If Windows reports that nsepm.dll is missing or cannot be loaded, the safest fix is usually to repair the IIS installation or the old application that requested it, not to download a replacement DLL.
The file is described as IIS NSEP mapping DLL. Historical IIS installations placed it here:

Published records identify it primarily as a 32-bit component from the IIS 5 and IIS 6 era. A current Windows 10 or Windows 11 computer may not contain it at all, and its absence alone does not prove that Windows is damaged.

IIS is Microsoft’s web-server platform. Older versions included components that are not part of every current Windows installation. An old IIS administration tool, web application, installer, or restored Windows Server image can therefore request nsepm.dll even when the file is not expected on a clean modern PC.
#1 Best Overall
The error may appear as:
The program can't start because nsepm.dll is missing from your computer.
There was a problem starting nsepm.dll. The specified module could not be found.
Error loading nsepm.dll. The specified module could not be found.
The code execution cannot proceed because nsepm.dll was not found.
It may also say that nsepm.dll is not designed to run on Windows or contains an error.
“Specified module could not be found” does not always mean that the named file itself is absent. Windows may be unable to load a dependency required by nsepm.dll, or the file may be in the wrong directory, have the wrong architecture, or belong to a different IIS release.
First, identify what is calling the file
Do not begin by copying a DLL into System32. Find the program making the request.

Check when the error appears
Note whether the message appears when you:
- Start an old IIS management tool
- Launch a legacy web application
- Install or repair an old Windows Server image
- Start a program restored from another computer
- Run a game or utility that may contain an embedded web server
- Log in to Windows or start a background service
If the message appears during a game launch, do not assume the game genuinely requires IIS. Some installers and generic error messages identify a DLL without explaining which component requested it.
Check Event Viewer
- Press Windows + R.
- Type
eventvwr.mscand press Enter. - Expand Windows Logs.
- Open Application.
- Select Filter Current Log in the right-hand pane.
- Look for errors at the time the message appeared.
- Check entries from Application Error, SideBySide, Windows Error Reporting, or the affected program.
Record the application name and executable path. If the event identifies an old IIS executable or service, repairing IIS is the correct direction. If it identifies a separate application, repair that application first.
Check whether the historical file exists
Open File Explorer and enter this path in the address bar:
C:WindowsSystem32inetsrv
You can also check from an elevated Command Prompt:
dir "%SystemRoot%System32inetsrvnsepm.dll"
A “File Not Found” result confirms only that the file is not in that historical location. It does not prove that your current Windows installation should have it.
If a file is present, right-click it, select Properties, and inspect the Digital Signatures tab. The filename alone does not establish authenticity. A legitimate file should also fit the surrounding IIS installation and the Windows version from which it came.
Fix 1: Repair or reinstall the original IIS component
This is the most likely fix when an IIS program is the caller.
On supported Windows Server versions
Microsoft documents IIS as a Windows Server role. To install or repair the current Web Server role:
- Open Server Manager.
- Select Manage.
- Choose Add Roles and Features.
- Continue through Before you begin and select Role-based or feature-based installation.
- Select the target server.
- Check Web Server (IIS).
- Add the management tools if the wizard offers them.
- Continue through the role services required by the application.
- Select Install.
- Restart the server if Windows requests it.
The equivalent PowerShell command is:
Install-WindowsFeature Web-Server -IncludeManagementTools
This installs the supported IIS role for that Windows Server release. It is not proof that it will recreate an obsolete IIS 5 or IIS 6 file. Do not use a modern role installation to mix files from different Windows generations.

On Windows 10 or Windows 11
If you are intentionally using IIS on a desktop edition of Windows:
- Press Windows + R.
- Type
optionalfeaturesand press Enter. - Expand Internet Information Services.
- Expand Web Management Tools and enable the management tools you need.
- Expand World Wide Web Services.
- Enable only the role services required by the application.
- Select OK.
- Allow Windows to apply the changes.
- Restart Windows if prompted.
You can also open Settings → Apps → Optional features → More Windows features to reach the same Windows Features dialog.
If the application specifically requires an older IIS release, use its original installation media and documentation. Current Windows Features cannot safely reproduce every legacy IIS file.
Preserve IIS configuration first
Before removing or rebuilding IIS, preserve the configuration if the server still contains a working site.
Save application files, certificates, virtual directory details, authentication settings, and connection information. Do not uninstall IIS blindly from a production or restored server. A missing DLL is a file problem, but an IIS reinstall can also affect site configuration and enabled role services.
How to tell whether this worked
After the repair:
- Restart Windows.
- Launch the same program that produced the error.
- Open a browser on the server and test the affected local site.
- Check Event Viewer → Windows Logs → Application for a new loader or IIS error.
- Confirm that the error is no longer generated by the same executable.
If the same application still requests nsepm.dll, identify whether it is an old application dependency rather than a missing current IIS feature.
Fix 2: Repair the application that requests nsepm.dll
If Event Viewer points to a third-party program, an old installer, or a game, reinstalling IIS may not solve the problem.

