If mspcore.dll is missing, Windows is usually trying to start the old Microsoft Office Document Imaging component. The safest fix is to repair or reinstall the Office installation that owns the component, not to download an individual DLL.
Start with this diagnostic checklist
Before changing anything, note:
- Which program shows the error? Look for
MSPVIEW.EXE, Microsoft Office Document Imaging, or an older Office workflow that scans, views, or processes documents. - When does it happen? Does it appear when Windows starts, when opening a document, or only when launching an older Office program?
- Which Office version is installed? MODI was included with older Office releases, especially Office XP, Office 2003, and Office 2007. It was removed from Office 2010 and later.
- Is Windows 64-bit while Office is 32-bit? This is common with older Office installations and affects where the file belongs.
- Was the error caused by an update, uninstall, antivirus detection, or failed repair? That points to a damaged installation, a removed component, or quarantine.
Common messages include:
- “The program can’t start because MSPCORE.DLL is missing from your computer.”
- “This application has failed to start because MSPCORE.DLL was not found.”
- “Error loading mspcore.dll. The specified module could not be found.”
- “The code execution cannot proceed because mspcore.dll was not found.”
- “mspcore.dll is either not designed to run on Windows or it contains an error.”
What mspcore.dll is
mspcore.dll is the Microsoft Office Document Imaging Object Library, a genuine Microsoft component belonging to Microsoft Office Document Imaging, or MODI. It is not a Windows system DLL, .NET assembly, Visual C++ runtime file, driver, or game component.
Microsoft documentation places the file in the shared Office MSPaper directory. Typical locations are:

On 64-bit Windows with 32-bit Office, it may instead be under:

That location is important. mspcore.dll does not normally belong in C:WindowsSystem32, C:WindowsSysWOW64, or the folder of an unrelated application. Microsoft’s historical security bulletin identifies the file and its Office shared-component location in more detail.
Historical metadata commonly identifies known copies as 32-bit. Some public catalogues disagree about architecture, so do not assume that a 64-bit Windows installation needs a 64-bit replacement. The required architecture normally follows the Office and MODI installation, not the bitness of Windows alone.
Fix 1: Repair the installed Office installation
This is the quickest and most appropriate fix when Office or MODI is already installed.
Windows 11
- Close all Office programs.
- Open Start → Settings.
- Select Apps → Installed apps.
- Find Microsoft Office or the relevant Office suite.
- Select the three-dot menu beside it.
- Choose Modify.
- Follow the repair wizard.
Depending on the Office installation type, you may see Quick Repair and Online Repair.

- Online Repair is more comprehensive and may reinstall Office files. It can require an internet connection and may reset more Office settings.
If the repair completes, restart Windows and launch the program that previously reported the error.
Windows 10
- Close Office and any document-imaging software.
- Select Start → Settings.
- Open Apps → Apps & features.
- Select Microsoft Office.
- Click Modify.
- Choose the available repair option and follow the prompts.
MSI-based Office
Some older Office installations use Windows Installer rather than Click-to-Run.
- Press the Windows key.
- Type Control Panel and open it.
- Select Programs → Programs and Features.
- Select Microsoft Office.
- Click Change.
- Choose Repair.
- Complete the wizard and restart Windows.
If the repair has no effect, run it again using the more complete option if one is offered. Microsoft’s Office repair instructions describe the current repair paths, but modern Microsoft 365 repair does not promise to reinstall MODI because MODI is no longer included in Office 2010 or later.
How to tell whether repair worked
Repair succeeded if:
- The original program opens without the
mspcore.dllmessage. - Document Imaging starts normally.
- The file appears in the appropriate
Microsoft SharedMSPaperdirectory. - The error does not return after a restart.
If modern Office repairs complete successfully but MODI remains unavailable, that may be expected. The component may simply not be part of that Office release.

Office 2007 installations often allow individual features to be left out. If MODI was not selected, or was removed later, rerun the original Office setup.

