It is strongly tied to Windows XP-era components, so an error on Windows 10 or Windows 11 usually means an older application is requesting a legacy dependency, not that modern Windows needs a random DLL copied into its system folders.
The safest fix is to identify the program showing the message, then repair or reinstall that program from its original installer. Do not download msratelc.dll from a random DLL repository. A replacement can have the wrong architecture, an incompatible version, or malware, and it may leave the original application problem untouched.
What msratelc.dll is
The documented description for msratelc.dll is Internet Ratings and Local User Management DLL. Public Windows XP system inventories place it in:
C:WindowsSystem32
The known XP-era file is a 32-bit Windows component. Its strongest documented connection is to Windows XP and legacy Internet Explorer rating infrastructure. It should not be confused with the related msrating.dll, which appeared in later Windows releases.

There is no current official Microsoft download package specifically intended to restore msratelc.dll on Windows 10 or Windows 11. Microsoft ended Windows XP support on April 8, 2014, so an XP installation that still needs this file should be treated as legacy and vulnerable. See Microsoft’s Windows XP lifecycle information.
Commonly reported messages include:
- “The program can’t start because msratelc.dll is missing from your computer.”
- “This application has failed to start because msratelc.dll was not found.”
- “Error loading msratelc.dll. The specified module could not be found.”
- “msratelc.dll could not be located.”
- “msratelc.dll is corrupted.”
- “Failed to load msratelc.dll.”
These are reported error variants rather than a guaranteed list of messages produced by one particular Windows component.
Fix 1: Identify and repair the program requesting the file
Time needed: 10 to 20 minutes
This is the most likely solution when the error appears while starting one old game, utility, installer, or desktop application.
First, note the title bar and the full text of the error. If the message appears immediately after launching a particular program, that program is the starting point for the repair.

Repair a modern packaged app
- Press Windows + I to open Settings.
- Select Apps.
- Select Installed apps.
- Find the affected application.
- Select the three-dot menu beside it.
- Choose Advanced options.
- Select Repair.
- Start the application again.
If Repair does not help, return to the same screen and choose Reset, if available. Resetting can remove the application’s local settings and saved data, so use it only after checking where that program stores its saves or profiles.
Repair a traditional desktop program
- Press Windows + R.
- Type
appwiz.cpland press Enter. - Select the affected program.
- Choose Repair or Change, if the installer provides that option.
- Follow the installer prompts.
- Restart Windows and test the program.
If there is no repair option, uninstall the affected application, restart the computer, and reinstall it using the original vendor installer or a current installer supplied by the software developer. Do not copy an XP DLL into the application directory unless the application vendor explicitly supplies that exact file and version.
If the program was designed for Windows XP, reinstalling it on Windows 10 or Windows 11 may still fail because the application itself is incompatible. Check the developer’s compatibility guidance or run it inside a supported virtual machine rather than mixing old system files into the current Windows installation.
Fix 2: Check Microsoft Defender Protection History
Time needed: 5 to 10 minutes
A file that disappeared suddenly may have been quarantined. Check this before downloading anything.
- Open Start and search for Windows Security.
- Open it and select Virus & threat protection.
- Select Protection history.
- Review recent detections.
- Expand any detection related to the affected program or
msratelc.dll. - Check the detected file path and the reason for the detection.
Restore a file only when you can verify that it came from a legitimate Windows installation or trusted application installer and that the detection is a false positive. Microsoft warns that restoring a real threat can expose the device. If the detection is unclear, leave the file quarantined and reinstall the parent program from its official source.

Run a scan after repairing the application:
- Return to Virus & threat protection.
- Select Scan options.
- Choose Full scan.
- Select Scan now.
Fix 3: Repair Windows component files with DISM and SFC
Time needed: 15 to 45 minutes
Use this route when several Windows components are malfunctioning, the error affects an older Windows installation, or you suspect system-file corruption. It is less likely to restore a file that belongs only to a deleted application.
- Open Start.
- Type Command Prompt.
- Right-click Command Prompt.
- Select Run as administrator.
- Approve the User Account Control prompt.
- Run this command:
DISM.exe /Online /Cleanup-image /Restorehealth
Wait for DISM to complete. It repairs the Windows component store, which SFC uses as a source for protected system files.
Then run:
sfc /scannow
Wait until the scan reaches 100 percent, then restart Windows and test the affected program.
Microsoft documents this DISM and SFC repair process. If Windows Update cannot provide the required repair files, Microsoft also documents using a matching installation source with DISM. The source must correspond to the installed Windows version:
DISM.exe /Online /Cleanup-Image /RestoreHealth /Source:C:RepairSourceWindows /LimitAccess
Do not guess at the source path or use files from an unrelated Windows release. SFC cannot reinstall an application that was uninstalled, and it may not restore a legacy file absent from the installed component store.