- Select the three-dot menu beside it.
- Choose Advanced options if available.
- Select Repair.
- If Repair is unavailable or unsuccessful, select Uninstall.
- Restart Windows.
- Install the application again from its original installer or the vendor’s official source.
For an old program, use the installer intended for the same Windows generation and architecture. Do not copy nsepm.dll from another PC merely because the names match. The application may require a matching set of IIS files, registry settings, permissions, and dependent libraries.
If the program bundles an obsolete IIS component, the application vendor’s corrected installer is the definitive fix. A standalone DLL cannot recreate that installation.
Fix 3: Repair Windows component files with DISM and SFC
DISM and System File Checker are useful when Windows component-store corruption is involved. They are not guaranteed to restore a file from an obsolete IIS release that is no longer part of the installed component store.
Run DISM first
- Open Start.
- Type
Command Prompt. - Right-click Command Prompt.
- Select Run as administrator.
- Approve the User Account Control prompt.
- Run:
DISM.exe /Online /Cleanup-Image /RestoreHealth
Wait for the operation to finish. Do not close the window if progress appears to stop temporarily.

Run SFC afterward
In the same elevated window, run:
sfc /scannow
Restart Windows after both commands finish.
Possible SFC results include:
- Windows Resource Protection did not find any integrity violations: protected current system files appear intact.
- Windows Resource Protection found corrupt files and successfully repaired them: restart and test the affected program.
- Windows Resource Protection found corrupt files but was unable to fix some of them: review the CBS log and repair Windows using installation media or a supported recovery method.
Outbyte PC Repair can be useful if you want a scan that identifies repair issues without repeatedly guessing which Windows component changed, but its free scan only shows what is wrong and the repair requires the full version. It is not a substitute for reinstalling a specific legacy IIS component when that is the actual cause.
If DISM and SFC report no problems, that does not prove that an old IIS installation is complete. It only means that the current protected Windows files passed those checks.

Fix 4: Check Windows Security quarantine
Antivirus software may have removed a file from an old IIS installation. Treat this as a security investigation, not an automatic restore request.
- Open Windows Security.
- Select Virus & threat protection.
- Choose Protection history.
- Review detections from the time the error began.
- Expand a detection involving
nsepm.dll. - Check its original path and threat details.
- Restore it only if the path, Microsoft signature, and surrounding installation are verified.
Microsoft warns that restoring and allowing a genuinely malicious file can put the computer at risk. If the file was quarantined from an unfamiliar application directory, leave it quarantined and reinstall the application or IIS from trusted original media.
Recommended Free Tools
After restoring a verified file, run a full scan and test the original application. If the same file is quarantined again, stop restoring it and investigate the application or installation source.
Fix 5: Check architecture and the DLL loading path
Historical records identify nsepm.dll as an x86 component. A 32-bit caller cannot safely be repaired with an arbitrary 64-bit substitute.
On 64-bit Windows, System32 and SysWOW64 have special roles in the Windows file-system redirector. They are not interchangeable folders, and copying the same file into both locations is not a repair strategy.
A file can also be correct but placed incorrectly. Windows searches for DLLs according to defined loading rules. A copy in an application folder may be loaded instead of the intended system component, while a copy in a random directory may never be found.

