Start with this diagnostic checklist
Before replacing anything, record:
- Which program displays the error? Note the application name and executable if shown.
- When does it happen? Does it appear during startup, while opening an old game, after an update, or immediately after signing in?
- What is the exact filename? Confirm that the message says
mstcp.dll, notmstcpip.dll,mswsock.dll, or another similarly named file. - Which Windows version are you using? Press Windows + R, type
winver, and press Enter. - Is Windows 32-bit or 64-bit? Open Settings > System > About and check System type.
Do not download mstcp.dll into System32 or SysWOW64 while you investigate. This file is a historical Microsoft TCP/IP networking component associated primarily with Windows 95, Windows 98, and Windows Me. It is not a normal modern Windows 10 or Windows 11 runtime file.
What is mstcp.dll?
mstcp.dll is described as Microsoft TCP/IP, a Microsoft networking component used by Windows 9x systems. Its historical location was the Windows System directory, not the modern System32 or SysWOW64 arrangement.
As an Amazon Associate I earn from qualifying purchases.
Windows 95 and Windows 98 used a different networking architecture from current Windows versions. mstcp.dll worked alongside the older TCP/IP, Winsock, registry, and virtual-device components. Restoring the file alone cannot recreate that environment on Windows 10 or Windows 11.
Some error pages display generic messages including:

mstcp.dll is missingmstcp.dll was not foundError loading mstcp.dllThe specified module could not be foundThe program can't start because mstcp.dll is missing from your computer
Those words do not prove that modern Windows is missing a protected system file. They may come from an old application that expects Windows 9x networking, or from software that has identified the wrong dependency.
The first repair decision is therefore based on the operating system.
| System | What the error usually means | Correct direction |
|---|---|---|
| Windows 95, 98, or Me | The historical TCP/IP component may be missing or damaged | Restore matching Windows media and reinstall TCP/IP |
| Windows 10 or 11 | An old application, migration, incorrect filename, or unrelated component is requesting it | Repair the application and identify the requesting executable |
| A virtual machine running Windows 9x | The guest operating system may need its original networking files | Repair the guest from matching installation media |
There is no established current Microsoft redistributable package for mstcp.dll, and there is no supported modern 32-bit/64-bit download pair that should be copied into current Windows folders.
Fix 1: Repair or reinstall the program that requests mstcp.dll
This is the safest and most likely fix on Windows 10 and Windows 11.
A legacy program may have been copied from an older computer instead of installed properly. It may also expect Windows 9x networking internals that current Windows does not provide. Copying a DLL beside the program does not recreate those dependencies.
Identify the requesting program
If the error appears in a dialog, record its title and wording. If the dialog names an executable, write it down.
If you are unsure which program is responsible:
- Press Ctrl + Shift + Esc to open Task Manager.
- Select Startup apps.
- Look for an unfamiliar entry that starts at sign-in.
- Right-click it and choose Open file location.
- Note the executable name and the folder containing it.
- If the error occurs only when launching a shortcut, right-click the shortcut, choose Properties, and inspect the Target field.
Do not delete the DLL error prompt without identifying the application if possible. The program name determines whether you need an application reinstall, compatibility settings, or Windows repair.

Repair a modern packaged application
On Windows 11:
- Open Start > Settings.
- Select Apps > Installed apps.
- Find the affected application.
- Select the three-dot menu beside it.
- Choose Advanced options.
- Select Repair.
- Start the application again.
If Repair does not help, return to the same screen and select Reset. Reset can remove the application’s local data, so use it only after checking whether the program stores important settings or files locally.
On Windows 10, open Settings > Apps > Apps & features, select the application, choose Advanced options, and use Repair or Reset where available.
Repair a traditional desktop program
For a classic installer:
- Press Windows + R.
- Type
appwiz.cpland press Enter. - Select the affected program.
- Look for Repair, Change, or Modify.
- Follow the installer prompts.
- Restart Windows and test the program.
If no repair option exists:
- Uninstall the affected program from Apps or Programs and Features.
- Restart Windows.
- Reinstall it from its original installer or the software publisher’s official source.
- Apply any official update intended for your version of Windows.
- Test the program before restoring old configuration files.
For an old game or utility, reinstalling the program remains the definitive fix when its installer is available. Do not substitute a random copy of mstcp.dll.

