oisctrl.dll belongs to Microsoft Office Picture Manager and its legacy SharePoint integration, not to Windows itself. The safest fix is to repair Office 2010 or reinstall Picture Manager from Microsoft rather than downloading a DLL and copying it into System32.
What this file actually does
Microsoft identifies OISCTRL.dll as the library behind the OISCTRL.OISClientLauncher ActiveX control. SharePoint picture-library pages used this control to launch Office Picture Manager for actions such as uploading, editing, downloading, and sending pictures.

Microsoft documents the normal Office location as:
%ProgramFiles%Microsoft OfficeOffice14
On 64-bit Windows with 32-bit Office, the path may instead be:
C:Program Files (x86)Microsoft OfficeOffice14
oisctrl.dll is associated primarily with:
- Microsoft Office 2010
- Microsoft Office Picture Manager
- SharePoint Foundation 2010 client integration
- The legacy Office 2010
Office14component family
It is not a normal Windows system DLL. Its presence in an Office directory is more meaningful than its presence in System32 or SysWOW64.
#1 Best Overall
Picture Manager was included with Office 2010 but removed from Office 2013 and later. Microsoft provides SharePoint Designer 2010 as the supported way to install Picture Manager separately.
Match the symptom to the likely cause
| Symptom | Most likely cause | Best first action |
|---|---|---|
| Picture Manager will not open | Damaged or incomplete Office installation | Repair Office or SharePoint Designer |
| Error appears on an old SharePoint picture-library page | Missing Office control or unsupported legacy ActiveX integration | Repair the local Office component and check the browser environment |
oisctrl.dll is absent from the Office folder |
Component was never installed, removed, or quarantined | Add Picture Manager or reinstall the Office component |
| “Specified module could not be found” | The DLL or one of its dependencies is missing | Repair the owning Office installation |
| “Not designed to run on Windows” | Wrong, corrupt, or mismatched file | Remove the replacement and repair Office |
| Error began after antivirus activity | Defender or another antivirus quarantined the file | Check quarantine, then reinstall from Microsoft media |
| Office 2013, 2016, or Microsoft 365 is installed | Picture Manager may not be included | Install Picture Manager separately or use a modern replacement |
| Only one old site reports the error | The site depends on obsolete SharePoint ActiveX behavior | Repair Office, then consider replacing the workflow |
Reported messages can include “oisctrl.dll is missing,” “There was a problem starting oisctrl.dll,” “Error loading oisctrl.dll,” and “oisctrl.dll is either not designed to run on Windows or it contains an error.” These messages identify a Windows loader failure, but they do not by themselves prove that the DLL is the only missing file.
Fix 1: Repair Office 2010 or SharePoint Designer
This is the strongest first fix when the error appears while opening Picture Manager, Office, or a SharePoint picture-library action.
Repair Office 2010
- Close Word, Excel, Picture Manager, browsers, and other Office programs.
- Press Windows, type Control Panel, and open it.
- Select Programs and then Programs and Features.
- Select Microsoft Office 2010.
- Click Change.
- Choose Repair or Detect and Repair.
- Follow the installer prompts.
- Restart Windows.
If the installed product is SharePoint Designer 2010, select Microsoft SharePoint Designer 2010 instead and use Change.
After restarting, check whether the Office installation contains an Office14 folder and whether Picture Manager opens. Do not judge the repair only by whether the DLL appears in System32; that is not its documented home.
Repair modern Office
Office 2013, Office 2016, and Microsoft 365 use a different repair interface:
- Open Settings.
- Select Apps and then Installed apps.
- Find Microsoft 365, Microsoft Office, or the relevant Office installation.
- Select the three-dot menu beside it.
- Choose Modify.
- Select Quick Repair and click Repair.
- If the problem remains, repeat the process and choose Online Repair.
Online Repair is more appropriate when a legacy component is absent or corrupted, but it may remove and rebuild the existing Office installation. Save open documents first.

