mssha.dll is a genuine Microsoft Windows system DLL linked to the Windows Security Health Agent. If Windows 10 or Windows 11 reports that mssha.dll is missing, the safest approach is to repair Windows and identify the program requesting this legacy component rather than downloading a replacement DLL.
What mssha.dll does
mssha.dll belongs to the older Windows Security Health Agent, or WSHA. It was part of Microsoft’s Network Access Protection (NAP) platform, which checked a computer’s health before allowing access to managed networks. Health information could include Windows Update, firewall, and antivirus status.

Microsoft documented NAP clients for Windows XP SP3, Windows Vista, Windows Server 2008, and related legacy releases. Microsoft’s NAP client architecture documentation explains the SHA’s role, while its NAP overview describes the wider platform.
NAP is unavailable starting with Windows 10. That makes an mssha.dll error on a current Windows installation unusual. It may indicate damaged legacy system files, an old application, a compatibility package, or software that is making an incorrect or suspicious request.

mssha.dll is not the same file as SecurityHealthAgent.dll. The latter belongs to newer Windows Security components. Do not download SecurityHealthAgent.dll and rename it, or substitute it for mssha.dll.
Before repairing anything, trace the request
An error can appear in several forms:
- “The program can’t start because mssha.dll is missing from your computer.”
- “Error loading mssha.dll.”
- “mssha.dll was not found.”
- “mssha.dll could not be loaded.”
- “mssha.dll is either not designed to run on Windows or it contains an error.”
The exact wording depends on the Windows release and the process attempting to load the file.
1. Confirm the Windows version
- Press Windows key + R.
- Type
winver. - Press Enter.
- Record the Windows edition and version shown.
Also record the executable named in the error, if Windows displays one. If the message appears only when launching an old application, that application may be the real problem.
2. Check the requesting process
Open Task Manager with Ctrl + Shift + Esc and look for the application that was starting when the error appeared. If the error occurs during startup, check Task Manager → Startup apps and temporarily disable the related obsolete program.

Do not assume that a file named mssha.dll is genuine solely because its name is correct. If a copy already exists, right-click it, select Properties, and inspect its location and Digital Signatures tab. A file outside a normal Windows component location needs additional scrutiny.
Fix 1: Install Windows updates and restart
Time needed: 10–30 minutes, depending on pending updates.
Complete updates before running repairs. Servicing problems can leave Windows components incomplete, and a restart may finish an update that was waiting for reboot.
Windows 11
- Open Start → Settings.
- Select Windows Update.
- Click Check for updates.
- Install everything offered.
- Restart when prompted.
- Test the program or repeat the action that produced the error.
Windows 10
- Open Start → Settings.
- Select Update & Security.
- Click Windows Update.
- Select Check for updates.
- Install the available updates.
- Restart and test again.

Time needed: 15–45 minutes.
Microsoft’s recommended order is DISM first, followed by System File Checker. DISM repairs the Windows component image that SFC uses, and SFC checks protected system files.
- Open Start.
- Type
Command Prompt. - Right-click Command Prompt.
- Select Run as administrator.
- Approve the User Account Control prompt.
- Run:
DISM.exe /Online /Cleanup-Image /RestoreHealth
- Wait for DISM to finish. Do not close the window while it is working.
- After DISM completes, run:
sfc /scannow
- Wait until verification reaches 100 percent.
- Restart Windows and test the affected program.
A successful result may say that no integrity violations were found, or that corrupt files were repaired. If SFC says it could not repair some files, do not download mssha.dll manually. Continue to the installation-media and recovery options below.

Use a matching repair source if Windows Update is damaged
If DISM cannot obtain repair files from Windows Update, Microsoft supports using a local source:
DISM.exe /Online /Cleanup-Image /RestoreHealth /Source:C:RepairSourceWindows /LimitAccess
Replace C:RepairSourceWindows with the actual path to the repair source. It must closely match the installed Windows edition, language, architecture, and build. An arbitrary Windows folder or a different release can make the repair less reliable.
Microsoft provides SFC and DISM repair-source guidance.
Fix 3: Check antivirus quarantine and scan for malware
Time needed: 10–60 minutes.
Antivirus cleanup can quarantine a legitimate protected file, while malware can damage or replace system components.
- Open Start.
- Type Windows Security.
- Open the app.
- Select Virus & threat protection.
- Click Protection history.
- Review recent quarantined or removed items.
- Check whether the original path and file identity match a legitimate Windows component.
- Run a Full scan before restoring anything.
Restore a quarantined file only when its Windows provenance, original location, and digital signature are confirmed. Microsoft notes in its Protection History guidance that Defender may detect a restored file again. Do not allow it back merely because restoring it makes the error disappear.
If the process requesting mssha.dll is unsigned, located in a temporary folder, or unrelated to software you recognize, leave the file quarantined and investigate the executable instead.
Fix 4: Repair the old application that triggers the error
Time needed: 10–30 minutes.
If Windows starts normally and the error appears only with one old program, the application may be incorrectly packaged or attempting to use a component from the NAP era.
- Write down the exact program name and error message.
- Open Start → Settings → Apps → Apps & features on Windows 10, or Start → Settings → Apps → Installed apps on Windows 11.
- Select the affected program.
- Choose Advanced options, if available.
- Select Repair.
- If Repair is unavailable or does not help, uninstall the program.
- Restart Windows.
- Obtain a current installer from the application’s original publisher.
- Reinstall it and test again.
Do not copy mssha.dll into the program’s folder. The application may need an update, a supported replacement, or removal rather than a legacy Windows DLL. There is no current Microsoft redistributable package specifically for mssha.dll.

