oddbse32.dll is a Microsoft 32-bit legacy ODBC component associated with the dBASE driver family, and an error usually means that an old application or setup program cannot find the correct ODBC installation. The safest fix is to repair or reinstall the program that needs it, then check the 32-bit ODBC configuration rather than downloading a replacement DLL.
What this file actually does
oddbse32.dll belongs to the legacy ODBC Desktop Database Drivers and is associated with Microsoft’s 32-bit dBASE support. Microsoft lists it with the dBASE III, dBASE IV, and dBASE 5.0 driver files in its dBASE file documentation.
The filename is easy to misunderstand. oddbse32.dll is associated with the setup and component side of the Microsoft dBASE ODBC driver. Microsoft registry documentation identifies odbcjt32.dll as the driver DLL for the “Microsoft dBase (*.dbf)” driver, so oddbse32.dll should not casually be described as the entire dBASE runtime.
This is a 32-bit component. A 32-bit Visual Basic 6 application, Office or Access component, or older program using DBF files may need it even when Windows itself is 64-bit. Microsoft includes oddbse32.dll in its supported Visual Basic 6 runtime file list, but the file’s presence and exact version depend on the Windows release and the software installed.

Typical messages include:
- “The program can’t start because oddbse32.dll is missing from your computer.”
- “The code execution cannot proceed because oddbse32.dll was not found.”
- “There was a problem starting oddbse32.dll.”
- “The specified module could not be found.”
- “oddbse32.dll is either not designed to run on Windows or it contains an error.”
“Specified module could not be found” does not always mean the named file is absent. The file may exist while one of its dependent files is missing, damaged, blocked, or the wrong architecture.

Fix 1: Identify the program that is failing
Do this before replacing anything. The program named in the error determines which installer should restore the file.
- Note when the message appears.
- Immediately after signing in
- When opening a particular application
- During Office or Access setup
- When opening a DBF-based database
- When launching a shortcut, script, or scheduled task
- Right-click the shortcut and select Properties.
- On the Shortcut tab, check Target. This identifies the executable being launched.
- If the message appears during startup, press
Ctrl+Shift+Escto open Task Manager. - Select Startup apps and temporarily disable only the entry that launches the failing legacy program.
- Restart Windows and test the program directly from its installation folder.
If only one application produces the error, treat that application as the owner of the missing component. Reinstalling unrelated Windows runtimes will not normally restore the correct ODBC files or registry configuration.
Also determine whether the program is 32-bit:
- Start the application.
- Open Task Manager.
- Select the Details tab.
- Right-click a column heading and select Select columns.
- Enable Platform, if available.
- Check the application entry.
Some Windows versions do not show a platform column. In that case, check the program vendor’s documentation or installation folder. Older Visual Basic 6, Office, Access, and database applications should be treated as 32-bit unless their documentation says otherwise.
Fix 2: Repair the application, Office, or Access installation
This is the most likely solution when the error is tied to one program.
Repair a normal desktop application
- Press
Windows+Ito open Settings. - Select Apps.
- Select Installed apps.
- Find the application that produces the error.
- Select the three dots beside it.
- Choose Advanced options, if available.
- Select Repair.
- Restart Windows and test the application.
If Repair is not available, open Control Panel:
- Press
Windows+R. - Type
appwiz.cpl. - Press Enter.
- Select the affected application.
- Choose Change, Repair, or Modify.
- Follow the installer prompts.
- Restart Windows.
If repair fails, uninstall and reinstall the application from its original vendor installer or trusted installation media. Use the same edition and architecture that the application originally required. Do not copy oddbse32.dll from another computer unless the software vendor specifically instructs you to use a verified file from matching media.

Repair Microsoft Office
For a Microsoft 365 or Click-to-Run installation:
- Open Settings.
- Select Apps and then Installed apps.
- Find Microsoft 365 or Microsoft Office.
- Select the three dots.
- Choose Modify.
- Try Quick Repair first.
- If the error remains, repeat the process and select Online Repair.
- Restart Windows and test the Office or Access operation again.
For older Office media, run the original Office setup program and choose its repair option. If setup asks for installation files, provide the original disc, mounted image, or network source. A random DLL copy may satisfy one file check while leaving the rest of the ODBC installation incomplete.
Fix 3: Check the 32-bit ODBC administrator
A 32-bit application must use the 32-bit ODBC administrator. On 64-bit Windows, the two administrators manage different driver and DSN views.
- Open Start.
- Search for ODBC Data Sources (32-bit).
- Open it.
- Select the Drivers tab.
- Look for the Microsoft dBASE driver or another legacy driver required by the application.
- Check whether the driver information is present and whether the error appears when the application connects.
You can open the same tool directly:
C:WindowsSysWOW64odbcad32.exe
Microsoft documents the distinction between the 64-bit administrator at C:WindowsSystem32odbcad32.exe and the 32-bit administrator at C:WindowsSysWOW64odbcad32.exe in its ODBC driver viewing guidance.
If the program is 32-bit, create or test its DSN in the 32-bit administrator. A DSN created in the 64-bit administrator may be invisible to the application. If the Microsoft dBASE driver is absent, repair or reinstall the application or its original ODBC package instead of installing a random standalone DLL.
Fix 4: Check antivirus quarantine
Security software may quarantine a legacy file because old components are uncommon or have unusual loading behavior.
- Open Windows Security from Start.
- Select Virus & threat protection.
- Select Protection history.
- Search for
oddbse32.dll. - Read the detection details before taking action.
Restore the file only when you can verify that it came from the original trusted application or Microsoft installation media and the detection is clearly a false positive. If the source is uncertain, do not restore it. Repair or reinstall the parent application instead, then run a fresh security scan.