Microsoft Office 2010 support ended on October 13, 2020. Repairing it can restore the component, but it does not bring the product back into security support.
Fix 2: Install Picture Manager through Microsoft SharePoint Designer
If you have Office 2013 or later, Picture Manager may simply never have been installed. Microsoft’s supported installation route is SharePoint Designer 2010.
- Download the official SharePoint Designer 2010 installer from Microsoft.
- Run
SharePointDesigner.exe. - Accept the license terms.
- Choose Customize.
- Expand Office Tools.
- Select Microsoft Office Picture Manager.
- Set it to Run from my computer.
- Continue the installation.
- Restart Windows and try the original action again.
Microsoft recommends the 32-bit SharePoint Designer edition for most users. Match the edition to the Office environment where possible. A 32-bit Office component should not be replaced with an unrelated 64-bit DLL merely because Windows is 64-bit.
Fix 3: Check the installation architecture and location
The Windows architecture and Office architecture are not always the same. 32-bit Office can run on 64-bit Windows and commonly installs beneath:
Free tools Windows power users keep installed
One-click scans. No signup required.
C:Program Files (x86)Microsoft OfficeOffice14
A 64-bit Office installation commonly uses:
C:Program FilesMicrosoft OfficeOffice14
The exact path depends on the Office edition and installation source. To check the folders:
- Open File Explorer.
- Check
C:Program FilesMicrosoft Office. - Check
C:Program Files (x86)Microsoft Office. - Look for an
Office14directory. - Do not copy a DLL between the two locations.
If oisctrl.dll exists in the expected Office directory but Windows still reports that the specified module cannot be found, another dependency may be missing. In that situation, repairing Office is safer than replacing the file manually.
There is no authoritative Microsoft catalogue establishing one universal file size, hash, or latest version for every Office installation. Public file listings disagree about historical builds, so do not select a replacement based only on a version number or file size.

Fix 4: Check Microsoft Defender quarantine
Security software may remove or quarantine an Office file.
- Open Windows Security.
- Select Virus & threat protection.
- Click Protection history.
- Review recent quarantined items.
- If
oisctrl.dllappears, note its original path and detection name. - Run a full scan before restoring anything.
Do not immediately allow the file. Confirm that it came from the genuine Office installation directory and that the Office installation source is trusted. The safer recovery is usually to repair or reinstall Office from Microsoft media, update Defender definitions, and scan again.
If the file is quarantined repeatedly, treat that as a security investigation rather than a routine missing-DLL error.
Fix 5: Repair broader Windows corruption
oisctrl.dll is normally an Office component, so System File Checker is not the first repair step. Use DISM and SFC if Windows shows other corruption symptoms or Office repair fails unexpectedly.
- Press Windows, type
Command Prompt. - Right-click Command Prompt.
- Select Run as administrator.
- Run:
DISM.exe /Online /Cleanup-Image /RestoreHealth
- Wait for it to finish.
- Then run:
sfc /scannow
- Restart Windows.
- Retry the Office repair.
DISM repairs the Windows component store; SFC checks protected Windows system files. Neither command is a substitute for reinstalling a missing Office component.

Outbyte PC Repair can show what its scan finds, while repairs are performed by the full version; reinstalling the affected Office or Picture Manager component remains the definitive fix for this file.
Fix 6: Use System Restore after a recent change
If the error began immediately after a cleanup utility, software installation, driver change, or malware-removal event, System Restore may help.
- Press Windows + R.
- Enter:
rstrui.exe
- Press Enter.
- Choose a restore point dated before the error began.
- Select Scan for affected programs if available.
- Review the changes.
- Confirm the restore.
System Restore rolls back system files, registry settings, and installed programs but normally does not remove personal files. If no suitable restore point exists, return to Office repair or perform a complete reinstall.

