The ruling makes him available for Kiwis selection, but New Zealand has not selected him by virtue of the decision alone.
What changed in Gagai’s eligibility?
The International Rugby League (IRL) Appeals Committee approved Gagai’s change of eligibility from Australia to New Zealand. The NRL’s report of the ruling says that his initial application was rejected under the usual restriction on players representing one Tier 1 nation and then switching to another. Australia, England and New Zealand were among the nations covered by that restriction.
The committee accepted that changes in the rules had recently given some players an opportunity to play State of Origin while representing their heritage internationally—an option Gagai had not had in the same way. The IRL treated his appeal as a case of “special circumstances.” That is the reported basis for this individual ruling, not evidence of a general change allowing Tier 1 players to switch nations freely.
Why can Gagai represent New Zealand?
Gagai qualifies for New Zealand through his mother, Tania, according to the NRL. He has also represented his Ngāti Pikiāo heritage through the Māori All Stars since 2019. Those connections provide context for the change, while the committee’s reported “special circumstances” finding explains why his appeal was accepted despite his previous Australian representation.

Has New Zealand selected him?
No. The decision makes Gagai eligible for selection; it does not put him in the Kiwis squad. IRL chair Troy Grant told the NRL: “It was felt that there were special circumstances in his case, so Dane is now available for selection by New Zealand. It is now up to them whether they pick him.”
Gagai’s record with Australia
Gagai last represented Australia in 2018, after featuring in the Kangaroos side that won the 2017 Rugby League World Cup. The NRL reports that he is 35 and has made 23 State of Origin appearances for Queensland. The Australian Associated Press reports that he played seven Tests for Australia.

Grant said Gagai “hasn’t played for Australia for eight years and we didn’t want him to be disadvantaged compared to other players with recent rule changes.”

The NRL reported that Gagai’s first possible assignment could be New Zealand’s match against Australia in the Rugby League World Cup 2026 opener, scheduled for 15 October at Allianz Stadium in Sydney. That is a possibility, not a confirmed personal matchup: it depends on New Zealand selecting him, and the fixture remains subject to current tournament information.