Fix 4: Use System Restore after a recent system change
Time needed: 20 to 40 minutes
System Restore is useful if the error began after uninstalling software, installing an update, adding a driver, or running a cleanup utility.
- Press Windows + R.
- Type:
rstrui.exe
- Press Enter.
- Select Next.
- Choose a restore point dated before the error began.
- Select Scan for affected programs if available.
- Confirm the restore point.
- Select Finish and allow Windows to restart.
System Restore rolls back system files, settings, drivers, and installed programs while normally leaving personal files unchanged. It does not replace a missing application installer. Microsoft provides additional System Restore instructions.
If no restore point exists, use the affected program’s installer, Windows recovery options, or an in-place Windows repair after backing up important files. Microsoft lists the available recovery options in Windows.
Fix 5: Update the application and relevant drivers
Time needed: 10 to 30 minutes
An update may replace an outdated launcher or remove an incorrect dependency. Check the application’s Help menu, built-in updater, or official developer installer first.

- Right-click Start.
- Select Device Manager.
- Expand the relevant category, such as Display adapters, Sound, video and game controllers, or Storage controllers.
- Right-click the device.
- Select Update driver.
- Choose Search automatically for drivers.
- Restart Windows if a driver is installed.
Do not assume a driver update will directly restore msratelc.dll. This file is not established as a graphics, DirectX, or Visual C++ runtime component.
Driver hunting is often the manual part: hardware vendors use different packages and an incorrect driver can create another compatibility problem. It is optional, and the affected application’s official installer is still the correct source for its own dependency.
Fix 6: Check Windows features only when the application requires them
Time needed: 5 to 15 minutes
msratelc.dll is not established as a .NET, DirectX, or Visual C++ Redistributable file. Installing those packages at random is unlikely to fix this specific error.
If the affected legacy application explicitly requires an older Windows feature:

- Select Turn Windows features on or off.
- Review the features named by the application’s documentation.
- Enable only the required feature.
- Select OK and restart if prompted.
Do not enable features merely because the DLL error mentions a legacy application. If the full error names another missing runtime file, follow the application’s official requirements for that separate dependency.
Do not use regsvr32 as a routine fix
regsvr32 registers DLLs that expose registration functions such as DllRegisterServer. It is not a universal missing-DLL repair command.
Running this is not recommended for the normal msratelc.dll error:
regsvr32 msratelc.dll
It may produce an entry-point or registration error, and it cannot restore a file that is missing. There is no evidence that manually registering msratelc.dll fixes this problem. Microsoft’s regsvr32 documentation explains when the command applies.
System32, SysWOW64, and 32-bit applications
Do not copy an Internet-sourced DLL into C:WindowsSystem32, C:WindowsSysWOW64, or the program folder.

The names are counterintuitive: on 64-bit Windows, System32 contains many 64-bit system files, while SysWOW64 is used for 32-bit compatibility files. A 32-bit application may need a 32-bit dependency, but that does not make an arbitrary XP copy safe. Mixing versions can cause “not designed to run on Windows” errors, servicing problems, or malware exposure.
On Windows 10 or Windows 11, a request for this XP-era file usually points to an old application, a damaged installation, a compatibility layer, or suspicious software. It does not prove that msratelc.dll belongs in the current Windows system directory.

Is msratelc.dll legitimate?
Yes. It is a real Microsoft Windows DLL associated with legacy Internet Ratings and Local User Management infrastructure. Its strongest documented evidence is from Windows XP-era installations.
Does Windows 10 or Windows 11 normally include it?
Do not assume that it does. No current official Microsoft package specifically named msratelc.dll has been identified. On a modern system, the message more often indicates an old application dependency or a damaged installation.
Should I reinstall Visual C++, DirectX, or .NET?
Not for this file alone. There is no verified connection between msratelc.dll and those runtimes. Install a runtime only when the affected application’s documentation or the complete error identifies that runtime.