Fix 5: Repair Windows component files with DISM and SFC
Use these commands when the problem affects Windows-protected files, began after an interrupted update, or appears across more than one application. They are less likely to fix an application-specific ODBC registration problem.
- Open Start.
- Type Command Prompt.
- Right-click Command Prompt.
- Select Run as administrator.
- Select Yes at the User Account Control prompt.
- Run:
DISM.exe /Online /Cleanup-Image /RestoreHealth
- Wait for the command to finish.
- Then run:
sfc /scannow
- Wait until verification reaches 100 percent.
- Restart Windows and test the affected application.
Microsoft describes DISM image repair in its Windows image repair documentation and SFC usage in its SFC command reference.
If SFC reports that it found and repaired corrupted files, test the application again. If it reports no integrity violations but the error remains, focus on the application installer, 32-bit ODBC configuration, missing dependencies, or antivirus history.

oddbse32.dll is not a modern graphics, audio, chipset, or printer driver. Do not use Device Manager to search for this file. The relevant “driver” is the legacy ODBC/database package installed by the application.
If the application provides an update:
- Open the application’s built-in updater, if available.
- Check the vendor’s original support or download channel.
- Download the update matching the application’s 32-bit architecture.
- Close the application.
- Run the installer as administrator if the vendor requires it.
- Restart Windows.
- Recheck ODBC Data Sources (32-bit).
If the error began after a general device-driver update, use Device Manager only to investigate that separate hardware problem:
- Right-click Start.
- Select Device Manager.
- Expand the affected hardware category.
- Right-click the device.
- Select Properties and open the Driver tab.
- Use Roll Back Driver only if the problem clearly began after that driver change.
- Otherwise use the manufacturer’s verified driver package.

Do not enable random Windows features
There is no general Windows Features checkbox that reliably installs oddbse32.dll.

To inspect optional components:
- Press
Windows+R. - Type:
optionalfeatures
- Press Enter.
- Review the list without enabling unrelated features.
- Select Cancel unless the application’s documentation specifically requires a feature.
Do not enable .NET Framework, legacy components, or compatibility features merely because a DLL error occurred. They do not automatically restore a missing dBASE ODBC installation.

Do not download oddbse32.dll from a DLL website
A downloaded copy may contain malware, the wrong version, the wrong architecture, or missing dependencies. It may also leave the ODBC registry configuration and DSN problem untouched. Microsoft does not provide a universal modern standalone download for this file.
Use the original application installer, Office or Access repair, trusted Microsoft installation media, or a supported vendor package instead.
Do not install Visual C++ Redistributable, DirectX, or MDAC at random
oddbse32.dll is an ODBC/dBASE component, not a Visual C++ runtime file. Microsoft also states that the ODBC Desktop Database Drivers were not included in MDAC 2.6, 2.7, or 2.8. Installing MDAC is therefore not a universal solution.

Do not run regsvr32 as a first step
regsvr32 oddbse32.dll is not a general repair command. Registration only helps DLLs that provide a self-registration interface, and it cannot fix a missing dependency, incorrect bitness, absent DSN, wrong version, or incomplete application installation.
Do not copy it into system folders
Copying a DLL into System32, SysWOW64, or an application directory can create version conflicts. Restore files through the matching installer unless a vendor’s documented deployment procedure specifically requires a verified copy.

If the 32-bit program still cannot run
Some older applications depend on a legacy ODBC and DBF stack that is no longer installed or supported on current Windows versions. If repair, reinstall, ODBC checks, antivirus review, DISM, and SFC do not help, use one of these supported paths:
- Ask the software vendor for a Windows 10 or Windows 11 compatibility update.
- Run the application in a controlled 32-bit environment supported by the vendor.
- Migrate the database connection or application to a maintained driver.
- Preserve the original installation media and configuration before changing the system further.
A 64-bit native application cannot load this 32-bit component directly. If the failing program is 32-bit, keep using the 32-bit ODBC administrator and its matching DSNs.

Is oddbse32.dll a Windows system file?
It is a Microsoft legacy component and is listed among supported VB6 runtime files, but its presence and version vary by Windows release and installation history. It is not required by ordinary modern Windows users.
Is oddbse32.dll 32-bit or 64-bit?
It is 32-bit. A 32-bit application on 64-bit Windows must use the 32-bit ODBC administrator at C:WindowsSysWOW64odbcad32.exe.
Does reinstalling MDAC fix it?
Usually not. Microsoft says MDAC 2.6 through 2.8 did not contain the ODBC Desktop Database Drivers. Repair the application or its original ODBC installation instead.
Why does Windows say the module cannot be found when the file exists?
A dependency may be missing, the file may be damaged, or the application may be loading the wrong architecture. Check the parent application and 32-bit ODBC configuration rather than copying another DLL.
Should I use System Restore?
Use System Restore as a fallback after identifying a recent failed installation, cleanup, or update. Application repair and restoration from original media are more targeted fixes.
