ntmsapi.dll may appear in errors such as “ntmsapi.dll is missing,” “ntmsapi.dll was not found,” or “Cannot load ntmsapi.dll.” These messages usually point to an old backup, tape, or removable-storage program trying to use a Windows component that newer Windows releases no longer provide.
The filename belongs to Microsoft Windows, not to Visual C++, DirectX, or .NET. Microsoft identifies Ntmsapi.dll as the library for the Removable Storage Manager API, with declarations in ntmsapi.h and the import library Ntmsapi.lib in its official API documentation.

Which fix applies to you
Start with the program that displays the error. The correct repair depends more on that program and your Windows version than on the filename alone.
- The error appears when opening
ntbackup.exeor an old.bkfbackup: treat this as a legacy compatibility problem. On Windows 7 or Windows Server 2008 R2, check Microsoft’s NT Backup Restore Utility. On Windows 10 or 11, use a supported older recovery environment or a compatible replacement. - The error appears in tape software, a removable-media manager, or an enterprise backup application: repair or reinstall that application, then check whether its current release supports your Windows version.
- Several Windows components are failing, or the message began after disk damage or cleanup software: repair Windows with DISM and SFC.
- Your antivirus quarantined the file: inspect the detection history before restoring anything. Confirm the file path and digital signature, then repair Windows if necessary.
- The message says “cannot find procedure address” rather than “file missing”: the program probably loaded a DLL but requested an API function that is not present in that version. Replacing the file randomly is unlikely to help.
- The problem began immediately after an update, driver installation, cleanup tool, or failed uninstall: consider System Restore after checking for a current restore point.
- The application is 32-bit on 64-bit Windows: do not assume that copying files between
System32andSysWOW64will solve the problem. The application may require a particular legacy component, not merely a DLL with the same name.
What ntmsapi.dll does
Removable Storage Manager, commonly abbreviated RSM, was a Windows subsystem for managing removable-media hardware and its database. Its API covered items such as:
#1 Best Overall
- Easily store and access 2TB to content on the go with the Seagate Portable Drive, a USB external hard drive
- Designed to work with Windows or Mac computers, this external hard drive makes backup a snap just drag and drop
- To get set up, connect the portable hard drive to a computer for automatic recognition no software required
- This USB drive provides plug and play simplicity with the included 18 inch USB 3.0 cable
- The available storage capacity may vary.
- Tape and removable-media libraries
- Drives and media
- Slots and library inventory
- Operator requests
- Removable-media databases
Older backup and storage programs could call this API instead of communicating with every tape library or removable-media device independently.
Microsoft’s documentation identifies Ntmsapi.dll as the DLL implementing the RSM API. Its documented client baseline is Windows XP, and its documented server baseline is Windows Server 2003. The old Windows “Whistler” description associated with the file refers to Windows XP-era metadata. It does not identify a current redistributable package.
The important compatibility boundary is that Microsoft states RSM is no longer available beginning with Windows 7 and Windows Server 2008 R2. That means a program can report a missing or unloadable ntmsapi.dll even when the underlying problem is that the operating system no longer supplies the RSM subsystem the program expects.
A successful DLL copy cannot recreate a discontinued Windows service, database, driver integration, or tape-management subsystem.
Step 1: identify the exact calling program