You need legitimate Office 2007 installation media and its product key. Microsoft states that Office 2007 is no longer supported. Its Office 2007 installation guidance is useful for the installation process, although historical download availability can change.
- Close every Office application.
- Insert the original Office 2007 disc, or open the legitimate installation files.
- Run
setup.exe. - Enter the product key if requested.
- Accept the license terms.
- Choose Customize rather than installing with the default feature selection.
- Expand Office Tools.
- Find Microsoft Office Document Imaging.
- Select the option to install it on the local computer.
- Continue through setup.
- Restart Windows when installation finishes.
If the installer offers to remove or repair the existing installation, select the repair or feature-change path rather than installing an unrelated copy. Avoid mixing files from different Office generations.
If you have Office XP or Office 2003, use the original licensed installation media and the same general approach: change the feature selection and enable Microsoft Office Document Imaging. These versions are obsolete, so keep the installation only when a specific legacy workflow requires it.

Security software can quarantine a file after an update or after detecting corruption. Do not immediately disable protection or restore the file blindly.
- Open Start.
- Search for Windows Security and open it.
- Select Virus & threat protection.
- Choose Protection history.
- Review recent detections.
- Expand any event that refers to the Office shared directory or
mspcore.dll. - Read the detection name and file path.
Restore the file only when all of the following are true:
- The file came from a trusted, licensed Microsoft Office installation.
- The path is the expected Office
MSPaperdirectory. - You have checked the detection and believe it is a false positive.
- A current security scan does not find additional threats.
Microsoft warns that allowing a genuinely malicious file can put the device at risk. If the detection is unclear, leave the file quarantined and repair Office instead. Protection History retains events for a limited period, so an older quarantine event may no longer be visible.
After restoring a trusted file, run Office Repair so the component is restored from the installation source rather than relying on a manually recovered copy. Microsoft’s Protection History guidance explains how to review and manage detections.
Fix 4: Repair Windows components only when Windows itself is damaged
mspcore.dll belongs to Office, so Windows system repair commands normally will not recreate it from the Windows component store. Use DISM and SFC when you also see broader Windows corruption, failed updates, damaged protected system files, or unexplained system instability.
Open an elevated Command Prompt:
- Open Start.
- Type Command Prompt.
- Right-click Command Prompt.
- Select Run as administrator.
- Approve the User Account Control prompt.
- Run this command and wait for it to finish:
DISM.exe /Online /Cleanup-Image /RestoreHealth
- Then run:
sfc /scannow
Run the commands separately and do not close the window while either scan is active. Restart Windows afterward, then run Office Repair if mspcore.dll is still absent.

DISM repairs the Windows component store. SFC checks protected Windows system files. Neither command is a substitute for reinstalling Microsoft Office Document Imaging.

Fix 5: Restore the system if the error followed a recent change
Use System Restore when the error began immediately after an Office installation, update, removal, or other system change and a suitable restore point exists.
- Press Windows key + R.
- Type:
rstrui.exe
- Press Enter.
- Select Next.
- Choose a restore point dated before the problem began.
- Select Scan for affected programs if available.
- Confirm the restore point.
- Allow Windows to restart and complete the process.
System Restore does not normally remove personal documents, but it can change installed applications, drivers, and system settings. If the problem remains afterward, repair or reinstall the Office component. See Microsoft’s System Restore instructions.
Fix 6: Check architecture and conflicting Office installations
A 32-bit Office installation on 64-bit Windows may place shared files under the x86 Common Files location. This is normal and does not mean the file is wrong.
Check both locations in File Explorer:
C:Program FilesCommon FilesMicrosoft SharedMSPaper
C:Program Files (x86)Common FilesMicrosoft SharedMSPaper
Do not copy a file from one location to the other unless the Office installer places it there. Do not replace a 32-bit Office component with a file described as 64-bit merely because Windows is 64-bit.
Multiple Office versions installed side by side can also leave conflicting shared components or file associations. If the error began after installing or removing another Office release:
- Open Control Panel → Programs and Features.
- Review all listed Office products.
- Identify which product owns the legacy workflow.
- Repair that product first.
- Remove obsolete duplicate installations only after confirming that no required application depends on them.
If the file exists in the expected directory but the message says “The specified module could not be found,” the missing item may be a dependency rather than mspcore.dll itself. In that situation, replacing random DLLs is unlikely to help. Repair the Office installation and investigate the calling program’s dependency chain.
Drivers and Device Manager are usually not the answer
mspcore.dll is not a graphics, printer, scanner, chipset, or Windows device driver. Device Manager will not normally restore it.