- Select Apply, then OK.
- Launch the program again.
Compatibility mode cannot turn Windows 10 or Windows 11 into Windows 95. If the application requires Windows 9x networking components, run it inside a properly isolated virtual machine containing a legally obtained matching Windows installation.
Fix 2: Confirm that the filename is really mstcp.dll
A similar filename can lead to the wrong repair.
mstcp.dll is not the same as mstcpip.dll, mswsock.dll, or other Windows networking files. Current Windows networking uses different system components and APIs from the Windows 9x stack.
Check the complete message:
- Take a screenshot or copy the exact filename.
- Note the application that displayed it.
- Open the application’s installation folder.
- Check whether the error appears before the program opens or only after a particular feature is selected.
- Search the application’s official support documentation using the exact filename and program name.
If the message actually names another file, stop using instructions for mstcp.dll. A different component can require a different repair path.
Fix 3: Run DISM and System File Checker on current Windows
Use these commands when Windows itself is malfunctioning, system components are damaged, or several unrelated Windows features are failing. They are not a way to install a historical Windows 9x DLL.
Recommended Free Tools
Microsoft recommends running Deployment Image Servicing and Management before System File Checker.
- Open Start.
- Type
Command Prompt. - Right-click Command Prompt.
- Select Run as administrator.
- Approve the User Account Control prompt.
- Run:
DISM.exe /Online /Cleanup-image /Restorehealth
- Wait for it to complete.
- Then run:
sfc /scannow
- Wait until verification reaches 100 percent.
- Restart Windows and test the affected program.
DISM obtains repair files through Windows Update unless you provide an alternative repair source. SFC checks protected files that belong to the current Windows installation and replaces damaged copies where possible.
Understand the result
- No integrity violations: Windows did not find corruption in its protected current system files. This does not prove that
mstcp.dllbelongs in Windows 10 or Windows 11. Return to the requesting application. - Corrupt files repaired: Restart and test the program again.
- Some files could not be repaired: Restart, run DISM again, and repeat SFC. If the problem remains, use System Restore or repair the affected application.
- DISM fails: Check Windows Update, restart, and run the command again from an elevated Command Prompt.
The commands and Microsoft’s supported repair guidance are documented in Microsoft’s System File Checker instructions.
Running SFC and DISM repeatedly without identifying which program requested mstcp.dll is unlikely to solve a legacy application dependency.
When manually hunting through Windows components becomes repetitive, Outbyte PC Repair can scan for issues and show what needs attention; its free scan identifies problems, while repair requires the full version, and it is not a substitute for reinstalling software that specifically depends on Windows 9x files.
Fix 4: Check Windows Security before restoring anything
If the file existed on an old Windows installation and disappeared after antivirus activity, inspect quarantine history before copying a replacement.

Fix 5: Update or reinstall related drivers only when the evidence points there
A network driver problem can cause connectivity failures, but it does not establish that mstcp.dll belongs in a current driver package. Do not install a DLL because Device Manager shows a warning unless the affected device and exact error are connected.
To inspect network devices:
- Right-click Start.
- Select Device Manager.
- Expand Network adapters.
- Look for a warning icon.
- Right-click the affected adapter and select Properties.
- Open the General tab and read Device status.
- Open the Driver tab and note the provider and date.
- Use Update driver only with a driver from Windows Update or the hardware manufacturer.
- Restart Windows and test the application.
If the adapter began failing after a driver update, open Properties > Driver and select Roll Back Driver when available. If the device is not detected or the error code concerns hardware, use the manufacturer’s official driver package.
The Microsoft Device Manager guidance explains the supported process.

Fix 6: Use Windows Features only for a confirmed Windows feature dependency
Windows Features cannot reinstall mstcp.dll. They can enable optional components that a separate program explicitly requires, but selecting features at random is not a valid DLL repair.
To inspect optional features:
- Press Windows + R.
- Type
optionalfeaturesand press Enter. - Review the available Windows features.
- Select only the feature required by the affected program’s official documentation.
- Select OK.
- Restart if Windows requests it.
Do not enable legacy components simply because the error contains the word “TCP.” The historical Windows 9x TCP/IP stack is not restored by enabling a current Windows optional feature.
Fix 7: Restore Windows if the problem started after a system change
System Restore can help when the error began after an update, driver installation, application installation, or configuration change.

- Type
rstrui.exeand press Enter. - Select Next.
- Choose a restore point created before the problem began.
- Select Scan for affected programs if available.
- Review the changes.
- Select Next > Finish.
- Allow Windows to restart.
System Restore does not normally remove personal documents, but it can roll back system files, settings, drivers, and installed programs. Use it only after confirming that the selected restore point predates the error. Microsoft’s System Restore documentation describes the process.

