Public Windows file records place it in the System32 directory in Windows 8 and associate it with Vista-, Windows 7-, and Windows 8-era files. Reported records include version 6.2.9200.16384, along with older 6.1.7600.16385 and 6.0.6000.16386 builds. These historical records do not prove that the same file should be present on every Windows 10 or Windows 11 installation.
There is no reliable evidence that this is a Visual C++ Redistributable, DirectX, .NET, or Visual Studio file. The exact language feature that uses this particular lexicon component is not established by the public metadata, so the affected executable remains important evidence.
First, identify the program that requests the file
The application named in the error dialog tells you whether this is a Windows-wide problem or an application-specific one.
- Read the title bar and body of the error.
- Note the program, game, installer, or launcher named there.
- Open Task Manager with
Ctrl+Shift+Esc. - Select Details.
- If the program appears, right-click it and choose Open file location.
- Record whether the executable is in a Windows folder or inside a particular application’s installation directory.
Common messages include:

Fix 1: Install pending Windows updates, then repair Windows
This is the best first repair when more than one program is affected or when the file appears to belong to Windows.
Install updates
On Windows 11:
- Open Start > Settings.
- Select Windows Update.
- Choose Check for updates.
- Install everything offered.
- Restart, even if Windows does not immediately require it.
- Return to Windows Update and check again.
On Windows 10:
- Open Start > Settings.
- Select Update & Security.
- Open Windows Update.
- Select Check for updates.
- Install the available updates and restart.
After restarting, try the affected program again. If the same error remains, continue with DISM and SFC.
Run DISM, then SFC
- Open Start.
- Type
Command Prompt. - Right-click Command Prompt and select Run as administrator.
- Approve the User Account Control prompt.
- Run:
DISM.exe /Online /Cleanup-Image /RestoreHealth
- Wait for DISM to finish. It may appear to pause for a while.
- Run:
sfc /scannow
- Wait until verification reaches 100 percent.
- Restart Windows and test the affected program.
Microsoft recommends running DISM before System File Checker because DISM repairs the component source that SFC uses. DISM normally obtains repair files through Windows Update.
A successful SFC result may say that Windows Resource Protection found corrupt files and successfully repaired them. If the program starts afterward, the Windows component or one of its dependencies was probably damaged.
If SFC says it could not repair some files, run DISM again, restart, and repeat SFC once. If it still fails, inspect:

For a deeper repair, use matching Windows installation media as a DISM source. The media must match the installed Windows edition and architecture. Do not use an arbitrary ISO or a source from a different Windows build.

Fix 2: Repair the application that shows the error
If only one application fails, repair that application before replacing Windows files.

- Select Apps > Installed apps on Windows 11, or Apps > Apps & features on Windows 10.
- Find the affected program.
- Select the three-dot menu or the program entry.
- Choose Advanced options if available.
- Select Repair.
- Test the application.
If there is no Repair button:
- Uninstall the affected application from the same settings page.
- Restart Windows.
- Download the installer from the application developer’s official site or use its official launcher.
- Install the program again.
- Start it once as a normal user, then test again.
For a game, use the launcher’s repair or file-verification command if it provides one. This restores the game’s own files without placing an unrelated DLL in System32.
If the error began after an application update, install the latest version supplied by the developer. If the program is old, check whether it has separate 32-bit and 64-bit builds. A 32-bit application can require 32-bit dependencies even on 64-bit Windows.

Security software can quarantine a damaged or suspicious file. Do not restore a file merely because its name matches the error.
- Open Windows Security.
- Select Virus & threat protection.
- Choose Protection history.
- Look for an event containing
nlslexicons0019.dll. - Check the detection details and the original file path.
- If the file came from an official Windows or application location and the detection is demonstrably a false positive, follow the security product’s restore process.
- Update Windows Security and run a full scan.
If the file came from a random download, an unofficial installer, or an unfamiliar application folder, remove it rather than restoring it. Run a full scan, and consider an offline scan if files continue to disappear.
The DLL error alone is not proof of malware. Repeated removal, unexpected file changes, or other security warnings deserve a complete investigation.

On Windows 11:
- Open Start > Settings.
- Select Time & language > Language & region.

- Select Next.
- Install the required language features.
On Windows 10:
- Open Start > Settings.
- Select Time & Language.
- Open Language.
- Select Add a preferred language.
- Choose the language and install its available features.
For Windows 7, language packs for Ultimate and Enterprise editions were delivered through Windows Update’s optional updates rather than as a general Microsoft Download Center package. If this error belongs to an old Windows 7 installation, use Windows Update or matching installation media rather than a third-party language-pack download.
If the language feature is already installed, do not repeatedly add and remove languages. Return to DISM and SFC, then repair the affected application if only one program is involved.
Fix 5: Check architecture and dependencies
On 64-bit Windows, System32 conventionally contains 64-bit system components, while SysWOW64 contains 32-bit compatibility components. The names are confusing, and folder placement alone is not a reason to copy a DLL.
Check the Windows architecture:
- Open Start > Settings > System > About.
- Find System type.
- Note whether Windows is 32-bit or 64-bit.
Then check the affected application’s documentation or executable properties for its architecture. A 32-bit application on 64-bit Windows may need a 32-bit dependency. Installing a 64-bit copy because it has the same filename will not solve that mismatch.

- Right-click Start.
- Select Device Manager.
- Expand the device category related to the recent change.
- Right-click the device and select Update driver.
- Choose Search automatically for drivers.
- Restart Windows if a driver is installed.
A driver is not the normal owner of this Windows lexicon DLL, so do not install unrelated driver packages merely because the error mentions a DLL.

System Restore is useful when the error began immediately after a cleanup utility, update, driver installation, or failed software installation.

- Type
Create a restore point. - Open the result.
- Select System Restore.
- Choose a restore point created before the failure.
- Select Next > Finish.
- Let Windows restart and complete the rollback.
System Restore can remove recently installed applications or drivers. It is a rollback option, not a guaranteed repair. Do not use it instead of a malware scan if security software has reported a threat.
Do not download or register the DLL manually
There is no verified standalone Microsoft download for nlslexicons0019.dll. Safe sources are:
- Windows Update
- The installed Windows component store
- Matching Windows installation media
- System Restore
- An official application installer when the application has its own private copy

If DISM and SFC cannot repair the installation:
- Back up personal files.
- Obtain matching Windows installation media.
- Use DISM with a source that matches the installed edition and architecture.

- If only one application fails, reinstall that application from its official installer instead.
If the error appears only in one Windows user profile, create a temporary new profile and test the application there. A successful launch can indicate profile-specific configuration rather than a missing system file.