Use Device Manager only if the same incident also caused a separate hardware problem, such as a scanner no longer appearing or a device showing a warning icon:
- Right-click Start.
- Select Device Manager.
- Expand the relevant device category.
- Right-click the affected device.
- Choose Update driver or Uninstall device, then restart if appropriate.
- Obtain drivers from the hardware manufacturer or Windows Update.
Do not install a driver package to solve an Office component error alone.

regsvr32 is designed for DLLs that provide registration functions such as DllRegisterServer. It is not a universal command for missing or damaged DLL files.

Running commands such as these against mspcore.dll is normally unhelpful:
regsvr32 mspcore.dll
regsvr32 C:PathTomspcore.dll
They may produce an entry-point or module error and distract from the real problem. Microsoft’s regsvr32 documentation explains its intended scope. For this file, use Office Repair or the original Office installer instead.
Why downloading mspcore.dll separately is unsafe
Do not download mspcore.dll from a random DLL website and copy it into System32, SysWOW64, or the application directory.
A standalone file can have:
- The wrong Office generation.
- The wrong 32-bit or 64-bit architecture.
- The wrong language or build.
- A damaged or tampered file.
- Dependencies that are also missing.
- No connection to the Office installation that needs it.
Even a genuine-looking replacement may leave the Office feature uninstalled or broken. There is no verified current Microsoft download page for a standalone mspcore.dll.
The safe sources are:
- Office Repair from Windows Settings or Control Panel.
- The original licensed Office installation media.
- A legitimate Office installer supplied through Microsoft.
- A supported replacement application when MODI is no longer required.
When MODI should be replaced instead
MODI was discontinued and is not included in Office 2010 or later. Office 2007 is also unsupported. Microsoft’s lifecycle information for Office SharePoint Designer 2007 illustrates the legacy status of related Office components.
If you only need OCR, document scanning, or support for ordinary PDF files, use a currently supported OCR or PDF workflow instead of installing obsolete Office software. Keep MODI only when a business process specifically requires its legacy formats, automation interfaces, or compatibility behavior, and confirm that the licensing and security requirements are acceptable.

Is mspcore.dll a real Microsoft file?
Yes. It is the Microsoft Office Document Imaging Object Library and belongs to Microsoft Office Document Imaging.
Is mspcore.dll part of Windows?
No. It is an Office component. SFC may repair Windows files, but it should not be expected to recreate a missing MODI file.

Does Microsoft 365 include MODI?

What if the file exists but the error remains?
The message may refer to a missing dependency, incompatible Office architecture, damaged shared components, permissions, or conflicting Office versions. Repair the owning Office installation and check whether the calling program is using the expected Office release.
What if the error returns after every reinstall?
Check whether antivirus is removing the file, Office setup is being blocked, the disk is failing, or permissions prevent access to the shared MSPaper directory. Run a full or offline Defender scan, review disk health and backups, and use System Restore if the problem follows a recent change.
What is the correct final step if none of this works?
Uninstall the damaged legacy Office product, restart Windows, and reinstall it from legitimate media only if the legacy workflow is essential. If the application can use a supported OCR or PDF solution, replacing MODI is safer than continuing to rebuild an obsolete component.