Fix 8: Restore mstcp.dll on actual Windows 95, 98, or Me
This is the situation in which restoring the historical file makes sense.
Use matching original Windows installation media for the exact release and language. Do not mix Windows 95 and Windows 98 files, or use a file from an unrelated service-pack or language version.
The general recovery process is:
- Back up important files.
- Locate the original Windows installation CD or disks.
- Start Windows 9x and open My Computer.
- Insert the installation media.
- Locate the Windows cabinet files.
- Extract
MSTCP.DLLfrom the matching installation cabinet. - Place it in the Windows 9x
Systemdirectory. - Restart the computer.
- Open Control Panel > Network.
- Remove and reinstall Microsoft TCP/IP if networking still fails.
- Restart again and test the network connection.
On Windows 95, historical installation media placed the file in a cabinet used during setup. The exact cabinet and extraction method can vary by release, so use the matching setup media and its documented extraction process.
If the original file is damaged rather than absent, rename it before extraction so the old copy is preserved:
MSTCP.OLD
Do not perform this procedure on Windows 10 or Windows 11. Their System directory and networking architecture are different, and the old DLL will not recreate the required Windows 9x networking stack.
Why regsvr32 is usually wrong
regsvr32 is for DLLs that expose registration entry points, including DllRegisterServer. It is not a universal command for repairing every missing DLL.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Scan for outdated or missing drivers - takes under a minute3Clear out junk files and repair common Windows errorsThere is no established evidence that the historical mstcp.dll is a COM or ActiveX library intended for this registration process. It was used as part of the older TCP/IP network-component installation mechanism.
Therefore, this is not a general fix:
regsvr32 mstcp.dll
It may produce an error stating that DllRegisterServer was not found, or that the module could not be loaded. If an application’s official documentation specifically instructs you to register a particular DLL, follow that documentation and use the correct path and architecture. Otherwise, do not register mstcp.dll.
Why System32 and SysWOW64 copying is unsafe
On 64-bit Windows, System32 and SysWOW64 have defined roles in file-system redirection. Their names do not mean that every 32-bit DLL belongs in SysWOW64, and they do not establish that mstcp.dll is a current Windows component.

Manual copying can fail because the file may be:
- From the wrong Windows release
- The wrong language
- The wrong architecture
- Missing related files
- Modified or infected
- Incompatible with the requesting application
It can also hide the real problem until the next update or reinstall. Never copy a random DLL into an application folder, System32, or SysWOW64.
Microsoft explains the directory behavior in its file-system redirector documentation.
When Windows repair or reset is appropriate
For Windows 11, Microsoft provides a repair reinstall through Settings > System > Recovery > Fix problems using Windows Update > Reinstall now, when the option is available. This reinstalls the current Windows version while preserving apps, files, and settings.
Use that route only when broader Windows problems exist and application repair, SFC, DISM, and System Restore have not helped. It is not a method for adding the historical mstcp.dll to current Windows.
A full reset is a last resort:
- Open Settings > System > Recovery.
- Select Reset this PC.
- Choose Keep my files or Remove everything.
- Review which applications and settings will be removed.
- Continue only after backing up important data.
“Keep my files” preserves personal files but removes applications and settings. A reset is disproportionate when only one old program reports mstcp.dll.
Frequently asked questions
Does mstcp.dll belong to Microsoft?
Yes. Its description is Microsoft TCP/IP, and it belongs to the historical Microsoft Windows networking environment. Its documented use is primarily associated with Windows 95 and Windows 98-era systems.
Should I download mstcp.dll from a DLL website?
No. Random downloads can contain malware or the wrong release, architecture, or language. They also do not restore the surrounding Windows 9x TCP/IP components. Use original matching Windows media for a genuine Windows 9x installation, or repair the requesting application on current Windows.
Should I copy it to System32?
No. mstcp.dll does not have an established supported location in modern System32 or SysWOW64. Copying it there will not make Windows 10 or Windows 11 provide the old networking stack.
Why does a modern game request it?
The game may be an old Windows 9x application, may have been copied incorrectly, or may be reporting a different filename that was misread. Identify the executable and reinstall the game before changing Windows files.

No supported evidence shows that current SFC or DISM commands supply this historical file. They repair protected components belonging to the current Windows image. If they report no corruption, focus on the application or virtual machine that requested it.
Can I use regsvr32?
Not as a general repair. regsvr32 applies to DLLs with registration entry points, and there is no established basis for treating historical mstcp.dll as a DLL that should be registered this way.
What if the error started after antivirus quarantine?
Review Windows Security > Protection history, but do not restore the file automatically. Verify its origin and the safety of the complete application. Reinstalling from trusted original media is safer when the file came from old software.
What is the correct fix on Windows 95 or Windows 98?
Restore the matching MSTCP.DLL from the original Windows installation media, place it in the Windows 9x System directory, and reinstall Microsoft TCP/IP through the Network control panel if necessary. Do not use a file from a different Windows release without verification.
