European players can reach the NFL through more than one route: the International Player Pathway (IPP), the NFL Academy followed by college football, or the ordinary draft and free-agent system. The IPP offers selected international athletes a development opportunity and a possible club roster opening; it is not an open tryout or a promise of a contract.
What the International Player Pathway does
The NFL launched the current IPP in 2017 to identify and develop elite athletes from around the world. It is a multisport program: participants have come from rugby, basketball, Gaelic football, track and field, and other sports. The league began adding specialists such as kickers and punters in 2024. NFL Football Operations’ IPP overview
For the 2026 class, selected athletes were invited to a 10-week training program in Florida. It included field and classroom work, followed by opportunities to showcase their skills to NFL club scouts. Depending on eligibility and club interest, a participant could be drafted or signed as a free agent. NFL.com’s 2026 class announcement
Who can qualify for the IPP?
NFL Football Operations defines an eligible international player as an athlete whose citizenship and primary residence are outside the United States and Canada, who has no more than two years of U.S. high-school experience, and who meets NFL eligibility requirements, including having been eligible for a previous NFL Draft. Players may be considered at any position, including kicker and punter. Being born in Europe alone does not establish eligibility. NFL Football Operations’ eligibility criteria

How the IPP differs from other European routes
The IPP is not the only way a European player can progress toward the NFL. The NFL Academy in the UK is a separate development program for young athletes, with links to college and professional opportunities. An Academy athlete may develop through college football and pursue the ordinary draft or free-agent route rather than the IPP’s dedicated roster mechanism. NFL Football Operations

| Route | Who it can suit | Where development and evaluation happen | Draft and roster route |
|---|---|---|---|
| International Player Pathway | Eligible international athletes meeting the NFL’s citizenship, residence, U.S. high-school experience and draft-eligibility criteria | Selected participants train in the program and showcase to NFL club scouts | May be drafted if eligible or signed as a free agent; a qualifying player may also be developed under the international practice-squad mechanism |
| NFL Academy, then college | Young athletes developing through the UK Academy and potentially college football | Football development at the Academy and, for those who advance, in college; NFL clubs evaluate prospects | Can lead to the ordinary draft or free-agent system; the Academy is not the IPP roster exemption |
| College football or other conventional entry | Players who meet ordinary NFL entry requirements, whether or not they came through an international development program | College or other football experience followed by club evaluation | Ordinary draft or free-agent system; no special route follows from birthplace alone |
The official NFL material describes these broad distinctions but does not provide a complete route-by-route application process or comparable success rates.
What the 2026 international roster opportunity means
For the 2026 season, NFL Football Operations says each club may have a combined maximum of 17 practice-squad players if one qualifies as an international player. This is an additional development opportunity, not a guaranteed place on a club’s active roster or a promise of game appearances. NFL Football Operations’ current roster rules

An international player may be elevated, signed to a 53-man roster, released, or placed on a practice squad or injured list through the applicable standard mechanisms. The offseason international roster exemption ends at final cuts to 53. A qualifying player who is waived and clears waivers may sign with any club under standard rules.
A player may participate in the IPP for up to three seasons. A season counts after at least six games on a club practice squad or Active/Inactive List; bye weeks count toward the threshold. After a third IPP season, the player can still sign under ordinary roster and practice-squad rules.

European examples—and what they show
Seydou Traore: Academy and college to the draft
Seydou Traore, raised in South London, was selected by the Miami Dolphins in the fifth round of the 2026 NFL Draft. The NFL identifies him as the first NFL Academy graduate selected in the draft. His route illustrates how Academy development and college football can lead to the draft without being the IPP route. NFL Football Operations’ international player coverage
Jordan Mailata: an IPP success, but not a European example
Australian rugby league player Jordan Mailata came through the pathway and was selected by Philadelphia in the seventh round of the 2018 draft. He later developed into a starting tackle. His career shows what the IPP can make possible, but Mailata is Australian, not European. NFL Football Operations’ IPP overview

What the NFL’s 2026 figures measure
NFL-reported figures describe different things and should not be treated as one success-rate calculation:
- Through September 2026, more than 94 athletes from 21 countries had trained through the IPP, according to NFL Football Operations.
- Through September 2026, NFL Football Operations attributed 58 player contract signings to the program since its launch.
- At the start of Week 1 of the 2026 season, 20 IPP players from 11 countries and territories were on NFL rosters, according to NFL Football Operations.
- The NFL.com announcement named 13 athletes representing 10 nations in the 2026 IPP class.
The first two are cumulative program totals, the third is a Week 1 roster snapshot, and the fourth is the size and national representation of one announced class. The figures do not establish a rate of success: the cited NFL material does not give a comparable denominator of applicants or prospects who did not sign.