Before repairing files, find out which executable is making the request.
Check when the error appears
Write down:
- The exact wording of the message
- The program name shown in the title bar
- Whether it appears during startup, backup, restore, or device detection
- Your Windows edition and architecture
- Whether the program is
ntbackup.exe, tape software, or another storage utility
If the message appears only after launching one old program, that application is the primary suspect. If multiple unrelated Windows programs report missing system files, Windows corruption becomes more plausible.
Check the executable properties
- Open File Explorer.
- Browse to the program’s installation folder.
- Right-click the program’s main
.exefile. - Select Properties.
- Open the Details tab and record the product name and publisher.
- Open the Compatibility tab, but do not enable random compatibility settings yet.
- Check the publisher’s documentation for supported Windows versions and whether the program is 32-bit or 64-bit.
For a managed office system, also check Settings > Apps > Installed apps on Windows 11 or Settings > Apps > Apps & features on Windows 10. Search for the backup or tape product and note its installed version.
Do not treat the text “ntmsapi.dll” as proof that the Windows file itself is defective. A missing-file message can be generated because an old application expects RSM on a release that no longer includes it.
Step 2: determine whether Windows can support the application
RSM was removed from Windows beginning with Windows 7 and Windows Server 2008 R2. Windows 10 and Windows 11 therefore do not provide the original RSM subsystem as a normal built-in Windows feature.
This changes the repair decision:
- Installing Windows updates will not turn Windows 10 or Windows 11 into Windows XP.
- Visual C++ Redistributables, DirectX, and .NET are not verified sources of
ntmsapi.dll. - Enabling an unrelated Windows feature will not restore RSM.
- Copying a DLL into a system folder will not provide the missing removable-media service.
- Reinstalling the same obsolete application may reproduce the error.
Check Windows optional features without changing them
You can still inspect Windows Features to confirm that no applicable RSM component is available:
- Press Windows + R.
- Type
optionalfeatures. - Press Enter.
- Review the list for features related to backup, storage, or legacy components.
- Do not enable a feature solely because its name sounds related to removable storage.
- Select Cancel when finished unless you have a documented reason to change a feature.
Windows Features is useful for checking available components, but RSM is not a normal optional feature that can be added to Windows 10 or 11 this way.
Step 3: repair the application that raises the error
If only one backup, tape, or removable-media program reports the problem, repair that program before modifying Windows.
Use the Windows repair option
- Open Settings.
- Select Apps.
- Open Installed apps on Windows 11, or Apps & features on Windows 10.
- Select the affected application.
- Choose Advanced options if available.
- Select Repair.
- Launch the application again.
If there is no Repair option, use the application’s own installer:
- Find the original installer or obtain the installer from the software publisher.
- Right-click it and select Run as administrator.
- Choose Repair if offered.
- Restart Windows.
- Test the same operation that produced the error.
If repair does not help, uninstall the application, restart, and install a release that explicitly supports the installed Windows version. Export or back up the application’s configuration first if it contains catalog, tape, or backup-job information.
For enterprise software, preserve logs and configuration files before uninstalling. Contact the vendor if the product depends on RSM. A vendor-supported replacement may be required when the old build cannot run on the current operating system.

