Start with this diagnostic checklist
Before changing files, note:
- Which program shows the error: Windows itself, Search, SQL Server, or a separate application.
- When it appears: during startup, when launching one program, after an update, or after antivirus activity.
- Your Windows architecture: open Settings > System > About and check System type.
- The exact wording: “missing,” “not found,” “could not be loaded,” and “not designed to run on Windows” point to related but different loading failures.
nlslexicons0039.dll is a genuine Microsoft Windows natural-language component, not a meaningless filename. The safest repair is to restore the matching Windows component with DISM and SFC, rather than downloading a replacement DLL.
What nlslexicons0039.dll does
The 0039 identifier is associated with Hindi. Microsoft’s natural-language and Full-Text Search documentation maps Hindi to NlsLexicons0039.dll, alongside related language-processing binaries used for word breaking and stemming.
Microsoft file tables for Windows Vista and Windows Server 2008 list both x86 and x64 versions of the file. One Microsoft record identifies version 6.0.6000.16386 and a size of 1,782,272 bytes. These records confirm the file’s Windows identity, but they do not prove that every listed build belongs to every Windows 10 or Windows 11 edition.
The file may be involved when Windows Search, natural-language processing, or a program using Windows language services starts. An application can display the error even though the application does not own the DLL. A program-specific message therefore does not prove that the program shipped the file.

What the error message means
These messages are produced by the Windows loader:
- “nlslexicons0039.dll is missing” means the loader could not find the named file where the requesting component expected it.
- “The code execution cannot proceed because nlslexicons0039.dll was not found” is the same basic failure, shown before the application can start.
- “The specified module could not be found” does not always mean the named DLL itself is absent. One of its dependent modules may be missing.
- “There was a problem starting nlslexicons0039.dll” indicates that loading began but failed.
- “Not designed to run on Windows or it contains an error” commonly indicates corruption, an incompatible build, or a damaged dependency.
The message may mention an application, but the underlying fault can still be a damaged Windows component.
Fix 1: Repair Windows automatically with DISM and SFC
This is the correct first repair for a missing or corrupted Windows copy.
- Press Start and type
Command Prompt. - Right-click Command Prompt and choose Run as administrator.
- Select Yes at the User Account Control prompt.
- Run this command:
DISM.exe /Online /Cleanup-Image /RestoreHealth
- Wait for DISM to finish. Do not close the window if progress appears to pause.
- Run System File Checker:
sfc /scannow
- Restart Windows after SFC completes.
- Open the program or Windows feature that showed the error again.
DISM repairs the Windows component store that SFC uses as a source. SFC then checks protected system files and replaces damaged copies. Microsoft documents this order in its System File Checker repair guidance.
If SFC reports that it repaired corrupt files, restart before testing. If it says that no integrity violations were found but the error remains, continue with the dependency and application checks below.

If DISM cannot find repair source files
If DISM reports that source files cannot be found, connect to the internet, run Windows Update, restart, and try the command again.
If Windows Update still cannot provide the source, use a matching Windows installation source:
DISM.exe /Online /Cleanup-Image /RestoreHealth /Source:C:RepairSourceWindows /LimitAccess
Replace C:RepairSourceWindows with the correct path from your compatible installation media. Do not use a source from a different Windows edition or architecture.
If SFC cannot repair the file
If SFC reports that it could not fix some files:
- Restart Windows.
- Run DISM again.
- Run SFC again.
- If the problem persists, review the CBS log referenced in the SFC result.
- Retry from Safe Mode if a security or third-party service may be locking files.
- Escalate to Windows recovery or an in-place repair installation.
Do not replace the file with an arbitrary Internet download. Microsoft’s manual replacement guidance applies to a known-good copy identified through repair logs, not an unverified standalone DLL.
Fix 2: Install pending Windows updates
A servicing failure or incomplete update can leave a language component unavailable.
Windows 11
- Open Settings.
- Select Windows Update.
- Click Check for updates.
- Install all available updates.
- Restart when prompted.
- Repeat the DISM and SFC sequence if the error remains.
On supported Windows 11 installations, Microsoft also provides a repair reinstall:
- Open Settings > System > Recovery.
- Find Fix problems using Windows Update.
- Select Reinstall now.
- Follow the prompts.
This reinstalls the same Windows version while repairing system files and components and preserving apps, files, and settings. The option may not appear on every Windows 11 configuration. See Microsoft’s Windows Update repair reinstall instructions.

Run Windows Update, restart, and repeat DISM followed by SFC. If the issue began immediately after an update, open Settings > Update & Security > Windows Update > View update history and review the recent installation. Windows recovery options may allow you to uninstall a problematic update.

