.
- Look for an old Office add-in, document converter, printer utility, compatibility tool, or unknown publisher.
- Right-click a suspicious entry.
- Select Disable.
- Restart Windows.
- Check whether the message returns.
Disabling a startup entry does not remove the program. It only tests whether that entry launches the failing component.
Check the executable’s publisher and location
If a game or unrelated application requests msoeuro.dll:
- Right-click the application shortcut.
- Select Properties.
- Select Open File Location.
- Right-click the executable.
- Select Properties.
- Review the Digital Signatures tab and the file location.
An unrelated program requesting an Office DLL is unusual. Verify the publisher and installation path before doing anything else. If the request comes from an obsolete utility, reinstall that utility from its legitimate source or remove it.

Pick the symptom - the matching free tool is one click away.
Do not assume that placing msoeuro.dll beside a game executable will solve the issue. It may conceal a broken dependency or create a DLL-loading risk.
Fix 7: Check Windows Features and Device Manager only when symptoms point there
Time needed: About 5 to 15 minutes.
Windows Features and Device Manager do not normally restore an Office DLL. They are useful only when the wider failure involves Windows components or hardware-related software.
Windows Features
- Press Windows + R.
- Type:
optionalfeatures
- Press Enter.
- Review the enabled features.
- Do not enable random legacy features because an Office DLL is missing.
- If a specific old application’s documentation requires a Windows feature, enable only that documented feature.
- Select OK and restart if prompted.
There is no general Windows Feature that should be enabled to replace msoeuro.dll.
Device Manager
Use Device Manager only if the application also fails because of display, printer, storage, or other hardware drivers.

- Select Device Manager.
- Expand the relevant device category.
- Right-click the device.
- Select Update driver.
- Select Search automatically for drivers.
- Restart Windows if a driver is installed.
A driver update will not normally recreate an Office component. If the same Office error remains, return to Office Repair rather than continuing to update unrelated devices.
When checking many devices manually, Outbyte Driver Updater can scan for driver versions and identify what it finds; driver installation is performed by the full version, and updating drivers is not a substitute for repairing Office.
Do not download msoeuro.dll from a random DLL website
Avoid DLL download repositories that offer a loose copy of msoeuro.dll. The file may have:
- The wrong Office version
- The wrong x86 or x64 architecture
- Missing dependencies
- Modified or malicious content
- A path that does not match the Office installation
- A version that fails immediately after the next Office update
Copying it into C:WindowsSystem32 or C:WindowsSysWOW64 is not the normal solution. Those directories are for Windows components and shared system files, not a general storage location for Office package files.
Crashes, No Sound, or Screen Glitches?
Random freezes, missing sound and display glitches usually trace back to one bad driver. Find and replace yours safely.Free scan · under a minutePC Slower Than It Used to Be?
A free scan shows the junk files, broken settings and background clutter dragging Windows down - then fixes them in one click.Free scan · Windows 10 & 11There is no verified current standalone Microsoft msoeuro.dll download that should be treated as a redistributable. The safe recovery source is the matching Office installer, update, or installation media. If manual extraction is unavoidable, extract the file from that exact trusted source and verify its digital signature and version before using it.
Do not use regsvr32 as the first fix
regsvr32 registers DLLs that provide the appropriate registration entry point. Some public metadata for an MSOEURO build reports registration exports, but that does not make registration the correct response to a missing file.
Registration cannot recreate a deleted DLL, repair an incomplete Office package, or correct an architecture mismatch. It can also produce a new error when the wrong version is used.
Use regsvr32 only if a documented Office installer or component specifically requires it and you have the exact matching file. Otherwise, repair Office first.

The most likely causes are:
| Cause | Appropriate response |
|---|---|
| Damaged or removed Office files | Use Online Repair or MSI Repair |
| Incomplete Office 2003 or Web Components installation | Restore or reinstall the original product |
| Antivirus quarantine | Review Protection history, verify the file, then repair Office |
| x86 and x64 mismatch | Reinstall the matching Office architecture |
| Multiple Office generations | Identify the application making the request before removing anything |
| Startup task or old add-in | Test Startup apps and inspect the launching executable |
| Windows component corruption | Run DISM and SFC as secondary diagnostics |
| Recent system rollback or removal | Consider System Restore only after identifying the change |
A System Restore rollback may remove applications or updates, so use it only when the problem began immediately after a known change and Office repair is unavailable.
FAQ
Is msoeuro.dll a Windows system file?
No. It is a Microsoft Office-related component named Microsoft Office Euro Converter. It should not normally be copied into System32 or SysWOW64.
Does it belong only to Office 2003?
No. It is associated with Office 2003-era products, including Office 2003 Web Components, but Microsoft update records also list it in Office 2010 and Office 2013 releases. The filename alone does not identify the exact Office version.
Should I download the DLL?
No. Repair or reinstall the Office product that supplied it. A random copy can be unsafe, incompatible, or ineffective.
Will SFC fix the error?
Not necessarily. SFC repairs protected Windows system files, while msoeuro.dll is an Office component. Run SFC when broader Windows corruption is suspected, but use Office Repair for this file.
Should I run regsvr32 msoeuro.dll?
Not as a first-line fix. Registration does not restore a missing file or repair Office. Use it only when an exact Office component or installer specifically requires registration.
What if the error appears when starting a game?
That is unusual. Inspect the game executable, publisher, installation path, startup entries, and installed add-ons. Do not assume the game needs an Office DLL or copy the file into the game directory.
Is Office 2003 still supported?
No. Microsoft lists its extended-support end date as April 9, 2014. If an old application requires Office 2003, use it only from legitimate media and understand that the product is unsupported.
Free tools Windows power users keep installed
One-click scans. No signup required.
What is the correct order of repair?
Identify the calling program, check the Office version and architecture, run Office Repair, inspect antivirus quarantine, reinstall the exact Office product if necessary, and use DISM and SFC only as secondary Windows diagnostics.