Check application architecture
A 32-bit application and a 64-bit application can have different dependencies. On 64-bit Windows, 32-bit programs commonly use the 32-bit system environment, while 64-bit programs use the 64-bit environment. This does not mean that moving a DLL between system directories is safe.
Check the vendor’s installer and documentation for:

- Supported Windows editions
- Supported 32-bit or 64-bit operating systems

Install the architecture-specific package intended for the application and operating system. Do not install an x64 utility into a 32-bit application environment, or assume that an x86 package can provide a 64-bit API dependency.
Step 4: use Microsoft’s legacy NT Backup utility when applicable
Microsoft provided the NT Backup Restore Utility for restoring Windows XP and Windows Server 2003 backup files on Windows 7 and Windows Server 2008 R2. The utility is documented in KB974674.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
Use this path only when all of the following are true:
- You are restoring an old
.bkfcreated by Windows XP or Windows Server 2003. - The target system is Windows 7 or Windows Server 2008 R2.
- The Microsoft utility package matches the system architecture.
- You understand that this is a compatibility utility, not a modern replacement for RSM.
Microsoft supplied separate x86, x64, and IA-64 packages. Select the package that matches the supported target system and the applicable Microsoft download information.
KB974674 does not establish a general solution for Windows 10 or Windows 11. It also warns that tape restoration should be performed on Windows XP, Windows Server 2003, Windows Vista, or Windows Server 2008. If the backup is on tape, use a supported older recovery environment or a vendor-supported system rather than repeatedly copying DLLs onto a modern installation.
Step 5: repair Windows components with DISM and SFC
Use Windows repair commands when the file may have been deleted, corrupted, or damaged by a disk problem. This is especially appropriate when more than one Windows component is malfunctioning.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Fix the driver behind crashes, sound loss and screen glitches3Clear out junk files and repair common Windows errorsFirst install pending updates:
- Open Settings.
- Select Windows Update.
- Select Check for updates.
- Install available updates.
- Restart Windows.
Then open an elevated Command Prompt:
- Open Start.
- Type
Command Prompt. - Right-click Command Prompt.
- Select Run as administrator.
- Approve the User Account Control prompt.
Run DISM first:
DISM.exe /Online /Cleanup-Image /RestoreHealth
Wait for it to finish. Do not close the window if progress appears to pause. When DISM completes, run System File Checker:
sfc /scannow
Microsoft documents this order in its System File Checker repair instructions.
Restart Windows after both commands finish, then launch the affected application.
Interpret the result
- “Windows Resource Protection did not find any integrity violations” means SFC did not find protected system-file corruption. Focus on application compatibility.
- SFC repaired corrupted files successfully: restart and test again.
- SFC found corrupted files but could not fix some of them: restart, run DISM again, and repeat SFC once. If the issue remains, review the CBS log or use Microsoft-supported recovery options.
- DISM cannot repair the image: check Windows Update connectivity and available disk space, then consult Microsoft recovery guidance rather than downloading a replacement DLL.
Outbyte PC Repair can show what its free scan identifies when manually repeating SFC and DISM leaves you unsure which system issues changed; repairs are performed by the full version, and it is optional rather than required.
Recommended Free Tools
If DISM and SFC report a healthy installation, that is evidence against a damaged current Windows component. It does not make an RSM-dependent application compatible with Windows 10 or Windows 11.
Step 6: check security quarantine and disk health
Antivirus software can quarantine a genuine system file, while malware or disk failure can also damage protected files.
Review quarantine
- Open Windows Security.
- Select Virus & threat protection.
- Select Protection history.
- Review detections involving the affected file or its parent application.
- Do not restore the file immediately.
- Confirm its location, detection name, publisher, and digital signature.
- Run a full scan if the detection is unexplained.
Restore a quarantined file only when the path belongs to a trustworthy Windows installation or known application and the security product identifies it as safe. If the file was found in a temporary folder, an unfamiliar download directory, or an untrusted application folder, leave it quarantined and remove the associated software.
If you suspect malware, disconnect the affected machine from sensitive networks as appropriate for your environment and run a full or offline scan. Then repair Windows with DISM and SFC.

If the problem began after a disk failure, forced shutdown, cleanup tool, or failed uninstall:
- Back up important personal and business data.
- Check whether other files are disappearing or failing to open.
- Review Settings > System > Storage for critically low space.
- Check the drive manufacturer’s health diagnostics where available.
- Repair Windows before restoring files from another machine.
If the problem began immediately after a recent change, open Control Panel and search for Recovery. Select Open System Restore, choose a restore point from before the failure, and review the affected programs before confirming. Microsoft says System Restore reverts system files, registry settings, and installed programs while leaving personal files intact.
Step 7: update storage and tape drivers only when hardware is involved
A driver will not restore RSM, but an outdated or damaged storage driver can cause a separate failure when the application accesses a tape drive, changer, or removable-media device.
- Right-click Start.
- Select Device Manager.
- Expand Tape drives, Medium changers, Storage controllers, and Universal Serial Bus controllers as relevant.
- Right-click the affected device.
- Select Properties.
- Read the Device status message on the General tab.
- Open the Driver tab and record the provider and date.
- Use Update Driver only with a driver from Windows Update or the hardware/software publisher.
- Restart Windows and test the hardware.
If the device appeared after a recent driver update and then failed, use Roll Back Driver if that button is available. Do not remove a storage-controller driver without confirming that you have recovery access and the correct replacement.

Outbyte Driver Updater can show which of many installed drivers its free scan identifies as stale; driver installation is handled by the full version, and the hardware vendor’s supported driver remains the safest choice for managed systems.
If Device Manager shows no hardware problem but the application still requests ntmsapi.dll, return to the application compatibility diagnosis.
Why regsvr32 is not the fix
Do not run:
regsvr32 ntmsapi.dll
regsvr32 is intended for DLLs that provide registration functions such as DllRegisterServer. Microsoft’s regsvr32 documentation describes that registration behavior.
ntmsapi.dll is an API/system library, not normally a self-registering COM component. It does not become usable because it was registered. The command may produce an error about a missing DllRegisterServer entry point, and it can distract from the actual compatibility problem.