Scan for outdated or missing drivers - takes under a minuteDriver Scan →Repair Windows errors before they cause bigger problemsFix Now →Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →Check:
- Whether the calling program is 32-bit or 64-bit
- Whether the IIS release matches the operating system
- Whether the file is in the expected IIS directory
- Whether its digital signature is valid
- Whether its dependent modules are also present
- Whether the application was migrated from another Windows release
If the message says the specified module cannot be found even though nsepm.dll exists, a dependency may be missing. Use the application’s installer log, Event Viewer, or Process Monitor to identify the failing dependency before replacing anything.
Fix 6: Update or reinstall related drivers only when evidence points there
A graphics, storage, or chipset driver normally does not supply nsepm.dll, so Device Manager is not the primary repair for this file. Use it only if the error began with broader system instability, a failed migration, or device-related corruption.
- Right-click Start.
- Select Device Manager.
- Expand the relevant device category.
- Right-click the affected device.
- Select Properties → Driver.
- Check the provider and driver details.
- Use Update Driver only with a driver supplied through Windows Update or the hardware manufacturer.
- If a recent update caused the problem, select Roll Back Driver when available.
- Restart Windows.
Outbyte Driver Updater can scan for outdated drivers when manually checking hardware versions is becoming guesswork; its free scan identifies the reported driver issues, while installation through the full version is optional. Updating a driver will not replace a missing legacy IIS component, so reinstall the affected application or IIS if that is what the evidence identifies.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Fix 7: Use System Restore or a known-good image
If the error began immediately after an update, cleanup, migration, antivirus event, or software installation, System Restore may return system files, settings, and installed programs to an earlier state.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Repair Windows errors before they cause bigger problems3Fix the driver behind crashes, sound loss and screen glitches- Press Windows + R.
- Type
rstrui.exeand press Enter. - Select Next.
- Choose a restore point created before the error began.
- Select Scan for affected programs if available.
- Confirm the restore point.
- Select Finish and allow Windows to restart.
System Restore does not replace a proper legacy IIS installation, and it may not be available. If the computer came from an old server image, restore that image only when it is known to be complete and trustworthy. Check disk health and run a full malware scan if files are repeatedly disappearing.
What not to do
Do not download a random replacement DLL
Generic DLL download sites can provide malware, the wrong version, the wrong architecture, or a file with no valid relationship to your installation. Even a genuine-looking copy may fail because the loader needs a matching dependency or registry and IIS configuration.
Use the original Windows installation media, the supported IIS role installer, Windows Update, or the original application installer instead.

Do not copy the file into both system folders
Do not place the same DLL in System32, SysWOW64, and the application directory as an experiment. This can cause Windows to load an incompatible copy and make later diagnosis harder.
Do not use regsvr32 as a general fix
Do not run:
regsvr32 nsepm.dll
regsvr32 is intended for DLLs that expose registration entry points such as DllRegisterServer. It does not restore a missing file, repair IIS, install dependencies, or make an arbitrary DLL valid. There is no verified evidence that nsepm.dll is a COM self-registering component requiring manual registration.
Do not clean the registry for this error
Registry cleaners do not recreate IIS files or repair a missing dependency. Removing unrelated entries can make an old application harder to recover.
FAQ
Should every Windows 10 or Windows 11 computer have nsepm.dll?
No. It is associated with older IIS installations, not every modern Windows installation. A current PC can work normally without this file.
Is nsepm.dll a Visual C++ or DirectX file?
No. It is an IIS-related Microsoft DLL, not a normal Visual C++ runtime, DirectX component, or .NET assembly.
Recommended Free Tools
Can I download it from another computer?
That is unsafe unless you are performing controlled recovery with a verified matching system image and the same IIS and Windows release. Copying by filename alone can introduce architecture, signature, version, and dependency problems.
Why does the message say “module not found” when the file exists?
The loader may be unable to find a dependency of nsepm.dll, or the file may be in a directory that the calling process does not search. Check the requesting executable and its dependencies rather than replacing the named file blindly.
Will SFC restore it?
Only if the matching protected file exists in the installed Windows component store. SFC can repair current Windows system files, but it may not restore a file from an obsolete IIS release.
Does nsepm.dll need to be registered?
There is no verified basis for manually registering it. Do not use regsvr32 unless documentation for the specific component confirms that it exposes a registration entry point.
What if an installer asks for nsepm.dl_?
The underscore usually indicates compressed installation media for an older Windows release. Use matching original media and the installer’s supported repair process, not a modern DLL downloaded from an unrelated source.
What is the correct final fix?
Identify the calling process first. If it is IIS, repair the matching IIS feature with the correct Windows media or supported role installation. If it is a separate application, repair or reinstall that application. Only use a replacement file as part of a verified, matching recovery source.