Fix 3: Check antivirus quarantine
Security software may quarantine a damaged or suspicious copy of the file.
- Open Windows Security from the Start menu.
- Select Virus & threat protection.
- Choose Protection history.
- Look for an action involving
nlslexicons0039.dll. - Do not restore it automatically. First verify that the item is a genuine Microsoft file in a Windows component location and that malware scans are clean.
- If you restore a verified item, immediately run DISM and SFC.
- If malware is suspected, leave the item quarantined and run a scan with Windows Security.
A quarantine entry is not proof that the file was malicious. Conversely, a file having the right name is not proof that it is safe. Microsoft’s Windows recovery options provide related guidance for recovery after security software or system changes.
Fix 4: Repair the application that reports the error
If only one program shows the message, repair that program after completing Windows repair.
- Open Settings > Apps > Installed apps.
- Select the affected application.
- Choose Advanced options, if available.
- Select Repair.
- Test the program.
- If Repair does not help, choose Reset only if you understand that it may remove the app’s local settings.
- Otherwise uninstall the application.
- Restart Windows.
- Reinstall it from the original developer, Microsoft Store, or the program’s official launcher.
An application may be requesting a Windows language component incorrectly, or it may have damaged its own files. Reinstalling the application is appropriate when its installation is the only place where the error appears, but do not assume that the application is the owner of nlslexicons0039.dll.
Fix 5: Check architecture and dependent modules
Windows uses different component paths and binaries for 32-bit and 64-bit processes. A 32-bit application on 64-bit Windows may use the 32-bit system environment, while a 64-bit process requires the 64-bit component.
Do not choose a file based only on its name or a website’s bitness label. Let Windows servicing restore the correct copy. Microsoft’s Vista-era records include both x86 and x64 entries, but they do not establish that a particular downloaded build is correct for your installation.
If the error says “specified module could not be found” while the named DLL appears to exist, a dependency may be missing. In that case:

- Check Windows Event Viewer for related application errors.
- Use the application vendor’s support or diagnostic procedure to identify its missing dependency.
Do not copy the DLL into System32, SysWOW64, or the application directory as a general fix. That can introduce the wrong architecture, language data, build, or malware.
Fix 6: Update drivers only when the evidence points there
A graphics, storage, or chipset driver is not a verified normal source of nlslexicons0039.dll errors. Consider driver work only if the problem began with a hardware change, Device Manager reports a warning, or Event Viewer shows a related driver failure.
- Right-click Start and select Device Manager.
- Expand the relevant device category.
- Right-click the device and choose Update driver.
- Select Search automatically for drivers.
- Restart Windows if a driver is installed.
- If the issue began after a driver update, open Properties > Driver and use Roll Back Driver when available.

Do not install Visual C++, DirectX, or .NET by default
There is no verified evidence that Visual C++ Redistributable, DirectX, or .NET is the normal provider of this Windows natural-language component. Installing those packages will not normally restore it.
Install or repair a runtime only when the affected application explicitly requires that runtime and its official documentation identifies the matching package. Do not use a runtime installation as a substitute for DISM and SFC.

Normally, no.
regsvr32 is intended for DLLs that expose registration entry points, typically COM or ActiveX components. A natural-language lexicon or data component is not normally a self-registering COM server. Running a command such as this is therefore not a meaningful repair:

regsvr32 nlslexicons0039.dll
It may produce an error such as a missing entry point, and it does not replace a damaged Windows component. Microsoft documents the tool’s purpose and syntax in its regsvr32 command reference.
Fix 7: Use System Restore or repair installation
Use System Restore when the problem began after a recent driver, update, or system change and a restore point predates it.

- Open Recovery.
- Select Open System Restore.
- Choose a restore point from before the failure.
- Review affected programs and updates.
- Confirm the restore and restart.
System Restore rolls back system files and settings without normally removing personal files, but applications, drivers, and updates installed after the restore point may be affected.
If DISM, SFC, updates, and System Restore fail, perform an in-place repair installation:
- Back up important files.
- Obtain matching official Windows installation media.
- Mount the media in Windows.
- Run
setup.exe. - Choose Change what to keep.
- Select Keep personal files and apps.
- Continue through setup.
Microsoft’s installation-media repair instructions describe this process. A clean reinstall should be reserved for a severely damaged installation or when other recovery methods fail, and it requires a complete backup because applications and system data are removed.
Frequently asked questions
Is nlslexicons0039.dll a Windows file?
Yes. Microsoft lists it in Windows file information for Vista and Server 2008, and Microsoft language-search documentation associates it with Hindi natural-language processing.
Does it belong to SQL Server?
SQL Server documentation lists it among the Hindi word-breaker and stemmer binaries. That confirms an association with Full-Text Search, not that SQL Server is necessarily the original installer on every affected computer.
Should I download a replacement DLL?
No. Random copies can contain malware or the wrong build, architecture, or language data, and copying them into system folders often leaves the underlying component store or dependency problem unresolved. Use Windows Update, DISM, SFC, official installation media, or the affected application’s official installer.
Where should the file be installed?
Its correct location depends on Windows servicing and process architecture. Do not manually select System32, SysWOW64, WinSxS, or an application folder. Restore it through Windows repair tools.
What if the error appears only in one game or program?
Repair or reinstall that program from its official source after running DISM and SFC. The program may be reporting a missing Windows dependency without owning the file itself.