Do not download ntmsapi.dll from a DLL collection site, file mirror, forum attachment, or another random computer. A matching filename does not prove that the file is genuine or compatible.
An unofficial copy may be:
- Malware or a modified binary
- The wrong Windows release
- The wrong architecture
- Incompatible with the calling application
- Missing related services and dependencies
- A reason for Windows protection or antivirus alerts
There is no verified modern Microsoft standalone ntmsapi.dll redistributable. Use Windows Update, DISM, SFC, the official KB974674 package where its scope applies, or the original software publisher’s supported installer.
Manual copying is legitimate only in a tightly controlled legacy-recovery case using matching Microsoft installation media or an official package. Even then, do not overwrite protected system files as a generic repair. A private application folder may be appropriate only when the software publisher specifically documents that deployment method.
What to do after a procedure-address error
The message “Cannot find procedure address in ntmsapi.dll” is different from a missing-file message. It generally means the application loaded a DLL but requested an API entry point that the loaded version does not provide.
Use this sequence:
- Record the exact procedure name in the error.
- Identify the executable that raised it.
- Confirm whether the program is 32-bit or 64-bit.
- Check whether another copy of the DLL is being loaded from the application directory.
- Repair or reinstall the application from its publisher.
- Confirm that the application release supports the installed Windows version.
- Do not replace the DLL with a random copy or move files between system directories.
For old NetWorker or similar tape-management tools, the error can indicate that removable-storage support is unavailable or unsupported rather than that one file needs replacing.
If the problem is an old backup or tape
For an old .bkf file, identify where the backup was created and what media it uses.
- For disk-based
.bkfrecovery on Windows 7 or Windows Server 2008 R2, investigate Microsoft’s KB974674 utility. - For tape-based recovery, use Windows XP, Windows Server 2003, Windows Vista, or Windows Server 2008 where the documented compatibility guidance applies, preferably in an isolated recovery environment.
- For third-party backup formats, use the vendor’s restore utility and a compatible release.
- Do not expect modern Windows Backup and Restore to recreate the old RSM database or tape-management layer.
- Preserve the original media and make a working copy of disk-based backup files before attempting repeated recovery.
If the data is business-critical, document the original operating system, backup application, catalog information, tape hardware, and encryption settings before changing the recovery machine.
Prevention for managed Windows systems
After resolving the immediate issue:
- Record the application and version that generated the error.
- Replace unsupported backup or tape software with a vendor-supported release.
- Keep a documented recovery environment for old backup formats.
- Store original installers and activation information securely.
- Test restores instead of assuming that a completed backup is recoverable.
- Avoid registry cleaners and DLL-fixing utilities that delete files based on filename matches.
- Keep Windows, security software, storage drivers, and backup software maintained.
- Monitor disk health and investigate repeated file corruption.
- Restrict manual system-file replacement to controlled recovery procedures.
- Document whether each application is 32-bit or 64-bit.
FAQ
Is ntmsapi.dll a Microsoft file?
Yes. Microsoft documents it as the DLL for the Removable Storage Manager API. The old “Windows Whistler” description refers to Windows XP-era metadata, not a modern runtime package.
Is it included in Windows 10 or Windows 11?
RSM is no longer available beginning with Windows 7 and Windows Server 2008 R2. Therefore, Windows 10 and Windows 11 should not be treated as systems that can supply the original RSM environment for old applications.
Should I install Visual C++, DirectX, or .NET?
No, not based on this filename alone. There is no verified evidence that ntmsapi.dll belongs to those packages. Identify the calling program first.
Will SFC always restore the file?
No. SFC can repair protected Windows files when the installed Windows image contains the required component. It cannot make an obsolete application compatible with an operating system that no longer provides RSM.
Should I copy the file to System32 or SysWOW64?
Not as a general fix. The wrong architecture or version can create a procedure-address error, and the copied file still will not recreate the discontinued RSM subsystem.
Does regsvr32 repair ntmsapi.dll?
No. It is not normally a self-registering COM DLL, so registration is not the appropriate repair.
What is the safest fix on Windows 11 or Windows 10?
Identify the application. Repair or replace the old backup or tape program with a supported release. Use DISM and SFC only when Windows corruption is plausible, and use a supported older recovery environment for legacy .bkf or tape restoration.
When is the old application simply unsupported?
If the program requires RSM and cannot run without it, and its publisher offers no compatible release, the correct answer is that it cannot run natively on the current Windows version. Preserve the data and perform the task in a supported older environment rather than forcing an arbitrary DLL into Windows.