If compatibility settings are necessary, right-click the program’s shortcut or executable, select Properties → Compatibility, and apply settings cautiously. Compatibility mode cannot recreate the NAP platform on Windows 10 or Windows 11.
Fix 5: Check legacy Windows networking components
Time needed: 5–15 minutes.
This applies mainly to older Windows installations, not ordinary Windows 10 or Windows 11 systems.
- Press Windows key + R.
- Type
services.msc. - Press Enter.
- Look for Network Access Protection Agent.
- If it exists, inspect its status and startup configuration.
- Check Event Viewer → Windows Logs → System for related service or networking errors.
Do not enable obsolete NAP services on a modern Windows installation simply to suppress an error. Microsoft identifies the NAP platform as unavailable beginning with Windows 10. On a legacy system that still depends on NAP, the service and related networking components must match that system’s release.

If DISM and SFC cannot restore the file, use matching Windows installation media or an in-place repair installation. The media must match the installed Windows edition, language, architecture, and build as closely as possible.
Microsoft’s manual SFC repair instructions explain how to review the CBS log and determine which file and path require attention. Manual replacement is appropriate only with a known-good file from the same Windows release and after identifying the correct damaged location.

- Open Start and search for Create a restore point.
- Open the result.
- Select System Restore.
- Choose a restore point from before the failure began.
- Review the affected programs and drivers.
- Complete the restore and retest.
System Restore can remove applications and drivers installed after the selected restore point. Back up important work first.
Fix 7: Update a related driver only when evidence points to one
Time needed: 10–30 minutes.
A display, network, or storage driver is not a normal source of mssha.dll, so do not update drivers at random. Consider this step only if Event Viewer or the application documentation identifies a driver conflict.
- Right-click Start.
- Select Device Manager.
- Expand the relevant category, such as Network adapters.
- Right-click the affected device.
- Select Update driver.
- Choose Search automatically for drivers.
- Restart if Windows installs an update.
Use the hardware manufacturer’s official support channel when Windows cannot find a suitable driver. On 64-bit Windows, a 32-bit application may run through WOW64, but the DLL still must match the process and operating-system environment. File size alone cannot establish compatibility.

Why downloading mssha.dll manually is a bad fix
Random DLL archives can provide:
- The wrong Windows build.
- The wrong 32-bit or 64-bit architecture.
- A mismatched dependency set.
- An unsigned or modified file.
- Malware.
- A file that stops one message but leaves the underlying corruption untouched.
Microsoft does not provide a current standalone mssha.dll download page. Use Windows Update, DISM, SFC, matching installation media, System Restore, or the original application publisher’s installer.
regsvr32 is also generally irrelevant. It registers DLLs that expose a registration entry point such as DllRegisterServer; it does not restore a missing protected Windows file. Microsoft documents its purpose in the regsvr32 command reference.

FAQ
Should I copy mssha.dll into System32?
No. The correct location varies by Windows release, architecture, servicing state, and component-store layout. Copying an arbitrary file can create an architecture or version mismatch.

Why does Windows 11 mention a legacy DLL?
An old installer, compatibility package, damaged migration, or suspicious executable may be requesting it. Trace the process instead of assuming Windows 11 needs the NAP component.
Do I need SecurityHealthAgent.dll instead?
No. The names refer to different components. Do not rename or substitute one for the other.
What if the error remains after SFC?
Review the CBS log, use a matching repair source or installation media, check quarantine history, and identify the requesting executable. If the executable is obsolete or unsigned, remove or reinstall that software rather than adding a DLL.

- The exact error text.
- The executable that requests

On Windows XP, Vista, or Windows 7, unsupported-system security and compatibility risks should also be considered. On Windows 10 or Windows 11, an mssha.dll request is usually a reason to inspect the legacy application or process making the request, not a reason to install the old DLL manually.