Is regsvr32 the right fix?
Usually, no.
The file is related to an ActiveX and COM control, so registration is part of the Office installation process. However, Microsoft does not document manually registering oisctrl.dll as the standard repair procedure. A missing or corrupted Office file should be restored through Office Setup.
Quick wins for a faster PC:
Repair Windows errors before they cause bigger problemsFix Now →Scan for outdated or missing drivers - takes under a minuteDriver Scan →The generic command is:
regsvr32 pathfile.dll
regsvr32 only works when the DLL exposes the registration functions it expects, and the command must match the DLL architecture. Registering a 32-bit Office DLL with the wrong regsvr32 context can produce another error without repairing the underlying installation.
Use it only when Microsoft or a controlled enterprise recovery procedure specifically requires it. Do not use it as a substitute for reinstalling Office.
Do not download oisctrl.dll from random DLL sites
Downloading a standalone DLL is risky because the file may contain malware, belong to a different Office build, use the wrong architecture, or depend on other missing files. Copying it into C:WindowsSystem32, C:WindowsSysWOW64, or an application folder can also bypass Office servicing and create version conflicts.
Use these sources instead:
- Your original Microsoft Office 2010 installation media
- Microsoft’s Office installation and repair workflow
- Microsoft’s official SharePoint Designer 2010 installer
- A trusted organizational Office deployment source
Manual replacement is appropriate only in controlled recovery when the exact file comes from verified Microsoft media and the correct Office directory is known.

An old SharePoint picture-library page may be the trigger rather than the complete cause. The page may be attempting to launch the local OISCTRL.OISClientLauncher ActiveX control, while the current browser no longer supports the legacy behavior.
First repair or install Picture Manager. If Picture Manager works locally but only one old SharePoint page fails, the site may depend on obsolete ActiveX integration. In that case, use a supported SharePoint workflow or replace the picture-library process instead of repeatedly replacing the DLL.

What if drivers are involved?
A graphics or printer driver can affect Office behavior, but drivers do not normally supply oisctrl.dll. Check drivers only when the failure began after a display, printer, or system-device change.
- Right-click Start.
- Open Device Manager.
- Expand the relevant category, such as Display adapters or Printers.
- Right-click the device.
- Select Properties and open the Driver tab.
- Use Roll Back Driver if the option is available and the problem began after an update.
- Otherwise choose Update Driver and follow Windows’ prompts.
- Restart Windows.
Driver hunting can mean checking several device vendors and matching architecture manually. Outbyte Driver Updater can show which drivers its scan identifies, while driver installation is performed by the full version; updating a driver will not replace a missing Office component.

Stop treating this as a DLL problem when:
- Office repair does not restore Picture Manager
- The file is repeatedly quarantined
- The Office installation is no longer usable
- The only remaining need is basic image viewing or editing
- A legacy SharePoint site is the sole trigger
Microsoft recommends the Windows Photos app as the modern replacement for basic Picture Manager tasks. If you need Office functionality, move to a supported Office release rather than relying indefinitely on Office 2010, which no longer receives security or software updates.
FAQ
Is oisctrl.dll part of Windows?
No. It is an Office-related file associated with Picture Manager and SharePoint 2010 integration. Windows does not normally provide it as a standard system DLL.
Is oisctrl.dll 32-bit or 64-bit?
The correct architecture depends on the Office component that installed it. Do not choose a file based only on whether Windows is 32-bit or 64-bit. 32-bit Office commonly runs on 64-bit Windows.
Why does Windows say the specified module could not be found when the file exists?
The message can mean that a dependency of oisctrl.dll is missing, not necessarily that the named file itself is absent. Repair Office instead of copying another DLL beside it.
Will Office 2016 or Microsoft 365 include Picture Manager?
Not normally. Microsoft removed Picture Manager from Office 2013 and later. Install it separately through the official SharePoint Designer 2010 route if you still need it.
Should I register the file with regsvr32?
Not as a first step. Repair or reinstall the Office component first. Manual registration is appropriate only when a documented, controlled procedure specifically calls for it.
Does Windows 10 or Windows 11 change the fix?
The core fix is the same on both systems: identify the Office component, repair or reinstall it from Microsoft, and avoid arbitrary DLL downloads. A modern browser may also expose compatibility problems with old SharePoint ActiveX pages.
What if none of these steps works?
Uninstall the affected Office or SharePoint Designer product, restart Windows, and reinstall it from verified Microsoft media. If only a legacy SharePoint page remains broken afterward, replace that workflow rather than continuing to copy DLL files.
